What does each of these lines of numbers have in common?
The line. The first row’s 1, 4, and 7 are composed of straight lines
and Second row’s 2, and 5 are composed of straight and curve lines. And
the third row’s 3, 6, 8, 9, 0 are composed of only curve lines. This way,
numbers are consisted of straight only, curve only or both.
May is the month of family. Korean movie, <Family Ties> is a famous
family movie even though it was released in 2006. In this movie, the
family looks like numbers. Main character Chae-hyeon is her mother’s exhusband’s ex-wife’s daughter. She has two mothers because her mother
married a man over 20 years younger than her. His sister is Chae-hyeon’s
other mother. Chae-hyeon’s boyfriend Kyung-suk is a son between his
mother and a flirtatious married man. There is another character Sunkyung who is his half sister. Different environment, different personality,
and different blood people became a family. In this process, characters
have to tolerate each others differences. This movie suggests a new
concept about family. It’s Love. Not blood, law or system of society.
Recently, contrast to traditional family form, new types of families
are increasing. Grandparents and grandchildren family, single parent
family, and acquired family like community within live alone the old, the
handicapped and North Korea defected teenagers.
Even though connected with blood and law, many unfortunate families exist. Another Korean movie from 2009, <Breathless> shows us the family
just connected with blood, not love. Because of father’s violence, main character Sang-hoon’s mother and sister died. After grown-up, he became a
gangster. Another main character Yeon-hee is also victim of the family violence. Her father is a dotard who is a Vietnam War veteran and her brother is a
bully. Even her mother was dead as a result of the gangster’s violence. Finally, despite each other’s hurt from the family, they open mind, ease sadness and
rely on each other. The new family appears.
Family concord is not just given but gotten by effort which form the family is. From the number’s wisdom, tolerance admitting the difference makes
more various and organized society.

‘Professor Kown’ concluded order of
‘San-su’ musical project
C
AU professor Kwon Byung-woong(Graduate school of
Art) won contest exhibition about ‘San-su’(mountain and
water) musical production held by the South Jeolla. This
success led to conclude 7 hundred billion-scale order
with CAU industrial-industrial cooperation team. This
program, ‘San-su musical production plan’, is to produce
culture contents with utilizing culture amenity of this area.
What’s notable feature of this enterprise is it’s for creating
‘Digilog-style musical scenery art’ based on technology
of performance&filming and computerized tomography
technology. The invested budget for this enterprise is about
fifty thousand million, which is the largest scale in field of
performing art and is from center and local government
expense and civil capital. As CAU won a contract, CAU will
realize master plan of Korean-style ‘San-su musical’.
Project ‘San-su musical’ is ambitiously pushed by
the Yungam-gun to make the masterpiece which will be
equivalent to world famous musical, ‘impression series’ that
is made by Jang-ye-mo, Chinese director. The first opening
is planned in 2012. The scale of this project is so amazing.
The location of ‘San-su musical’ is surrounded by ‘Wol-
chul-san’ national park and the stage is on the ‘Sa-ja’ reservoir. Concept
of this art is harmony of modernity and tradition. This huge project is
planned and expected to improve brand of Korea.
CAU’s new record in QS world university
valuation
C
AU was firstly ranked in group of 151~200th in civil
engineering field. KAIST was 48th, SNU was in group of
51~100th and KU and YSU were in group of 101~150th.
SKKU and HYU were in same group of CAU. World
universities are valued by valuation in the academy, reputation after
graduation and how many a professor’s theses were quoted. CAU had
strong point especially in the last standard, achievement of professors.
The valuation in the academy is done by asking the question, “Which
universities are the best in your study field? Please suggest 10 domestic
and 30 international uinversities”, to 15,000 scholars in all over world.
The degree of reputation is based on interviews with 5000 enterprisers
in all throughout world. Sin Jae-young, a representative of valuation team
in CAU, said “This new record will strengthen the competitive power of
CAU’s innovative enterprises”

New building of College of Pharmacy and
R & D Center will be completed on May

he construction for College of Pharmacy and R & D
Center that started in November 2008 is currently(4/10)
92 percent completed. This building is scheduled for
completion on May 2011 and will be utilized from second
sem ester. This construction is the main
innovation in new constructions(dormitory,
building for professors, new hospital building)
in CAU, which will occupy 25% of campus.
It will be 11 floors, 4 basement floors and
total floor area 38,360m2 in size. College of
Pharmacy (classrooms, Adv, experimental
laboratory, etc.), and R & D centers and
convenience facilities will move in this new
building. In addition, on the 1st basement
floor, restaurants, bookstores, shops and
other facilities are planned to be moved in
to promote the convenience of the students.
After the College of Pharmacy and R & D
Center is constructed, it is expected to solve
the problem of space-insufficiency of Seoul
campus. Meanwhile, the existing College of
Pharmacy (103) building will have internal and
external remodeling. This building will be used
mainly for class but the plan can be changed
up to the discussion about college of nursing
science to be incorporated. The donation for funding is on-going and
the name of contributor will be marked on class, desk, library and so on.
Scenery and map of CAU will be changed after completion of the College
of Pharmacy and R & D Center construction.
(Female)Student council was launched
O
On March 29th and 30th, the election for a (female)
student council was held and both of them get confirmed
as representatives. Although a single candidate running
for election, a turnout of voters was beyond the 50
percent, which is quorum for being confirmed as a student leader.
The catchphrase of student council was ‘Hello’ and their main
pledge were 1)making public a registration fee, 2)solving the problem
of student dwelling, 3)expanding a scholarship, 4)alleviating the
competition during application for class. Meanwhile, female student
council put up a sign, “solidarity” and main pledge were 1)criticizing
over intervention of enterprise, 2)solving the problem of irregular
job in CAU, 3)fixing the female lounge, 4)running shuttle bus service
in night during exam season. The total number of voters was 13,700,
which is 4000 more than last fall election that canceled because of low
participation. ‘Bidaewi’ carried out various activities like prize event
to promote participation. In the election, electronic voting system was
carried out for the first time. The election was ran by the intranet to
ensure the identity of students in front of your polling place and then
installed in the computer polls to vote. There have been some errors after
election when it was run by people but in this election, it was not needed
more than an hour to confirm the result and there were no errors.

