Red Deer & District Family and Community Support
Services (FCSS) is committed to empowered
individuals, healthy families, and caring communities.
What is FCSS?
FCSS is a funding partnership between local municipal governments,
Métis settlements, and the provincial Human Services Ministry. The
partnership provides provincial funding that is matched with local tax
dollars on an 80/20 share basis.
The FCSS Act requires that this funding be used to support social
outcomes that are preventive. The social well-being of individuals and
families must be enhanced through promotion or intervention strategies
provided at the earliest opportunity. The outcomes must also do one or
more of the following:

FCSS in Red Deer and Central Alberta
FCSS is represented locally by the Red Deer and District FCSS
Board, which was founded in 1968 and has operated under its
current structure since 1974.
The City of Red Deer proudly administers Red Deer & District Family
and Community Support Services (FCSS) in partnership with Bowden,
Delburne, Elnora, Penhold, Red Deer County, and The City of Red Deer.
Red Deer & District FCSS provides funding to non-profit agencies, school
boards and partner municipalities to delivery social services, supports or
programs that meet the criteria of the FCSS Act.

History of Penhold
Family & Community Support Services (FCSS) in Penhold
Through Penhold FCSS, individuals of all ages & stages can be connected to
information, supports and resources. Throughout the year, different
programs, workshops and special events on a wide ranging variety of topics
are held for the community including
adults, families, seniors, children and youth.
Below is a list of a few of the FCSS Programs, Services & Events that are
currently offered in the Community.
Programs:
Babysitter’s Course (ages 10-15)
Certified Red Cross course
Home Alone Course (ages 9-12+)
A comprehensive safety program that prepares children to stay home alone
Includes: street smarts, people safety, routines, family rules, safe activities &
snacking, online safety, fire safety, basic first aid
Playgroup (ages 0-4)
Drop-In (parent supervised) program at Memorial Hall
A safe and fun indoor play space for you and your child to socialize
Seniors Programming
Originally, Penhold was one of the many whistle stops along the railway. As the
community flourished, the Village of Penhold was established in 1904.
An elevator fire in 1926 destroyed many of the village’s early records, as well
as much of the business during that time. Surviving buildings were Bruce’s General
Store and Murphy’s Store which is perhaps best remembered as Lee Brothers Store.
In September of 1981 the Village of Penhold received town status, as a result
of a large population growth in the late 1970’s. The town of Penhold now lies on both
sides of Highway 2A.
Mann Drive, McDougall Close and Morton Close, in the Laebon subdivision were
named after War Veterans from Penhold.
Where did Penhold get its’ Name?
There are two popular theories surrounding the naming of the town. First is the
theory that in a meeting of railroad personnel, one of the fellows flung his pen at the
map of Alberta sticking the nib in Central Alberta. The point in which the pen stuck
became known as “Penhold.”
The second theory, though less popular, simply stated that along the railroad it
was necessary to have yards and pens to hold animals while passengers awaited
shipping. One of these areas became known as “Penhold.”
A final note, rest on the thought that Penhold, like many areas in Central
Alberta, was named after a place in Scotland.
