MILLINGTON, Tenn. - The “New to the Navy” mobile application is a one-stop resource for answers to many of the frequently
asked pay and personnel questions Sailors may have, and now it’s
even better.
On April 29, the Navy updated the app providing more in-depth
information, streamlining content location, and making overall
performance improvements.
Information additions include a new tab category “Links and
References,” which contains information and links Legal Services
and Voluntary Education (VOLED). The Legal Services section
covers the types of legal assistance and support the Judge Advocate
General provides, such as wills, notary, etc. The VOLED section
provides links to the Navy College Program website, the Web Tuition Assistance site, and much more. The update also adds pertinent
information for reserve pay and personnel content.
Additional new content consists of updated checklists and content
changes. There is a section for Sailors to know what to do when they
want to get married while on leave, and what to do when they’re getting ready to move to a new command. There are also updates to the
list of the Navy’s common terms and acronyms to help new Sailors
and family members learn to navigate the service’s alphabet soup.

Navy announces Harry S. Truman CSG will remain on station
ARABIAN GULF - The Navy
announced April 29 the Defense
Department’s approval of a
request from U.S. Central Command to extend the Harry S.
Truman Carrier Strike Group’s
ongoing deployment by 30 days
in support of Operation Inherent
Resolve and other counter-terrorism efforts.
USS Harry S. Truman (CVN
75) departed Norfolk in November 2015 for a regularly scheduled deployment to the U.S. 6th
and 5th Fleet areas of operation.
The strike group is currently
supporting the coalition fight
against ISIL.
“This decision is central to
our ongoing effort to dismantle
and roll back terrorist networks
in Syria, Iraq and elsewhere,”
said Chief of Naval Operations
Adm. John Richardson. “Accelerating the fight against ISIL
is the President’s number one
priority and the Truman strike
group plays an important role
as we work to destroy ISIL and
continue to go after the remnants
of al Qaeda.”
On April 15, the strike group
surpassed an operational milestone for delivering the most
carrier-based ordnance during
Operation Inherent Resolve,
substantially degrading ISIL
resources and leadership. Carrier
Air Wing (CVW) 7, embarked
aboard Truman, completed
1,407 combat sorties, delivering
1,118 precision-guided munitions equally over 580 tons of
ordnance.

making in the maritime environment are key to ensuring regional stability,” said Rear Adm.

“Our sailors’ commitment and
professionalism has been significant, and as a strike group,

The Theodore Roosevelt Carrier Strike Group held the previous record when it delivered
1,085 precision-guided munitions in support of counter-ISIL
operations in 2015.

Carter convenes counter-ISIL defense ministers meeting in Germany

WASHINGTON - Iraq, Syria, and the worldwide fight against
the Islamic State of Iraq and the Levant are on the agenda for the
second meeting of the defense ministers of countries that are making
the most substantial contributions to the counter-ISIL fight, Defense
Secretary Ash Carter said May 2.
The secretary spoke to reporters traveling with him to U.S. European Command headquarters in Stuttgart, Germany, where he
attended a Eucom change-of-command ceremony, during which
Army Gen. Curtis M. Scaparrotti took over command from Air Force
Gen. Philip M. Breedlove.
The ministers, Carter said, “like us, are determined to deal ISIL
a lasting defeat. I met with them in January [and] briefed them on
our military campaign plan and the roles and functions that would
be needed to accomplish that, [and I] asked them to do more. These
folks have done more.”
The secretary said the group will discuss the situations in
Syria and Iraq, the ISIL problem worldwide, defense of homelands and other dimensions to make sure everyone is working
together on the counter-ISIL fight in Iraq and Syria, and on
political and economic aspects as well, which Carter said are necessary for success.
“I’m sure we’ll be meeting again and again … until this is done,”
said Carter. “And I also last week had the opportunity to meet with
the Gulf partners, also important contributors, and talked to them
about the same thing, which is doing more, taking advantage of
opportunities, capitalizing on
momentum and building further
momentum.”
The group also will discuss
efforts involved in accelerating
U.S. counter-ISIL efforts and
the participating countries’ corresponding additional efforts In
Iraq and Syria in the military,
political and economic spheres.