Tennessee Tech University is a partner university of ChungAng University. TTU is one of the nation's 50 "Best Value"
public universities according to The Princeton Review. TTU
has been named one of America's 100 Best College Buys for several years
in a row as one of the nation's best college educations for the cost. USNews
& World Report has chosen TTU as one of the Top Public Schools in the
South on multiple occasions, and the University has been chosen as a "Best

■Cookville is one and a half hour away from Nashville, the capital city of
Tennessee. It has a beautiful and superb natural landscape. The scenery

Are there any special reasons or motivations that made you choose
Korea, especially CAU as your abroad study?
Many CAU students want to study abroad through the exchange
student program. Could you suggest some advices or tips for CAU
students who're planning for it?
Actually my decision to come Korea took several months. In my second
year at TTU my roommate was a Korean exchange student, Kim Se-yun.
We spent much time together throughout the semester and became very
good friends. He often told me about his country and I found everything
fascinating. Therefore I was extremely delighted when he invited me to stay
with his family for 1 month in the following summer! I had a wonderful
time staying in Seoul with his family. The following year at TTU I made
friends with all of the new Korean exchange students; it was at this time I
began considering study in abroad. After looking into information about
many schools I chose CAU because of the strong relationship it is building
with TTU, I think it was an excellent decision.
Well, first I would like to say that I recommend studying abroad to
anyone whom it seems interesting. It is a fantastic experience that will
certainly change your life. For someone coming to the U.S.A. it is important
to know what you want to do. If you like the action of a large city you
shouldn't come to Tennessee, however if you like just meeting people and
spending time with friends a school like mine can be very nice and much
less expensive. If you want to meet many other Korean and multicultural
students somewhere like California may be better. The most important
thing is to always keep an open and friendly attitude, though you may meet
some unpleasant people, you also can make friends that you will have for
the rest of your life.

ost people have their ideas about what they want in a
lover. This is so-called "ideal" which represents different
tendency from individual to individual. Knowing many
celebrities through various media but as it is different
for everyone to prefer celebrities; the difference seems a little too personal.
However, there is a problem that this is defined as very personal part. Such
as among celebrities enjoying huge popularity by public as a performer,
there is the general standard in determining likes and dislikes. In other
words, in determining the ideal person to even out individual, there are
some factors to act in common. Think the factors that affect the ideal. The
factors that determine an individual's type and appearance are personality,
age, interests, religion, education, health, economic; factors were nine kinds
of skills.
There are differences in preferences by gender. A substantial portion
is the character for both males and females. The secondary portion is
appearance. This is when you choose the ideal personality and appearance is
important accounts. Thus, overall, the same rating according to the gender
ideal, but it comes as a result of the following options that can make a
difference.

ordering some fried chicken and yogurt salad and beer. Of course they
asked whether this was okay and the girls didn’t say special just okay and
fine. Firstly, we introduced ourselves one by one; name, age, school, major
and so on. The first subject of the conversation was LASIK and LASEK
eye surgery as some girls were pretty interested in the surgery and A said
that he couldn’t drink because of the operation. C, a good joker, said that
we’ve spent a long time on just talking about the eye surgery and suggested
to move into alcohol games. The games were ones people learned from
the O.T. at the beginning of the freshman and M.T. We started with ‘Name
Game’ to learn off the new names. The following games were ‘I am
Ground’, ‘Baskin Robbins 31’, ‘The Game of Death’ and etc. Some girls
didn’t know how to play the games well, so the guy were a little frustrated,
letting game-loser girls drink a sip of beer as a penalty.
We changed our seat a little and continued games, ordering 2 bottles of
Soju so the game penalty was changed into a shot of Soju. As time went by,
about 2 hours passed, we set up the rule just speaking Korean and informal
language. If one failed to do these, he or she had to take a shot of Soju.
Then it was changing partner time by the way that the girls selected items
of the guys. The items were a headphone, a book, a phone and a bottle of
mouthwash. This showed that making couples was luck! Changing the seat
once again next to the partner, each couple were talking about their lives;
school, study, future, the bar exam and etc. The awkward atmosphere of
the beginning became natural and pleasing. The way of drinking Soju was
gentle as there weren’t ‘5 stages of Love shot’, ‘Earlobe shot’ and ‘Collarbone
shot’, the commonplace games in the group blind dates. The guys paid for
the drinks and food here.
The second place we went was brighter and noisier than the previous
one. Ordering Kiwi Soju and some sausages and barbecued pork, we
didn’t play games but instead talked a lot and ate as well, seating all guys
and girls facing one another. C joked like ‘Are we here to eat? Why are
you having a dinner here?’ Spending about an hour there, we finished this
date and women paid the second place. At the end before
saying goodbye to others, four of us exchanged our phone
numbers.
The group meeting seemed not to be the place for
finding someone you like to date. There isn’t some time

