Serving as the Fernley Chamber of Commerce President is everything I love to do. I
have a passion for Fernley, and I have a passion for business. Business, in the “Old
Fashioned” sense of the definition, means I am not here to sell you anything; rather,
I am here to listen to you and
offer assistance.
Whether you’re a client of mine or a member of the Chamber, you
are the reason I am here. I want to learn from your experiences and
share what I have to offer. My goal as the Fernley Chamber of
Commerce President is to help create a successful business
community with a “Connection” that can never be broken.
I want to recognize the entire Fernley Chamber Board of Directors

A Note from Mayor Roy Edgington
Newlands Drive and Nevada Pacific Parkway are experiencing large amounts of transverse
and longitudinal cracking. This cracking was forensically examined and is largely due to a
poor quality aggregate that was used during the construction of the roadway. The poor
quality aggregate that is within the pavement is continually absorbing bituminous material
(the binder oil, i.e. the “glue” of the pavement) from within the pavement itself. As
the binder oil is absorbed into the aggregate, the pavement section shrinks and pulls away
much like a sponge drying on a counter top. This shrinking and pulling causes internal
stresses in the pavement which leads to large cracks opening up and continuing to move as
the seasonal heat and cold further breakdown the aggregate strength. The cracking we see
today is a result of these stresses and failures.
The City has been informally working with NCE (Consulting Engineering Firm) for approximately two years to study and
monitor the cracking. It has been found that the cracks expand at a rate of approximately 3/8–inch per year. This
shrinking has the potential to continue for the life of the pavement which approximately 20 years. The occurrence of this
poor aggregate within pavement mixtures is a regional problem that has plagued many other municipalities through the
greater Reno/Sparks areas, including Fernley. The City of Fernley has consulted with other agencies to provide the best
fix for the extraordinary cracking that has occurred. NCE has also worked with other municipalities to help them alleviate
these type of unique cracking issues.
The City of Fernley Public Works Department understands that the only proven way to permanently correct this problem
is to completely remove and replace the failing pavement. However, complete removal and replacement of the
pavement on Newlands and Nevada Pacific Parkway would cost the City approximately $10 to $15 million dollars to

complete at current construction costs. The City of Fernley does not have the revenue

to remove and replace the roadways. The City can improve the issue by managing the
cracks through annual repairs.
The purpose of the routing and crack-sealing program is to maintain pavement quality (ride) and extend the life of the
pavement by preventing moisture from penetrating the pavement and deterring incompressible material from entering
newly formed cracks. These sealed cracks reduced the eventual development of potholes. Through much trial and error
gained from other municipalities and the Cities own experiences, it was found that a soft pliable filler material (cold patch)
is best used to fill the cracks to improve ride quality. The ride quality of the road improves from its current condition
however, it will have noticeable bumps until the road is completely replaced. Repairs must be budgeted and completed
annually in order to keep pace with the shrinking pavement. Failure to do so will cause previous patches and repairs to
completely unravel and fail (i.e. morph into potholes) due to the shrinking pavement and heavy traffic loads.
You been given a good general overview of the problem we as a community face on Newlands Drive . People do not
realize that this roadway is a major arterial road that's been built to a heavy weight standard of four lanes plus a turn
lane and six to eight inches of asphalt. The City council and staff are working with a limited budget and can, only at this
time, make small corrective actions to our roadways. Council did dedicate $650,000 this year to begin an upgrade to our
streets. We are currently waiting for an engineering report that will grade our streets and help us determine the best
course of action for repair or replacement in the future. In next months report I would like to talk about Hardie Lane. If

History of the Chamber
On August 10, 1950, 39 community members from Wadsworth and Fernley met at the Fernley
Justice Court Building (what we now know as the Sheriff’s office) and requested that the
Fernley-Wadsworth Chamber of Commerce be established.
Businesses and individuals paid $5 in dues for the remainder of 1950. Members joining in
1951 would pay yearly dues of $10. Back then, the membership was driven by board directors
being fined 25¢ for each week they had not brought in a new member!
In the days of the Chamber’s founding, pressing issues included water rights and access, the
cost of power, and encouraging businesses to come to Fernley. The city of Fernley leased the
old schoolhouse, built in 1908, to the Chamber in 2006.
Surprisingly, not much has changed in Fernley; however, the Chamber now boasts over 250 members, and dues aren’t $10
anymore.
While the Chamber has had its ups and downs, we are proud to be celebrating our 65th year in Fernley, and our mission remains
the same: We serve the community of Fernley, both its individuals and businesses, and your success is our business.

