4th Quarter, 2015 Report membership @work Highway Bill Passage Significant for Credit Unions – Log Jam Finally Breaking In December, President Obama signed transportation funding legislation that contained the biggest regulatory relief measures for credit unions in nearly a decade. This is a hard-fought and critical victory for credit unions. This win is a culmination of years of work by thousands of advocates, CUNA, and the Leagues to remove barriers for credit unions to better serve their members. Regulatory Relief for Credit Unions Enacted • Privacy Notification Requirements CUNA has long fought to modernize privacy notification requirements, and this change will have a positive impact on credit union’s bottom line. • Federal Home Loan Bank Privately-insured credit unions now can become members of the Federal Home Loan Bank system. This is another long battle finally won. • Dodd-Frank Overreach The Consumer Financial Protection Bureau (CFPB) rural designation will impact credit union service offerings. This is a small but meaningful chip away at Dodd-Frank overreach. CUNA and the Leagues have been busy working with the NCUA and CFPB on behalf of all credit unions. • NCUA & Field of Membership The National Credit Union Administration proposed changes to the field of membership rules in November encompassing most of CUNA’s recommendations. In particular, NCUA is proposing to allow congressional districts to be recognized as a well-defined local community and permit a federal credit union to serve that area. This change was specifically requested and recommended by CUNA. • CFPB & Overdraft Protection CUNA worked with Advocacy Committee members and League staff on CFPB’s plans for overdraft protection, developed a comprehensive overdraft protection strategy, partnered with other trade associations on advocacy efforts, and began survey work to show that credit unions offer this service in a responsible way. CUNA also conducted an Overdraft Protection Summit in mid-October, which brought CUNA’s Consumer Protection and Examination & Supervision Subcommittees together to meet with the CFPB to advocate for preserving this service for credit union members. The CFPB has delayed proposing any rule-making on overdraft for now as they study the issue further. We have made progress in a number of areas, but there is more to do. In 2016 our advocacy agenda includes: • Reducing the regulatory burden facing credit unions; • Expanding consumer and small business access to credit unions; • Engaging in the development of public policy related to payments and data security; and • Preserving favorable tax treatment of credit unions. Member Resource: Small CUs Need Five to Thrive…and Survive Small credit unions face challenges unlike other credit unions, and those challenges are continually growing and making it more difficult to survive in the ever-changing world of regulations and compliance. CUNA recognizes these challenges, and recently published a white paper covering five strategies to help small credit unions not just survive but thrive. The report covers each prevalent issue indepth, providing best business practices, how to suggestions, as well as specific case studies of small credit unions that have successfully implemented these strategies. This white paper is provided as a benefit of membership in the CUNA-League system, and can be downloaded here. CUNA Compliance Community CUNA’s new Compliance Community is the place for credit union compliance professionals to collaborate, share ideas, and exchange resources. This new and powerful tool provides a first-stop for all things compliance. Most importantly, it is a place where compliance professionals can stay connected with not only the compliance team at CUNA, but with each other, making their day-to-day jobs easier. Joining the community allows staff to stay up-to-date with CompBlog posts, share best practices and additional regulatory resources such as policies, procedures, checklists through the file-sharing library, seek advice, ask questions, participate in discussion boards with compliance peers, and respond directly to any post via email. The Compliance Community also allows access to CUNA’s compliance training, webinars and other resources. The community is designed to help staff not just keep up, but stay ahead of the game when it comes to compliance. Since launching on November 2, there have been over 1,300 active users participating in discussion threads, posts, private replies, and file sharing and downloading. The 2016 CULAC candy sale is under way! Serving as the top fund-raising events for CULAC, the World’s Finest Chocolate Candy Sale is something both credit unions and members look forward to. We are starting the fundraiser a bit earlier this year in an effort to market the sale during peak chocolate-giving times: Valentine’s Day and Easter. Some new features this year include: • Online