Issue 4 Volume 10 Winter 2007 I n this issue of Fleur de Lis, as we prepare to wrap up 2007 and look forward to the New Year, we have several new services that we are planning to launch in the beginning of 2008 to better serve you. We are especially pleased to introduce a new online compliance system, InfoSight, beginning in January. InfoSight serves as a one-stop source for up-to-date compliance information and provides immediate access to a wealth of information. Another exciting development we have been working on is the REAL Solutions program. Twenty credit unions in Louisiana are participating in this innovative program that will deliver the types of financial services undeserved markets need, want, and can afford, with an emphasis on growth and sustainability for the credit union. Our 2008 education calendar is also included in this issue. We have many exciting educational opportunities planned for next year, including Compliance School in January and our Leadership Cruise in March, as well as our telephone conferences and webcasts. Other highlights of this issue include an update on our website redesign, an analysis of Louisiana credit union financial information and trends, and information on the upcoming CUNA Governmental Affairs Conference in Washington, D.C. At this time, I would like to take the opportunity to thank you for letting us represent you in the credit union movement. We value your membership and look forward to our continued partnership in 2008 and for many years to come. May peace, joy, hope and happiness be yours during this upcoming holiday season and throughout the New Year. Very truly yours, Anne Cochran, CLE President/CEO Fleur de Lis 3 COVER STORY InfoSight: Compliance information at your fingertips TODAY’S COMPLIANCE NEEDS ARE more complex than ever and credit unions must be diligent in their efforts to stay in compliance with changing regulations. In an effort to keep credit unions updated with the latest compliance information, the Louisiana Credit Union League is pleased to introduce a new online Compliance Resource, InfoSight. This web-based compliance system will provide affiliated credit unions an online compliance manual at your fingertips, whenever and wherever you need it. No matter what the compliance issue, InfoSight provides pertinent resources and insight in terms that can be used to easily explain regulations. This online compliance guide will assist credit unions in understanding and complying with the numerous state and federal laws and regulations that affect the credit unions’ business affairs. With its powerful search capabilities, InfoSight is designed to deliver accurate, concise, and detailed information on a wide range of issues, both federal and state. Gary Robinson, Louisiana Licensed Attorney/AVP of Compliance and Credit Union Development at the Louisiana 4 Fleur de Lis Credit Union League, has been involved with bringing this online resource to our credit unions. “We are very excited to offer this valuable service to our credit unions. One of the great things about InfoSight is that it will be constantly evolving. As new laws or regulations come into being, they will appear in InfoSight. Further, if an existing law or regulation is modified by a court case, legal interpretation, letter or modification, InfoSight will change with it. However, have no fears because your LCUL compliance staff will still be in the office daily to answer your questions,” Robinson has stated. InfoSight is structured for credit unions to gain insight and to better understand key compliance issues, action steps so credit unions can readily determine if and how a regulation applies to them, and save staff members valuable time by providing easy-to-understand compliance content in a standardized format. The system also offers credit unions access to compliance information for other states and CUNA so that they will be in full compliance from the start if they were to open a branch in another state. A variety of topics can be found on Infosight, such as board responsibilities, advertising regulations, tax issues, bankruptcy and collections, and much more. Louisiana credit unions will discover a rich library of compliance content, easy-to-read and understand compliance summaries, direct links to laws and regulations, and frequently asked questions. Visitors to Infosight will also find CUNA's online compliance resource e-Guide, sample policies and procedures, and detailed analysis of specific topics. Checklists are also available to help each credit unions determine if a regulation affects them. The comprehensive FAQ section gives them useful answers to common questions about specific topics such as Truth in Advertising, Identity Theft, and Record Retention. In cooperation with CUNA, credit unions will have even easier access to CUNA’s e-Guide for detailed analysis. InfoSight began in 2003 and was designed to provide affiliated credit unions with up-to-date and comprehensive federal and state Coming soon... An all-new www.lcul.com compliance information. Since its development, InfoSight has established partnerships