The Center for Scouting has officially moved to 800 N. West Ave, just south
of the Convention Center. After the successful completion of the Sioux
Council Chamber Appeals Capital Drive, moving day finally arrived. Thanks
are extended to the campaign volunteers and especially Co-Chairs Larry Toll
and Dana Dykhouse for their support and leadership. The Premier Scout Shop
is open for business as of May 6th, with new extended hours. Our official
grand opening and dedication of the Center for Scouting will be late summer.
In the meantime, please pass the word that we open for the business. A full
listing of the new phone numbers is on page 23.

Are You Sign Up for Day Camp?
“The CAMP that comes to the boy,” day camp is an organized program for Cub Scouts and Webelos
Scouts under certified leadership at an approved site, usually during daylight or early evening hours.
Den members are supervised by parents, den or pack leaders while they are in attendance at day camp.
The staff of the day camp has been trained by the council’s National Camping School certified camp
director and is responsible for providing a quality program for Scouts as well as their leaders and parents who attend day camp.
By participating in the council sponsored day camp programs, you are providing your Cub Scouts with
a year round program and the opportunity to experience new and exciting activities while at camp.
You can also help your pack qualify for the National Summertime Pack Award and the National Quality Unit Award by participating in outdoor activities conducted and/or approved by the Sioux Council.
Remember that your Scouts want to participate in outdoor activities. You just need to make the
programs available to them.

The New Internet Advancement
Online advancement entry is here! The Sioux
Council excited to announce that units can now
use Internet Advancement to record their youth
member advancements from any online location—at home or at the office. You will find this
new method to be easy, convenient, and accurate
because you enter the information.
Here’s how it works:
The Sioux Council has an Internet Advancement
page on our web site (www.siouxbsa.org) with
instructions and a link to this new functionality.
Internet Advancement makes it easy for unit
leadership to record awards, ranks, and merit
badges to youth via an online process. This system is separate from Internet Rechartering, but
uses a similar concept.
At any time during the year, the unit advancement processor from each active unit will be able
to record advancements to youth member records. And, they’ll also be able to print a unit
roster at any time. The roster is the most current
information from ScoutNET, and it will include
the person ID for each adult and youth member.
These are other reports available from Internet
Advancement.
• Unit Advancement Summary shows
ranks, merit badges, and awards saved in
each person record for current members
of the unit.
• Advancement Report lists each youth
member that has new ranks, merit badges,
and awards, if any. This is the official
unit Advancement Report to be signed
and submitted to the office.
• Unit Awards Summary lists the number of
new ranks, merit badges, and awards by
name as a shopping list.
• Advancement Update Summary lists any
ranks, merit badges, and awards that were
already in the member record and were
updated online.

The council will provide each unit with a unit ID,
and the unit will assign an adult to record advancements. Ranks must be recorded based on
program identification and in the correct rank and
date sequence. Only the Eagle Scout rank cannot
be awarded by this process. Awards to be entered
will not include nominated awards, such as those
for meritorious action, and awards that are controlled by other organizations (i.e. religious emblems), even if approved for uniform wear. As
BSA policies for rank entry are enforced, what
units enter will meet these requirements.
There’s a link to the Internet Advancement help
on the Sioux Council web site. There’s also a
Frequently Asked Questions link on the Internet
Advancement site and these should be reviewed.
If you have any questions or comments, contact
the Sioux Council Center for Scouting and we’ll
be glad to help you out.
New Premier Scout Shop Personnel
I am pleased to announce the new staff of the
Premier Scout Shop to be opened May 8th at the
new Sioux Council Center for Scouting at 800 N.
West Ave.
Craig Mittendorf has accepted the position of the
Store Manager and Don Porter has accepted the
position of full-time sales clerk. Craig and Don
have worked with each other in their Scouting
lives and both bring a strong presence of retail
and Scouting backgrounds. I believe they will be
a great duo to lead the new Premier Scout Shop
as THE premier scout shopping experience in the
Midwest!

