DAVENPORT IA 52806-4009 (563) 388-7233 www.illowabsa.org 1 BOY SCOUT Pistol Program Our Summer Camp season offers a very special pilot program coordinated by the Illowa Council on behalf of the Boy Scouts of America. First-time shooters and advanced marksmen will be challenged through an exciting array of target presentations. Is the program a success? Check out these results from last summer! What types of handguns are used? Ruger model 22/45, .22 caliber, semi-automatic handguns are used. How many shots do I get to take? Last year, 600 youth and adults sent over 38,000 rounds of ammunition “down range” having fun at the pistol range. (That’s an average of 63 shots per shooter!) Did it cost extra to shoot handguns? No. As a pilot program, Camp Loud Thunder is offering this program at no additional cost to their campers. (A special thanks to our many generous supporters.) Are there other opportunities to participate in shooting sports at camp? You bet! The handgun program is run in addition to our rifle, shotgun and archery ranges. Both the pistol and rifle ranges have lighting to allow evening programming until 9:00 p.m.! Is training required? Yes, all eligible Scouts and adults must attend an annual 30-minute safety briefing while in camp to be able to participate. Advanced classes offer the NRA FIRST Steps pistol training. Is it safe? Yes. Camp Loud Thunder utilizes adults that are BSA/NRA certified with supervision ratios that exceed recommendations. Safety is our number one concern! Will there be room for my Troop? We hope so! Camp attendance has jumped over the past few years because of all the innovative new programs we are offering. Space is limited to ensure optimal merit badge class sizes, pool capacity and dining hall seating. The ONLY camp in the Midwest approved for Boy Scouts to enjoy handgun marksmanship! Geographically, the ILLOWA Council is composed of all five Districts spread over 13 counties in Iowa and Illinois. The Council is a wholly-owned corporation owned by the local community and governed by an Executive Board of Directors who are all Scouting volunteers like yourself. Districts have full-time staff support in the form of a District Executive. The balance of the Council employees serve the Executive Board in organizing and overseeing the affairs of the Council. WHAT IS A DISTRICT? A Scouting District is the next level of Scouting organization above the Pack, Troop, Crew or Post level. Every council is divided into geographical districts, and all units belong to only one district — it’s all designed to help organize and serve Scouting units. You can find your district generally on the map. The district structure is designed to help and support Packs, Troops, Crews, and Posts in its area, and will have a chairman and a full committee of volunteers working to ensure that the best possible Scouting program reaches its district youth. The full district volunteer structure includes people helping with Membership, Finance, Program and Unit Service. As volunteers become more familiar with their unit activities they frequently move up to one of the committees at the district level, using their experience to help others. As you look throughout this Council Program Planning Guide, you’ll see it contains a great deal of important information on programs, activities and training in three areas: the unit level, the district level and the full council level. You’ll find volunteers at each of them who share your belief in Scouting. You will also find that there is no shortage of programs, activities, training and Scouting fun to be had! THE ILLOWA SERVICE CENTER AND SCOUT SHOP The Service Center is located in Davenport, Iowa. There is also a National Scout Shop in the same building, where you will find Scouting uniforms and a selection of equipment, as well as being the principal source for patches, awards, program supplies and training and advancement materials. The Service Center is where advancement forms are turned in and where you can register for Council and District events. You’ll always find a friendly smile and a helping hand about Scouting matters. ILLOWA COUNCIL WEBSITE — www.illowabsa.org 4 LOUD THUNDER SCOUT RESERVATION Located in heavily wooded terrain about a half-hour west of the Quad Cities, the Loud Thunder Scout Reservation offers a wide variety of outdoor adventures. There is an extensive collection of short and moderate length hiking trails, including a section of the historic Sac-Fox Trail, as well as two lakes to enjoy while viewing the resident wildlife population. The camp's 250+ acres include 16 tenting campsites, each with its own distinctive feel - as well as washing facilities and a field latrine. There's even a handicappedaccessible campsite with concrete tent pads and paths, so virtually everyone can enjoy Loud