with CUNA's compliance staff and league compliance staff at several other leagues including the Louisiana Credit Union League. The founding Leagues actively seek cooperation and collaboration from CUNA, CUNA Mutual Group and other credit union system organizations to provide the best information available on credit union compliance issues. Louisiana’s credit unions will have access to Infosight beginning in January. To access InfoSight please visit our website at www.lcul.com and click on the Infosight link. The compliance system is password protected and is only available to Louisiana affiliated credit unions. LCUL values your league membership and is excited to provide this enhanced service to all affiliated credit unions as a dues-supported service at no additional charge. We are here to serve as the premier provider of compliance information, analysis, and insight to the latest advancements that are taking place. InfoSight does not exist to replace your League's compliance department; it enhances our service and adds value to your League dues investment. Further questions regarding the new software and compliance information, please contact Gary Robinson at (800) 452-7221, ext.3018 or by email at grobinson@lcul.com. The Louisiana Credit Union League is excited to announce that we will launch a new website in January. The updated site features a fresh new design that will be more functional and user-friendly for our members. Partnered with CUVillage.com, we have reorganized the structure of the website and included drop-down menus to make the site easier to navigate. Key areas of the website include: CU Cooperative Branching Education Training Governmental Affairs Regulatory Compliance News & Publications Products & Services The site contains a wealth of information, such as sample policies & procedures, educational opportunities, compliance information, news, product information, and more. And with the updated site design, now it will be easier than ever to locate what you are looking for! The website address will remain the same, so check back soon to experience the difference of the all-new www.lcul.com! Fleur de Lis 5 GOVERNMENTAL AFFAIRS Gen. Colin Powell, Chris Matthews headline CUNA’s 2008 GAC GEN. COLIN POWELL AND “HARDBALL” HOST Chris Matthews will be among the headline speakers at CUNA’s 2008 Governmental Affairs Conference, March 2-6, 2008 in Washington, D.C. This will be CUNA’s inaugural GAC headquartered at the prestigious Washington Convention Center. The GAC brings together top policy makers from Congress, the Bush Administration, the federal regulatory agencies, and the Washington political establishment to provide the latest information on legislation and regulation that affects credit unions and their ability to serve their members. Heading into the 2008 election year, the conference will also focus considerable attention on the upcoming Congressional races and strategies for credit union political and campaign involvement. “The GAC is an opportunity for credit unions to make an impact,” says Anne Cochran, President/CEO Louisiana Credit Union League. “I urge everyone to attend the GAC; we want Congress to know that credit unions are committed not only to our members, but to our nation’s financial and economic well- being.” The GAC also provides on-point education sessions that will ensure credit unions are fully briefed on credit union legislative priorities, the impact of coming regulations, and grassroots political and campaign involvement strategies. As always, the conference will devote a day when credit union leaders deliver their message to Capitol Hill and meet personally with their state congressional delegations. 6 Fleur de Lis “It’s important for meetings with members of Congress to take place year-round through such efforts as our Hike the Hill program. But the GAC is the one time during the year when thousands of credit union people are here together to deliver our message, tell our story and demonstrate our support to our friends on Capitol Hill,” says CUNA President and CEO Dan Mica. “As a former member of Congress, I can tell you for a fact that this has a great impact. But it all starts with you, and your own commitment to be involved and participate.” Unlike previous years, this year there will be no need to call into the CUNA Housing Bureau to make room reservations. Louisiana Credit Union League (LCUL) has secured a block of rooms at the JW, located less than 1 mile, a 2 minute walk, from the convention center and one block from a metro station. CUNA will provide shuttle bus service to and from the convention center. The nightly rate for the JW Marriott will be $289 single/double. Registration is $795. A discount rate of $400 is available for credit unions with asset size of $35 million or less. For more information, please contact Jill Kitchens, Governmental Affairs/CU Development Specialist at the League office via phone at (800) 452-7221 or via email at jkitchens@lcul.com. 2008 CUNA Governmental Affairs Conference Louisiana Credit Union League HOTEL INFORMATION JW Marriott Hotel 1331 Pennsylvania