One of our main goals is to make judo sport more popular and to organize championships in a way to fulfill all expecations and, if possible, to exceed them. The host city - Poreč is among most attractive tourism destinations in Croatia and I am sure that you will find it interesting and that you and your friends or family members will enjoy in beauties of Adriatic sea, Istrian gastronomy or rich cultural heritage. In one of judo magazines I read a true statement – „not every judoka will become a champion but everyone will become a veteran judoka“ so I really do hope that we are going to organize this event to encourage judo athlets to continue or to start competing as veterans. Our task is to create pleasant surrounding and insipring atmosphere so all judo veterans can achieve their best results. I hope that all judo family and friends will have an exciting week in Poreč and I believe that you will come to Croatia again. Technical Information 1.1. 1.2. DATE The individual competition will be held on Thursday 7th, Friday 8th, and Saturday 9th of October 2010. The team competition will be held on Sunday 10th of October 2010. PARTICIPATION The competitors must be of a minimum of 30 years of age and not been participating in any international competition for a minimum of 2 years, such as i.e. WC, SWC, EC, WCC or the OG. The responsibility to respect this rule is on the National Federation which will release the competitor list respecting this rule. The competitors can not participate in any international competition for a minimum of 2 years, such as i.e. WC, GS, GP, WCup, EC, ECup, ECC or the OG if they start to compete in the Veterans WC or EC. The competitors must be of the same nationality as the country, which enters them. Competitors who have double nationality can only represent 1 country. After having represented a country in the Olympic Games, in continental or regional games or in world or regional Championships, recognised by the EJU, he may not represent another country unless he meets the conditions set forth in the next paragraph. When a competitor changes nationality, he must wait 3 years before he can represent the new country, unless the two countries concerned (the old country and the new country) agree to authorize his entry for the new nationality and this is accepted by the EJU (According to the Olympic charter Art. 42). Each Delegation will be given a number of free accreditations depending on the number of athletes. 1-2 competitors one official 3-6 competitors two officials 7-10 competitors four officials 11-14 competitors five officials 15 + Competitors seven officials INDIVIDUAL CHAMPIONSHIPS Each federation affiliated with the Euroepan Judo Union may enter as many athletes as it desires. Each athlete can be entered only in one weight category, the one in which they are enrolled. TEAM CHAMPIONSHIPS The team should consist of 5 or 3 players defending on age grups. 1 substitute is authorised per each weight category. All the players should have not participated in official national or EJU competitions during the last 2 years. In order to be represented, the team must be composed of at least 3 competitors who can compete in 3 different weight categories. In this case, the medal awarded is that of the higher category. TEAM CHAMPIONSHIPS Women: Men: 3 competitors, all teams division -57,-70, over 70kg 5 competitors -66, -73,-81,-90, over 90 kg 3 competitors / 60 years and over -73,-90, over 90 kg Athletes will be entered during the weigh-in in the category they belong to. However, they can compete in the category immediately above their own category. 1.5. COMPETITION FORMULA 1st day - F5; F6; F7; F8;F9;F10; M5; M6; M7;M7;M8;M9;M10 2nd day - F1; F2; M1; M2 3rd day - F3; F4; M3; M4 4th day – Women Team; Men Team INDIVIDUAL CHAMPIONSHIPS The system of the competition will depend on number of entries: 1 entry – no contest, or Category combining 2 entries – better of the two contests (in case the wins are equal 1 - 1, the third contest will decide), or Category combining 3 entries – pool of three or Category combining 4 entries – pool of four 5 entries – pool of five 6 entries – two pools of three. Top two of each pool cross over in semi final 7 entries – a pool of four and a pool of three. Top two of each pool cross over in semi final 8 entries and more – elimination system with duble repechage For 2 or less athletes, the category will be joined to the closer age category at the discretion of the EJU sports director. Preliminaries of the individual contest will be held on 4 mats. Semi finals and finals will take place on the same day. There will be 2 bronze medallists / for both men & women /. Competition system up to four (4) entered teams will be one pool (round robin). In case of four teams only one bronze medal will be awarded. Competition system for five (5) and more entered teams will be decided by EJU Sports Director depending on the total number of entries in all teams divisions and competition time schedule. The team match is decided by the number of contests won. Each contest must be decided, if there is no