like ours strive for. When members unite
for the betterment of the organization, it’s
in the best interest of everyone.
DID YOU KNOW…
Through all of our major events the
main goal of the HBASE is to promote the
positive message of homeownership to
the public.
Now that our economy is rebounding
and the home building industry is on the
rise, consumers are getting off the fence
and making the move into a new home.
If we as a unified organization work
together to convey the message of homeownership to the public, our market will
be as strong as ever.
In fact, did you know that from January through May, in 2012 there were 242
single family permits issued in Sioux
Falls? This is up from 203 in 2010 and 130
in 2011. Those are some great figures to
be proud of!
New construction isn’t the only thing
that’s doing well in our community. Residential additions and remodeling permit

valuations are on the rise as well. In 2012
from January through May, these permits
in Sioux Falls totaled up to $15.5 million.
This compares to $14.0 million in both
2010 and 2011.
When our members join forces,
whether it be through committee work,
event volunteering or legislative efforts,
every bit helps.
What’s stronger than 7 companies
working together for the same goal? The
answer is 700 companies! That’s what
our membership is comprised of and we
need to embrace that.
When you join a committee or volunteer at an event, I encourage you to wear
your HBASE “hat” so to speak and represent the best interest of the association.
In the long run this will ultimately benefit
you, the business owner or employee in
the housing related industry.

The registration deadline is
Friday, August 10 at NOON.
The Showcase of Remodeled
HomesTM, sponsored by Showplace
Kitchens, is a great marketing tool for
remodelers. Consumers look forward to
this event each year, especially as remodeling continues to be a very popular
request among homeowners nationwide.
Through before and after photos of
the project, this event offers the opportunity for attendees to see how local remodelers have worked within existing
constraints to produce new and vibrant
living spaces.

to make life easier for 12 homeowners
throughout the Sioux Empire.

will be completed by 2013 Spring NAHB
Board.

NAHB has just released the 3rd edition of the jobsite safety manual. These
books are available at the NAHB
bookstore.
NAHB is also working on a training
video for jobsite safety, you can go to you
tube NAHB/safety and pull up the video. If
you would like to view OSHA fines in our
region go to OSHA’s website put in our
region and check out the fines they have
collected in our area.
NAHB is working on video for the tool
box safety meetings on www.NAHB.org.

to define standards for runoff from new
developments.
Pipeline easements and safety continues to be a huge issue for both new
land developments and existing neighborhoods. Work is continuing to inform contractors and developers of the dangers
and permitting requirements to build near

Teach a Class
The HBASE is working with the Professional Appraisers Association of South
Dakota and the Realtor Association of the
Sioux Empire to provide a one-day class
on how building factors affect the value of
new homes. The proposed class is expected to be offered in mid to late September of this year with the goal of offering continuing education credits for appraisers, Realtors and builders.
The Education Committee is seeking
specialized speakers for the class to explain new construction options, quality
features and cost estimates based on a
new single family home. For more details,

13. Speakers are needed in these areas:
Foundations (wall heights, walk-out vs.
garden windows, costs of block, wood
or lite form vs. poured, core floor)
Exterior Features (siding, windows,
roofs, insulation)

windows, wall coverings, ceiling

The main issues for this committee
continues to be the Fall Protection Guidelines, and the EPA lead paint regulations.
NAHB’s Fall protection Task Group continues to work developing specific changes to OSHA’s fall protection rule to make
it less burdensome and more effective

OSHA has announced the extension
of the phase-in for fall protection until
Sept. 15, 2012. We also need to be reminded that as the contractor, we are
responsible for our sub contractors. Fines
will be imposed on both the sub and the
contractor.

Land Development Committee
The NAHB staff has developed a new
tool called “Land Use 101 Toolkit”. This is
intended to help developers with the
many issues faced when developing land.
This tool kit includes a lot of research that
can be used to support development
plans.

NAHB Study Proves Housing Pays its Way
An economic impact study conducted by the National Association of Home
Builders (NAHB) Housing Policy Department shows that Sioux Falls’ home building industry not only pays for itself, its
economic impact results in new income

HBASE Committee Reports
Education Committee
The 2012 Education Committee is
chaired by Tom Hines, Frisbee Plumbing,
Heating, A/C & Electrical. The Education
Committee, with financial support from
the Home Builders Care Foundation, recently awarded $6,000 in scholarship
funds to technical institutions, which are
dedicated to 2nd year students who are
members of a local NAHB Student Chapter. The technical institutions awarded
scholarship funds are Minnesota West
Community & Technical College, Mitchell
Technical Institute, and Southeast Technical Institute.
Legislative Committee
Todd Boots, CityWide Insulation,
chairs the 2012 HBASE Legislative Committee. July 1st marks the effective date
for all new legislation passed during the
state legislative session. Excluding special legislative commemorations and resolutions, 250 statutory bills became law
out of 471 bills introduced. A listing of
these new bills can be found on the Government Affairs section of the HBASE
website.
Local Government Affairs Committee
Preston Mettler, Mettler Construction
Co., chairs the HBASE’s Local Government Affairs Committee. The Subdivision
Review Group, a subcommittee of the
Infrastructure Review Advisory Board is
meeting to discuss details of a new Subdivision Construction Agreement for land

developers. The agreement would require developers to use a Performance
Security (bond, letter of credit, escrow
account) to ensure the completion of public improvements (streets, drainage and
flood control, water and sanitary sewer,
etc.) in new subdivisions. Additionally,
developers would need to provide a Warranty Security (bond, letter of credit, escrow account) to ensure the public improvements in new subdivisions are free
of defects.
Parade of Homes Committee
The Parade of Homes TM Committee,
chaired by Dusty Rallis, Rallis Construction, is planning for the fall event
scheduled for September 22-24 & September 29 through October 1. Builders
are encouraged to register their
home(s) on the event as it serves as a
very inexpensive marketing tool.
Registration deadline is July 18 at
6pm same day as the newly revamped
Builder Registration social which is 46pm at the HBASE office.