The Four to Four Blind Date
While writing an article about the first impression of the opposite sex,
some female members in CAH had a chance to have a four-to-four blind
date. So from now on, the actual blind date will be described in detail from
the point of female perspective with some explanation of general group
blind dates.
There were 8 people overall. We met in front of Kang-nam station
at 7. When we met each other, we quickly decided to go into a bar near
the station. All guys are aged 22 or 23, from the same university, studying
law. All of them have studied for a few years to pass the bar exam. Here

Asch’s context effect: It means that since former information shown to
us forms the context and we interpret later information given to us in this

Attention reduction hypothesis: As former information overpowers
later information, ensuing information can’t attract us anymore. Because
when we accept information once, we don’t give our attention to accepted

department of Mathematics. CAH met her and heard about
the job of a tax account, difficulties while studying, her plans

henever a new semester starts, the campus bookstore
is always crowed with students buying new books of
major subjects and liberal arts. It is not difficult to find
people who spend more than a hundred thousand
won. Books themselves are expensive, especially, an original books in
English which costs over thirty thousand won. In order to lessen the
book expense, students often copy entire books. We have to be aware that
copy is obviously an unlawful act so we cannot neglect the infringement
of copyright anymore. Therefore the school should discuss this matter
and introduce some solutions to relieve the burden of book expense on
students.
I heard you didn’t spend the time meaningful as a freshman.
Tell me how you were back then.
CAH
Jung To tell you the truth, I didn’t know what I wanted to be in my
first year, studying Mathematics. I loved my friends and seniors but I
didn’t think I would study further using the major of Mathematics. So I
spent meaninglessly in the first year. No special activities, no desire to do
something and even I didn’t study that hard. Then I decided to take time
off from school, searching for something to study. That was the study to be
a tax accountant.
CAH
Why did you want to be a tax accountant?
The reason why I chose to study this was I was attracted to this
job when a Math graduate told me about the occupation. It was much
more attractive to me than becoming a public servant which my parents
suggested to study. Also thinking the study of a tax accountant and an
accountant quite related to my major, I chose to study for a tax accountant
as it was necessary to obtain some credits in accounting courses in order to
be an accountant.

CAH Haven’t you thought of studying after sophomore or junior?
In fact, a lot of people are actually following this process.
Jung In university, there were numerous people without a specific
dream. It was more than I thought. All the people are doing same things;
reaching certain TOEIC score, getting some certificates, trying to achieve have been really embarrassing if I just had given it up. After 6 months, I

CAH I think you must have been lonely, sometimes thinking of giving
up the study and exam. How did you settle yourself down to study?
Yeah. I was really lonely. There was no one around my age and I
was the youngest in the academy. You know I studied all alone at first. So
in fact, I wanted to give up many times and thought of this several times.
I cried a lot too. But I think general students of bar exams and difficult
exams would think this way. I announced to study to my friends so it would

How to Relieve the Burden of
Book Expenses?
CAH Then, from this year you are going to be a sophomore, do you
have any plan in short-term and long-term?
Jung As I studied to be a tax account, the field of finance seemed very
interesting to me. I haven’t studied deeply but after graduation I hope to
work in that field. So even in school I like to join a community related to
finance. In fact, a while ago I started a group activity of Kook-min Bank
outside the school. In terms of major, I will continue studying mathematics
and as a second major, studying business or economics as well. Also I
should have special training for 6 months as a tax accountant. I don’t know
exactly when I would get that training but want to do before the graduation.
So-hee Jung seemed to be looking forward to studying in school as she
took 2-year break. CAH was grateful that she told us very honestly about
the time for studying for a tax accountant. Only 23-year-old, in Korean age,
young student deserves to be confident and capable enough to dream what
she wants as she overcame all odds and ends for lonely two years.
Another solution is that administrative offices of each college take upon
the book deal instead of establishing an individual bookshop. Here the roles
of the offices are collecting all the used major books of the students who
want to sell them and selling them to students who are willing to purchase
the secondhand books. Distribution without payment is not appropriate
method as people might treat the free books, in case of free distribution,
thoughtlessly so that the books would easily worsen. The price of the used
books could be set as half of an original price and the profit of the office
as 10% of the price of the secondhand books.
Lastly, the cooperation with the present bookstore can be suggested as
the bookshop will exist anyway. That is the existing bookshop manages the
secondhand store. It is surely profitable to sell new books but the policy
of selling used books is necessary to strengthen the students’ welfare. The
university should persuade the bookstore to sell the secondhand books for
the sake of students. In this case, the store would not lose any consumers
and the consumers can choose either the new books or the old ones thus it
will be a win-win plan all around.
As mentioned earlier, students in need of new books should spend
more than 100,000 won. To reduce the expense, some of them don’t
hesitate to copy entire books. This is an illegal act and infringement of the
copyright. What about students who want to dispose of used books which
aren’t used any longer? Many books of major subjects and liberal arts are