Avenue NW Washington, DC 20004 (202) 393-2000 Washington Convention Center 801 Mount Vernon Place NW Washington, DC 20001 Washington, DC 2001 AC G A N U C 8 0 THE 20 What’s New The CUNA GAC’s move to the Washington Convention Center shows that, politically speaking, credit unions have arrived! We know that our only mission is service to our members and our greatest grassroots strength is in our members. We need to be able to quantify this strength so we can display it to our legislators. It will have a big impact on a legislator if we can tell him or her how many thousands of credit union members are in his or her district. This is where Project Zip Code (PZC) comes in. Project Zip Code is a user friendly, privacy secure CD-ROM computer program that counts your members and matches them with state legislative districts as well as congressional districts in Louisiana and in other states. These counts are then uploaded to CUNA’s Project Zip Code website and combined with data from other credit unions in Louisiana and nationwide. Many Louisiana credit union members reside in other states and we know we have members of out-of-state credit unions living in Louisiana. This is why it’s so important that all credit unions participate. 8 Fleur de Lis Without full participation we can’t get a clear picture of our grassroots strength. This information will be extremely valuable when we meet with our congressional delegation during the 2008 CUNA Governmental Affairs Conference in March. By participating in PZC, credit union of all shapes and sizes will enjoy another marketing tool to continue their high level of service to members. PZC allows credit unions to match their membership to federal and state districts so the credit union can determine how many members live in specific geographical areas. The credit union can use this valuable information for internal marketing purposes like examining the feasibility of shared branching or determining the best locations for branch expansion and ATM services, based on the geographic concentration of membership. Your information is safe and secure with Project Zip Code. No personal data or individual member information leaves your computer. The counts, or numbers of credit union members matched, are uploaded to a secure section of CUNA’s website. All of your credit union member data remains confidential and secure on the computer where PZC is run. Project Zip Code is compliant to the privacy laws created in Gramm Leach Bliley. New disks, which are free to all member credit unions, were recently mailed out. We look forward to your participation in Project Zip Code! If you did not receive your disk or have any questions about the program please contact Jill Kitchens, Governmental Affairs/CU Development Specialist by phone at (800) 452-7221 ext. 3021 or by email at jkitchens@lcul.com. 2007-2009 Committee Members Announced The Legislative Committee is comprised of representatives from both state and federally chartered credit unions, who are committed to remain aware of proposed and/or desired legislation at the state and federal levels. Fleur de Lis 15 SHARED BRANCHING U.S.- Ecuador Partnerships Enable First International Shared Branching Network Exchange The first cooperative transactions between two separate shared branching networks in two different countries were completed successfully thanks to the efforts of World Council of Credit Unions (WOCCU), technology from CO-OP Shared Branching powered by Credit Union Service Corporation’s (CUSC’s) Next Generation Network (NGN) and support from the Colorado Credit Union Association and affiliate Credit Union Service Network in the U.S., along with Red Transaccional Cooperativa (RTC) and Multisoft in Ecuador. COONECTA, the new network, connects credit union members via direct transaction capabilities in the United States and Ecuador. Affordable account access is extremely important to immigrants living in the United States who want to send money home, said Steve Schaefer, program manager for WOCCU who spent four years driving this project along with Oswaldo Oliva and Oscar Guzman, directors of the WOCCU program in Ecuador. The transactions by Beach and Pizzarelli flowed effortlessly, clearing the way for what those involved say will be a groundswell of opportunity to better serve members. “Every year, billions of dollars are sent out of the country, and huge amounts of money are spent on traditional remittance services to do it,” said Schaefer. “International shared branching gives members a means to access their accounts directly and better the lives of their families at home while maintaining their relationships with their credit union.” Currently, 13 Ecuadorian credit unions with 154 service contact points connect with nearly 3,000 contact points supported by credit unions in the United States, said Manuel Rabines, WOCCU second vice chairman and head of FENACREP, Peru’s national credit union association, at a public unveiling following the historic event. By sharing facilities, credit unions can offer greater convenience for members in both countries. While we