FOREWORD
8th Convocation
BUITEMS eighth convocation coincides with the decade celebrations and
provides us the opportunity to review our performance during the first ten
years of the history of the University. BUITEMS started her journey as a
new born institution in modest settings with just 90 students enrolled in two
programs of study. Today the same university shows a tremendous
educational conglomeration imparting education to more than 6000
students in 32 different programs of study. In the meantime, the University
produced more than 3000 graduates, who are now making their mark in
the national and international professional fields as competent and
capable trend setters. Enviable physical infrastructural development and
remarkable performance in academic grooming of the students, research
endeavors, co-curricular achievements and sports distinctions stand out
as salient landmarks achieved during the first ten years since the
establishment of the university. Such glorious advancements have earned
BUITEMS the recognition as a premier institution not only at the national
but international level as well. At the outset of the tenth year of its life, the
university received ISO 9000 international quality certification. BUITEMS
has also been ranked the 4th best university in the country in the
Information Technology and Computer Science category. Rich tributes
were paid to the University administration and the learned faculty by global
organizations in the form of World Education Congress Award,
International Socrates Award and Asian Confederation of Businesses
‘Visionary Leadership Award’ during the year 2012.
The advent of 8th convocation of BUITEMS gives us a new sense of elation
and pride at having successfully produced another lot of 626 qualified and
committed young men and women, fit to take up their responsibilities in the
nation building ventures of the country. The convocation projects the
culmination of sustained hard work in the pursuit of excellence in education
which is expected to gear up national growth and economic development.
BUITEMS has established traditions of self-confidence and trust-worthy
capabilities among its students with focus on meaningful learning and
research-oriented approach which are the hall-marks of our educational
strategy. Our alumni stand as torch bearers of commitment and selfassurance. They offer new hope to the nation that in spite of the bleak
national scenario, they have the urge and determination of steering the
nation to equitable renaissance.

I am also pleased to learn that this year BUITEMS is also celebrating its tenth
anniversary. During the past decade of its establishment it has earned a
distinguished place among the national universities and has set standards for
new academic institutions. Establishing its credentials, in a short span of ten
years, as an institution imparting quality education is no small achievement by
any academic institution. I, therefore, congratulate the Vice Chancellor, the staff
and the students of this University for their devotion to duty and dedication in
making this remarkable achievement.
To all the graduating students, I would like to say that the Convocation today
marks a transition from one phase of your life to another. Equipped with
theoretical knowledge and skills, you would now be stepping into practical life
and face its realities and challenges. From now on, you would get an
opportunity to make use of your education and skills acquired so far in the
service of the community. I am confident that you have been equipped with
necessary tools to successfully fight the battle of life. To the management, the
faculty and the staff I would like to say that convocation is an occasion for stock
taking and soul searching. I am confident that you are all aware of this and will
make a critical stock taking to plan for the future for greater glory and success.
Let us never forget that each one of us owes to this society. We must work
diligently, share the bounties with others and seek to repay at least in part what
we owe to the society. On this joyous occasion remember that a joy is true and
lasting only when it is widely and genuinely shared.
On threshold of your new phase of lives, I wish you all the best in your academic
and future lives. I hope that you all will strive for the betterment of our
community and bring laurels to your Alma Mater.

It gives me great satisfaction to learn that BUITEMS is
8th Convocation
holding its 8th Convocation. This Convocation coincides with
-successful completion of 10 years of its dedicated service to
people of Balochistan since its establishment. It is
heartening to learn that BUITEMS has lived up to the
aspirations of the people and groomed its students to
become capable and competent professionals.
It is commendable that BUITEMS is ranked as the fourth best university in the
category of Computer Science and Information Technology, which is a
commendable achievement. It is also a matter of satisfaction that BUITEMS has
acquired ISO 9001, 2008 Certificate of Registration, which is a testimony to its
endeavours to set high standards.
I expect the university to achieve more laurels in the days to come by focusing on
producing competent professionals. The entire university staff under the
leadership of their Vice Chancellor deserves accolades for their dedicated
services in ensuring the university’s high academic excellence..
I also take this opportunity to congratulate the graduating students and their
parents and guardians on the completion of their studies. The day marks an
important turning point in the life of these graduates who venture into practical life
with newer set of challenges and opportunities. I am sure that our youth have the
potential to make a difference and serve the people of Pakistan in the best
possible manner.