A Note from our Fair Share Committee
The Fernley Fair Share Committee, supported by the Fernley Chamber of Commerce, was launched recently on March 31st, 2015. CoChaired by former Fernley Mayor Leroy Goodman and Chamber Vice President Kelly Brye, the committee is a citizen-led organization
developed to assist the education process of policy makers and/or Nevada state legislators
regarding the inequitable distribution of Nevada’s Consolidated Tax and it’s adverse impact,
specifically, to the City of Fernley and it’s citizens.
In simple terms, “C-Tax” is a massive bucket of money that is managed by the Nevada State Dept.
of Taxation. This bucket is filled annually through 6 taxes which everyone pays throughout the
year. Sales tax, real estate property transfer tax, liquor tax, cigarette tax and vehicle privilege tax.
Once the state collects this money, it distributes it back to approximately 176 entities, including counties, cities and general
improvement districts on a monthly basis. The C-tax fiscal year runs from April 1 to March 31 every year. It is estimated that the State
will collect 1.26 billion dollars in C-Tax revenue this current year. Of this 1.26 billion dollars, sadly, the City of Fernley will only receive
$144,000 throughout this current year.
We often compare the amount of C-Tax dollars Fernley receives to the cities of Elko and Mesquite. This comparison is made as Elko and
Mesquite are of similar size in regards to population. Elko receives $645 per citizen, while the City of Mesquite receives $419 per
person. With the current system, Fernley receives $7 per man, woman and child.
More clearly, let’s review last years’ numbers. For the fiscal year ending 2015, the City of Elko had 25 million dollars to operate with in
their general fund. Of the $25,000,000, 62.8% of Elko’s general fund came from C-Tax distributions in the amount of 15.5 million.
Mesquite operated last year with a general fund budget of 17.3 million. C-Tax distributions accounted for 42.2% of Mesquite’s
operating budget or 7.3 million dollars. Let’s compare that with the City of Fernley’s operating budget of 7.3 million dollars, total! Of
the 7.3 million Fernley operates with, only 1.9% originate from C-Tax distributions. Again, $144,000 versus 15.5m in Elko and 7.3m in
Mesquite.
As a committee, we continue to emphasize that this is not a Republican or Democrat issue. This is not a Conservative or Progressive
issue. This is an issue that impacts each and every individual who live, sleep, play and operate a business in Fernley.

Without complicating the issue, the Nevada State Dept. of Taxation assigns a “base rate” to every
entity receiving C-Tax distributions. Above and beyond the assigned “base rate”, state legislators

have passed various legislation which allows the assigned base rate dollar amount to be increased or decreased based on certain
criteria within a specific county, city or special district. Clearly, the “base rate” established for Fernley is blatantly erroneous.
It is important to note that we, the Fernley Fair Share Committee, are not asking for the State to take money away from Lyon County
and re-assign it to the City of Fernley. Rather, we believe that every entity should be entitled to a little less in order for Fernley to
receive its “Fair Share”. We believe the fair amount Fernley should be receiving, annually, falls between 7-9 million dollars. From a skyview perspective, resolving this issue does not result in catastrophic reductions for our fellow Nevada counties or cities presently
receiving C-Tax.
Ultimately, obtaining our Fair Share requires legislative action, demanding that the Nevada Dept. of Taxation dramatically revise
Fernley’s Consolidated Tax Base Rate. Several concerned Fernley citizens and business owners have contacted our State legislative
representatives, Assemblywoman Titus and Senator Settelmeyer. While we believe these efforts have awaken our elected
representatives to the genuine concern Fernley residents share in demanding our Fair Share of C-tax distributions, we also recognize
that a majority of state legislators outside of our area need to be aware of our circumstances and agree to resolve this matter through a
majority.
A rumor has circulated throughout the State that city and/or county officials “agreed” to Fernley’s C-Tax distribution allowance at the
time of incorporation in 2001. This is undeniably false! Neither County or City officials maintain authority to determine or barter for CTax distributions. Furthermore, had they been able to “barter” for a significantly greater amount of C-Tax distribution in 2001, I
challenge the response they would have received from the State. As reviewed earlier, for one entity to receive a larger amount of CTax distributions, some other entity will naturally be forced to receive less, as everyone receives their share from the “bucket”.
Whether we look back to 2001 or focus on today in 2015, inevitably, any adjustment that rectifies this situation for the City of Fernley
will result in slightly smaller distributions for the other parties receiving C-Tax.
Some folks who reside outside of the City of Fernley brush off our current C-Tax dilemma based on our lack of a city-funded police
department and/or city-funded fire department. Poppycock! Every Fernley property owner pays taxes that fund our share of Lyon
County Sherriff services as well as our North Lyon County Fire District. Common sense prevailed when city founders elected to establish
the NLCFD rather than a City of Fernley fire department. Many Fernley residents may not realize that several developments and a
handful of major industrial properties, technically sit on Lyon County property, not City of Fernley land. Without the formation of the
NLCFD, these properties would have been left with no fire/emergency protection. Furthermore, for those opposed to our cause, who

suggest that we will receive our Fair Share AFTER we establish a city police department, I would
challenge them to identify the source of revenue from which to create such a public safety division.

