Berry Landon Veney Jr., is the owner and Principal Engineer of
BLV Electrical Engineers, located in Jackson, MS. BLV offers services such
as design and electrical engineering consulting. Prior to establishing BLV
in 2007, Mr. Veney developed electrical systems for military, commercial,
and educational facilities in Ohio, Mississippi, Florida and other states. In
addition, BLV is licensed in NY, VA, WV, OH, KY, SC, IN, MS, NC, AL, LA,
TX, and Georgia.
With such extensive knowledge and experience, BLV continues to
grow. The company’s progression is reflected in recent projects including
Blackburn Middle School, addition to North Jackson Middle School,
Deuce McAllister Nissan, Mississippi E- Center and the new addition to
the A.W. Mumford Stadium at Southern University. Also, BLV has
recently completed a new Advanced Technology Center on the campus
of Gulf Coast State College and is under contract to design the new
Science Technology Engineering and math building on this campus as
well. Future projects include the design of a new emergency power
system for ALDOT District 7 headquarters in Troy, AL.
One of the key components to Mr. Veney’s success is a thorough
mission statement that focuses on his abundance of knowledge in the
electrical engineering field (he has worked for several large engineering
firms), always orchestrating increased efficiency and decreased cost,
adherence to codes standards, while delivering projects on time and
within budget. BLV staff members stay true to their mission through the
integrity of their work. It takes time to build a company like BLV and Mr.
Veney knows from experience that the road to success is not always easy.
He has a few words of advice to offer to potential DBE’s. “It is important
to keep your paperwork in order and follow your mission statement,”
says Mr. Veney.

The Meet- the- Prime conference was held May 29, at the Mississippi E-Center located in Jackson
Ms. DBE’s and potential DBE’s gathered to hear presenters speak on current issues such as financial and
credit management and contract negotiation and disputes(“Mississippi Lien Law”). This event allowed
attendees to obtain useful information to help them manage their businesses more effectively as well as
network with major contractors. Making connections is one of the most essential components in building
a strong and positive professional relationship among prime contractors and subcontractors.
Among the Prime Contractors were Brasfield and Gorrie, Copeland and Johns, and T. L. Wallace
(just to name a few). Brasfield & Gorrie is one of the largest privately held construction firms in the nation
they offers an array of services and expertise in safety management, procurement, logistics planning,
inspection, 3D and 4D modeling, and much more. Copeland and Johns is a professional design build
construction firm well known for completing complex projects under restricted construction schedules
while maintaining an established budget and delivering quality services to clients. Last but not least, T.L.
Wallace is a top construction contractor with expertise in building bridges, highways, and public works
projects throughout Mississippi, Louisiana, Texas, Arkansas, Tennessee, Alabama and Florida.
Overall, this year’s Meet-the- Prime event was a networking and relationship building success,
stimulating venture efforts among both Prime Contractors and DBE’s. For more information on the firms

Financial Advisory Services
The State of Mississippi is soliciting proposals from qualified firms interested in providing financial advisory
services to the State's Bond Commission. The Bond Commission's intent is to hire a Financial Advisor for
assistance in connection with potential financings for the State, as well as, enlisting those services on other
financial matters between each issuance. If interested in receiving a RFP, you may access the RFP at
www.dfa.ms.gov, under the Bid and RFP Notices Section, or you may submit a written request to Mark Valentine,
Bond Advisory Director, Department of Finance and Administration at mark.valentine@dfa.ms.gov. The RFP will
be posted on the DFA website on Tuesday, July 8, 2014. Questions pertaining to the RFP must be submitted via

The Small Business Capital Fund of MS, Inc. (SBCF) located in Jackson, MS , has been approved by the US
Department of Transportation as the sole lender in the state to administer the USDOT’s Short Term Lending Program
(STLP). This program is a loan guarantee program. Approved lenders, such as SBCF, offer these loans, which provide up
to a 75% federal government guarantee. The STLP is designed to assist Disadvantaged Business Enterprises (DBE) and
Small Disadvantaged Businesses (SDB) seeking access to working capital in order to obtain transportation–related
contracts receiving USDOT funding. These loans are revolving lines of credit that provide funds to finance the direct
labor and material cost of completing transportation-related contracts. The transportation contracts are assigned to the
line of credit as the primary loan collateral.
The participating lender will advance funds to the borrower based upon approved contract invoices for work
completed. The maximum advance rate on an invoice is 85%. Certain certifications are required for utilization of the
program. Applicants can be a contractor, sub-contractor, supplier of products or provide professional services for the
transportation related-project. Start-up businesses are not eligible for this program and applicants must be current on
all tax liabilities. The line of credit is usually set up for a one-year term. Other eligibility restrictions may apply.