Too Hard to Exercise in Campus!

n last year’s university basketball league, Chung-Ang University
won the trophy after winning twenty-five games in a row.
Overwhelming victories like these are not very common
in the field of sports. Furthermore, there are a number of
sports stars such as Kwak Tae-hwi and Yoon Bit-garam who are graduates
or students of Chung-Ang University. For that reason, many people think
of sports and sports stars when they hear about Chung-Ang University.
Therefore, many people, especially freshmen expect that our university
have highly developed facilities for sports and exercise. However, it is
very disappointing when we take a careful look at the condition of the
surroundings students encounter when they try to exercise on campus.
One of the primary places for exercise on campus is the outdoor playing
field. Despite its importance, its old-fashioned appearance and small size
often discourage students from using it. Since a number of sports such as
baseball, soccer, and rugby games and practices use the same place, there is
not enough space and time for students to play sports in the outdoor sports
ground. Particularly for students who are not members of sports teams, it
is not easy to find a space for such sports.
Our outdoor basketball courts also lack in quantity and quality
considering the reputation our university basketball team has. Although we
have a number of basketball clubs in school, there is only one full basketball
court open to the students. Since they need to share the one court, it is
not easy to find the right time to use the court. Especially in the weekends,
the courts are full of people playing basketball who are members of the
basketball team. Moreover, the outdoor courts are made of concrete which
can cause serious injuries to students who are playing basketball games.
Concrete floors can cause injuries in joints and bones of the students.
In contrast to outdoor environment, our school has a well-built indoor
gymnasium equipped with fine devices and instruments for exercise. The
problem is that it is not fully open to the students who are not majoring in
physical education. The gym is usually used for physical education classes
or for school sports teams and it is almost impossible for other students to
exercise in the gym other than by taking classes. Moreover, there is a fitness
center inside the gym which is not free of charge. Though students need
to pay for the fitness center, it is off limits to students other than physical
education major or sports players from the hours of 9 am to 5 pm. These
restrictions make students hesitate to exercise in the school gymnasium.
Student Club Rooms Gone Bad

together for the same goal. One other merit exercise has is that it can build
up one’s physical strength and help him to stay more fit, which can greatly
improve quality of one’s life. However, it is very likely that people hesitate
to exercise or avoid working out when facilities are old and worn out. By
procuring enough space and enhancing instruments and facilities, we can
encourage students to participate more in sports and exercise.
Taking the land property and surroundings of our university into
consideration, it is not easy to expand outdoor play ground or build bigger
stadium. Therefore, we should concentrate more on using the space
we have more efficiently and usefully. Also, providing high quality of
facilities and instruments in the limited space we have is very important.
Furthermore, the indoor gymnasium should be more open to all the
students, not only sports players or physical education major students. On
the matter of fitness center, it would be great to prepare another space for
students who are not majoring in physical education since a fitness center
can be made indoors.
As mentioned above, exercising is an important part of university that
plays a great role in improving quality of student’s lives. Our university
should realize the significance of this matter and should focus more on
this issue. By devoting money and effort into enhancing our exercising
environment, our university would be able to help students not only
physically, but also mentally and academically.