Thunder's great atmosphere. And unit tent camping is FREE! The camp’s buildings and shelters are truly impressive, including the dining hall that seats some 200 people at a time, an administration building for small meetings, and several covered outdoor program areas including the Handicraft Building. There are three rustic cabins and the Dunkin Lodge available to rent for unit, district and council activities. There are also specialized activity areas for boating and canoeing, rifle and shotgun, astronomy, archery, COPE, geocaching and much more. While some of these resources require access through a council program like Boy Scout Summer Camp or Cub Scout Resident Camp, many are readily available through completing the Property Usage Application. Your unit can find lots to do at Loud Thunder using nothing more than your own resources — and LT’s beautiful natural terrain! You are encouraged to use the Loud Thunder facilities. Please note: Camp Loud Thunder is an alcohol and tobacco-free environment. How to rent a facility at LT for unit use? 1) Check the Camp Reservation Calendar • Calendar is located on the council website on the CampingOutdoors page, Lodging-Facilities-Equipment • Please note units can make a reservation through August 1 of the given year. After August 1, reservations can be made through August 1 of the following year. This allows the council and districts to have priority reservation status for their events and trainings. 2) Fill out a Property Usage Application • Form is located on the council website on the Camping-Outdoors page 3) Submit Application and Fee to the Council Service Center • Fee chart is located on the council website on the CampingOutdoors page • Reservations are made on a first come/first served basis following the above policy. Cub Scouts (Tigers through Webelos) experience games, crafts, archery, BB guns, and rank advancement! Each district runs a nationally-accredited camp at a local park in or near your community, and trained Camp Directors and volunteer staff work together to provide your Cub Scout with a great summer Cub Scout Day Camp experience. District Day Camp schedule for 2015: Hoover: June 22 - June 26 Inali North: July 6 - July 10 Inali South: July 13 - July 17 Kittan: June 8 - June 12 Mesquakie: June 17 - June 19 Saukenuk: June 15 - June 19 8 COUNCIL PROGRAM OPPORTUNITIES STEALTH (STEm At Loud THunder) - May 16-17, 2015 Don’t miss this brand new event! The STEALTH program will use elements of STEM (Science, Technology, Engineering, and Mathematics) to get Cub Scouts excited about learning and exploring the great outdoors! Cub Scouts will have the opportunity to participate in shooting sports activities like B.B. guns and archery, will use the observatory to view the night sky, and can earn their Tech Talk Nova Award. There will be the option to make your own t-shirt. This is an exciting new event that can’t be missed! HALT (Halloween At Loud Thunder) - October 17-19, 2015: Scouts will enjoy spooky games and great activities at Loud Thunder, including the haunted house and haunted maze. Families may camp overnight for extra excitement and a big campfire celebration. There are two half-day sessions because of the popularity of this event. CUB SCOUT RESIDENT CAMP - July 13-16 or July 16-19: This is a 4-day/3-night camping adventure for 2nd, 3rd, 4th, and 5th grade Cub Scouts. They will enjoy a full range of camp activities, work on age-appropriate advancement, eat their meals in the dining hall, swim in the pool and sleep on cots in tents with wooden platforms. This year’s theme is Native American Culture. This popular summer-time experience also has two session choices for this year. We encourage Packs to sign up together. BOY SCOUT SUMMER CAMP Summer Camp is the highlight of the Boy Scouting year; a week tenting at Loud Thunder, working on merit badges, taking part in special programs, participating in aquatics, shooting sports, Scouting skills...and having a great time. For additional information on Boy Scout Summer Camp, visit the council website and download the Summer Camp Leader’s Guide. 