difference of at least one yuko between the two opponents after the contest time elapsed, the Golden Score Rule will apply (see1.6.). The competitions will be held in the following order: from the lightest to the heaviest weight category. The player in reserve can be entered to compete at any moment and can be replaced again without any restrictions. Before each fight, the team gives its entry with possible corrections. match is decided by the number of fights won. If equal, then the higher score of technical points. Preliminaries of the team contest will be held on 3 mats (or on 4 if necessary), the fight for the bronze medals on 2 mats, and the finals on 1 mat. 1.6. GOLDEN SCORE RULE The Golden Score rule will apply. The maximum extra time duration will be 2 minutes for all categories. 1.7. MEDALS Medals are only awarder if contest have been fought and the allocation is determined by the number of competitors competing in a category as follows: One competitor – no medal Two competitors – 2 medals Three competitors – 3 medals Four competitors – 3 medals Five competitors – 3 medals Six and more competitors – 4 medals If a competitor competes in a combined category only one set of medals will be allocated amongst competitors in that category and not at the same time for the uncontested category. Certificate of Participation will be distributed to all participants from registration 1.8. WEIGH IN The fighters: - Presenting themselves after the closing of the weigh-in, cannot participate at the competition. - Can present themselves only one time at the official weigh-in. - Must present their EJU accreditation and an official piece of identity (identity card or passport) at the official weighin. The weigh in will be held at the Sports hall “ Žatika”. INDIVIDUAL CHAMPIONSHIPS The weigh-in takes place on the evening before the competition between 18:00 and 19:00hrs, as the competition for the category concerned. Unofficial weigh-in takes place between 17:30 and 18:00hrs The weight of the fighters has to fall within the category in which they are enrolled. TEAM CHAMPIONSHIPS The official weigh-in takes place on the evening before the competition day between 16:00hrs and 19:00hrs. Athletes who do their weigh in and compete in the Individual European Veteran Championships do not need to weigh in again. The same weight category will be used. 1.9. DRAW Note: before the draw the lists of each category are hung in the draw room / in the corridor outside the draw room. Each head of delegation should check that all his inscribed athletes are on these lists and that they are under the right category. No corrections can be made after the draw. The draw will take place the evening before the competition after Weigh In at 20:00hrs at the Sports hall “ Žatika”. The two finalists and the four medallists of the European Championships of the previous year will be seeded. CONTROL OF NATIONS The times for check-in and registration for accreditation at the Sports hall “ Žatika” are specified in the program. Participating federations must arrive and check-in within the time limits of the check-in and registration for accreditation. a. Finances The federations must be in order with the annual fee and other financial obligations to the EJU. The entry fee per competitor must be paid to the EJU. In order to take part at the competition the national federation must have fulfilled the necessary payments to the organizer and the EJU. If fewer competitors participate at the competition than the number of participants entered by the federation, the surplus paid entry fee will be taken into credit for the following event on behalf of the concerned federation. b. Control of Nations Identity: Nationality and age of the participants. (each athlete’s passport or copy of the passport in case the athletes are still travelling, has to be presented to the EJU official. The competitors must not be present at the nation control.) List of entries: The list of entries is confirmed with the EJU official. No inscription will be accepted after the end of the nation control. c. Accreditation A list of all the inscribed athletes is generated by the JUMAS system, which is confirmed by the head of delegation that it is the final list. The EJU accreditation cards, which are printed from JUMAS, must be presented at the official weigh-in and before each fight. 