f you have been attending Chung-Ang University for over
a year, you’d know that most of the student club rooms are
allocated in the Student Union Hall. Student club rooms
are used for the members of the club to freely hang out,
get together, have meetings and practice and use for various reasons that
they might need for the purpose of their club. The clubs vary from active
ones like sports clubs to ones that need couches rather like a reading club.
The club rooms as scanned: Some are dirty and some are being practically
used to serve their purpose of getting together. However, as a member of
a Chung-Ang University associate, one cannot help but wonder how we
could use the space in a better way.
There are 72 Chung-Ang Student clubs as of right now. Besides one
club, they all have their own club rooms. Most are located in Student
Union Hall and Student Cultural Hall while others are allocated throughout
Young-Shin Hall, Social Sciences Building, on the roof of the College of
Liberal Arts building and the back of the College of Engineering building.
The student clubs that already have rooms have to re-register in March
every year. However, the policy of the student union is that they are almost
always guaranteed the room if they have had the room the previous year.
All the registered Chung-Ang clubs have a room. Therefore, when one
tries to run a new student club, they have to be registered as a pre-registered
student club for a year. Once they prove that over twenty students from at
least three different colleges have registered and have been active over the
year, they ought to be registered. However, if the club has the same purpose
and activity as an existing club, then they cannot be separately registered as
a new club. As of right now, they have four pre-registered clubs. Once they
go through this procedure, the student union has to grant a room to the
student club.
It is a concern for the student union too because there’s only a limited
amount of rooms available in the campus. The student union said there
are currently four pre-registered student clubs but also said that the student
club rooms haven’t changed a bit for several years. How would these pre-
registered student clubs be registered? Will they be registered without a
room? Is this system fair?
Wouldn’t it be fairer to have the rooms allocated by the result of the
club activities? The clubs are diverse and have their own purpose, however,
would it be fair to grant the rooms to clubs that only hang out while some
of the new clubs have a greater purpose and who are more active don’t
even have a room? It may be difficult to come up with a rigid standard since
the types of clubs are as diverse as sports, academic, hobby, and so forth.
One way of making the standard is to make criteria such as how many
members there are, how active they are, how it raises CAU’s reputation in
the public, or how effectively the club is using the room and so on. Another
way to make the standard is to allocate the rooms in a cap system. For
example, while there are various types of clubs, the student union should
try to allocate about the same number of performing clubs to a room as
academic, sports, and hobby.
The student union has given their opinion on this issue. Although they
do agree with the fact that the number of rooms available for them to give
out to the student clubs has been too limited and has been dormant for
several years, they do not feel the need to change their policy. When the
result system was suggested, they didn’t think it was such a good idea as it
is not their right to judge whether one student club is better than the other.
They claimed that they simply don’t have the right to judge one activity as
better than another. Their job is to simply support the activity each student’s
clubs are pursuing as equally and fairly as possible.
While the student union’s stance is more than politically correct, if not
them, then who will manage these rooms? Isn’t it time to do something
about the rooms that have long gone bad and been dormant for several
years? They certainly need to find a better way to be “fair and square”
if that’s the stance they still want to take at this point. The situation has
changed where there are more student clubs than rooms available. They
need to reconsider what is the best way to re-allocate the rooms so that the
growing number of clubs may all be satisfied.
Some might think that playing sports or working out in school is not
something of great importance. Of course, the main purpose of university
is not about taking exercise. However, reinforcing outdoor and indoor
sports facilities and fitness center can bear more significance than many
of students may think. First of all, playing sports can relieve stress that
students gain from studying exams and preparing for getting a job. Also,
playing sports can bring students together and help them to know more
about each other. Moreover, we all know that playing sports can enhance

Internationally, nations have been urged to enhance the
right of children. The League of Nations declared the ‘Geneva
Declaration about the Right of a Child’ in 1924 and the United
Nations proclaimed ‘The Rights of a Child’ in 1959. In addition, in 1989,
the U.N. General Assembly unanimously adopted ‘Convention on the
Rights of the Child’, which is about comprehensive rules about children.
Following these international flows, Korea also declared that children have
right to grow in warm family background for developing a good personality
and right to get special cures and aid.
Possibility of handicap or inherited disease
Adoptive child can find his or her biological parents
Who will be adopted is determined and adoption is established. Adoption
agency selects adoptee according to the preference of adoptive parents, based
on data from physical examination, sociological inspection, customs and so on.
After the adoption, the agency offers follow-up service during 6 month.
Subjects of it are adoptee, adoptive parents and original parents. A month after
the adoption, counselor visit the house and check adaption status of adoptee
and give advice.
Korean people put emphasis on blood having negative cognition on
adoption. After the ‘Korean War’, domestic modern adoption problems
that stem from babies and children who lost their parents started in
earnest. Right after the ‘Korean War’, the Korean government was busy
reconstructing industrial facilities and infrastructure. Solving domestic
adoption problems was in low priority, which caused increasing international
adoption. This phenomenon lasted until the 70s~80s when the economy
of Korea increased rapidly. Even the number of international adoptions
skyrocketed during this period - 60s: 7275, 70s: 48247, 80s: 65321. Before
and after the Seoul Olympics (88’), efforts at the government level for
decreasing the international adoptions started. Korea’s government also
tried to increase domestic adoption with supporting systems; decreasing
the interest rates of loan for housing, giving a subsidy and so on. However,
these efforts have not worked well under Korean traditional mind which is
negative to adoption.

Do you know what special day May 11th is? It’s Adoption Day.
Government enacts Adoption Day in 2006 to encourage adoption and
settle healthy adoption culture. But still there are many difficulties to both
adoptive parents and adoptive child.
Adoption in a society whether it’s domestic or international, is realized
based on systems or institutions. Two main subjects of adoption systems
are adoptive parents and adoptive child. Some systems are more related
or meaningful to adoptive parents and the other is to adoptive child.
Meanwhile, there are sometimes some problems on systems, which need
remedy.
<Adoptive parents>

Full adoption system completely breaks relations between biological
parents and adopted kids so the adopted child is treated the same as a
biological child of the adoptive parents. After the full adoption, adopted
kids take the adoptive father's last name and are filled as his real child in the
family register.
When applying for the full adoption system, adoptive parents need
certificate of the biological parent‘s seal besides an adoption consent form.
Although Adoption agencies take documents previously, its force of the
law is only for 3 months so it is virtually meaningless. Also it is not easy to
keep in touch with biological parents who give up their kid.
Process of Adoption in Korea
The counselor inspects the adoptive parents’ house in order to confirm whether
the contents of the interview are true. Assessment criteria : atmosphere of
family, marriage, condition of health, economic status, religion, attitude and
motivation of adoption, future plan of adoptee and so on. After the inspect, the
counselor advise and meditate about something deficient.

