offering members a competitive advantage through exclusive opportunities and services
that allows them to responsibly meet the housing needs of our community.”
This change is all part of a 5 year strategic plan that was recently approved by the Board of
Directors. I would like to thank all the members of the Board and the Long Range Planning
Task Force for their work in developing this plan for HBASE.
One of the primary goals of the plan is to increase member benefits and services.
To help the association achieve this goal, the HBASE leadership will be reaching out to
members to see what they really value in their membership and what can be offered to
enhance and improve their membership value. I encourage you to join in this opportunity
to share your opinions.
We will be asking you to share things such as your company’s biggest challenges and how
the HBASE may help you meet those challenges, or why you joined HBASE and how the
association helps you be successful. This is your time to be honest about your membership
and what we can do to work towards one of the association’s goals to better serve our
members.
Another area we plan to focus on in the near future is workforce development. We understand that a big concern of business owners in our industry is that it’s difficult to recruit,
hire and retain qualified help. We will be seeking your input on ways HBASE can help
solve this problem.
I encourage you to share with our staff any suggestions or ideas you may have. They will be
happy to make sure it gets to the appropriate committee or board for review.

to the National Flood Insurance Program.
NAHB efforts save builders an
average of $6,200 per home
Home builders will save an average of $6,200
per home on stormwater control costs due to a
recent settlement agreement between NAHB,
the Wisconsin Home Builders Association and
the Environmental Protection Agency (EPA).
In accordance with the settlement agreement,
EPA has taken final action on rules governing
how clean the water running off construction
sites after a rainfall must be.

Russell Street from Westport
Ave. to Minnesota Ave. will
be under construction for the
next two years to widen it to
six lanes in addition to various other updates.

A new Bahnson Avenue from
Benson Road to 60th Street
North needed to serve industrial workers will be under
construction for the next two
years starting this summer.

10th Street and Sycamore
Avenue Intersection will be
widened beginning in April for
additional turn lanes.

85th Street from Minnesota
Avenue to Cliff Avenue will
get a new traffic signal. Improvements will also be
made to the northbound and
southbound right turn lanes.
This project is planned for
later this summer.

85th Street from Cliff Avenue
to Minnesota Avenue will be
paved into two asphalt lanes.

Workforce
Summits
Gov. Dennis Daugaard will host six Workforce Summits across South Dakota. The
Summits will engage further dialog among
state, community, business and education
leaders about South Dakota’s workforce challenges and opportunities.
The Summits will provide a forum to discuss
current programs, learn about workforce demographic trends and offer feedback on potential future strategies. Each day’s event
includes panel discussion and breakout
groups.
All HBASE members are encouraged to
attend the summit in Sioux Falls at the
Convention Center on Tuesday, June 17
from 9:00am to 4:00pm.
The Governor’s Workforce Summits are free
and open to the public. Pre-registration is
required as space is limited. Agendas, materials, registration and more information are

P ROGRAM
A new member benefit can save Builders in
excess of their annual HBASE membership
dues! This is a very simple rebate form that
can be done quarterly and doesn’t require you
to change the way you do business.

If you’re not sure exactly how to do the online
rebates, you’re encouraged to stop by the
HBASE office prior to the deadline and the
staff would be happy to help you through the
process.



Each quarter if you have a completed
home, remodel project or multi-family
unit that used any of the participating
manufacturers, complete and submit the
rebate claim form.
Form is very simple to complete and no
receipt is necessary.
Over 44 manufacturers, including Carrier, Bryant, Glidden Paint, Jacuzzi, Therma-Tru Doors, Heat & Glo, Delta Faucet
and more!
The individual rebate amounts are not disclosed on the Rebate Claim Forms for two
reasons. They do not want non-active members of the HBA to find out the rebate
amounts, go to their distribution and ask them
to “take it off their bill”, and have no incentive to join the HBA.
By combining the small to mid-size builders
across the country, we have negotiated the
same rebates as a Top-5 Builder would receive. The Manufacturers do not want us to
make those numbers public.
The rebates are computed in three different
ways. The majority of the manufacturers reward for a “standard” and then reward more
for an “upgrade”. Some manufacturers give a
rebate amount per home if their product was
installed regardless of model or quantity.
Some manufacturers give a percentage back
based on the products used and the quantity
chosen.

Care Foundation’s “Tools for Schools” program, the shop room has all new work tables,
compressed air tools and a dust collection unit
making it a state of the art shop in this area.
Many of the boys are able to gain employment
off campus and the construction field is a great
fit. Some of the youth will soon be graduating
from high school and will be searching for fulltime employment.