NATO about how others can
increase their efforts and work
together, Carter said, adding that
he expects the subject to be discussed at the upcoming NATO
defense ministers meeting that
he will attend, as well as at the
NATO summit that President
Barack Obama will attend in
Warsaw, Poland, in July.
In response to a question
about accelerated U.S. counterISIL efforts in Iraq and Syria,
Carter said that as the missions
in both countries evolve, the
roles of troops there evolve.
“We are always looking to
build momentum in this,” he
added, “so as the campaign
progresses [in Iraq] and in Syria,
and more opportunities are presented to make different kinds of
contributions, we’re going to do
that. That’s the whole point.”
Carter said the Defense Department welcomes the fact that
local forces in Iraq are moving
toward Mosul, even though supply lines will be longer and the
logistics burden will be greater
than it was in Ramadi and Hit.

NCIS warns Sailors following
spike in ‘sextortion’ cases

GROTON, Conn. - The Naval
Criminal Investigative Service
(NCIS) is warning Sailors not
to engage in sexually explicit
activities online in response to
a recent increase in reports of
sexual extortion, or “sextortion,”
aboard Naval Submarine Base
New London.
Sextortion is a cybercrime
perpetuated against unwitting
victims who are approached in
casual conversation and then
seduced into engaging in online
sexual activities. After fulfilling
the sexual requests, which are
recorded without the victim’s
knowledge or consent, the victim
is threatened with public exposure and embarrassment if he or
she does not pay a specified sum
of money to the perpetrator, usually through a wire transfer.
“It is a growing problem,”
says local NCIS Special Agent
Ryan Colwell, who specializes
in sexual crime related investigations.
“We have seen multiple instances of Sailors here being
victimized in the past six months
alone.”
Since August 2012, perpetrators have targeted at least 160
service members across the
country, with more than 50 confirmed incidents of sextortion
resulting in a cumulative loss of
more than $45,000.
NCIS encourages Sailors to
be cognizant of how they advertise themselves and whom
they engage with online to avoid
being lured into a compromising
situation.
“Typically, the criminals involved will request a wire transfer via Western Union to their
accounts anywhere from $500
to $1,500,” said Colwell.
“Unfortunately most of these
wire transfers are going to international accounts in the Philippines and it is difficult for
American authorities
to prosecute the
perpetrators because they are
in a foreign
country. Filipino authorities generally
do not seek
prosecution in
these cases because they require
victims to file formal
complaints in person.”
Because NCIS is unable to
recoup financial loss in most
sextortion cases, the best defense
is to be vigilant about protecting
personal information and to refrain from engaging in sexually
explicit activities online, including posting or exchanging compromising photos or videos.
“Noticing the signs of these
perpetrators can actually be quite
easy,” explains Special Agent
Colwell. “You’ll see a friend
request from someone you have
never met and their profile will
be very haphazardly arranged
with very little identifying information, few posts, and online
friends consisting of primarily of
service members.
“We have seen cases where
the victim saw that the perpetrator was mutual friends with their
former submarine school classmates or boot camp classmates
and decided to accept their friend
request. Criminals use friend
networks to their advantage
and send requests to everyone
in a community to establish legitimacy, increase their odds of
being accepted, and widen their
pool of potential victims. It’s
imperative to be on your guard
and immediately delete these

“We’re adapting accordingly,” he said. “That kind of thing [will]
keep going until we win.”
Extra troops that the department has sent to Syria have been
valuable in identifying and enabling local forces of the kind that
were successful in important fighting around the Tishrin Dam and
the town of Shadadi, the secretary said, “so we want to build on
that success.”
As Sailors become more aware
of the dangers of the Internet,
perpetrators are adapting to create a more
legitimate-looking
profile and are
employing new
methods to encourage victim
compliance and
circumvent law
enforcement efforts.
How online threats
have evolved, said Colwell,
is that perpetrators have begun
approaching service members
via online dating websites like
PlentyOfFish or MeetMe, which
require users to agree to a disclaimer stating he or she is at
least 18 years of age. Shortly
thereafter, the Sailor and unknown person exchange cell
phone numbers and continue
communication through text
messaging - all leading to the
exchange of sexually explicit
photos.

he added, “[and] they’ve acknowledged - some of them have at least

Another reason the department needs more troops in Syria, Carter
said, is that he has asked Gulf and European countries to do more
there. “And this is our way of providing the liaison and the people
who will enable them in turn to make their contributions,” he said.
“All wars develop and learn and build combat power over time,
and all wars of consequence, particularly in today’s world, involve
an end state in which the people who live there govern themselves
in some decent way,” Carter said. “We have to keep that end state
in mind, as you always have to do in warfare.”

