The workings of the · Calendars Committee became more accessible, and the House adopted a . new system of deadlines for the legislature, which eliminated the last-minute backlog of bills that had forced lawmakers to consider hundreds of measures in the closing days of session; "One of the things I am most proud of is that during the ten years.as Speaker we were able to come together for the good of Texas and get things accomplished without the need for a single special session." Over the years, Laney e.arned a reputation of cooperation working with members of both political parties. The most well-known relationship Laney fostered was the close working relationship with th¢nGovernor George W. Bush and Lieutenant Governor Bob Bullock,- a partnership that produced landmark reforms in education, welfa~e. juvenile justice and· civil litigation. The friendship between the three was unprecedented. So much so that when it was determined that Bush would be the next President of the United States, Bush, a Republican, chose Laney, a Democrat, as the persori to introduce him as President-t'iecdo the nation . Commenting,on Laney's tenure as presiding officer, The Dallas Morning News said "Mr. Laney can rest secure knowing that he led the people's chamber in a way that Texans- including the eventual leader of the free 'world - appreciated. His example is an instructive one." Elected in 1972, Laney was a member of one of the largest freshman classes of legislators. He served as chairman of the Committee on Administration for eight years under Speaker BiiiClayton and as chairman of the Committee on State Affairs for I0 years under Speaker Gib Lewis be'fore being unanimously eb:cted Speaker of the ·House in 1993. While chairman of the Committee on State Affairs, Laney authored the landmark ethics reform bill bringing great~r accountability to all elected.offi.cials in .Texas.ln his remarks on. opening day of session _ after being elected Speaker. of the House in I 993 Laney said, "Being ethical m~ns doing .more than is required. Being ethical means doing less than what is allowed."