When asked “If you are to adopt a child, HOW will you do?”, 77.5% of
people replied “I will adopt a child through the adoptive institute”, following
this, 15.3% said, “I will adopt a child of a relative or acquaintance”. As you

to adopt a child. As concerns opening up, 60.4% said they will make public
their adoption while 39.69% want it to be a secret.
Adoption fees.
The government introduced the policy of support for adoption
fees in order to encourage domestic adoption but it is not performed
well. Adoption fees are supposed to be shared between state and local
governments. But many governments are putting off budget support. Some
adoption agencies ask adoptive parents for support to raise insufficient
operating expenses. In other words some adoption agencies still receive
adoption fees from their adoptive parents in the name of a donation.
Adoption fees (the average is 2 million won in the case of domestic
adoption) are not a character of children-buy and sell but a character of
public social welfare that government had to pay if not for adoptive parents.

Social Recognition of adoption
There is a saying that a beast with black hair should not be accepted.
There is a saying that we can’t deceive seed. Also there are many TV dramas
or novels that portray a step-mother as a wicked woman. These aggravate
social prejudices on adoption and social atmosphere of avoiding adoption.
Strong blood relations make people avoid adoption. An infertile couple
adopts kids due to the desire of biological child. So they nearly adopt a
child without a registered domicile. Also adoptive parents have too much
desire in an adoptive child such as a healthy body, blood type, appearance,
academic ability of biological parent.

In former days, a one year old child who wasn’t adopted was rare so it is
not easy to see a first-birthday party. Only adoptive agencies celebrate the
one hundred days soothing sorrow of an orphan. But due to the decrease
in domestic adoption and government policies, the term of protection of
children become longer to such an extent as to have a first-birthday party at
every adoption agency.
The government enforces the activation policy of domestic adoption to
wash away the stigma of a child exporter in 2000. In 2007, the government
introduced special act amendments on adoption promotion and procedures
so the government put the brakes on international adoptions. Accordingly,

important motivation for adoption such as the parenting skills of adoptive
parents, disease history and crime history aren’t considered. If this method
of adoption remains, we can’t stop endangering the welfare of children and
abusing adoption for other purposes. If all adoptions go through judiciary
proceedings, we can adhere faithfully to child protection and reduce the
abuse of adoption.
Not only adoption but also payang (giving up the adoptive relationship)
court intervention is needed. Like adoption, if paying is reported, the
adoptive relationship is lost. In 2008, proportion of payang was over 15
percent. Under current law after the payang, there is no legal regulation on
how to protect and nurture children. Generally people blame the liability
for payang not on adoptive parents, but on adoptive kids. So it is the child
who takes damage due to irresponsible adults. In the course of the trials,

Secret adoption
Secret adoption means the adoptive parents conceal the fact of
adoption, pretend to give birth to adoptive kids and keep a secret about
the adoption. In the country, domestic adoption is mainly secret adoption
and domestic adoption agencies work closed adoption by cooperating
with the secrecy of adoption. Most domestic adoption is used to solve the
matter of the infertility of adoptive parents and to solve a matter of an

Kim Sung Ju, walking
on a rugged road welcoming
new challenges

e always have many choices but rarely choose the
rugged road. Kim Sung Ju is an announcer on MBC
who started out as a sportscaster on SBS sports and
became widely known running a live hot-issue reporting
program with Park Na Rim. When he quit his job in 2007, he was dropped
from all the programs however, working hard as a freelancer, he slowly
began to conquer back the place of MC in many well known programs like
Superstar K, Quiz Show, Good morning FM, E News, Martian Virus and
also by being cast in the movie “Member of the National Team (Guk-gadae-pyo).”
For a person who hasn’t always walked an assured path, he seemed
serene despite his busy schedule and optimistic as if he was in bright
daylight though it was ten at night in a studio, after just getting out of a
recording.
As a senior of our school, we tried to bring him to reminisce about his
school life. “You studied political science in Chung-Ang Univerisity. Did
you mean to study it? Were you interested in politics much?”
“Yes, I was interested in political science, but moreover, I think I was
very much influenced by my sister who was studying political science at
Ewha Womens University and who encouraged me to do so as well. But
I didn’t study political science to become a politician or anything. I studied
political science because I was interested in becoming a reporter. I wanted
to be a reporter but it was actually my sister who became a reporter and I
became an announcer.”
“You must’ve been interested in school media.”
“I was. So, I was going to join, but someone deterred me because back

then, if you were working in media, you couldn’t even go to your classes
and you were most likely to fail. Instead, I joined the political science
department paper media and became an editor because it didn’t require as
much commitment or time.”
“Did you enjoy studying political science? A lot of people say it is hard
to get a job if you graduate from that department. What would you say to
that?”
“That may be true. However, I think it’s a department that really is
valuable to study for its own sake. You have to learn a lot and cover a lot of
material about history and vague ideas sometimes, too. However, it’s a field
that I think will prepare one to become a leader. Many leaders are talented
in one realm. However, I think leaders nowadays are most likely not the
ones that have special talent in one area but how well one use people in
effective way. I think in political science, you learn to do that, to lead and
convince peers.”
“Do you have any particular memories of a professor, friends or school
life?”
“Well, I had to go to military right after freshmen year. So I wasn’t as
close with my friends because when I came back from the army, they had
all left for military service. But later on, around junior year, I had many
friends and I became the representative of our department. The way one
became a representative was decided by how well one could lead a joint gettogether with a women university students because there weren’t many girls
in our department. I led a joint session with Duksung Women’s University
and we went to Jeju Island so it was successful. Many boys actually took
time off school after that trip and tasted the pain of love and one couple,