have seen a crisis in the financial services industry from real estate valuation and increasing delinquencies, this trend has not significantly impacted our credit unions so far. Statewide, we saw a 4% growth in real estate loans, compared to 3.9% growth for the previous period, and a decline of 7 basis points in delinquencies over two months from the same period, so it appears that the quality of credit union real estate holdings remain stable in spite of the widespread difficulties in the industry. Louisiana’s credit unions remain very well capitalized, with an increase in net worth from 13.17% to 13.36 % from the prior period. When compared to September 2006, we see an increase of 35 basis points in new worth. We see asset growth from September 2006 to September 2007 of about 1.5% which while not dramatic, is certainly a positive compared to the negative asset growth experienced as year end of 2006. Asset quality remains strong, with a very minor (2 basis points) growth in delinquent loans to total loans for the quarter, from .95% to .97%. Charged off loans remained at 49 basis points for the period, which is an improvement from 2006 year end of 55 basis points. Earnings for the period showed a slight decline, from 92 basis points to 90 basis points. Gross income showed an increase from 7.57% to 7.70% and loan yield was up from 7.17% to 7.22%. Overall investment yield was up 17 basis points while fees and other operating income only increased 4 basis points. It appears that credit unions did give back a little extra to members in the cost of funds, which increased 5 basis points for the period, and a significant 45 basis points from the same time in 2006. Credit unions did a good job on the lending front for the period, as the loan to share ratio statewide grew from 70.52% to 72.12%. Average shares per Louisiana credit union member declined, but only slightly ($5,183 compared to $5,191) and average loan balance grew from $8,366 to $8,515. The gradual introduction of electronic services statewide increased, but not at a very rapid rate. Eighty-nine credit unions offer transactional websites, and 34 offer informational websites. Twenty-three credit unions reported that they had no website, but were planning to add this service in the future with most (17) saying that they planned to introduce an informational website. It is notable to look at the number of members that use transactional websites in credit unions, growing from 239,116 to 279,251, about a 15% increase. The information for this report was obtained from aggregated financial performance reports from the National Credit Union Administration. If you have questions or would like to view the report, please contact Susie Fair, CCUE, AVP Member Services, at (800) 452-7221 extension 3052 or sfair@lcul.com. Fleur de Lis 17 18 Fleur de Lis CU DEVELOPMENT Louisiana Credit Unions to provide “REAL Solutions” for “Low-Wealth” Families LCUL and the National Credit Union Foundation (NCUF) have teamed up to bring NCUF’s signature program, “REAL Solutions for Low- Wealth Households” to credit unions in Louisiana. Participating credit unions will use and refine business models that deliver the types of financial services undeserved markets need, want and can afford, with an emphasis on growth and sustainability for the credit union. Participating credit unions will jointly decide on one to three products or services to add to their service portfolio to meet transaction, savings and/or credit-building needs of the unbanked or undeserved. Over an eight-month period, participating credit unions will learn from those who have successfully implemented these alternative products and business models, while taking steps to implement their own new offering(s). At the end of the eight-month project, participating credit unions should be ready to roll out at least one new product or service. Twenty Louisiana credit unions have decided to become partner credit unions in the project and will attend partnership meetings (dates and sites to be determined approximately 6 weeks apart), to learn from credit union leaders who have already developed products for low-wealth households, and to network with other REAL Solutions credit unions. It is anticipated the first phase of the project will come to a close by the end of May 2008. (See list) “We will follow the same format that has worked so well in other states when rolling out REAL Solutions,” affirmed Vicki Joyal, who is serving as the “Field Coach” to liaison between NCUF and credit unions in Louisiana. “By combining our resources with the league, Louisiana credit unions and their members will benefit from our shared experiences across the country.” LCUL staff along with Louisiana’s REAL Solutions field coach Vicki Joyal visited with the partner credit unions during the weeks of November 5 -9 and November 26 – 30 to complete a diagnostic session of each credit union. The first Partner’s meeting is scheduled for January 2008. Partner credit unions will decide what types of products &/or services they would like to offer to their members at this meeting. NCUF took