1.11. RESPONSIBILITY OF THE FEDERATIONS a. Medical certificate The sex certificate and the medical certificate of the fighters are not required. The fighters will compete under the full responsibility of the federations. b. Insurance Each national federation is responsible for insuring its competitors against ’injury and third part risk (public liability)’ during the period of the championships. The European Judo Union declines all responsibility. c. Attitude of the competitors The participating-federations are responsible vis-à-vis the EJU concerning the general attitude of their fighters. d. Image of Athletes The participating federations are responsible to have obtained the rights for the EJU to use the athletes’ image in whichever way it considers it necessary for the promotion of the sport. Neither the organizer of the event, nor the Croatian Judo Federation (nor any of its officials or members) will be liable or responsible for any personal injury nor for any loss or damage to your property arising out of your participation and travelling in connection with these events. Judogi 2.1. JUDOGI The competitions will be held in white and blue judogi. Judogi markings must be in accordance with the EJU regulations. In order to enforce the proper size and measurements of judogi as defined by the Competition Rules and fair conditions for athletes, the special measuring device SOKUTEIKI and a new procedure of judogi control will be used. The women competitors must wear a white non-transparent T-shirt. The bras must not have any hard pieces. Long hair has to be bound with an elastic band. Make-up and jewellery are prohibited. The nails have to be cut short. 2.2. BACK NUMBERS The top part of the back number consists of the Surname and Country of the athlete. Should the athlete report to the competition without the official licensed EJU backnumber for Name and Country patch, the athlete will not be allowed to compete. These back numbers can be ordered only from www.mybacknumber.com. It is important to note that production and delivery takes around 4 weeks. It is the duty of the participating federation / athlete to order this part of the back number in time. The bottom part consists of the Sponsor and the Name of the Event, which will be distributed during the accreditation. These are ordered according to the numerical entries. Should the participating federation list more athletes than are actually participating, the federation will pay € 10 per extra athlete (2 back numbers at € 5 each). If the Judogi of the athlete does not comply with all the specifications of the EJU and the IJF, including the name and country patch, the athlete will be disqualified from the tournament. 3 cm 1 cm 2.3. ACCEPTABLE MARKINGS As advised during the EJU Ordinary Congress 2010, the EJU decided to allocate the space on the shoulder stripes only to EJU official suppliers, for all official EJU Tournaments (starting from the 15th of February). The other advertising spaces, as allocated by the IJF, remain as before. Therefore, Judogi with advertising of nonsuppliers on shoulder stripes cannot be used. Judoka who like to compete must ensure that the Judogi conforms to these rules and therefore remove the non-EJU Official Supplier advertising or change the jacket. It is not allowed to tape or cover any non-authorized suppliers as this would affect the judogi design and the grip of the opponent. Refereeing 3.1. INSCRIPTION OF REFEREES The number of referees per federation is limited to: Each Federation may enter 2 International or Continental Referees. The organizing country may enter as many referees as required for the realisation of the tournament. If there are not enough international referees, the organiser should nominate referees from his federation with the highest national licence to keep up the refereeing. Each participating federation has to enter at least one referee.Only the referees entered by their federation in Jumas can referee. The Referees inscribed have to be of the same nationality of the country which is inscribing them. The costs for travelling, board and lodging of the referees are at the costs of the member federation. Inscriptions have to be sent to the EJU General Secretariat & entered in Jumas not later than 2 weeks before the championships. For the exact date, please check Annex 1. An inscription form is enclosed as Form 3. 3.2. REFEREE MEETING A referee meeting is scheduled the evening before the first competition day, at 19:00hrs at the Sports hall “ Žatika”. The attendance to the Referee meeting is strictly compulsory. If an entered referee does not present himself, his federation can be imposed of a penalty according to the list of penalties of the EJU (dated 28.4.1982). 3.3. REFEREEING RULES The refereeing rules are the IJF and EJU rules. It’s obligatory to take a decision at the end of each fight. For each contest, three referees will be appointed who will not be of the same nationality as either of the competitors. (The referee draw is done by computer) EJU Jury The jury is not an appeals jury. It can be consulted by the referees in case of any difficulty. In no circumstances can the competitors or their representatives of their delegation consult the jury. No protest against the referees’ decisions will be accepted. Withdrawal by injury: During eliminations - if the responsibility of the injury cannot be attributed to one of the fighters, the injured fighter shall loose the contest. - if the responsibility of the injury is attributed to one of the fighters, the other will be declared winner. The fighter responsible for the injury will not be able to participate at the repechages. - In case of withdrawal, the fighters cannot present himself for the following fights. During the finals or semi-finals - if the responsibility of the injury cannot be attributed