Boy Scouts Ascend on the Capital
Ten youth from South Dakota’s two Boy Scout
Councils visited the State Capital yesterday.
The purpose for their visit was to deliver the
2005 Scouting Annual Report to Governor
Michael Rounds.
The 2005 Scouting Annual Report contains a
summary of information about how the Black
Hills Area and Sioux Councils’ continue to serve
more than 20,000 youth in South Dakota. The
report also gives a basic outline of the programs
the Boy Scouts of America offers in South
Dakota. These programs include Cub Scouts,
Boy Scouts, Venturing, Exploring, and Learning
for Life. A youth representative from each
program attended the special report and photo
session. The youth not only represented the
specific program that they are involved in, but
they also represented the communities in which
they live. Youth were present from Rapid City,
Rosebud, Pierre, Miller, Mitchell, and Sioux
Falls.
The group also took the opportunity to tour the
Capital building, the new Mickelson Law
Enforcement Center and the South Dakota
National Guard Museum.
When asked what impressed him the most about
the days activities, Davis Stockton, a young Boy
Left to Right - Josh Leland, Davis Stockton, Max Veazey,
Charlie Moe Jr., Carter Kindle, Governor Michael Rounds,
Eric Turner, Jacob Leland, Alex Staebell, Nathan Forsyth,
and Alana Stars.
Scout, said “The Governor was a Scout and knew
all of our ranks.” The youth and adults in
attendance were impressed with tours taken and
all had a wonderful experience.
We would like to thank Governor Rounds for
taking the time to receive the 2005 Scouting
Annual Report and meet with our youth representatives. We also thank all our tour guides for the
informative tours at the Law Enforcement
Center, Capital Building, and National Guard
Museum. We also thank Sioux Valley Marketing
for helping us put together our report.

Scout Day at Wild Water West
July 14th, 2006
Once again the Sioux Council and Wild Water West have teamed up to bring a special
discount day for scouts and their families. You may come as a Den, Troop, or Crew or
make it a family outing. Either way it will be fun!
Tickets are $12.00 each for persons 48 inches and taller, and $7.00 each for persons under 48 inches tall. Pick up your tickets at the Center for Scouting. You can upgrade
your ticket at the park entrance if you wish to try the new Adventurepark.
In the event of sever weather, we will postpone “Scout Day” to August 4th.

District 8 first Awards Banquet
District 8 Held its first Awards Banquet for all of the
wonderful people who make Scouting possible.
YOU! The adult volunteers who give so much time of
them selves and rarely ask for thanks. The banquet
was held in Winner at the American Legion building
with about 25 people in attendance. We had hoped for
more but we had a great time and some wonderful
awards were given out. Paul Schoenfelder who we all
know and enjoy working with was named the Commissioner of the Year, Bill Markley who works his
tail off with Troop 27 and the district was named the
first ever District Award of Merit recipient, Sonya
Hespe who will retire as the Cub Master of Pack 100
was named Cub Master of the Year. Dave Patten was
awarded the Scout Master of the Year. Extra Miler
Awards were given to Craig Soberk, and Diane Durum. Cub Scout Leader of the Year is Brad Remmick,
and Boy Scout Leader of the Year is Dave Ode. Lean
Novak was named the New Scouter of the Year.
Lastly Kent Woods and Nancy Lampy were recognized as Cub Scout Committee Member of the Year
and Boy Scout Committee Member of the Year respectively. Congratulations to everyone who received
an award. Thank you to everyone who gives of themselves and their resources to help the young men and
women in our communities.

Day Camp
Day Camp is upon us. Have you signed up for the
greatest episode of “Survivor”? Well if you haven't
cut a path through the jungle and get your son signed
up for Day Camp. This years event promises to be
bigger and better than ever. District 8 has two locations planned at this time one in Pierre at the Girls
Scout camp about a mile east of town on Highway 34
and the other is in Winner at the city park right down
town. Both Camps are going to be Twighlight camps
and should prove to be exciting as we have campfires
and a whole bunch of difficult tasks for your son to
master in his effort to Survive day camp. Our noon
time shows will be put on by local professionals and
should prove to be quite a thrill to all who attend. See
you at Day Camp.

