Ogden City City Council Work Session Notice October 15, 2013 – immediately following the City Council meeting that begins at 6:00 p.m. City Council Work Room Municipal Building – Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 Notice is hereby given that the City Council will meet in a work session on Tuesday, October 15, 2013, immediately following the City Council meeting that begins at 6:00 p.m., in the Council Work Room on the third floor of the Municipal Building located at 2549 Washington Boulevard in Ogden City, Weber County, Utah. The purpose of the work session is have Council-Mayor discussion and to discuss the Crime Reduction Unit report and Council business. In 2008, the Ogden Police Department created the Crime Reduction Unit (CRU). The primary goal of the Unit was to reduce crime in the east central section of the City (20th to 30th and Washington to Harrison). The Unit was equipped with new Dodge Charger Police Cruisers which provided a very visible and identifiable police presence in the area. The CRU has been reporting results of its efforts for more than four years and has shown a significant decrease in violent and property related crimes. The strategy of the CRU has been to identify habitual offenders and patterns of criminal activity and direct the department’s resources to those problem areas. Specific attention has been focused on gang offenders, parole violators, fugitives and drug users and distributors. Proposal Representatives from the Police Department will discuss the results outlined in the FY2013 Crime Reduction Report. A report on arrests at the River Parkway is also included. Questions 1. Council Staff Contact: Janene Eller-Smith, (801) 629-8165 Ogden City Council Work Session: October 15, 2013 2 Mission of the Crime Reduction Unit: Reduce part 1 crimes in the target area through the use of proactive patrol and investigation efforts of the CRU officers. Enforcement efforts will be directed towards habitual offenders to include persons on probation and parole. Reduction of Part 1 Crime/Gang Crime within the CRU project area. Communicate with Real Time Crime Center on crime trends/Research related databases to target enforcement activities Utilize RTCC as resource for identification of individuals who are committing illegal activities. Focus enforcement efforts at identified high crime/activity within specified area. Continue working with US Attorney’s Office, Utah Attorney General’s Office, the Weber County Attorney’s Office and Ogden City Prosecutors Office to facilitate successful prosecutions on arrested suspects. Building relationships with key local agencies to actively address criminal activity. This includes partnerships with AP&P and the FBI /NUCAT positions. These partnerships generate intelligence sharing leading to improved enforcement efforts. 2012/2013 Strategies/Goals for the Crime Reduction Unit: In the last year there has been 1160 hours of partnership activities with Adult Probation and Parole directly related to enforcement efforts in reference to probation and parolee compliance. 20th – 30th Harrison to Grant Ave The two Crime reduction units enforcement efforts continue to produce outstanding numbers. Their efforts are driving an overall drop in criminal activity in the CRU project area. During the impound inventory, several other charges were developed against him, to include forgery, identity theft, possession of methamphetamine (approx. 10 grams) with intent to distribute in a drug free zone, possession of another’s ID, and drug paraphernalia. This individual was involved in numerous other financial crimes which were solved due to this arrest. The suspect will ultimately face federal charges. CRU Officers received information from an informant that a female suspect was storing several guns, for an Ogden Trece Gang Member named “Danger, at her residence in the 400 north block of Gramercy Ave.”. The CI stated that one of the guns was an AR-15 and that “Danger” was trying to trade it to other O13 gang members for dope. Based on this information Officers conducted a knock and talk of the residence. O-13 gang member “Danger” along with others were inside. The home owner admitted to officers that there was an AR-15 hidden in her backyard and showed them where it was. The home owner stated that she believed these individuals had two more guns but did not know where they were. Officer’s interviewed the three individuals involved and were able to determine that the AR-15 was brought to Ogden from Idaho by three known gang members who admitted to knowingly transporting the gun and admitted to handling it on several occasions. One of the individuals was arrested for possession of meth and possession of a firearm by a restricted person. Others were arrested for an outstanding misdemeanor warrants. CRU made a traffic stop on a vehicle for revoked registration. The driver was on probation/violation for narcotics distribution. The driver was arrested and the vehicle inventoried for the state tax impound . The officer located a digital scale and $8,000 in a bag in the glove box. Officers called for a K9 unit to respond for a search of the vehicle. The K9 indicated on the location of the money. The individual was interviewed and it was determined that he had no job and no proof of how he obtained the large sum of money. Based off the interview, the drug paraphernalia, the indication on the money, and his history of narcotic distribution, the money was seized. AP&P Agents and the CRU went to the suspects residence and conducted a probation check, more paraphernalia was located at the home. The suspect was also drug tested with a positive result for methamphetamine. He was booked and a hold was placed on him by AP&P. The supervising Agent is reviewing the case and will possibly be violating his probation and sending him to prison. The CRU unit along with Joint Strike Force/FBI operation ran from June to July 2013. In total over 1000 personnel hours invested. The target was a local Drug Trafficking Organization, with white supremest ties, that mainly supplied methamphetamine in Ogden and surrounding areas. This organization was supplied by La Raza gang members out of the Salt Lake area. The investigation identified stolen property taken in area burglaries, forgery and fraud crimes where drug addicts would assume identities of innocent victims for the purpose fraud. The investigation resulted in 19 individuals being charged with felony drug crimes and the identified leaders of the organization being charged with felony Continuing Criminal Enterprise, which carries a minimum, of 7 years in prison. The investigation also resulted in the seizure of over 4 pounds of methamphetamine and $400,000.00 in cash and assets. The arrests of these individuals had an immediate effect on the street price of methamphetamine. The long term effects of having the burglars and forgers arrested in this case will equate to fewer future victims of crimes. Parkway Criminal Activity Project Plan of Action: Utilize Segways and bicycles to cover more ground and be less visible to those committing criminal activity Vary the time of day that the Parkway is patrolled Zero tolerance on criminal activity occurring on or around the Parkway Communicate and work with patrol squads so a larger number of officers are targeting the problem • July 2013 Parkway Activity: 15 Arrests made related to Trespassing, Drugs, Paraphernalia, Warrants, and Camping. CRU is currently developing a partnership with the Weber County Health Department in reference to the investigation along with the hazardous effects of Methamphetamine use in motels and residences within Ogden. This program will assist in the identification of; Those individuals who are involved in the activity. Acute and long-term health effects Children Law enforcement personnel Decontamination Methodologies Effectiveness of decontamination Law enforcement, child protective services, emergency services personnel Education Law enforcement Medical Facilities Child Protective Services Continued Reduction of Part 1 Crime/Gang Crime within the CRU project area. Partnership with the Real Time Crime Center on crime trends/Continued research of databases to target enforcement activities. Direct focus of enforcement efforts at identified high crime activity within the project area.