I am pleased to learn that Balochistan University of

Sciences (BUITEMS) is holding its 8th Convocation in
December 2012. This is a special convocation as it
coincides with the ten years celebrations since the
establishment of the University in 2002.

knowledge but they are also meant for educating the society. BUITEMS has,
no doubt, been a ray of hope despite the odds during the past ten years.
Graduates of BUITEMS are not only singled out as scholars but they are
regarded as precious citizens of the Province and the state. They add up to the
educated fraternity of the Province and have been the model of competence
and embodiment of civic and social virtues. I hope the graduating students of
this university will contribute towards building a better Pakistan.
I heartily congratulate the graduates of 2012, who are being conferred their

December 2012 is an all important month for the
students of Balochistan University of Information
Technology, Engineering & Management Sciences
(BUITEMS) because the University is going to

observe its 8th Convocation during this month. On
this auspicious occasion, I extend my heartiest
congratulations to the University for bringing hope
and of spirit of goodwill to the province and also for
producing skilled manpower to meet the challenges
of the 21st century.
Since its establishment in 2002, BUITEMS has secured the status of a
leading academic institution in Pakistan offering excellent teaching
facilities and research opportunities in an academic atmosphere
conducive to meaningful learning. This being a special case considering
the overall demography of Balochistan and the limitations it has. The
performance of the University in this context has not only been promising
but also has been stimulating for other HEI’s of Pakistan. Whatever
BUITEMS, has achieved in the past ten years is remarkable indeed
I again extend my heartfelt felicitations to all the graduating students. I
also congratulate the parents and guardians and the faculty members of
the University as their efforts are acknowledged today through degrees
being conferred upon these students. I also congratulate the Vice
Chancellor BUITEMS for making the University a forward looking

Chairman, Higher Education Commission
The socio-economic development of Pakistan and its people
depends entirely upon the dedication and hard work of
knowledge workers. I extend my warm felicitations on this
occasion to the Vice Chancellor and learned faculty of
BUITEMS for being so dedicated to the cause of quality education. The
universities in Pakistan are charged with responsibility of producing quality
graduates who are fit to enter the domain of practical life and play their role in
ensuring prosperity in our country.
One cannot remain oblivious to the fact that without scientific and technological
development, Pakistan cannot march ahead and compete in a global economy.
Therefore, we need to put in extra efforts for catching up with the developed
countries within the shortest possible time and BUITEMS promises to justify
the confidence reposed by the nation in her. It is a model to be emulated by
other educational institutions in the country.
I congratulate the Vice Chancellor BUITEMS, for making the institution a
premier seat of learning in such a short span of time. Attaining 4th position
nationally in the field of Computer Science and Information Technology is a
great milestone by BUITEMS and net result of hard work and dedicated service
of BUITEMS workers.
In order to enable universities to achieve excellence in dissemination of
knowledge in Science, Technology and Social Sciences, the Higher Education
Commission has been facilitating institutions of higher learning and has
enhanced their capacity to produce graduates to contribute intellectually and
socially to the community.
All those responsible for furthering the cause of higher education in Pakistan
must ensure that the end-product of our degree-awarding institutions possess
the highest quality to lead the nation towards progress and prosperity. I hope
BUITEMS will, as an institution of higher learning, help in achieving the targets

The 8th Convocation of Balochistan University of
Information Technology, Engineering and Management
Sciences (BUITEMS), coincides with the completion of ten
years of dedication and commitment in providing quality
education to the youth of the country. It is a time when we
can take stock of our services with feelings of fulfillment
and triumph. Starting with a modest base of just 90
students admitted in two programs of study, the University
today offers an imposing vista of multitudinous campuses
where more than 6000 students are engaged in meaningful learning
engagements under the guidance of more than 300 highly qualified and
competent faculty members. BUITEMS is now acclaimed to be the trend
setter in establishing innovative traditions of meaningful learning and
enviable accomplishments in the fields of academic pursuits, research
studies and administrative sleekness.
BUITEMS was established ten years ago with the basic objective of
providing quality education in those disciplines which are the need of
emerging professional fields. With the establishment of this University,
modern educational facilities have been made available not only to the
youths of Balochistan at their own door-steps, but to students from a
number of neighboring countries as well. At BUITEMS, they learn to equip
themselves with knowledge, skills and confidence to face and handle the
challenges of contemporary professional life.
During the last ten years, BUITEMS has been contributing to the nationbuilding ventures by grooming students into culturally enlightened,
academically sound, technologically well-equipped, professionally capable
and competent man-power. BUITEMS alumni are valued as forward-looking
and intensely research-oriented approach in their respective professional