web ordering through our web portal • The ability to view your chapters orders on the website • Valentine’s Day and Easter Candy wraps available for your members Selling candy is a simple way for your credit union to contribute to CULAC. Jim Nussle – top lobbyist in 2015 CUNA’s number one job is advocacy, and after just over a year on the job CUNA’s President/CEO, Jim Nussle, was recently named to The Hill’s annual list of top lobbyists in Washington, DC. According to The Hill, those on the list “climbed to the top of their profession, demonstrating an ability to influence Washington’s power brokers” on behalf of the groups they represent. As CUNA continues to advocate on behalf of credit unions, it is great to be recognized by The Hill for what CUNA, the Leagues, and Jim bring to the table. LCUL is pleased to announce that Lauren Davis, Lafayette Schools FCU, has been selected to CRASH the CUNA Governmental Affairs Conference (GAC). Crash the GAC will bring young credit union professionals together, running a tailored program alongside the main event and allowing for mentor sessions with key individuals (previously from the likes of National Credit Union Foundation, CUNA, Filene Research Institute and CUNA Mutual Group). “I’m honored to be selected as a GAC crasher. I’m looking forward representing Lafayette Schools FCU and LCUL,” Davis. “The GAC is one of the most important credit union events of the year and I can’t wait to join fellow crashers in D.C. this February!” All Crashers receive a complimentary registration to attend GAC from CUNA. “It thrills me to see such excitement within the CRASH program. With increased participation in the advocacy field, we were able to identify, monitor, follow and resolve items that were on our watch list in addition to improving Louisiana credit unions’ visibility across the state. Below are highlights from 2015: Communication/legislation #1 – Pelican Politics In 2015, LCUL originated a one-stop shop for calls to action, current bills/ amendments watch list, and general Louisiana-specific political information. Pelican Politics is sent when there is information to pass on to credit unions. There may be several issues in one week or one issue in a month. The idea is to have a central notification point for all political activity. #2 – Successful Call to Action & Removal of Amendment included in HB 624 (Stock Transfer Taxation) This particular amendment was alarming due to words ‘taxes’ and ‘credit unions’ in the same sentence. We pursued the removal aggressively while also taking the opportunity to use our new call to action procedure through Pelican Politics. Increased Participation #3 – At the Louisiana State Capitol by LCUL Staff/Credit Union Peers Our presence is maintained regularly by LCUL’s retained lobbyist Adams and Reese. Along with their steadfast representation, the League made it a point in 2015 to attend hearings in order to support certain items on our watch list. This attendance resulted in face to face interaction by the League’s CEO and Executive Management team, in addition to credit union peers from around the state. Every appearance counts. If you are interested in being present for future credit union political support, contact the League’s Governmental Affairs department. #4 – Increased number of Comment Letter Submissions and Information Requests Another way for Louisiana Credit Unions to be visible is increased participation in Comment Letter Submissions and Information Requests. Due to CUNA’s ability to get information to us in a timely manner, we are able to take the next step by issuing our Louisiana specific submissions in support/denial of any given legislation on the national scale. increased Contact and Visibility within the Political Community. #5 – Increased number of Meet & Greets held across the state LCUL takes the lead in scheduling ‘Meet & Greets’ with credit unionfriendly politicians throughout the year. These opportunities to meet one-onone outside the capitol are critical in maintaining favorable relationships and establishing new ones. In 2015, we held a record number of six meetings across the state. Invitations are typically sent to the chapters that are located in the district of that candidate. The following events showcase increased efforts to ensure Louisiana credit unions make political connections and create a platform to be heard. LCUL’s 2016 Leadership Cruise October 15-20 membership@work | www.lcul.com 6 4th Quarter, 2015 Report Baton Rouge Credit Unions Band Together to Support Our Lady of the Lake Children’s Hospital More than $43,000 was raised for Our Lady of the Lake’s Children’s Hospital when Baton Rouge Telco Federal, Campus Federal, EFCU Financial, Neighbors Federal and Pelican State credit unions joined forces to host the Baton Rouge Area Credit Union Charity Golf Tournament. Held on Nov. 9, in Plaquemine, at the Island Golf Course, the 