MINUTES OF THE GENERAL MEETING, February 3, 2016
Shipmate (S/M) President Allen Langteau called the meeting
to order at 1900.

Appropriate opening ceremonies in accordance with the
Rituals of the Fleet Reserve Association were conducted.
The following guests, visiting shipmates, past national and
regional officers were introduced; RPSW Don Kelley,
RVPSW Bruce Davis, Past National President (PNP) Dick
Smith, PRSSW Darvin Dalrymple, RTSW Jerry Miranda,
Cody Wright from Westview NJROTC, Mrs Wright and
Boy Scouts and leaders from Troop 617.
Meeting was deviated to allow presentation from the Boy
Scouts and Cody Wright.
Championship is Feb 29th. Marksmanship Championship
Feb 12th-Feb 14th. ROTC Ball is March 12th. The NJROTC
will be the Color Guard at the next home game for the San
Diego Padres. Cody also passed the hat as part of the
fundraising for new uniforms for next year. ROTC
Scholarships were awarded to Mathew McCaffery and
Wesley Im. Cadet CDR McCaffery was relieved of
command of Westview NJROTC Battallion by Cadet CDR
Sanford.
Minutes of the General Meeting of January 2015 was
approved with the amendment that Christmas baskets were
given as opposed to Thanksgiving Baskets. The minutes
from the Board of Directors (BOD’s) meeting of January
2015 was approved as written.
The Boy Scouts of Troop 617 provided the Color Guard for
opening ceremony. In October 2015 the troop backpacked
about 8 Miles on the Pacific Crest trail south of Warner
springs. In Nov we camped in Blair Valley in the Borrego
Desert and worked on scout advancement, orienteering and
related skills. In Dec we did our annual Holiday Fundraiser
on Christmas Card lane in Penasquitos. January was a show
Campout in Idyllwild. Next weekend we have a short day
hike in Penasquitos Canyon.
Communication: We received the monthly reports from
FRA HQ and also notification that there were no C&BL’s
available to fulfill our order but FRA HQ would send out 25
plastic Swoosh bags. S/M Russell Dawson sent in a copy of
a flyer regarding an Enlisted Essay Contest. The flyer will
be included with the newsletter.

Committee Reports:
Youth Activities: Shipmate Mick Styron arranged for the
Boy Scouts at the meeting. Mick will get written reports for
the Scouts and the NJROTC.
requested the number of active members and we received a
request from Garden Road Elementary for a donation.
Unfinished and Deferred Business:
Legislation: S/M Dick Smith reminded all present that each
of us needs to contact our congress representative if you
don’t want to lose Tricare. There is a movement to
eliminate Tricare with a new proposal. Review the proposal
and contact your legislative representatives.
Chaplain and HWR: S/M Smith thanked all who attended
the funeral rite for past funeral and read a thank you noted
from Chuck Prichard’s widow. S/M Smith sent out
sympathy, “get well” cards and visited S/M Bob Milot.
Americanism and Patriotism: S/M Chuck Cross said the
Branch reviewed the essays and sent the essays of the
Branch 70 winners to the Region Chairman. The Branch
winners will be announced at the May meeting with the
award given at the June meeting.
Public Relations: S/M Langteau reported that the Poway
Chamber of Commerce is holding a golf tournament. The
Chamber said we may sponsors a hole for $150.00. More

to sponsor a hole at the tournament. Motion failed. We
renewed our membership with the Poway Chamber of
Commerce. S/M Dalrymple asked whether we received any
funds from the businesses with First Fold. No funds
received yet.
Investments and Scholarships: S/M Bruce Davis reported
no money will be available for new scholarships this year
due to the decline of the investment. S/M Jerry Miranda
reported the balance and performance in the Janus fund
declined also for the first two months of 2016 but still has a
positive return of 6.2% since inception.