The chief guest will be received by the Vice Chancellor and members of
the University Syndicate and His Excellency will be escorted to the
Robing room.
The teacher / officers of the university will then form a two line procession
and walk into the Convocation Hall in reverse order of seniority, The
Chief Guest, Chancellor and the Vice Chancellor will follow at the back of
the procession. Academic Procession enters the Convocation Hall. As
soon as the procession enters, all shall rise from their seats and remain
standing till the Chief Guest and the Vice Chancellor take their seats on
the dais.

Assalam-o-Alaikum!
8th Convocation
It is my privilege and honor to welcome you all on the 8th
Convocation of BUITEMS, a yet another memorable milestone
leading us in the direction of achieving University goals and its
mission. Your participation today to share the smiles and joy of
graduating students will go a long way in promoting University
services and also own graduates students to acquire their future
roles in the society. It involves efforts and a team work to groom
personality of a student. The contributions and hard work of the
learned BUITEMS faculty, university administration, and most of
all students and their parents deserves appreciation on this
august day of congregation.
I congratulate the passing out students with prayers for their
success in their professional life. This will be translated not only
as success of their alma mater but also to the success and
advancement of nation as a whole.

I would like to thank you sir on behalf of all my team for your
patronage and your unconditional support for the university.
Your personal interest in promoting education provided us with
clear road map to take this University to even greater heights.

performance of BUITEMS.

Besides holding this 8th convocation today, we are also celebrating
the10th anniversary of BUITEMS. Ten years ago, the university

Moreover our efforts at the University in these years have been
decorated by many record achievements like, the university
getting ISO 9000 international quality certification, BUITEMS
ranked 4th best university in the country in the Information
Technology and Computer Science category by HEC, international
recognition of the meritorious services of the University by global
organizations in the form of World Education Congress Award,
International Socrates Award and Asian Confederation of
Businesses ‘Visionary Leadership Award’ and many others. All
these recognitions and certifications are testimony of the
dedication and commitment in our performance as a University.
Honorable Chancellor Sir.
The most important measure of BUITEMS performance
constituents are our graduates who find respect and acceptance
not only in the professional spheres but also in our society as a
whole. More than 3000 BUITEMS alumni are creditably
performing their professional role at national and International
levels. In this time of global economic depression our students are
getting jobs on account of strong educational training designed
here to excel in professional assignments.
Honorable Chancellor!
Talking about the infrastructure development of the university, I
may mention that constant attention is being paid to the
construction and face up-lift thus as a result the University
buildings today give more University like look which is
significantly helpful for the conducive environment, personality
development of students and in cultivating civilized behavior
patterns.
All this is carried out utilizing available resources and staying
within budget limits, keeping best models of universities in mind
we strive to raise the image of our university to match the

international standards. The physical facilities, libraries and
research laboratories are therefore, constantly being revamped
and reinforced.

8th Convocation
It is important to mention here that we very much appreciate the
valuable contribution of the parents. Their constant support
culminate not only in the success of their children but also is
great source of strength for University. Today it is a happy day for
all of us. It is a delightful feeling that your children are not only
turned into grown-ups, but are also creditably educated. It must
be a relaxing moment for parents like it is for us. I advise students
to serve their parents and take care of them. Parents are the most
important blessing in our lives.
Ladies and gentlemen!
It’s important to mention the hard work of our faculty members
as the success of our graduates could not have been possible
without their efforts. We are fortunate to have among us highly
qualified and competent teachers. In addition 72 young faculty
members are pursuing higher studies abroad while another 20
are studying for higher qualifications in the national universities.
Some of the faculty members have already rejoined BUITEMS
after completing their PhD’s from Japan, France, People’s
Republic of China and United States. I’m confident that within a
short period, BUITEMS will have more than 100 PhD’s on its
faculty list.
Respectable Guests!
Corporate culture needs to be developed in Balochistan. Our
students are fully equipped and have been taught how to be
independent and generate employment, they will break through,
and contribute significantly Insha-Allah, in the Socio Economic
development of our region. At BUITMES we are trying to bridge
the gap between the existing demands and available Human
Resource. We believe in developing the students in a manner that
they should not only be able to get jobs readily but they should

also become entrepreneurs who are more effective in developing
society of employers.
BUITEMS role is that of a torch-bearer in the region. The
University is spreading optimism, restoring hope and guiding the
youth to a prosperous and promising future. Our endeavors, in
this respect, owe much to the patronizing support of the Hon.
Chancellor, the HEC authorities and the provincial and federal
governments. I thank them all from the core of my heart. I also
thank all the respectable guests for gracing this auspicious
occasion.