12th annual tournament raised a record $43,631.96. The total raised for the hospital includes a $10,000 Miracle Match from CO-OP Financial Services. Miracle Match is a philanthropic matching program that encourages credit unions to fundraise for local Children Miracle Network Hospitals such as Our Lady of the Lake Children’s Hospital. This event is planned in the cooperative spirit of credit unions and is supported by the CEOs of the five host credit unions: Darryl Long of Baton Rouge Telco Federal, Dawn Harris of Campus Federal, Tyler Grodi of EFCU Financial, Kathi Gill and Steve Webb of Neighbors Federal and Jeffrey K. Conrad of Pelican State. La Capitol FCU was the headlining platinum sponsor of the event. Over 150 professionals from credit unions and local businesses came together to support this charity event. Over the last four years, the Baton Rouge Area Credit Union Charity Golf Tournament has raised over $150,000 for Our Lady of the Lake Children’s Hospital. NAS JRB CU Donates to Children’s Hospital During Miracle Jeans Day, NAS JRB CU staff and members raised a total of $722 to be donated to New Orleans Children Hospital. To make things a little more interesting, the campaign involved a friendly competition among credit union staff. The employee that raised the most in donations was given 8 hours of Paid Time Off (PTO). Emily, a NAS JRB CU Teller, raised a total of $470.90, earning the title of the CU Rockstar. Southern Parents & Teachers FCU Accepting Donations for Injured Southern University Football Player Southern University (SU) Athletics and the SU System Foundation developed The Devon Gales Fund on behalf of the young wide receiver Devon Gales. Gales sustained a severe spinal injury on September 26 during the Southern-Georgia football game. The Southern Teachers & Parents FCU is accepting deposits into the Devon Gales Fund, allowing credit union members to donate to the cause. Donations can be deposited at any shared branching location. “Devon has a long road ahead of him. Southern Parents & Teachers FCU wants to support the fund that was established by SU System Foundation and remind Devon that the entire Southern University family is behind him during his recovery. We continue to keep the young athlete in our prayers,” commented Eldridge Etienne, credit union CEO. La Capitol FCU Received Top Honors For consecutive quarters, MemberShoppers.com has recognized La Capitol FCU as being one of America’s top credit unions at providing outstanding customer service to its members. La Cap has received multiple honors in the first, second, and third quarters of 2015, including “Overall Top Individual Performer Score,” “Top Member Advocacy Score,” “Top Education & Referral Score Member Shoppers,” and “Top Member Appreciation Score.” The accolades were tabulated by comparing La Cap’s mystery shopper scores with those of other high-performing credit unions around the country. La Cap President/ CEO Michael Hooper believes that the reason for the high mystery shopper scores is simple: “Our staff is committed to providing exceptional service to our members.” He also added, “The greatest honor we can receive is knowing that our members recognize our dedication to improving their financial well-being.” Condolences Julius Wagoner Ouachita Valley FCU Mr. Julius Wagoner, current Vice Chairman of the Board of Directors and former President/ CEO for Ouachita Valley FCU, passed away in early December. Julius served as CEO for sixteen years at Ouachita Valley FCU. Prior to that, he was CEO of Kraftman FCU for thirteen years. Julius served on both the League Board and Louisiana Corporate’s Board of Directors and was inducted into the Louisiana Credit Union Hall of Fame in 2011. membership@work | www.lcul.com 7 4th Quarter, 2015 Report Neighbors FCU Names Webb as New CEO Two Louisiana CU Professionals Named 2015 Rockstars Neighbors FCU has announced that Steve E. Webb, Jr., has been named successor of the President/CEO position. He has held the position of Chief Operations Officer since 2008. Since that time, he has overseen business, lending and mortgage services and managed all operational processes. We have two nationally recognized rockstars in Louisiana! Special shout out to Tobi Bullock, CEO of CAANO FCU, and Emily Beatmann, Marketing Coordinator at Section 705 Bullock FCU, for being named two of CUNA’s 2015 CU Rockstars. “Being led by Steve Webb, the executive leadership team has never been stronger,” says Kathi Gill, outgoing CEO, who announced her retirement in early September. “Our credit union will continue to be ‘Member Focused, Community Committed’ as we welcome endless opportunities for continued success. During his past 25 years, Webb has served in several different management capacities. Some highlights of his career with Neighbors include developing and launching the indirect lending program, member business lending and the lending