Round Table Events
On the first Monday following the first Wednesday of
every month is a wonderful program known as Round
Table. The Round Tables are held every month at the
First United Methodist Church in Pierre at 7:30pm.
The most wonderful thing about Round Table is that
you can find out everything you have ever wanted to
know about events throughout the council. We also
cover how to handle things like, boy discipline, meeting planning, and we always have supplemental training. This is an event that lots of volunteers work very
hard to put on every month. All of us are busy and
protective of our time, hopefully you are protective
enough to be proactive and take advantage of these
sessions to help you become a better leader. The bottom line is that we all want to plan well enough for
our sons to have a fun exciting program with the least
amount of effort by everyone. So take a couple of

Akela Camp
May Roundtable Theme:
Planning the Year!
Richmond Youth Camp will once again play host to
one of two Sioux Council Akela Camps this summer.
July 21-23 is the date for this year’s event that is sure
to be the best camp yet. Akela Camp is a chance for a
young boy to take an adult and spend time bonding
while participating in great program. This camp has
grown every year for the last 5 years so don’t wait to
make your reservation. Go to the council web site at
www.siouxbsa.org and click on camps for more information. All boys should have received a registration
for all Cub Camps in the mail, if your boys has not
please contact the council office at (605) 361-2697
Our May Roundtable will be the annual Program
Planning Package. All units will receive all the tools
that it takes to have a successful and well planned
program. It is VERY important that someone from
each and every unit be at this meeting. Please make
arrangements to have someone attend this meeting
and have them report back to your committee as soon
as possible. Planning is a process and not something
that should thrown together at the last minute. Research has shown that the number one reason why
parents pull their boys from Scouting is because of
unorganized meetings…don’t let this happen in your
unit, attend this meeting!
Changes to North Star District
Day Camps
Watertown will play host this year to a June Day
Camp. Tradition has been that this camp was held in
July. However, leaders and parents thought it would
be a nice change to conduct this camp in June to
avoid the heat. Things will kickoff the morning of
June 19 and conclude the afternoon of June 20. Aberdeen has moved it Day Camp from Wylie Park to
Melgaard Park this year for safety reasons. If there is
severe weather the SD School for the Visually Handicapped has been reserved. Dates for the Aberdeen
Camp will be June 26 & 27 and more information can
also be found on the council web site.
2006 Boy Scout Camporee
May 5-7 is this year’s date for the North Star District
Spring Camporee. What has become a tradition over
the last 5 years, Camp Iyataka will be the location.
Emergency Preparedness is the theme and experts
from the Red Cross will be on hand to help the boys
with the requirements for this merit badge. Also,
there will be a crossing over for all the new Boy
Scouts who have crossed over this spring. What better way to keep those new boys in your troop than to
get them out camping. For more information please

Lewis & Clark Trail
Serving Charles Mix, Douglas, Bon Homme, Hutchinson, Yankton, Clay, Union Counties
Spring Camporee
Scouters throughout Lewis and
Clark Trail braved the elements to
get out and get dirty at Spring
Camporee 2006 at Lewis and
Clark Scout Reservation. Meals
were cooked, fires were viewed,
and good times were had by all! On Saturday, many
Scouts were able to hit the trails and get some quality
backpacking in throughout the camp property. A big
THANKS to Chuck Mackey for putting together another stellar event in Lewis and Clark Trails!
An Adventure at Summer Camp
Keep our Scouts in Lewis and Clark Trail active this
summer and we keep them interested in Scouting!
Boys are involved with Scouting to have fun! Summer camps play a vital role in building the Scouting
experience. All scouts should have the opportunity to
attend a summer camping event. For Cub Scouts, this
would be Cub Day Camp, Akela’s Camp, or Webelos
Camp. Cub Day Camp this year will be held at Lions
Park in Vermillion on June 23-24 and at the Cottonwood Day Use Area in Yankton June 16-17. For Boy
Scouts this would be a Summer Camp or a High Adventure Base. Please make sure that the boys have an
opportunity for some fun at Sioux Council Camps this
summer. This will serve as a springboard into fall to
help us retain more scouts by keeping them active and
excited!
River Clean Up in Yankton!
We have been asked by the National Parks Service to
help clean the banks on the Missouri River this
spring.
If you recall the NPS developed the “Leave No
Trace” program that the Boy Scouts of America has
adopted. They have also has been involved in helping
to develop the new Missouri River Canoe Base, programs at Lewis & Clark Scout Camp and are willing
to help Scouts in anyway they can. It would be great
if we could show our appreciation by helping them as
they clean the banks of the “Mighty Mo” in prepara-
tion for the tourist season.
The clean up day is being held on May 20th, 2006.
Crews will meet at Riverside Park at 9:00 AM. They
want to clean from Gavin’s Point down stream to ST.
Helena, NE. The NPS will provide trash bags and
lunch to all who help. There will also be T-shirts,
hats and other stuff for helpers. Some locations will
require boats to access. This may be a great place for
Troops to be involved.
This is a great opportunity to meet service requirements, help in our community, and enjoy the beauty
of the Missouri River. It also allows our organization
to maintain a good relationship with the National
Parks Service and promote Scouting to the other organizations that will be involved.