Ladies and Gentlemen!
Merit needs to be extolled in order to open ways of future flourishing of
the discovered talents. There are categories of top achievers i.e those who
touch the skies and those who leap up the highest. The students who
notched up top positions by leaping up highest in various programs of
study are being awarded Badges of Honor in recognition of their merit.

Introduction
8th Convocation
Senator (R) Syed Faseih Iqbal is the pioneering editor and
publisher from Balochistan. His ‘Zamana Group of Newspapers’
publishes Daily Zamana (Urdu) and The Balochistan Times
(English), which are the oldest newspapers of the province in
their mediums with continuous publication of 59 years and 35
years respectively, as such he is the longest serving
editor/publisher of the country. He has also presented a
number of papers and made keynote addresses at various
national and international events.
Syed Faseih Iqbal
He was elected as General Secretary of All Pakistan Newspapers Association in
1956, President Quetta Press Club in 1964, President All Pakistan Newspapers
Society (APNS) 1985-86, President Council of Pakistan Newspapers Editors
(CPNE) 1985-87, President Newspaper Editors Council of Pakistan (NECP) 1997,
President CPNE 1999, Senior Vice President APNS 2003-04, Senior Vice President
CPNE 2004 and President CPNE 2006-07. He is amongst the first members of the
Press Council of Pakistan.
Along with holding high offices in national media organizations, he was elected as
President of South Asia Editors’ Forum (SAEF) in Hyderabad, Deccan for the term
2005-06 and has also served as the Chairman Regional Press Foundation,
Chairman of COP Media Parliamentary Committee in 1988, member of the
Commonwealth Press Union (UK) and International Press Institute (Austria).
In a long public service career, Syed Faseih Iqbal has remained an active member
of top management of various national institutions. He is the founding President
of Pak-China Friendship Association Balochistan since 1973. He has the
distinction of being member Senate/Syndicate at three universities of Balochistan,
and is also Member Executive Council of Allama Iqbal Open University Islamabad
and Member National Committee, Sir Syed University of Engineering and
Technology, Karachi. He has been actively engaged in various initiatives for
promotion of academics and research in the country, has always advocated
improved higher education in Balochistan and given altruistic personal,
professional, moral and advisory support to educational institutions. He is
member/trustee of Fatimid Foundation Pakistan, founding President of World
Muslim Congress Balochistan chapter and President of World Youth Hostels
Association Balochistan chapter. He has remained on the Board of Directors,
Pakistan Broadcasting Corporation and Chairman Pakistan Education
Foundation which was established by special orders of the Prime Minister in 1992
and which laid down policy procedures for establishment of first Women
University in the country in Lahore, and is still in the Board of Governors of
Nazaria-e-Pakistan Trust, Lahore. He has also established a charitable trust
namely ‘Balochistan Foundation Trust’ for the development and advancement of
Balochistan different spheres of life, especially focusing on education, research
and publication of books on Balochistan’s history, culture and heritage. To
provide for office premises of BFT and to facilitate its functioning, he has also
donated his personal residence in Quetta Cantt., valued at Rs.50 million, to the