call center. He has been an integral part of facilities management which includes oversight of the remodeling of the three branches as well as the opening of Prairieville and Coursey Boulevard offices. Webb also completed a two year role in Filene’s i3 group, giving him insight into innovation implementation within the credit union. Steve is a graduate of LSU with a BS in Finance. He was the first Neighbors employee to complete the CCUE (Certified Credit Union Executive) designation. Webb currently serves as Treasurer for the Mental Health Association for Greater Baton Rouge’s Board of Directors. Xplore FCU Loves “Making Groceries” Xplore FCU hit one out of the park for Second Harvest Food Bank. Xplore’s three branches donated over 470 pounds of food and enough funds to provide 390 meals to families in need. “Second Harvest is a wonderful organization that is leading the fight against hunger in south Louisiana. EFCU Financial Honored as One of the “Best Places to Work” in Baton Rouge EFCU Financial FCU (EFCU Financial) was recently named in the Top Ten of the 2015 Best Places to Work in Baton Rouge. The awards program is a project of the Greater Baton Rouge Business Report, the Greater Baton Rouge SHRM, an affiliate of the Society for Human Resource Management and the Best Companies Group. This survey and awards program was created in 2014 to identify, recognize and honor the best places of employment in Baton Rouge, benefiting its economy, its workforce and businesses. Companies from across the region entered the two-part process. The first part consisted of evaluating each company’s workplace policies, practices, and demographics. The second part consisted of an employee survey to measure the employee experience. The combined scores determined the top companies and the final rankings. “It is a huge honor to receive such a highly-regarded designation for our credit union. This distinction is a true testament to the hard work of our human resources team and our overall culture focused on employee engagement, annual employee surveys and continuous process improvement,” stated Tyler Grodi, EFCU Financial CEO. The 2015 list of Best Places to Work in Baton Rouge appears in the October issue of Business Report, Companies were honored at a breakfast held on October 14 as part of the Louisiana Business Symposium. membership@work | www.lcul.com 8 4th Quarter, 2015 Report Lake Charles CUs Partner to Support ‘CU for Kids’ Program The Lake Charles Chapter presented a $5,418 check to Cara Wyland, CMN Annual Events Manager for CHRISTUS St. Patrick Foundation. These donations stem from various fundraisers throughout the 2015 year, such as the annual barbecue and silent auction. The check presentation took place during the Chapter’s bi-monthly meeting in November at Pat’s of Henderson Restaurant. In attendance were local representatives of the eighteen (18) participating credit unions in the lake area chapter, along with League representatives. The Lake Charles Chapter is one of the first in the state to participate in Credit Unions for Kids, which is a nonprofit collaboration of credit unions, chapters, leagues/associations and business partners from across the country. Fundraising activities aim to benefit more than 170 Children’s Miracle Network Hospitals. Adopted as the credit union movement’s charity of choice, credit unions are the 3rd largest sponsor of CMN Hospitals. “This is what the credit union movement is all about. Together, we can achieve so much more. We are proud to be a part of something special and look forward to working even harder in 2016 to help enrich the lives in our community,” said Clark Yelverton, President/CEO of CSE FCU. Since 1996, the Credit Unions for Kids program has generated over $130 million for Children’s Miracle Network Hospitals; $10.2 million in 2013 alone! Eagle FCU Recognizes Lisa Westfall Retirement Eagle FCU announced the retirement of Lisa Westfall, Chief Communications Officer. Lisa has been a passionate advocate of the movement for more than 35 years. She has contributed to the success of BR Teachers FCU, La Capitol FCU and Eagle Federal CU and has been instrumental in many endeavors that have shaped our industry. She is an honor graduate of CU Management School and has obtained her CCUE designation. She has served in leadership roles in the LCUL Chapter, BR Manager’s Association, CU Service Center Marketing Committee, YWCA, and National Association of Bank Women. She is also responsible for developing and administering the first CULAC candy sale. Neighbors FCU Announces Home for the Holidays Contest Winner This Christmas, Neighbors FCU gave away $2,000 to help someone get home for the holidays. Entrants were encouraged to submit a video explaining how they would use the extra money to make their holiday merry and bright. All videos were then open for public voting. The contest period ran from November 21 to