9 RESOURCES Guide to Safe Scouting The purpose of the Guide to Safe Scouting is to prepare members of the Boy Scouts of America to conduct Scouting activities in a safe and prudent manner. The policies and guidelines have been established because of the real need to protect members from known hazards that have been identified through over 100 years of experience. Limitations on certain activities should not be viewed as stumbling blocks; rather, policies and guidelines are best described as stepping-stones toward safe and enjoyable adventures. All participants in official Scouting activities should become familiar with the Guide to Safe Scouting and be aware of state or local government regulations that supersede Boy Scouts of America policies and guidelines. The Guide to Safe Scouting provides an overview of Scouting policies and procedures rather than comprehensive, standalone documentation. For some items, the policy statements are complete. Unit leaders are expected to review the additional reference material cited prior to conducting such activities. In situations not specifically covered in this guide, activity planners should evaluate the risk or potential risk of harm, and respond with action plans based on common sense, community standards, the Boy Scout motto, and safety policies and practices commonly prescribed for the activity by experienced providers and practitioners. Tour and Activity Plan The Tour and Activity Plan is a checklist for best practices to be prepared for safe and fun adventure. Completing the tour plan may not address all possible challenges but can help ensure that appropriate planning has been conducted, that qualified and trained leadership is in place, and that the right equipment is available for the adventure. In addition, the plan helps to organize safe and appropriate transportation to and from an event, and defines driver qualifications and minimum limits of insurance coverage for drivers and vehicles used to transport participants. Please complete and submit this plan at least 21 days in advance to ensure your council has enough time to review the plan and assist you in updating the plan if it is found defective. Times when a tour plan must be submitted for council review include: trips of 500 miles or more; or trips outside of council borders [Exception: not to your council-owned property]; or trips to any national high-adventure base, National Scout Jamboree, National Order of the Arrow Conference, the Summit Bechtel Reserve, or regionally sponsored event; or when conducting the following activities outside of council or district events: Aquatics activities (swimming, boating, floating, scuba, etc.) Climbing and rappelling Orientation flights (process flying plan) Shooting sports Any activities involving motorized vehicles as part of the program (snowmobiles, boating, etc.) At a council's request (contact your local council for additional guidelines or regulations concerning tour plans) Registered Unit Level Leaders– visit www.MyScouting.org to complete your online Tour and Activity Plan. Newsletter: A “Program Happenings” template will be provided to each District Executive at the beginning of the month so they can add district-specific events and trainings to the newsletter and then send it to the Scouting Volunteers in the communities they serve. The council manages the master e-mail database through the ScoutNet Registration system, and each district has their own e-mail database to send out district-specific information. Your e-mail will only be shared within the BSA system and used for general communications and satisfaction surveys. Please visit www.illowabsa.org/Forms for both the PDF and Excel versions of this document. 13 EVERY SCOUT DESERVES A TRAINED LEADER Trained Scout Leaders provide a quality, fun-filled program for youth! Training helps a leader to be aware of the resources available to them and therefore be more effective in delivering a worthwhile program to the youth. As a result of trained leaders, our Scouts achieve the aims of Scouting: citizenship, character development and personal fitness. The Basic Leader Training program is designed to help leaders easily graduate through the courses with little duplication. It begins with Youth Protection Training and is followed by Leader Specific Training for each adult’s role in the unit. This includes all Cub Scout, Boy Scout, Varsity and Venturing leaders, as well as professional scouters. Wood Badge is designed to train adult volunteers using the latest leadership skills and technique. Wood Badge has four specific objectives. As a result of attending Wood Badge, participants will be able to: 1. View Scouting globally, as a family of interrelated, values-based programs that provide age-appropriate activities for youth. 2. Recognize the contemporary leadership concepts utilized in corporate America and leading government organizations that are relevant to our values-based movement. 