Syed Faseih Iqbal was elected as Senator for two consecutive terms in 1985-1988
and then 1988-1994. He Chaired many parliamentary committees including
Standing Committee for Information and Broadcasting; Sports, Culture and
Tourism, and Youth and Women Affairs. He was also nominated/elected as office
bearer of a number of regional and international parliamentary organizations and
actively participated in legislation and other parliamentary affairs. He made
history by introducing parliamentary committees system in Pakistan after a
thorough analysis of the system in the USA during a study tour. He has
represented Pakistan on numerous international forums and visited a large
number of countries as member state delegations, accompanying presidential
entourage, heading parliamentary delegations and as a journalist. He has been
well decorated in recognition of his distinguished services in the fields of
journalism, public service and social service. He has been conferred upon ‘Life
Time Achievement Award’ by APNS, ‘Muslim Eminent Journalist Award’ by
Kingdom of Saudi Arabia, ‘Pakistan Freedom Movement Gold Medal’ by Nazariai-Pakistan Trust and ‘Human Rights Award’ by Human Rights Commission of
Pakistan. In recognition of his meritorious services, President of Pakistan
conferred upon him prestigious National Civil Award Sitara-e-Imtiaz (S.I) in the
year 2005 and then the highest National Civil Award ‘Hilal-e-Imtiaz’ (H.I) in 2010,
both times in three disciplines simultaneously – journalism, public service and
social service.
Syed Faseih Iqbal has had strong fondness throughout his life for Balochistan,
leading him to ideas, innovations and initiatives to serve the province in every
possible way. This very passion made him the founding editor and publisher of
Zamana Group of Newspapers 65 years back which has since grown from a
nursery to a university of journalists in Balochistan, most of who are now leading
names of media industry today. When there were no means of communication in
the province, Daily Zamana was the only source of news, knowledge and public
awareness. It is also a distinction that the first English daily of the province, The
Balochistan Times Quetta, was inaugurated by no less the then Prime Minister
Zulfiqar Ali Bhutto in 1976 on the historic day when Mr. Bhutto announced
abolition of Sardari system while addressing a grand public gathering in Quetta
while standing aside and holding the hand of the then Governor Balochistan,
Khan of Kalat on the stage.
Ever since its inception, The Balochistan Times has remained the torch bearer of
principled journalism not only in Balochistan but also in the country and has
never compromised on national issues and principles. Syed Faseih Iqbal
introduced the concept of social service through newspapers – publishing free of
cost ads of charitable causes, running news campaigns against social taboos,
creating awareness among masses on important national issues, promoting
Balochistan’s cause, its interests, culture, civilization and advocating for its rights.
He is widely hailed as Balochistan’s Ambassador-at-large as he has effectively
raised voice for Balochistan’s cause at all forums.

8th Convocation
This is the fourth time I am participating in consecutive sessions
of Convocations of BUITEMS. Every time I come here it gives me
a sense of fresh optimism and assurance about the future. It is
heart-warming to note that this university has developed into a
prestigious institution in respect of provision of quality education
in disciplines like Information Technology, Engineering,
Biotechnology and Management Sciences. BUITEMS quality of
out-put and her renown as a premier institute of learning has
been spreading around day by day. All those associated with the
rise of the University deserve to be complimented. It is due to their
dedication and commitment that the University has recently
achieved enviable distinctions.
Education is the essential basic need for development of today’s
society, where the survival for the fittest is the concept to survive.
Neck breaking competition and the enormous variety of subjects
has also increased the burden on our students but we have to
face the world and there is no solution to the dilemma other than
adopting international standard of quality education. We have to
be technically advanced and intellectually awake for getting rid of
the vicious circle of debt and dependence on others. We have to
compete with the world and the only option is to educate our
people on modern lines.
Respectable audience!
There is no doubt that conditions in our region are a bit disturbed
in respect to law and order. We are trapped in the snare of
international interests of different powers in our region. To be the
front line state against the war on terrorism, ours was the region
which literally faced the impact. This did not only affect our law
and order situation adversely but has had a negative impact on
our economy, social life and development mechanism, too. Peace

Owing to Balochistan’s unique geo-political location, this province
stands as the gateway to all Central Asian states; it is the only
land link possible from Gawadar through Afghanistan to all
independent states. The time is not far away when we will be
operating our business routes. Discussing this point over here is
important because we should be prepared for that time. There are
immense prospects of physical and economic growth. There is
going to be enormous demand for educated, capable and
competent manpower for handling the new developments. Our
available human resources should be able to match with the
expected growth of business and industry when the time comes.
Dear Graduating students!
I am sure most of you are updated about the geographical location
of Balochistan and the assets we possess in this region, starting
from coal, chromite, copper, natural gas and what not. This
region is extremely rich but our real asset is you people; who will
be developing the nation tomorrow; who will be utilizing these
resources in the best interest of economic development and
ultimately social development of our country. We have full trust
and confidence in your capabilities. You are equipped with all
educational and moral requirements to take the responsibility