December 18 via their Facebook page. NOFFCU Selected for Federation Pilot Program The Federation and Neighborhood Trust Financial Partners (NTFP) are pleased to announce the launch of Pathways to Financial Empowerment, a new initiative to support financial counseling in credit unions serving low-income consumers. The goals of the Pathways initiative are to: develop a scalable model for integration of financial counseling, combine counseling with high-impact financial products, track and demonstrate impact through standard platform, and strengthen and expand provision of financial counseling in the credit union field. New Orleans Firemens’ FCU (NOFFCU) is one of five credit unions selected in the US by the Federation and NTFP to pilot a model for financial counseling integrated with product delivery and supported by an outcome tracking platform. Ouachita Valley FCU’s Staff Dresses Down in Pink Employees at Ouachita Valley FCU dressed down in their pink to support Breast Cancer Awareness. October is Breast Cancer Awareness Month, which is an annual campaign to increase awareness of the disease. membership@work | www.lcul.com 9 4th Quarter, 2015 Report ANECA FCU Buys Lunch for Customers at Local Restaurant ANECA FCU showed up at Southfield Grill in Bossier City and bought customers their lunch to promote their #theANECAway campaign. The credit union hopes to spark this way of thinking in the local community and promote doing acts of kindness. As the customer’s meal was paid for, they were given a small card that said, “Compliments of ANECA...Pay it Forward #theANECAway,” as well as a suggestion for a way for them to pay it forward. This event was the fourth time ANECA has spread their #theANECAway pay-it-forward campaign. U.S. Treasury Awards $2 Mil to Pelican State CU Pelican State CU, along with credit unions across America, experienced a record-breaking year receiving a combined $30 million in Community Development Financial Institutions (CDFI) Fund grants from the U.S. Treasury. Of the 21 credit unions awarded grants for 2015, CU Strategic Planning helped Pelican State CU receive $2 million. Pelican will use the funds to continue its award-winning HELP initiative, a comprehensive services and lending program designed to move low-income residents from debt to asset building. The HELP program stands for Helping Empower Louisiana’s Poor. “We are thrilled that our efforts to provide credit opportunities to underserved areas will be enhanced and supported by the US Treasury. This grant will allow us to expand our reach of providing affordable credit to Louisiana residents of modest means in underserved areas,” said Jeffrey K. Conrad, Pelican CEO/President. Tourne Steps Down as CEO of ASI FCU Mignhon Tourne’ will step down from her position as President/ CEO of ASI FCU and A Shared Initiative, Inc. (ASII) in 2016 after having served on the ASI FCU Board of Directors for twenty years and as President/CEO for nine years. Mignhon has more than 38 years in the financial and insurance services industry, most of which has been spent in executive management and in close affiliation with ASI FCU. ASI FCU is a full-service community development credit union with over 57,000 member-owners, 12 branches and 166 employees. “I could never adequately convey the appreciation and privilege I feel to have led our organizations the last nine years. It is an honor I will always cherish,” said Mignhon. “I am incredibly proud of our work and the entire team of faithful, wholehearted and purposeful employees and board volunteers who choose to work in the spirit of the ASI-ASII mission and vision to help others and improve lives in the greater New Orleans community.” Mignhon will remain at the helm of ASI FCU-ASII until her successor has been identified and stay on as a consultant during transition and thereafter to assist with continuing community and business development work. membership @work Neighbors FCU Announces Greg Inman as New Chief Operations Officer Greg Inman is now the Chief Operations Officer of Neighbors FCU. Greg has previously served as Senior Vice President of Retail Operations of the credit union since 2009, where he managed branch operations and sales. He has been a leader in the financial industry for over twenty years. He began his career with the credit union in 2000 and was essential in the creation of Neighbors’ indirect lending department. “Greg has demonstrated the drive and desire to do what is necessary to continue to move our credit union forward, “said Steve Webb, CEO. La Capitol Gives Gifts to Underprivileged Children La Capitol FCU members and staff worked together to raise more than $5,700 for the Salvation Army’s Angel Tree program, which provides gifts to local children in need. La Cap’s original goal was to purchase gifts for 36 children, but fundraising efforts were so successful that La Cap was able to provide for over 50 children!
