Fundraiser for McGregor’s Turner
Park to be held July 31, 2015
McGregor’s Turner Park will be
a very busy place later this month
when the Turner Park Committee
sponsors a 5K walk/run, a children’s
fun run and a hog roast at the park
on July 31. The free children’ run
will start at 6:30pm and will be run
on the grass along the perimeter
of the park where the blacktopped
walking track/trail will eventually
be built. Participation ribbons will
be awarded to the children. All
participants will be entered into a
raffle drawing for prizes including
gift certificates to area businesses.
Following the childrens’ event
the 5K run will start and proceed
down Ann Street. Runners will
cross Main Street at 3rd street and
continue down along the river until
the turn around neat the end of the
road. Back tracking, they will return
to Main Street and then continue up
the street ending at the finish line
at Turner Park. Walkers will start
about 15 minutes after the runners
and will follow the same route.
The registration fee for the run/
walk is $15.00 in advance and
$20.00 on July 31st and includes
a ticket to the hog roast. Pre
registrations are encouraged but
not mandatory. Registration forms
are available at the McGregor
Marquette Chamber of Commerce,
McGregor City Hall and at the
McGregor Public Library. Runners
and walkers can also register at the
event on July 31st at Turner Park
which is next to the Great River
Care Center on the Western edge of
McGregor. Dr. Jonathan and Cheri
Moser are the organizers of the run/
walk. Janet Hallberg is chairman
of the hog roast. The hog roast
will run from 6pm to 7:30pm and
includes roast pork, potato salad,
baled beans, roll and a dessert.
Water will also be available. Those
people coming for the meal and not
running or walking are asked to
contribute a free will offering. This
event is a fundraiser for the Turner
Park four phase project to improve
and upgrade the park. Please come
out to enjoy the event and to support
the Turner Park improvements.
Clayton Co.
Democrats to
meet July 23
The Clayton County
Democrats will meet Thursday,
July 23 at the Volga City Park.
A potluck dinner will begin
at 6pm with a meeting following
at 7pm.
We are expecting presidential
and congressional staff to be
attending.
Over 30,000 youth from the
Evangelical Lutheran of America
gathered in Detroit last week for the
National Youth Gathering. Along
with large group worship sessions,
the teens and their chaperones
participated in several service
projects. Seventeen youth and
their chaperones, Tracy Decker,
Heidi Feuerhelm and Pastor Erika
Kielstrup, attended from St. Paul
in Monona. Friday, as part of their
service project, the group fought
bugs and brush to mow grass and
clear debris from abandoned yards.
The ELCA has a phrase “God’s
Work, our Hands” which was surely
embodied in these events.
The gathering ended Sunday
with a worship service led by the
National head of the ELCA, Bishop
Elizabeth Eaton. She said, “The
Lutheran Church wants to be in
places where they can speak about
and learn about justice and what it
means to be God’s people. We also
did lessons about racism, classism
and sexism and how our values as
Christians push us to seek justice.”
Monona youth at the gathering
are pictured above.
The convention was also a way
for Detroit improve its image.
Many participants said they were
pleasantly surprised by how nice
the downtown looked.. An Iowa
teen said, “I feel awesome that we
were helping the community and all
of Detroit.”
At the ELCA Youth Gathering,
there were so many opportunities
to give. Some donated hair to
benefit children with hair loss, some
have made fleece hats to keep the
community warm, some contributed
to ELCA World Hunger’s Walk
for Water like two pictured to the
left, and thousands of diapers were
donated for families in need.
Participants had the chance to
take an unforgettable walk designed
to simulate the experience of
collecting water miles away from
home, while raising questions about
access to water in the U.S., too.
The goal was to raise $500,000 for
the water-related projects of ELCA
World Hunger, and the gifts will be
matched - dollar for dollar – until a
grand total of $1 million.

