Citizens age 62 or older are encouraged to stop by at any school building to sign-up for a district GOLD CARD for free admission to many of our activities. In addition, seniors who are age 65 or older can also use the Freeport Area School District GOLD CARD to attend events at other school systems in Armstrong and Indiana counties! Located along the Allegheny River at the mouth of Buffalo Creek, the Freeport Area School District is situated approximately 30 miles northeast of Pittsburgh in Armstrong and Butler Counties. Five schools - Freeport Senior High School (grades 9-12), Freeport Junior High School (grades 7-8), Buffalo Elementary (grades 1-6), South Buffalo Elementary (grades 1-6), and the Freeport Kindergarten Center provide for the educational needs of students from the Borough of Freeport, Buffalo Township, and South Buffalo Township. The school district encompasses a 53.4 square mile region approximately ten miles out from Freeport, in north, northeast, and westerly directions. The area provides an exceptional area to raise a family because it is far enough away from the congestion of urban areas, yet the close proximity to major highways and the Pennsylvania Turnpike allow easy access to surrounding cultural activities, shopping malls and major universities. The historical development of the district can be traced from its emergence as a river community in the late 1700’s as a “Free Port” for riverboat trade. Agricultural interests increased during the early 1800’s to the development of railroads, mining, and some industry in the 1900’s to the present state of agriculture and light industry. Now, the region is largely a bedroom community for those that commute to other areas for employment, with the community connected by fine roadways to some of the finest research and educational establishments in Pennsylvania. The growth of the North Point Industrial Park, in South Buffalo Township, provides promise for future expansion of local employment opportunities. These features, the naturally pleasant physical environment, and the friendly type of people already making up the community are contributing to a rapid increase of population and business opportunities. The education program of the district is an outgrowth of the many expressed needs within a rural community that is slowly evolving into a suburban one. A commitment has been made to provide a quality education for all students. The philosophical basis upon which the program of the Freeport Area School District rests is essentially one that is comprehensive and flexible enough to provide each student with the basic tools, understanding and attitudes to enable him/her to function successfully in our society. Students in the Freeport Area School District are involved in a variety of activities including interscholastic and youth league sports, school-sponsored and faith based community service projects, and co-curricular educational programs such as the Governor’s School. The school district’s students are recognized annually for contributing countless hours and large amounts of money to local and regional charities. Parents in the district have many opportunities to participate in school-based PTO, varsity booster clubs and various volunteer programs. Parents are also invited to grade level parent orientations early in year where they meet their child’s teachers as well as district-wide “Meet and Greet” sessions in each building. Parents are also invited to participate in parent advisory committees for Title I as well as district committees for Act 48 and Strategic Planning. With a total enrollment of approximately 2,000 students, the school district offers progressive educational program, giving students the opportunity to take advanced placement and honors courses. Enrichment/Gifted and special education classes are available to all students who qualify throughout the district. Overall, the students in the district score well above the state averages on the PSSA in math, reading, and writing. To date, the district has met AYP in all sub-categories. There are currently 141 classroom teachers and 13 administrators/supervisory personnel in the district. Through district professional development and tuition reimbursement programs, the teachers have established an innovative, progressive instructional approach. When purchased, students receive a well-balanced, nutritious lunch. Our cafeteria uses a point of service system (grades 1 - 12) to keep track of your child’s account. You may deposit money into their account anytime during the school day. A positive balance is required at all times to maintain a student’s account. Lunch prices for the 2010-2011 school year are: Students – $2.50, Student Reduced – $ .40, Adults –$4.00, Milk – $.50. Participation in the National School Lunch Free and Reduced Price Program The Federal government provides support for student lunches through the National School Lunch Program. Free and reduced price school lunches represent an important component of the Nation’s nutrition safety net for children. On any given day, over 14 million meals are served in schools across the country under the NSL program. Many may not realize that almost all state and Federal grants available to schools are tied to the school district’s free and reduced lunch percentage. In an attempt to serve the neediest schools, grant proposals normally are weighed based on the percentage of students qualifying for free and reduced lunches in the school district. These grants provide funding for reading programs, computers, software, additional