on REAL Solutions as its signature program in December of 2006 and will be working with up to 27 state credit union associations to implement the program this year. Over the next three years, REAL Solutions is projected to help more than 2,000 credit unions in 33 states provide new products and services to attract more than 250,000 low-wealth members. NCUF grant funding is made possible thanks to donations to the Disaster Relief Fund and through www.cuaid.coop (CU Aid). Carter FCU Springhill In a community of 5,000 people blighted by nine payday lenders, this one credit union will build financial education and savings components into a ground-breaking payday lending alternative. Carter FCU will open a payday lending storefront to provide low-cost alternative products in demand by payday loan users. This will be shared statewide through Carter FCU's participation in the Louisiana Credit Union League's Payday Lending Task Force. Partners include Habitat for Humanity, the local school board and city government. NCUF grant funding is made possible thanks to investors in the CIF. The credit union philosophy is “People Helping People” and the fostering of methods to assist in the economic betterment of their credit union members is a priority of Louisiana credit unions. We congratulate these grant recipient credit unions for their awards and for continuing to develop ways to further the credit union philosophy. 20 Fleur de Lis Louisiana Credit Unions “Together We’re Better” On Thursday, October 18, over 172 million credit union members in over 46,000 credit unions worldwide celebrated International Credit Union Day. The theme for this year's International Credit Union Day was “Together We’re Better”. Highlights from credit unions around the state include: The East/West Orleans Chapter had its meeting on Thursday, October 18 at Magnolia Plantation. A CU Day candle lighting ceremony took place along with drawings for different prizes. Carolyn Ricks from the Louisiana Credit Union League served as the guest speaker. The Alexandria Chapter held a golf tournament as well as their chapter meeting. They had 13 teams participate in the event and made $3,200 for the Children’s Miracle Network. UNO FCU hosted International Credit Union Day in the Lobby of the Homer L. Hitt Alumni Center, where over 200 credit union members and staff members attended. Attendees enjoyed free Jambalaya, cake, beverages, the credit union’s famous popcorn, and a free gift. Along with complimentary food and gifts for everyone, non-members were able to join the UNO Federal Credit Union free of charge. The membership fee of $5.00 was waived and all new members received a $5.00 deposit to their new savings account. CSE FCU celebrated by providing a free box of checks to all new checking accounts. Also, members had the opportunity to win gas cards and VISA gift cards. The office was decorated in fall fashion with a picnic theme, providing Bar-B-Q sandwiches to members. Lobby members were also able to enter drawings for a fire pit, picnic chairs, picnic gear, and more. “Credit Union Day provides a great opportunity for staff to meet our members,” said Colleen Drozda Desselle, CSE Marketing Representative. Pelican State CU celebrated by serving refreshments and running special promotions. The credit union ran a special one-day promotion to encourage members to celebrate International Credit Union Day. They also held two raffles for $50 Shell Gas Cards. On October 18th, all members who made transactions were entered into one raffle, and all new members were entered into another. A total of 16 new members joined the credit union and they hosted over 6,600 transactions. HUD grants $710,296 to National CU Foundation: 2 Louisiana credit unions recognized As potential first-time homebuyers struggle to enter a tight mortgage market, the National Credit Union Foundation (NCUF) has been granted $710,296 from the Department of Housing and Urban Development (HUD) to support homeownership counseling for consumers with low incomes. NCUF announced it will use the grant to underwrite costs of counseling programs provided by 22 credit unions. These credit unions, in turn, will leverage their NCUF grants into nearly $6 million to support low-income counseling and affordable homeownership. Through September 2008, the 22 credit unions plan to reach nearly 10,000 potential first-time homebuyers, including 6,525 who earn less than 80% of their area median income. The grants will help expand credit union counseling services from pre-purchase to post-occupancy. Bosack reported that counseling has proven successful in helping credit union members buy their first homes, avoid predatory mortgages, and prevent defaults. This marks the fifth consecutive year that NCUF has been approved for a HUD grant. This year's grant will provide HUD funding for 17 credit unions, and allow five more to continue as HUD-certified sub-agencies with internal funding. A HUD-funded counseling program in Louisiana can be found at LA DOTD FCU in Baton Rouge, La. A self-funded counseling program is located at ASI FCU in Harahan, La.