Years ago red and white cattle were

McGregor Council discusses grant
application at recent meeting
The McGregor City Council
met July 15 with Mayor Brooks
presiding. Lori Brockway was
present to discuss the target area for
the 2016 Owner Occupied Housing
Rehabilitation Grant application.
The state is interested in seeing
more concentrated efforts within
a community for a larger impact.
Council person Halvorson stated
that is very difficult in a small
community such as McGregor and
is not only impractical but also
leaves out some qualified applicants.
City Administrator Sander had
provided a highlighted map of
potential areas based on previous
applications removing areas located
in the flood plain, those who have
received funding in the most recent
past grant, and those who did not
occupy the home. Brockway stated
that she would be happy to host an
open house to explain submission
of the application and to determine
interest in the program. Mayor
Brooks asked that she coordinate
that open house with the City Clerk
with a decision on how to proceed
with the target area to be made at a
later date.
An operations report provided
an update on status of C Street
project /Sewer rehab project update:
The retaining wall construction is
about half done with approximately
two weeks remaining on that
work. Street construction and
blacktopping, sidewalk and
curb and gutter work, and final
landscaping in disturbed areas
will follow. Weather permitting,
substantial completion is expected
by mid August. Hamann informed
the Council he would be ordering
the truck sander so that it would
arrive in time for snow.
The Council reviewed a draft
of the Turner Park 28E between
MFL MarMac and the City. The
City Attorney had posed several
questions that he felt should be
addressed. Mayor Brooks asked
the Council to send any comments
on the draft to the clerk so the draft
could be finalized and sent back to
the school for their review.
An application to become a
Tree City was discussed. The
Trees Forever coordinator had
recommended McGregor consider
this to ensure active forestry
management to combat the threats
of the Emerald Ash Borer and other
destructive insect and disease issues
facing the urban forest. Mayor
Brooks recommended the interest
be publicized which would include
requesting people interested in
being on the tree board submit their
names to city hall.
Administrator Sander opened
discussion regarding the funding
shortfalls expected due to the
closure of Holiday Shores. Based
on estimates of revenue from room
rentals from a previous owner, the
revenue that the hotel contributes in
hotel motel tax was approximately
$15,400. The chamber receives 2/3
of the hotel motel tax revenue with
the 2014-2015 amount of funding
being $20,629. If the same funding
formula is used the chamber
would experience a shortfall of
approximately $10,000.
Sander explained that the
Council and Chamber should
be working on a solution to the
funding concerns now during the
interim before the next quarterly
payment in early October. Use of
the entire hotel motel tax receipts
and a portion of local option tax are
possibilities, but either would leave
the city without those dollars that
have previously been used for other
economic development expenses.
Chamber Director Carolyn
Gallagher was present and will take
the conversation to her board with
a joint meeting scheduled in early
August. Halvorson stated that some
difficult decisions and actions may
be necessary to reduce expenses
and increase revenues.

The Monona, Iowa, City Council met in
open session on July 10, 2015 at 8:30 A.M. in
city hall chambers. Mayor Barb Collins presided with Randee Blietz, Dan Havlicek, Andrew
Meyer and John Elledge present. Jason Schubert was absent.
Guests Present: Robert Penrod (PeopleService) and Audrey Posten (North Iowa Times)
An urgent meeting was called by Mayor Collins at 8:31 A.M. to consider an Addendum to a
Purchase and Sale Contract between the City
of Monona and the ‘The Overland Group’ dated
April 21, 2015. Contract was for purchase of
real property located within the Monona Commercial Park for construction of a local Dollar
General Store. A timely decision was needed
to expedite the process.
Approve an Addendum to a Purchase &
Sale Contract between City of Monona & The
Overland Group for Real Property Located in
Monona Commercial Park Lot
‘Addendum 1’ along with attached ‘Map’
labeled Exhibit “A” was received from Paul
Stramaglia of The Overland Group for purchase
of additional land along US Highway 18. More
highway frontage is needed in order to access
the commercial lot and still comply with Iowa
DOT ingress/egress provisions. Distance from
existing juncture of Davis Street and US18 to
nearest ingress/egress is required to be 600’.
The Addendum identified a total highway lot
frontage of approximately 400’ and a lot depth
of about 235’. Proposed parcel as shown on
Map Exhibit “A” is 2.15+ acres and located west
and north of Davis Street Car Wash that also
fronts US18.
After review of original Purchase and Sale
Contract provisions, including map exhibits,
a phone call was made to Paul Stramaglia to
clarify proposed lot dimensions as shown on
Exhibit “A”. Stramaglia confirmed with his associates that the lot configuration as noted is correct. He commented that size of the lot could
vary slightly depending upon final survey measurements and that a grading easement might
be needed to shape final elevation of the northern perimeter. Stramaglia also acknowledged
that there is an existing sanitary sewer manhole
structure in the highway ditch slope and a 15”
gravity sanitary sewer main located in vicinity of
needed ingress/egress area.
Along with the additional highway frontage,
the Addendum also reflected an increase in the
purchase price from $20,000.00 to $40,000.00.
It was explained that other than those two (2)
items, all other provisions in the original Purchase and Sale Contract would remain unchanged.
At conclusion of comments and discussion, it was moved by Elledge, seconded by
Havlicek, to approve and authorize Addendum
1 with attached Exhibit “A” as proposed. Roll
Carried Unanimously.
Mayor Collins declared the meeting adjourned at 9:12 A.M.

Ruff Report
The Silver Lining: To boldly go…
Andrew Larson
Just before the July 4th holiday,
Governor Branstad left Iowa schools
in a lurch just weeks before the
start of the new school year with a
$56 million veto in urgently needed
funding.
The veto came as a surprise to
everyone because his office was
part of the final negotiations to close
down the 2015 legislative session.
At that time, he gave no indication
that he was opposed to the school
funding plan or that he would veto
the agreement.
According to school leaders, the
veto means larger class sizes, fewer
teachers, and higher property taxes.
One school district said yesterday
they will operate in a deficit next
year because of the veto.
With 6% growth projected in the
budget next year and an additional
$1 billion in surplus and reserves,
we can afford to make a solid
investment in our schools next year.
The state closed the 2015 fiscal year
on June 30th collecting $33 million
more.
That’s why I’ve joined many of
my colleagues in the Iowa House
and Senate to request a special
session of the Iowa Legislature to
make educating Iowa students a top
priority again.
It’s really the only option left
for our schools. If two-thirds of
lawmakers agree to come back for
a special session, we can overturn
the Governor’s veto and put our kids
first again.
I hope you’ll join the call for
a special session along with over
6,000 Iowans and sign this petition
at https://www.change.org/p/