The Fernley Fair Share Committee includes the support and efforts of Peter Krueger and his team at Capitol Partners, who have been
lobbying on our behalf as well as the City of Fernley. Additionally, we have been supported by the Public Relations and Ad Agency firm,
KPS3, led by Stephanie Kruse and her outstanding team. Last week, we combined efforts, including 30+
concerned Fernley citizens and business owners to conduct a major press conference on the front steps of
the Nevada Legislative Building last week. Our trip included brief discussions with various legislators,
including Speaker John Hambrick from Clark County as well as our own representative, Assemblywoman
Titus. Our efforts gained media attention from the Reno Gazette Journal, Channel 2 News and other outlets.
Our presence was felt by nearly every State legislator and lobbyist in Carson City last week, but we have
much more to do.
We continue to utilize the outreach and communication tool we have in Facebook and encourage all Chamber members to review and
“like” our Fernley Fair Share Committee page if you haven’t already. More importantly, we established a one-time fundraising goal of
$15,000 to cover the costs associated with a major media campaign strategy and design, including marketing materials, in an effort to
spread our message to the entire State of Nevada. We have been overwhelmed by the financial support we have received from Fernley
businesses and individuals. Please take time to thank these generous donors as their contributions are moving us forward with a strong
message and professional delivery.
We have more media engagements scheduled to broadcast our cause on upcoming radio and television news talk shows as well as
editorial board conferences set-up for June with the Vegas and Reno major newspapers. You can help us by educating your fellow
Fernley citizens about our C-Tax situation and encouraging them to join the dialogue on Facebook and amongst friends and neighbors.

New Member profiles are one of five possible ways for our new members to advertise themselves in our
newsletter. The first way is in our listing of new members as you can see on the previous page.
The second is in a profile. For our inaugural newsletter we invited all members who have joined between
January 1, 2015 and April 30, 2015 to submit a profile of no more than 150 words and a picture that represents
the individual or the business.
A third possible avenue of advertising is through member events. If the business is holding an event at any time
during the month the newsletter is published, we can post it if we are notified before the last week of the
previous month.
Fourth, we offer all our members the opportunity to share any relevant news with the community, whether that

Crisis Pregnancy Center, Treion Dally
Treion and her husband have lived in Fernley for 28 years.
Together, they have been involved in The Crisis Pregnancy Center
since before it opened its doors in Fernley in 1999.
They have been involved in many community activities, and have
raised their children here. They are new grandparents and are
looking forward to seeing those grandchildren raised in Fernley as
well. Treion enjoys scrapbooking, baking, traveling and
Disneyland!

Defensive Firearms Training, Rudy Waldinger
I was born in 1957 in Vienna-Austria. I joined the Austrian army in 1975 and
resigned in 1978. In 1979, I became a military private contractor. I served in South
Africa, Morocco, and the former Yugoslavia. I made it to the rank of Major at this
time. In 1984, I was hired by the US State Department as a FSN (foreign service
national). I worked for the US State Department until 1996. While I worked for the
US State Department, I was trained by the German GSG-9, British SAS, and the US
State Department mobile training team in counter-terrorism. I protected US
diplomats like Ronald S. Lauder (bilateral ambassador of the United States in
Austria), Whitney Houston, and more while staying in Europe. I immigrated to the United States in 1996 and became a US
citizen in 2000. I founded Defensive Firearms Training in 2007. I am owner and CEO.
Heidi Siegel, Individual
This is my life’s story. I was born in Switzerland in 1933. I endured the second
world war, my education, my travels, and my great life in America. I had a
wonderful life, and I want to share it with you.