3. Apply the skills they learn from their participation as a member of a successful working team. 4. Revitalize their commitment by sharing in an overall inspirational experience that helps provide Scouting with the leadership it needs to accomplish its mission on an ongoing basis. The next Illowa Council Wood Badge Course will be offered in September and October of 2016. Courses begin on Friday morning, and attendance at both weekend sessions is required. The Boy Scouts of America's NOVA Awards program incorporates learning with cool activities and exposure to science, technology, engineering and mathematics for Cub Scouts, Boy Scouts, and Venturers. The hope is that the requirements and activities for earning these awards stimulates interest in STEM-related fields and shows how science, technology, engineering and mathematics apply to everyday living and the world around them. Counselors and mentors help bring this engaging, contemporary, and fun program to life for youth members. The Nova Awards There are four Nova awards for Cub Scouts, Webelos Scouts, Boy Scouts, and Venturers. Each award covers one component of STEM—science, technology, engineering, or mathematics. Cub Scout Nova awards: Science Everywhere, Tech Talk, Swing!, and 1-2-3 Go! Boy Scout Nova awards: Shoot!, Start Your Engines!, Whoosh!, and Designed to Crunch Venture Scout Nova awards: Launch!, Power Up, Hang On!, and Numbers Don't Lie For their first Nova award, Scouts earn the distinctive Nova award patch. After that, a Scout can earn three more Nova awards, each one recognized with a separate pi (π) pin-on device that attaches to the patch. The patch and the three devices represent each of the four STEM topics—science, technology, engineering, and mathematics. The Supernova Awards The Supernova awards have more rigorous requirements than the Nova awards. The requirements and activities were designed to motivate youth and recognize more in-depth, advanced achievement in STEM-related activities. For additional information visit www.scouting.org/stem 16 Good Turn for America A service project is a special Good Turn that puts Scout spirit into action. Some Good Turns are big—saving a life, helping out after floods or other disasters, recycling community trash, working on conservation projects. But Good Turns are often small, thoughtful acts—helping a child cross a busy street, going to the store for an elderly neighbor, cutting back brush that is blocking a sign, doing something special for a brother or sister, or welcoming a new student to your school. Anyone can get involved in a Good Turn. If you would like to participate in a service project to benefit your community, contact your Unit Leader or Council Service Center. As part of the National Journey to Excellence program, Units, Districts and Councils are rated on the amount of Community Service that is provided in any given year. Units should track their community service hours through the Service Hours Reporting website. Units will need to get their Unit ID Number (different than their Unit Number) from the Council Website. Once they have logged in, units are asked to record their service project data, and Eagle service project data. There are even Service Hour Reporting Certificates that can be printed. I’m having fun and have learned….. How to shoot a hand gun properly, what to do if someone is drowning, and how to handle emergencies. The many ways of cutting wood with knives, what I need to survive, and working better with others. The counselors are AWESOME! I hope pistol becomes a merit badge. It would be educational and fun. Climbing terms and methods, the importance of ecosystems, rifle care and kayaking paddle strokes. It’s awesome! How to survive in the wild and how to be prepared for an emergency. How to get back into a canoe after you have been tossed out of it. It was hard at first but I eventually accomplished it. I also learned how to survive in the wilderness and build my own shelter. About leadership. I’m a Star Scout, and since our troop’s SPL is not here I’ve had to take charge as acting SPL. A lot of fun and important things. The merit badges are really fun. I got to finish my Tenderfoot at camp! It is great for finishing requirements. How to do CPR for swimming and getting over my fear of diving deep down. I have learned how to shoot and clean a gun safely. I have also learned about mammals and what Indians did and what they lived in. Make sure your Scouts get a Summer Camp Experience! 47 EXPERIENCE THE SCOUTING ADVENTURE AT LOUD THUNDER SCOUT RESERVATION Scout Leaders, Did you know there are many great activities you can do at Loud Thunder with your Unit? You can…. Rent the Canoes or Kayaks and spend a day on Lake George. Boy Scouts and Venturers can set up a time with the Council’s Shooting Sports Committee to do a Troop Archery or Troop Rifle Shoot. Boy Scouts and Venturers can set up a time with the Council’s COPE or Climbing Committees to get your Scouts on the COPE course or the climbing wall. Try to find your way through at the new Geocaching course. Check out the Camp’s mountain bikes and ride through the many trails or create your own Pack or Troop bike-a-thon. Most Activities Available Year-Round Take a short hike to lower camp and have all your Scouts backpack their gear down for an overnight campout. Come to Loud Thunder and discover all that it has to offer! 48