RUFF calls for special session to override
governors veto; make educating Iowa
kids a priority again
After Governor Branstad
vetoed school funding last week,
Representative Patti Ruff of
McGregor announced today she will
sign a petition calling for a special
session of the Iowa Legislature to
override the Governor’s veto and
make educating Iowa students a top
priority again.
“I strongly disagree with the
Governor’s veto and that’s why I’m
calling for a special session to make
educating our kids a top priority
again,” said Ruff. “I’ve been
listening to parents, teachers, and
our school leaders who have all told
me that inadequate school funding
will lead to larger class sizes, fewer
good teachers, and higher property
taxes.”
Last week, Governor Branstad
vetoed $56 million in k-12 school
funding. It was a compromise
reached by lawmakers after the
majority party in the Iowa House
broke the law and refused to set
school funding for over a year and
a half.
“Educating our kids has to be
the top priority in Iowa because the
future of our economy depends on
it. I’m hopeful we can take quick
action to avoid cutbacks and end the
uncertainty for local schools with a
special session,” added Ruff.
In order to hold a special session,
two-thirds of Iowa lawmakers
must sign a petition to return to the
Capitol.

Being raised as a diehard Star
Trek fanatic, as well as a fan of
science fiction in general, it is no
surprise that I’ve become enamored
with outer space over the years.
Seeing those seemingly infinite
points of light sparkling up in the
sky at night gets me every time,
and you can still sometimes catch
me singing “Starlight, star bright”
under my breath upon glimpsing the
first star to grace the evening sky on
a given night. With all this in mind,
one can imagine how overwhelmed
I became upon seeing the first high
quality photographs of my favorite
non-earth planet, Pluto, come in,
courtesy of New Horizons, a NASA
probe that has spent the better part
of the last decade making the jaunt
over to Pluto. On Tuesday, July 14
the probe reached its destination
and finally shed some light on the
former planet. Before I go into that,
however, a little background on the
New Horizons project is in order.
Built by the John Hopkins
University Applied Physics
Laboratory, in conjunction with the
Southwest Research Institute, the
probe was launched on January 19,
2006 from Cape Canaveral with
the goal of observing Pluto, its four
moons, as well as a celestial body
or two in the Kuiper Belt, a dense
band of asteroids and dwarf planets
encircling most of the furthest
reaches of the solar system. Aside
from a quick diversion to Jupiter
and perhaps one or two other
detours, New Horizons spent much
of the nine and a half year voyage
in hibernation, waking up only once
every year or so for routine system
inspections to make sure everything
was functioning within acceptable
parameters.
This past Tuesday, at long last
the probe pulled off its historic
flyby of the placid planet, coming
to within 17,900 miles. The images
sent back were glorious, highlighted
by a heart-shaped region in the
center of the planet, now dubbed
Tombaugh Regio, named for Clyde
W. Tombaugh, the astronomer
credited with Pluto’s discovery in
1930. The surface of the planet
was surprisingly crater-free, giving
Pluto a rather youthful appearing
topography. Other points of interest
from the photos include a large
dark region, informally nicknamed
‘The Whale’ or ‘Cthulu’, as well
a range of icy mountains near the
South Pole, which rise to as high
as 11,000 feet, or approximately
the height of the Rocky Mountains.
New Horizons also sent back some
impressive photos of Pluto’s largest
moon, Charon. It was revealed
that Charon has a rather large dark
swath of terrain near its northern
pole, an area informally known
as ‘Mordor’. That’s right. Mordor
is now an actual place, although
I’m guessing it would take Frodo
Baggins and Samwise Gamgee a bit
longer to get here than their last trip
to Mordor, and one definitely does
not simply walk into this Mordor.
My takeaway from this event
is the knowledge that we just took
a great leap toward understanding
our solar system and the great big
universe around us. When Pluto
was first discovered 85 years ago
it came to be known as ‘Planet
X’ and speculation quickly arose
over what sort of dangerous alien
life could be brewing there. We
obviously know now that Pluto was
never home to any sort of alien race
bent on planetary conquest, but it is
home to some of the most enigmatic
topography, complete with hearts,
whales, and possibly even the Eye
of Sauron.
Family Dentistry’s Random
Acts of Kindess Continues
In honor of Family Dentistry’s yearlong celebration of being in Monona
for 30 years, Dr. Mark Fohey presented the Family Aquatic Center
(represented by Linda Gullickson, City Clerk) a donation to be used
towards the new pergolas at the pool. The pergolas were constructed
by the Industrial Technology classes taught by Joe Milewsky at MFLMarMac High School this past spring and have been in place all summer
for patrons of the pool to utilize.
Staff members went to help a Monona resident, Leila Kilcher, with
her yard work of cleaning out flower beds, trimming trees and bushes
and hauling the debris away. Thanks to Denise, Tonya, Sharon, Andrea &
Sally for your hard work! Pictured (L-R): Denise (Reg. Dental Assistant);