got married, and another couple got married and divorced. So much drama
happened out of that trip. In college, I think if you go to a trip like this,
because at this age we’re very sentimental, all of our human instincts are
aroused and that makes trips like these really exciting.”
After good laughter we begin again to get a little bit closer into reality.
“You followed your friend to an audition and came to this path of
becoming an announcer. How did you feel when you first got the job?
What thoughts did you have at first about the job?”
“Back then, I was desperate. I studied for the media exam with my
friend. He actually got in and is working in that field as a reporter. However,
I, by chance applied at broadcasting station in 1995 and somehow, I made
it to the top 5 finalists. Then in 2000, I got accepted. The exam takes place
only once a year and by the fifth year, I was really desperate. So when I got
accepted, I was rather calm and composed. Thinking, ‘Ah, this is what it
feels like…’ The time had dragged on too much and by the fifth year, I was
also full of confidence that I’d make it.”
“Is there any advice you could give to students studying for media exam
or interview?”
“1. If you’re studying for PD/media exam, study in depth. If you’re
studying for an announcer or broadcaster, then study with students studying
for media exam because their standards are bit higher in exam. 2. Study in
odd numbers 3. Don’t have more than one girl in the study group or more
than one boy in a study group 4. Be confident in the interview 5. Good
manners should become your lifestyle. It cannot be faked in an interview.
Act as if you’re an announcer in your daily life and make it into your habit
of talking and composure.”
“Do you think announcers are being treated right in our society or in
broadcasting stations?”
“I think announcers in our country are people who almost don’t even
have a tickle of flaws. They are a great group of people with great abilities.
However, compared to that, I think the spectrum of announcers has
constantly shrunk over the years. Most of the prime time shows are being
run by celebrities and the spectrum for announcers to be broadcasted is
shrinking. I think it’s something that the announcers ourselves should try to
overcome. So when I first quit my job, I thought I’d have to conquer artistic
programs.”
“What’s the most memorable program that you’ve done?”
“I’d say sports casting was one of the best memories. I love sports and
especially the 2006 World Cup was one of the best memories. I loved the
view of the stadium and I was really excited about the fact that I was there
with one of the best soccer players in Korea, Cha Bum-Geun and his son.
The result was also very good so it was a really good and happy memory
that I have of broadcasting.”
“What’s your plan for the future?”
“As of right now, I think having this job of being an MC and
broadcasting won’t last forever. I think after about five years, I’ll be in a
different place. I turned 40 just this year. So, I’m thinking a lot about the last
half of my life. I think it’d be great if I could stay around the broadcasting
field. However, if not, I’d also like to teach and have students like a
professor if I get the chance. I want to give or hand down the talent that
I have to younger generation. I’ve done it a couple of times in universities
like Chung-Ang University. However, in order to do so, I’ll have to study
more, I realized. When I turn about 45 years old, I think I’ll go abroad or
go into the mountains to learn something new. These days, I have this thirst
for learning. I think it’ll be a bit difficult to study at an age over forty. Also,
I want to give to society and give to others more and when I get the chance
to do so, I’ll be able to say this in confidence. Mostly, I’m thinking about
what I’d like to study and if that is decided once, I’ll be able to leave and go
learn. Then later, if I get a chance, I’d like to pass what I’ve learned onto
someone.”
“What’s your motto or your philosophy?”
“Before, it was ‘enjoy what you can’t avoid.’ So, in a way, that helped me
to overcome difficult things. I just took all the chances I got because I was
required to do so and later, I realized I had come so far that I couldn’t turn
back to stand as an announcer to deliver the news or anything. I didn’t know
how to draw a line. However, now, my philosophy has changed a bit. It’s
to be grateful in all things. That way, I could live happily day by day. Salary
men are much like high school or middle school. Everything is scheduled
and there’s a person who tells you what is right and wrong and what is
better than another. Then you go to college and you’re not used to having
this much freedom and you don’t know what to do with it. Sometimes you
want someone else to decide for you. In that way, Salary men are much
like high school students because if you do something well, you’re told you
are promoted. We’re used to that so we are more prone to walk that way.
But I didn’t want to live that way. I didn’t want to live in a fish tank. It was
fascinating and it was eye-opening. So, to work for a company, the motto of
“enjoy what you can’t avoid” would be appropriate. But when you walk out
of that fish tank, “being grateful for all things” becomes the driving force
of your life.” He seemed to not just be saying that but living it as he spoke.
“I think for college students too, this applies. I want to encourage college
students to try to go astray from that system and experience more.”
“Lastly, is there any advice you want to give to college students even
about dating?”
“I met my wife at Chung-Ang University. We dated for nine years and
got married. I want to encourage students to experience dating, too. I don’t
mean to date around lightly. Well, that could be another experience too (haha)
as long as you don’t get morally criticized or do something against the law.
But I want to encourage young students to not just date superficially but
deeply at least once so that they may learn and feel what love really is and
even how much losing love hurts and how painful it is. I want to encourage
them to go that far and experience all there is to be experienced. Not just
in dating but also in other things as well. When you experience something,
you want to challenge yourself and really sincerely pour everything into
it while you’re doing it. You can’t have that kind of experience frequently.
However, when given a chance, it is best to get the most out of it. If you
miss out then, you won’t be offered many more chances. I believe grades
are important, but if you feel like you could pour everything into something
other than school, I think it is worth doing. So when you do something, put
everything into it. If one fails a class in loving someone deeply, then I think
that’s more laudable than studying and getting the grade. That’s what I think
at the age of forty-five. If one is able to put their best effort into something,
then they are able to do so in other works. Even with friends too, college
friends last the least. You have opportunities to meet many people but if
you meet them superficially then they won’t last when you graduate.”
He’s an MC and he’s a good speaker and that may have been the reason,
but every piece advice he spoke seemed to be coming from a deeply
felt experience. Although the interview ended late, the enthusiasm and
optimism he had in the beginning didn’t ceased. It was an honor to have
interviewed such a passionate and driven person like Kim Sung-Ju.

