2013 JACL Collegiate Leadership Conference
Conference Description - JACL Districts
The 2013 JACL Collegiate Washington, D.C. Leadership Conference is an intensive three-day leadership
development program that introduces Asian Pacific American student leaders to the national policy-making
arena. Participants will be briefed on legislative issues affecting the Asian Pacific American community
and examine the role Asian Pacific American civil rights organizations play in affecting public policy in the
nation’s capital. They will also have the chance to meet and work with other student leaders representing
colleges and universities from throughout the country and learn ways to effectively address issues and
create positive social change on their own campuses and beyond.
Eligibility Requirements:
Applicants must be Asian Pacific American undergraduate freshman, sophomore or junior class students
attending an accredited college or university on a full-time basis. In addition, applicants selected by their
JACL District Council must be JACL members (student/youth or individual level) in good standing.
Selection:
Twelve participants will be selected to attend the conference. One spot is reserved for each of the seven
JACL District Councils, and five spots for at-large applicants. If a District Council identifies multiple
candidates, the JACL staff will vet the candidates for acceptance. Additional District Council candidates
may be offered an at-large spot.
Tuition
The district is responsible for covering their candidate’s tuition fee of $500. This tuition fee will cover
participant’s airfare, lodging, meals, and transportation during the conference. Any additional costs
(entertainment, room service, etc) are the responsibility of the participant. Participants are also responsible
for travel to and from their departure airport.

distributed to conference participants and facilitators.

AARP MEMBERSHIP PARTNERSHIP WITH JACL
AARP, the sponsor of the Norman Y. Mineta Fellowship Program, has a special partnership with JACL and is a great
opportunity for JACL to raise funds and strengthen ties with AARP. JACL gains monetary benefits from this program
and JACL members have the opportunity to show AARP the strength and value of the Japanese American community,
which will ultimately work to convince them to tailor more programs towards JA’s and Asian Americans. For every
AARP membership purchased by JACL members through the special program, AARP donates a portion of the

FRESNO JACL SCHOLARSHIPS - 2013
The Fresno Chapter of the Japanese American Citizens League (JACL) awards scholarships to graduating high
school seniors who are planning to enter an accredited college or university, to continuing undergraduate
students who are enrolled in a program at an accredited college or university leading to an undergraduate degree
or to graduate students at an accredited college or university. The following are possible scholarships that may
be awarded in the spring of 2013.
Masao and Hana Kimura Scholarship - The Kimuras owned and operated a grocery store in West Fresno for
over 30 years. Since a large number of customers at the store were of Japanese-American descent, Hana
Kimura made it preferable that the scholarship be made to a Japanese-American student. It is $2,000 paid in
four $500 annual installments, available only to entering freshmen with a GPA of 3.0 or better.
Miyahara/Kusakai Scholarship - This $1000 scholarship was established by the Miyahara and Kusakai
families in memory of Hiro and Day Kusakai’s son. The Kusakais are Thousand Life Club members. Hiro
Kusakai was a past president of the Fresno JACL.
Dr. Henry Kazato Memorial Scholarship - The original scholarship program began at the urging of Dr.
Kazato in 1977 and was established by the Kazato Family. This $1,000 scholarship is awarded to a student
interested in the medical field.
Barbara and Izumi Taniguchi Scholarship – This scholarship was established by the Fresno Chapter
Scholarship Fund. Barbara and Izumi Taniguchi were both past Fresno Chapter Presidents. Izumi Taniguchi
passed away several years ago. Barbara continues to be a Thousand Club Member. The $1,000 scholarship is
now funded by the Fresno Chapter Scholarship Fund and from contributions by the Taniguchi Family.
Fred Y. and Setsu Hirasuna Scholarship – This scholarship was established by the Fresno Chapter’s
scholarship fund in honor of Fred Y. Hirasuna. Fred was a past president. Before JACL was established as a
national organization Fred was an active member of the Fresno American Loyalty League which subsequently
became the Fresno Chapter of JACL. This $1,000 scholarship is now funded by the Fresno Chapter Scholarship
Fund and from contributions by Setsu Hirasuna and family.
Dr. Thomas T. Yatabe Scholarship – This $1,000 scholarship was established by the Fresno Chapter
Scholarship Fund in 1977. Dr. Yatabe was instrumental in the formation of the Fresno American Loyalty
League which subsequently became Fresno Chapter of JACL when the national JACL was formed.
The Sally Yabumoto Slocum Memorial Student Aid Fund – This $750 scholarship is a need-based award.
Ayako (Sally) Yabumoto was born in Los Angeles in 1908. Her parents were from Wakayama, Japan. She was
raised on a small farm in Chamerino, New Mexico. She graduated from Gadsen High School in Anthony, New
Mexico. She married Tokutaro Nishimura Slocum, an Issei and WW1 Veteran, in 1935. The family was
interned at Manzanar in 1942. They moved to Fresno in August 1946. Ayako went to work at California State
University, Fresno as a secretary around 1953 and retired in 1974. The Fresno JACL was a major interest in her
life. She served as president. Before she died in May, 1991; she established this fund. Sally’s family continues
to support this fund.
The Bertha and John Garabedian Foundation Scholarship 2013 - This is a $1000 merit scholarship
presented through the Garabedians’ support of the 28th Annual Shinzen Run at Woodward Park in April 27,
2013. This event is a major fundraiser providing support to the Shinzen Garden, Nikkei Foundation and the
youth members of the Fresno JACL and Central California students seeking higher education.

PLANNED GIVING – JACL
Many donors assume the only way to make a gift to JACL is through an outright gift or a transfer of an asset like cash or
real estate. While JACL certainly welcomes and encourages such gifts, it is also important for JACL supporters to know
that other methods are available for supporting JACL’s efforts- methods that help them achieve strategic goals for their
families as well.
This method of giving is called “Planned Giving”. At the heart of planned giving is the Internal Revenue Code, which
encourages gifts to JACL by providing for significant tax deductions and savings. This is the government’s financial
reward for your generous philanthropy.
JACL supporters may not realize they may continue to receive income from assets that have been transferred. But
through planned giving, it is possible to make a tax-deductible gift to JACL while retaining the right to use the asset or to
derive income from it.
Through planned giving you could:
Minimize taxes from IRA or other pension plans-if retirement is subject to estate and income taxes.
Exchange highly appreciated assets for a lifetime income stream plus a tax deduction by using a charitable trust.
Following is a sampling of some of the most popular planned giving instruments available.
Wills/Bequests/Living Trusts
These are an effective way to provide for a loved one’s financial security and to ensure that the donor’s assets are
distributed as desired after the donor’s death. A bequest in a will or a trust beneficiary designation is especially
appropriate for someone unable to make an immediate gift but would like to support the many activities and programs of
JACL.
Outright Gifts
Gifts of cash, securities, real estate, insurance and personal property provide an immediate tax deduction of up to 50% of
the donor’s adjusted gross income with a five-year carryover.
Charitable Trusts
Charitable trusts are trusts established when a donor’s assets are transferred to a trustee for the benefit of JACL. The
donor would receive income for as long as he/she lives or for a fixed term. Donor is eligible for substantial tax benefits.
Donor eliminates capital-gains tax on any appreciation. At the donor’s death the remainder of trust is transferred to
JACL.
JACL, using the experience of veteran planned giving expert Steve Okamoto, would work closely with you, your family
members or your financial and legal advisers, to provide helpful information to determine how various planned giving
instruments or techniques would work best for each individual