teachers, and many other valuable learning resources that often are beyond the financial capabilities of a school district. We strongly encourage families who fall within the eligibility requirements for free or reduced cost lunches for their children to complete an application for this program. Failure to do so sends Federal and state dollars out of the Freeport Area School District. If you qualify for the program, there is no requirement to actually participate should you choose not to. Grant opportunities are based on the eligible percentage in the district rather than the participating percentage. Applications are available in the office of each of the schools within the district. The complimentary passes are good for life and can be obtained at each school building. Senior Citizens must obtain a pass and show it at each sporting event in order to gain free admission to each event. Following are ticket prices for the 2010-2011 school year: Football reserved - $5.00, Football adult - $4.00, Football students - $3.00, Basketball adult - $3.00, Basketball student - $2.00. Access to District Buildings While the Freeport Area School District recognizes that all facilities “belong” to the community, safety concerns prohibit residents from having at-will access to buildings and grounds without proper permission. Residents wishing to use or view buildings and grounds may do so during scheduled public events, designated program times, and during other times the buildings and grounds are properly supervised and open for public use. If residents wish to use or view buildings and grounds during the school day for a specific purpose, prior approval must be given by the building principal. This procedure provides the safest environment for the school population. Facilities Use Request Procedure Individuals or groups wishing to use the facilities in the Freeport Area School District may do so with prior approval of the building administrator. In order to do so, a Facilities Use Request form must be completed and submitted to the building principal for approval. A fee is charged for non-school related events and charges for security and janitorial services may be imposed on all groups using school facilities, when necessary. Further information on the use of school facilities can be obtained through the building principal’s office of the facility to be used. All-Weather Track The all-weather track is located on the Freeport High School campus and surrounds the athletic field. The 400-meter track is available for use before and after school during daylight hours on school days and during daylight hours on non-school days. Only running or walking shoes are to be used on the track; no spikes The public is not permitted to use the track during school hours, during school activities, from 11:00 p.m.-7:00 a.m. and will be asked to leave the track during those time periods. Questions on public use of the track can be answered by contacting the Athletic Director’s office at (724) 295-5143, ext. 260. Additionally, the following guidelines have been established for public use of the track: no wheeled vehicles, no hitting golf balls, no tobacco products or alcoholic beverages, no animals/pets - dogs, cats, etc., no littering or loitering, and use of all lanes except inside lanes 1 and 2 for recreational walking. District publications and promotional material (newsletters, website, calendar, etc.) and local newspapers may contain pictures of students from the various schools in the district. If parents DO NOT wish to have their child’s photograph used in any publication or in the media, please submit a written request stating so to: Freeport Area School District, School and Student Events Coord. Parental Approval of Student Educational Information on Freeport’s Website The community can look up information on Freeport’s website at www.freeport.k12.pa.us. Periodically, student’s names, work, accomplishments, awards, etc., are published on our website. If as a parent, you do not wish to have any of your child’s educational accomplishments listed on our webpage, please notify your child’s building principal at the start of each school year. Otherwise, names and educational information will be published for review. Please note: personal information, such as address, date of birth, social security numbers, etc., are not published information. School Closings and Delays Procedure In cases of inclement weather or other emergencies, it may be necessary to delay the start of school, dismiss early or cancel school. Decisions for school closures or delays are made in the evenings or early morning hours. Please be aware that the decision you may first hear (for example a two-hour delay) can quickly change based on dramatic changes in weather conditions. Please stay tuned to local media outlets for changes if weather conditions are questionable prior to sending your child to the bus stop. In order to keep district telephone lines open for emergency use, PLEASE do not call the school to obtain school closure and delay information. Also, parents are urged to provide each child with training so they will know where to go if school is dismissed early in an emergency. There may be times when school could possibly be dismissed on very short notice, so it is suggested that your child be trained how to cope in these circumstances. Non-Public and Private Schools When the District is closed, delayed, or dismissed early for inclement weather or other emergencies, all school transportation provided to non-public and private students follows the school