Flag Day - June 14th
Our nations flag was adopted by Congress on June 14th,
1777. Kids Voting has teamed up with several private
and community organizations to celebrate this historic
event. Join us June 14th from 11:00 AM to 1:30 PM
to participate in the 2nd annual Sioux Falls Flag Day.
What to see and do:
♦ Free hot dogs will be served.
♦ National Guard equipment displays
♦ Police displays
♦ Fire & Rescue displays
♦ Visit with Veterans, City Officials, and character actors depicting historic
events.
♦ Three lucky people will win special flags flow over our nation’s Capital
Building in Washington DC.

Boy Scouts will perform the opening flag ceremony at 12:15 PM.
Cub Scouts can use this event to help pass some off their citizenship
requirements.

♦ Wolves can do requirement 2C

Some Cub Scouts attending the 2006 Scout-O-Rama
in Marshall came up big when they entered their cars
in the District Pinewood Derby. Winners in the Tiger
group were (from 1st – 3rd place) Sam Coleman,
P238, Adrian Laleman, P36, and Brodie Stoel, P25;
In the Cub Scout group (from 1st - 3rd) Tryston
Studeman, P36, Devon Buffington, P36, and Ben
Blees, P251; In the Webelos group (from 1st – 3rd)
Jordan, P251, Mat Marots, P4, and Caden Gretillat,
P25; Overall winners were (from 3rd runner-up to
Grand Champion) Same Coleman, Adrian Laleman,
Matt Marotz, and Jordan Duis. Congratulations to all
the winners and a big thank you to Don Wilmert for a
great job in producing the race. Congratulations also
need to go out to the President’s Award winners for
best Booths. They were Pack 320 in the Cub Scout
division and Troop 320 in the Boy Scout/Venturing

was much debate over the answer (at least by the key 3) but there
was no question that everyone had a most enjoyable
time at this year’s District Volunteer Awards Banquet. Arranged by Steve Thares, with the help of
Sandy McFarland, the Hawaiian-themed event was a
hit with all attending. A great meal was followed a
humorous and insightful look at volunteerism by
council commissioner Reid Christopherson. Award

Time To Start Making Plans
One of the last dates on your unit 05-06 calendar
should be your unit 06-07 calendar planning meeting.
The information you need from the district and council will be given to you at the May Roundtables,
which just happens to be the 06-07 Program Kickoff.
It is no fluke that the most successful Packs, Troops
and Crews are the ones that have trained leaders and a
varied and exciting program, which doesn’t happen
without proper planning. July is the month that the
unit committee and leaders need to be sitting down
and making the decisions at to what, where, when,
how and who for the next year. The answers to these
questions are needed before you can plan the budget.
Once you know the bottom line you know just how
much popcorn you need to sell. Do you see a step by
step plan forming here? If you do, and you aren’t following a similar one already, now’s the time to start.

everything else you need (salads, plates,
drink, etc.) The grills will be warmed up by
6:30pm.

Summer Camp is Scouting’s Highlight!
Boys become involved with Scouting no to get their
character built by adults, but to have fun with their
friends and family. Summer camp is key to having
fun in the Scouting program. All Scouts should have
the opportunity to attend summer camp, whether it is
Cub Scout Day Camp, Boy Scout Summer Camp,
Akela’s Adventure Camp, Webelos Camp or a High
Adventure Base. This also serves as a springboard
into fall, retaining more Scouts for your unit and it
keeps the boys interested in the Scouting Program.
Remember, you can’t have Scouting without Outing!!
Scouting goes Year Round!
That’s right….You heard it here “Scouting is Year
Round”. Cub Scout packs should have at least one
pack activity in June, July and August. If you need
help coming up with ideas attend Roundtable or use
the district/council activities as your pack activities
and still attend Roundtable.