to one of the fighters, the injured fighter shall loose the contest. - if the responsibility of the injury is attributed to one of the fighters, the other will be declared winner. Note: a fighter who has been declared as a loser by injury can continue the competition. A fighter who has got a direct « hansokumake » as the penalty against the spirit of our sport, will not be authorised to continue the competition. TEAM CHAMPIONSHIPS A match will always finish with a decision – no Hikiwake. Coaching Since the 1st January 2009, when the relevant IJF rule entered into force, a permanent exchange of views and communication on this issue among the coaches and IJF representatives took place. Most importantly, coaches’ conduct during major events has improved considerably. The IJF therefore approved modifications concerning coaches in the IJF events. 4.1. POSITION OF COACHES Chairs for two coaches per each competition mat, for the blue and the white side, will be provided behind the barrier of advertising panels. 4.2. CONDUCT OF BEHAVIOUR OF COACHES The coach is responsible for his athlete’s conduct from entering the competition venue until leaving it, before and after each contest. Coaching will be strictly limited to communication with athlete, tactical advice, encouragement, instructions in unexpected situations, as injury, etc. The coach will remain seated on his chair throughout the contest.. Forbidden behavior of a coach: - Any comments on or criticism of the referees´ verdicts. - Demanding correction of the referees´ decisions - Any abusive gestures toward referees, officials, or public - Touching, hitting, kicking, etc. the advertising panels or any equipment - Any kind of behavior showing disrespect to the opponent, referees, officials, opponent’s coach, his own athlete, the public, etc. Dress code: - Elimination rounds: national track suit with trousers reaching down to shoes. - For the final block program (TV time): jacket suit with tie. The following are forbidden at any time: shorter trousers, undressed upper body, any kind of head caps and cover, jeans, sweaters or similar sports unrelated dress, flip-flops. 4.3. PENALTIES Any coach who infringes upon these rules will be disqualified from accompanying his athletes into competition zone and taking up coach’s chair until the end of event (not only for the particular day). 4.4. PERIOD OF APPLICATION As from the World Cadet Judo Championships 2009 in Budapest. The present coaching code will be evaluated before the start of the qualification period for the London 2012 Olympics on 1st May 2010 and it will either continue to apply or restrictions will be re-imposed. If payment is not done in advance, and is paid during accreditation, a 10% charge will be added. In case of any damage to hotel property or competition venue caused by members of a delegation, the referring national federation will be charged by the organizing committee. 5.6. MEDIA AIPS licence holders can apply for Media accreditation at the Sports hall “ Žatika” during the Acreditation from 10:00hrs till 18:00hrs. Form 1 – Numerical Inscription / Back number order This form MUST be sent by deadline, as it serves as order for the sponsor backnumbers needed for the event. 5.6.2. Entry Fee Athletes / Officials inscribed on site during accreditation and not entered in Jumas will be charged € 30 per delegate as late entry fee. Heads of Delegations ordering Jumas Cards on site must have a confirmation from their federation. These will be charged € 30 per card. The federations must pay an entry the moment they make the numerical entry. ONE AND A HALF MONTH BEFORE (20 August 2010) 5.7.1. Form 5 – Hotel Reservation or web link www.judo.hr Form 5 must be sent to the organisers. All delegates to be accredited must book their accommodation via the organiser at the official hotels. Unless payment is received by the date stipulated, the reservation will not be confirmed. 5.7.2. Form 8 – Visa The Croatian Judo Federation will help with obtaining entry visas for athletes and officials. Please specify all information that is needed in the invitation letters for visas. th 5.8. ONE MONTH BEFORE (06 September 2010) 5.8.1. Form 6 – Travel Schedule & Transfers or web link www.judo.hr Only delegations arriving in airports / train station defined in section 5 and advising the organisers on time will be transferred to the hotel by the organisers. 5.8.2. Form 2 – Nominal Inscription Form 2 must be sent to the organisers. The nominal inscriptions must also be entered into Jumas. 5.8.3. Form 5 – Payment Unless payment is received by the date stipulated, the reservation will not be confirmed. If payment is not done in advance, and is paid during accreditation, a 10% charge will be added. th 5.9. MONDAY OF THE WEEK BEFORE (4 October 2010) Form 3 – Referee Inscription In the case that a referee from your federation is nominated, confirmation must be sent by the date stipulated on the letter. Form 4 – Media Inscription Journalists must send in their media inscription to both EJU General Secretariat & Organisers in order to receive accreditation.