district’s schedule. Transportation will not be provided to non-public and private school students serviced by Freeport Area School District busing when the school district is closed for inclement weather or other emergencies, even if the non-public or private school is open for the day. When the school district is on a delay or dismisses early, all non-public and private school buses follow the school district’s delay or dismissal schedule. Extra-Curricular Activities and School Closings/Delays/Early Dismissals When school is closed for inclement weather or other emergencies, school sponsored activities and events are cancelled (i.e. practices, events, etc.). In the event of a school delay, all morning activities and events are canceled and during an early dismissal all evening activities and events are canceled. This responsibility is required by a federal law called the Individuals with Disabilities Education Act, Amendments of 1997 (IDEA ‘97). Additional questions can be answered by contacting the PA Department of Education, Bureau of Special Education, Division of Compliance. A Special Education ConsultLine is available at 1-800-879-2301 (voice/TTY/TTD). Freeport Area School District provides a Free Appropriate Public Education (FAPE) to children with disabilities who need special education and related services. Pennsylvania has adopted state laws, which conform to IDEA ‘97 and which school districts must follow. FAPE is provided to students who need specially designed instruction and have one or more of the following physical or mental disabilities: Autism, Deaf-blindness, Deafness, Emotional Disturbance, Hearing Impairment, Mental Retardation, Multiple Disabilities, Orthopedic Impairment, Other Health Impairment, Specific Learning Disability, Speech or Language Impairment, Traumatic Brain Injury, Visual Impairment including Blindness, Early Intervention. Early Intervention The IDEA ‘97 also requires the provision of a Free Appropriate Public Education to children with disabilities between three years of age and the school district’s age of beginners. In Pennsylvania, a child between three years of age and the school district’s age of beginners who has a developmental delay or one or more of the physical or mental disabilities listed above may be identified as an “eligible young child.” Eligible young children are afforded the rights of school-age children with disabilities, including screening, evaluation, individualized education program planning, and provision of appropriate programs and services. The Pennsylvania Department of Education is responsible for providing programs and services to eligible young children under Act 212 of 1990, The Early Intervention Services System Act. The ARIN Intermediate Unit provides programs and services to eligible young children on behalf of the Pennsylvania Department of Education. Screening Freeport Area School District has established and implemented procedures to locate, identify, and evaluate children suspected of having disabilities. These procedures involve screening activities which include but are not limited to: yearly review of group-based ability and achievement test scores, cumulative records, enrollment records, health records, and report cards; hearing screening in kindergarten, first, second, third, and seventh grades and in other grades for exceptional situations; vision screening K-12; and, speech and language screening in kindergarten, and individually by teacher referrals. In schools which have instructional support teams (IST), the above screening activities may lead to consideration by the IST as another level of screening. Except as indicated above, or otherwise announced publicly, screening activities take place in an on-going fashion throughout the school year. Screening is conducted in the child’s home school unless other arrangements are necessary. Evaluation When screening indicates that a child may be a child with disabilities, Freeport Area School District will seek parental consent to conduct an evaluation. “Evaluation” means procedures used in the determination of whether a child has a disability and the nature and extent of the special education and related services that the child needs. The term means procedures used selectively with an individual child and is not limited to tests administered to or procedures used with all children. In Pennsylvania, this evaluation is conducted by a group of qualified professionals and the parent. The group of qualified professionals shall include a certified school psychologist when evaluating a child for autism, emotional disturbance, mental retardation, multiple disabilities, other health impairments, specific learning disability, or traumatic brain injury. The evaluation process must be completed no later than sixty school days after the district receives written parental consent and must include “protection-in-evaluation procedures” (for example, tests and procedures used as part of the multidisciplinary evaluation process may not be racially or culturally biased). Upon completion of the administration of tests and the collection of other evaluation materials, a group of qualified professionals and the parent of the child will determine whether the child is a child with a disability and what the educational needs are of the child. Information obtained from a variety of sources, including aptitude and achievement tests, parent input, teacher recommendations, physical condition, social or cultural background, and adaptive behavior will be documented and considered carefully. This request