Originally from Wisconsin, Joe Reisenauer moved to Fernley from Burbank, CA in January 2008. He purchased a
home at the Fernley Golf Course community on December 31, 2009. In March 2011, the State of Nevada
granted him his real estate license. His license is held with Coldwell Banker Select Real Estate in Fernley with a
brokerage on Main Street across from the US Post Office. Joe Reisenauer was named one of the Select Group's
Top 100 Realtors of an
organization with over 900
agents in NV and CA. He is an
active member of the Fernley
Ambassadors and greets
guests as they arrive. He is
also a board member of the Fernley Men's Golf Club and an active donor to local charities that serve our

Fort Churchill Chapter, NS Daughters of the
American Revolution, Lynda Freeman
Fort Churchill Chapter, NSDAR, was organized on October 6, 2012
by Linda Garrett, Organizing Regent, and 12 organizing members.
DAR is one of the world’s largest and most active service
organizations. Local activities include: NNVC ceremonies at the
Veterans Cemetery, community service awards to outstanding
citizens, scholarship programs, conservation projects, packages for
service men and women, promoting patriotism and participating in
the Fernley 4th of July Parade.
Our DAR members come from a variety of backgrounds and interests, but all share a common bond of having an
ancestor who helped contribute to securing the independence of the United States of America. They became
members to honor their heritage as well as make a difference in their communities. Our website

Sierra Educators Insurance Association, Jody Gertson
Sierra Educators Insurance Associates, Inc. is a multi-line insurance agency helping
individuals and families with many of their insurance needs. The owner of the
agency, Jody Gertson, LUTCF, has been a multi-line insurance agent since 2001.
The agency is able to help with personal auto and home insurance, as well as life
insurance and retirement planning. They focus on helping educators in the
Northern Nevada region, from the Reno/Sparks and Fernley areas all the way
across the state to Elko and Wendover. Partnering with local schools to help with

My photography business provides professional portraits, photograph restoration,
events, sports, family, pets, graphics/advertising and nature. For thirty years, my
career centered on commercial kitchen equipment. This allowed me to see most
the world and the rare opportunity to interact with some very interesting people.
My travels took me to each state, in the U.S., a few times over, throughout S.
America, Mexico, Canada and the Asia Pacific / China regions.
Within my Fernley, NV years I have had the pleasure of involving myself in a
number of different venues including the Fernley Chamber of Commerce, the
Senior Pro Rodeo, the City of Fernley, the Rotarians, and the Junior Golf program,
historical committees, the Fernley Christmas parade, the City’s Safe Halloween
program, the Senior Center, Journey Community Church, and a number of
different volunteer programs. My current interests include photography, golf, bowling, photographing the
beauty of Nevada, and volunteering.

My name is Tina Petersen. I grew up in Sparks and moved to Fernley in
2003. My husband, Vaughn, is an amazing husband and father to our
beautiful twin boys that will be 4 in May. I enjoy being involved in the
community. I am the current treasurer for the Fernley Rotary Club and
continuing for 2015-2016 year. And, I am also an insurance agent with A

Precious Paws Society of NV, Lillian Carrigan
Our mission is to provide resources for persons with dog or cat questions/issues, dealing
with found/abandoned pets with suggestions on placing these pets or by fostering them
until a permanent home is found.
The ultimate goal is finding forever loving homes for the abandoned, homeless animals in
our community.
Also to educate the community on the importance of spay/neuter so as to reduce the
number of unwanted litters and improve the quality of life for all animals. In addition,
we seek to aggressively TNR (trap, neuter, return) feral/stray cats in our community and
to work towards ending unnecessary euthanasia of both cats and dogs.
DSX Voice, Joe Berardi
Joe combines well-honed management skills with nearly 30 years of
experience in high-tech and communications. As an electrical engineer, Joe
specializes in transforming new and emerging technologies into useful applied
products and is an expert in the deployment and implementation of
technology. Applying that background, Joe developed the DSX VOICE business
model, product strategy and product lines. Prior to founding DSX VOICE, he
served as CEO and CTO of several companies in the broadcast television
industry where he played a major role in moving the industry forward by

The first way is in our listing of all our members as you can see on page 10.
The second is in a profile. Beginning with our June newsletter, we will be profiling one renewing business per
month. If you would like to be considered for our profile of the month, please contact the chamber for an
interview. Depending on the interest, the newsletter may include two profiles per month.
A third possible avenue of advertising is through member events. If the business is holding an event at any
time during the month the newsletter is published, we can post it if we are notified before the last week of the
previous month.
Fourth, we offer all our members the opportunity to share any relevant news with the community, whether
that be a promotion, a new hire, a celebration, a retirement, etc. Again, the chamber needs to be notified

Fernley Chamber of Commerce
In March of this year, the Fernley Chamber of Commerce hired Deborah Halasz as their new office manager.
While a recent transplant to Fernley, Deborah is not new to Nevada. She was raised in Reno and graduated from
Reno High School. After being out of the state for eighteen years, she returned with a husband and
stepdaughter and settled in Fernley.
She brings her excellent clerical skills, and she is very excited to be working at the Chamber where she can meet
new people, help visitors, and of course, assist our members as needed.
If you haven’t already, please welcome Deborah to the Chamber.