n actor is considered an idle dependent by the public. As
making films and works, actors could also earn their money
easily. However, a considerable effort follows the fruition
through their lives. Not only exertion affects the output but inborn talents and luck influence enough to the fruition.

accepted our contact. And the Herald had interviewed with the honeytongued actor at a theater named ‘Seoul Cinema’ located near the Chonggye
creek. Though it might have been awkward as we are not familiar with each
other, he treated us chummily just like we were in a relationship as friendly
seniors and juniors. Seeing him on TV or in movies, his gift of gab was
superb enough only to accept.
Another strong point might be maneuverability. Although the outline
restricts the happenings, sometimes unexpected accidents came out
according to the visitor. Therefore I made a habit of hearing the opinions
and thinking of guests to carry them to their destination as safely as
possible. Accomplishing my roles, I usually make an effort to have a great
time, as you know. That can be called the virtue of show host. Here, I’d
like to speak something in my way of thinking. Nowadays it’s going to be
standardized that everything in TV shows, including variety shows, talk
shows and other programs, use the image of lack, loss and deficiency
of guests habitually. They think that is the public trend. However, I am
completely opposed to the climate. The guests also have personality and
right to protect spreading imperfect information. So the answer from what
is your know-how as an MC is only to hear cautiously. In addition, the
reaction after the replies must follow the right time for the general talents.
What’s his position currently?
The program ‘Taxi’ recorded a 7.66% viewing rate among the cable
programs these days. Knowing the meagerness, it’s a great output to record

hobby to go to the theater to see 2-3 films in a day. So for those reasons, I
finally decided to walk along the other way of my parents and had a chance
to be an actor. Ruminating 20 years, it’s also unnecessary to worry about my
future. In the 20 years since my debut year, I have experienced a number
of slumps and distresses. However, I didn’t feel and accept those feelings
completely and never regret my decision.

script. ”Oh, that’s it. This is the last time.” It has the power to cheer me up
all the time. Thinking this is the last time, nothing is impossible. Don’t you
feel scared when seeing the last phrase? So you have to think all the time
and remind yourself, “I’m in the first line, but for the last time”. It’ll lead

The Poor Working Conditions
of Official Workers

here was a ridiculous accident where a fireman died while
on duty from clearing icicles which had formed on the edge
of an apartment. He was killed in a fall from the apartment.
Would an indefinite welfare age come? The age is that the
government has the responsibility of everything that the people want such
as getting rid of icicles. To speak correctly, the duty of non-governmental
official workers increases continuously. Because they exclaim strongly
against welfare-policy in political authority, people hope to believe and
demand many things. What workers could do compared to what the people
want is not much due to the lack of government support.
The death of the fireman is a representative example. The National
Institute of Scientific Investigation proved the reason behind the accident
was a cut wire that sustained the ladder. Regardless, the government did
not treat workers properly in that situation. It is absurd for the fireman
to devote his life to helping others. The crash of firefighters is not an
overstatement because the ladder was used for about 20 years. Even
though, the life of a ladder is 15 years. A ladder truck that carries climbing
equipment, as well as firefighters who rescue people, is very important.
However, continuing to use old ones gives a false sense of security and
nonchalance about the accident. The concern to only save money rather
than lives causes the bad result of biased decisions. A similar incident was
in 2007. At the time, a wire disconnected on a high ladder and some people
died in a fire drill. Following this incident, another accident is evidence that
improvement has not been made.
A firefighting equipment budget is inevitable at this phase. Fire
Department life-saving equipment is supported by 50 percent and

object the others’ comments. The best comment must be recommended
a lot in such a manner. However, do you think that best comment is really
best honestly?
There is one theory that a feminine communication scholar from
Germany suggested so to explain mechanism of social psychological of
forming public opinions. That’s just called as ‘Spiral Theory of Silence’.
Looking into the substances, most of people have particular tendencies to
be silent when others think different from them. And that arises mostly
when we have to think about a new idea and judge something. Then, it’s
going to be hard to express their own opinions and views as time flies.
The progress looks like a spiral. Anyway, the point is that this theory can
be applied to the internet comment culture. More specifically, people
who read popular or representative comments used to acknowledge that.