should be made in writing to the building principal. If a parent makes an oral request for a multidisciplinary evaluation, the school district shall provide the parent with a form for a written request. Parents also have the right to obtain an independent educational evaluation, if they disagree with the school district’s evaluation. Freeport Area School District will provide to parents, on request, information about where an independent educational evaluation may be obtained. Educational Placement An Individualized Education Program (IEP) describes the child’s present levels of educational performance, including how the child’s disability affects involvement and progress in the general curriculum; a statement of measurable annual goals, including benchmarks or short-term objectives, to enable the child to be involved and progress in the general curriculum; a statement of special education related services and supplementary services to be provided to the child; an explanation of the extent to which the child will not participate with non-disabled children in the regular class; any modifications in the administration of assessments; the projected date for beginning services and modification; and, how progress toward annual goals will be measured. For each child with a disability, beginning at age fourteen or younger, a statement of transition service needs will be included. For each child, beginning at age sixteen, a statement of need for transition services for the student, including as appropriate, and a statement of interagency responsibilities or needed linkages. In determining student placement, consideration will be given to ensure that to the maximum extent appropriate, children with disabilities are educated with children who are nondisabled. Classes and services that involve removal of children with disabilities from the regular environment will occur only if the nature or severity of the disability is such that education in regular classes, with the use of supplementary aids and services, cannot be achieved satisfactorily. Freeport Area School District also utilizes a system to locate and identify all students within the district who are thought to be gifted, in need of specially designed instruction receive an IEP. Services for Protected Handicapped Students Students who are not eligible to receive special education programs and services may qualify as protected handicapped students and, therefore, be protected by other federal and state laws intended to prevent discrimination. The school district must insure that protected handicapped students have an equal opportunity to participate in the school program and extracurricular activities to the maximum extent appropriate for the individual student. In compliance with state and federal law, the school district will provide to each protected handicapped student, without discrimination or cost to the student or family, those related aids, services or accommodations which are needed to provide equal opportunity to participate in and obtain the benefits of the school program and extracurricular activities, to the maximum extent appropriate to the student’s abilities. In order to qualify as a protected handicapped student, the child must be of school-age with a physical or mental disability which substantially limits or prohibits participation in, or access to, an aspect of the school program. These services and protections for “protected handicapped students” may be distinct from those applicable to disabled or thought-to-be disabled students. The school district or the parent may initiate an evaluation if it is believed a student is a protected handicap student. For further information on the evaluation procedures and provision of services for protected handicapped students, parents should call the building principal. (Please note that this is a regular education service and not one required by IDEA ‘97 or Chapter 14.) Confidentiality Each school district protects the confidentiality of personally identifiable information regarding children with disabilities, children thought to have disabilities, protected handicapped students (if not protected by IDEA ‘97 or Pennsylvania’s Special Education Regulations) and children who are identified as gifted, in accordance with the Family Educational Rights and Privacy Act of 1974 (FERPA) and other applicable federal and state laws, policies, and regulations. Bullying Bullying is defined as an intentional electronic, written, verbal, or physical act, or a series of acts that are directed at another student or students and occurs in or related to the school settings, is severe, persistent, or pervasive and interferes with a student’s education or disrupts the orderly operation of the school. Bullying includes, but is not limited to physical, verbal, psychological or relational, or cyber-bullying. The Freeport School District prohibits any bullying as defined within the School District Policy Manual. Integrated Pest Management (IPM) The Freeport Area School District uses an Integrated Pest Management (IPM) approach for managing insects, rodents, and weeds. Our goal is to protect every student from pesticide exposure by using an IPM approach to pest management. Our IPM approach focuses on making the school building and grounds an unfavorable habitat for these pests by removing food and routine cleaning and maintenance. We routinely monitor the school building and grounds to detect any pests that are present. Pest sightings are reported to our IPM coordinator who evaluates the pest problem and determines the appropriate