Serving Learning for Life, Exploring, Scoutreach, and Special Programs in the Sioux Falls Area

Every Tuesday night,
young men and women
who have had their first
run in with the legal system gather at the Bowden
Youth Center for a character based Juvenile Diversion Program. The
R.I.S.E. program, an educational diversion opportunity for middle school age
youth, has been run by the Sioux Council since 1998
in various forms and recently has reemerged as a
valuable resource for local law enforcement and the
court system.

of a jury (youths), a prosecutor (youth), a defense attorney (youth), and a judge the judge is a local attorney that has volunteered his or her services. We are
in the process of recruiting more volunteer attorney’s
Judges, because right now we have a very small pool
that also have other obligations and volunteer as often
as they can. The Judges are crucial in making Teen
Court successful. The court must resemble a judicial
court setting and without a judge we are missing a
large piece of the puzzle.
With the goal of Raising Integrity, Sensibility and
Ethics, participants complete an eight week course
featuring presentations by local counselors, law enforcement officials and local leaders on subjects such
as crime prevention, decision making, the dangers of
drugs and alcohol, building healthy relationships, anger management, and planning for the future. Participants also complete 15 hours of community service
and parents must attend the weekly meetings with
their children.
The program has been well received by participants,
who value the information and opportunities, the
RISE program provides and by the legal system,
which finds the program to be a positive alternative
for first-time non-violent offenders.
As an organization dedicated to preparing youth for
tomorrow, the Sioux Council is proud to offer a program to help youth get back on the right track after a
misstep on their path of life.
Teen Court
Teen Court is a Youth Diversion for youths ages 1417. Its purpose is defined as a non-judicial juvenile,
intervention and prevention program. It is used for
juvenile offenders who have admitted their guilt to
misdemeanor offenses, the cases are referred to Teen
Court by the State’s Attorney’s Office. The Purpose
is to give the youth a second chance. Once the youth
have completed their 70-day sentence the case is dismissed and they do not have a juvenile record. We
Cub Scouts proudly show off their trophies from their first pine wood
derby race. These Scoutreach participants met in January, February and
March to design, build and race their cars. Congratulations to all
participants!

The rich traditions of the Sioux Council has
spanned more than nine decades. There are
many reasons why the youth from across the 61
counties of the Sioux Council continue to enjoy,
learn, and benefit from the Scouting program.
The Scouting Team in the Sioux Council consists
of a network of volunteer leaders, parents,
community organizations, community leaders,
and a Sioux Council staff all working together to
serve over 16,000 youth annually.
During the past two years, I have been afforded
the opportunity to work with a tremendous team
of Board Members as well as Council and District
volunteer leadership. There have been many
changes during this time at the Council/District
levels. Leadership continues to remain focused
on the primary mission—to insure a Quality
Program at all levels.
Some of the these changes included the
development of the Council’s web-site
www.siouxbsa.org ; along with many resources
and services available on-line including:
Re-Chartering, Youth Protection Training, Unit
Advancement, and more. In the coming months,
on-line event registration will be add and more.
Nearly five years ago, the Sioux Council Strategic
Long Range Plan was approved. The key
elements of this plan were:
Increase program for older youth
(Addition of Missouri River High Adventure Base)
Increase day camp opportunities
(Added more local community day camps)
Re-align District boundaries
(Completed in 2003 and adjusted again in 2005)
Replace current Scout Service Center
(New Center for Scouting – May 8, 2006)
Build a Cub Resident Camp
(Wolf Creek Adventure Camp -- opens June 2007)
A new long range plan will be developed over the
next 12 months, which will become a road map for
the Sioux Council for the next 5 to 7 years, as the
cycle begins again.
Thank you for your continued support of time,
talents, and resources in making a difference in
the lives of young people in the 61 counties we so
proudly serve. The rich traditions of the Sioux
Council will continue for the years ahead, as our
4,000 volunteer leaders “Deliver the Scouting
Promise”.