Board of Governors (BOG): S/M Alice Smith thanked all
for their continued support. S/M Alice Smith stated the
BOG reviewed and approved the new lease for five (5)
years. As a result of the new lease and the cost of supplies,
prices will increase. However, Happy Hour has changed
and we now have a Happiest Hour. See the coming events
for details. The BOG meeting is on the second Wednesday
but now begins at 1800.
Fund Raising: Nothing to report.
Communication: S/M Jerry Miranda reported we received
the FRA HQ monthly reports, S/M Russell Dawson
requested we promulgate the flyer about the Enlisted Essay
Contest, Mick Styron sent photos on the Cub Scout Pine
Wood Derby, Region President Southwest Don Kelley
S/M Darvin Dalryple stated the plaque for California Keg is
done. The plaque is to be presented next month.
Force One – No funds received to date.
New Business: S/M Tom Farrell made a motion to
nominate S/M Jerry Miranda for Region Treasurer
Southwest for association year 2016-2017. Motion
seconded and unanimously passed.
S/M Jim Balcom made a motion to make a donation to
Poway High School Softball by sponsoring a ½ page ad not
to exceed $100. Motion passed.
The BOD will review the request for donation to the Garden
Road Elementary School and make a recommendation at the
next general meeting.
Good of the Order: S/M Bill McKibbin of
Poway Veterans Organization (PVO) reminded all of a
dinner Saturday Night at the Poway Elk’s Lodge. S/M
McKibbin thanked all for support of the PVO diaper drive.
S/M Dick Smith reminded all of the FRA National
Convention October 9-16, 2016 in Jacksonville, Florida at
the Lexington Hotel. Room cost is $89 per night. See

S/M Allen Langteau stated the 2016 Southwest Region
Convention Newsletter has been sent out to all branches and
units in the region. People need to make reservations at the
hotel.
S/M Langteau stated we need to do a Flag burn ritual and it
will be a topic for discussion at the next BOD.
S/M Jim Balcom said if anyone needs help due to the recent
storms, let him know. S/M Dick Smith said disaster relief
has been offered by FRA HQ.
Unit 70 member, Jessica Jensen told all about Operation
Thin Mints for the troops as part of her Girls Scout Troop
8355. A motion was made and seconded to buy a box of
thin mints for up to $90 in support of the troops. Motion
passed unanimously.
Big Draw: The drawing for Big Draw, our annual fund
raiser, will be at the March meeting.
RPSW Don Kelley updated all on his visits to various
branches in the region. Again reminded us that there is help
from FRA HQ for disaster relief. He stated Branch 289 is
having a Flag Retirement in June. Non-burnable flags may
be taken to a cemetery and they will dispose of the nonburnable flags.
S/M Dick Smith requested scholarship information from
Branch 275 newsletter be included in our newsletter. See
information below.
There being no further business to be conducted, S/M
President Langteau adjourned the meeting at 2033.

FRA Education Foundation Scholarships
The deadline to apply for FRA Education
Foundation scholarships is April 15, 2015. The
Foundation's board of directors encourages all
eligible candidates to apply now for academic
awards of up to $5,000. Applications are available
online at www.fra.org/foundation
FRA Shipmates, spouses, dependent biological, step
or adoptive children, biological, step or adoptive
grandchildren or biological step or adoptive greatgrandchildren of an FRA member are eligible to
apply. Some scholarships have very specific award
criteria. The Hazel E. Benn Scholarship, for
example, is available to children of Navy enlisted
personnel who are serving or have served as a
hospital corpsman assigned to the U.S. Marine
Corps. Please visit www.fra.org/foundation for
applications, to donate or obtain further information.
The Past Regional Presidents Club of the Fleet
Reserve Association has a Scholarship up to
$5,000.00 that has been in effect since 1995 resulting
in Aviation/Aeronautical/Engineering Degree in the
name of Walter Beall. Information on this
Scholarship Program can be obtained at the
following website, walterbeallscholarship.org. The
deadline for this scholarship is 15 April 2015.