pest management techniques to address the problem. The techniques can include increased sanitation, modifying storage practices, sealing entry points and physically removing pests. From time to time, it may be necessary to use chemicals to manage a pest problem. Chemicals will only be used when necessary, and will not be routinely applied. When chemicals are used, the school will try to use the least toxic products when possible. Applications will be made only when people do not have access to the area(s) being treated. Notices will be posted in these areas 72 hours prior to application and for two days following the application. Parents or guardians of students enrolled in the school may request prior notification of specific pesticide applications made at the school. To receive notification, you must be placed on the school’s notification registry. This can be done by notifying the building principal in writing. Please note that because it is updated annually, parents must submit a letter to the school every year if they wish to be placed on this registry. Include your name, your child’s/children’s names(s), address, telephone number, and email address. If a chemical application must be made to control an emergency pest problem, notice will be provided to any parent or guardian who has requested such notification in writing. Exemptions to this notification include disinfectants and antimicrobial products, self-containerized baits placed in areas not accessible to students, and gel type baits placed in cracks, crevices or voids. The Right to Know law requires government agencies, including school districts, to comply with the regulations as set forth by the Right-to-Know Law Act 3 of 2008. Two transportation contractors, Valley Lines and W.L. Roenigk, provide bus and van service to the school district’s K-12 public school population and to the school district’s non-public and special school students. Valley Lines operates a bus garage at 1395 Sarver Road in Slate Lick and W.L. Roenigk operates a garage at 798 Ekastown Road in Sarver. Bus Safety Safety of all students and the driver is the chief concern in the daily transportation of students who ride Freeport Are School District provided transportation. Through effective operation of all students and parents/guardians, the safe delivery of all students to their destination can be successfully achieved. Parents should discuss safety issues with children and encourage them to be safety minded at their bus stop and during the bus ride. Parents and students should keep the following bus safety issues in mind: At the bus stop: • Students must arrive at the bus stop at least five (5) minutes prior to the scheduled pick up time; always walk to the bus stop, even when late-never run; stand off the roadway while waiting, not pushing, shoving or engaging in horseplay; respect other peoples property; and wait for and get off the bus only at approved stop locations. During loading and unloading: • Always stay away from the 12 foot “danger zone” around the bus, except when directed by the driver to get on or off the bus; NEVER pick up an object that you drop under or near the bus-ask the driver for help; always be sure that the driver can see you; make sure that clothing and backpacks have no loose drawstrings or long straps that could catch in the handrails or bus door; when you see the bus coming, stand at the stop and wait for the bus to come to a complete stop; always wait for the driver to signal that it is safe to cross the road and/or load into the bus; when crossing a traffic lane, always look left, right, and then left again: cross only if approaching traffic has stopped; never walk behind the bus; and only board your assigned bus, unless other arrangements are approved by your school. During the bus ride: • Always follow the drivers instructions; never distract the driver from driving unless there is immediate danger to you or others; remain seated in your assigned seat and keep the isles clear; eating, drinking and chewing gum are prohibited; never bring unsafe or unauthorized items into the bus; never create distracting behavior and loud noises; and allow the driver to perform his/her job without disruption unless an emergency arises. Bus Stop Change Requests Parents requesting school bus stop changes should contact the school district’s bus contractors (see contact information above). Requests will be reviewed with the school district and parents will be contacted with a decision. Parents are asked to be patient with a response to their requests at the beginning of the year. It is the responsibility of parents to ensure their child’s safety getting on/off the bus daily. Bus stop requests will not be considered based on lack of parent supervision at the bus stop (i.e. child not visible from house). Bus Stops Five Days Per Week New for 2010-2011 school year is that all bus stops either in the morning or afternoon must be five days a week. Students can have a different stop in the morning than afternoon, but each must be five days a week. This change will allow teachers and bus drivers to know what stop each child is scheduled for, ensuring their location on a daily basis. Students needing dropped off at a different stop will be on a note only basis approved by the school office. Unauthorized Bus Entry Act 65 of 1998 makes it a third-degree misdemeanor to board a school bus without proper authorization and with the intent to commit a crime, disrupt or interfere with the driver, or refusal to disembark from the school bus after being ordered to do so.