Centcom Commander: Communications breakdowns,
human errors led to attack on Afghan hospital

WASHINGTON - Communications and equipment failures
and human error compounded
by the stress of combat contributed to the mistaken airstrike
on a Doctors Without Borders
trauma facility in Kunduz City,
Afghanistan, last October, the
commander of U.S. Central
Command said here April 29.
Gen. Joseph L. Votel told
Pentagon reporters that 16 service members were disciplined
because of the tragic attack by
an AC-130 aircraft that led to
the deaths of 42 people.
Votel again apologized for the
incident and said the command
will do all it can to learn from
the incident.
The general stressed that none
of the personnel involved in the
attack knew they were firing on
a hospital. “The intended target
was an insurgent-controlled site
which was approximately 400
meters from the Doctors Without
Borders Trauma Center,” the
general said. “The investigation
found that an AC-130 gunship
air crew in support of a U.S.
[Army] Special Forces element
that was supporting an Afghan
partner ground force misidentified and struck the Doctors
Without Borders Trauma Center.”
Votel put the mistaken attack
in context. U.S. special operations personnel and their Afghan
partners on the ground in Kunduz had been engaged in intense
fighting for several consecutive
days and nights and had repelled
heavy and sustained enemy attacks, he said.
“The ground force was fatigued from days of fighting,
still engaged with an aggressive
enemy, and running low on
supplies,” the general said. “In
response to this urgent tactical
situation, the AC-130 aircraft
and crew launched from the
base 69 minutes earlier than
originally planned.”
The urgent situation meant
the aircrew did not have time to
receive all pertinent information, to include identification
of no-strike areas such as the

Navy celebrates 2016 Asian American,
Pacific Islander Heritage Month
WASHINGTON - The Navy joins the nation in celebrating
the contributions of Asian Americans and Pacific Islanders
during Asian American and Pacific Islander Heritage Month
throughout May.
The Navy encourages commands to embrace this year’s
national theme “Walk Together, Embrace Differences, Build
Legacies.”
This year’s three imperatives serve to promote equal
representation and to remove barriers in developing diverse
leaders, acknowledging the challenges that still exist today.
Today, there are 24,500 Asian American and Pacific Islander Sailors serving in the Navy, including eight admirals
and 235 master chief and senior chief petty officers. These
Sailors represent more than 56 ethnic groups, speaking over
100 languages from Asia and the Pacific Islands, living in
the United States.
Asian American and Pacific Islanders of various nationalities and ancestry have been serving in the Navy since the
early 19th century. The rich history of these cultures, their
struggles against adversity to achieve equality, significant
contributions to the American experience, and the opportunity
to build the foundation for a bright future are made reality by
some great leaders who share the same heritage.

and the aircrew could not receive
the no-strike information once
in flight.
“Shortly after arriving on the
scene, the aircraft was fired on
by a surface-to-air missile and
subsequently moved several
miles away from the city center,”
Votel said. “From this distance,
the aircrew received the grid coordinates of a Taliban-controlled
building.”
When they attempted to plot
the coordinates of the enemy
building, he said, the system
directed them to an open field,
which was obviously not the
correct location. “The aircrew
attempted to find the intended
target in the nearby area, but
instead, they found the Doctors
Without Borders trauma center
that generally matched the physical description of the building
relayed over the radio by the
ground force,” the general said.
The aircrew mistakenly believed that the trauma center was
the Taliban-controlled building,
which was actually about onequarter mile away, said Votel.
“The investigation found that
throughout the engagement
that followed, the ground force
commander and the aircrew
mistakenly believed that the
aircrew and aircraft was firing
on the intended target.”
The general emphasized that
the trauma center was a protected facility and was on a
no-strike list. “Our forces did
not receive fire from the trauma
center during the incident, nor
did the investigation find that
insurgents were using it as a base
for operations,” he said.
The investigation concluded
that certain personnel failed to
comply with the rules of engagement in the law of armed conflict, but this did not rise to the
level of war crime, the general
said. “The label ‘war crimes’ is
typically reserved for intentional
acts - intentional targeting [of]
civilians or intentionally targeting protected objects or locations,” he said.
Votel said the 16 service
members - including a general
officer - received appropriate
administrative or disciplinary
action, including suspension and
removal from command, letters
of reprimand, formal counseling
and extensive retraining.
“In light of the report’s conclusion that the errors committed were
unintentional, and after considering
other mitigating factors, such as
intense combat situation and equipment failures that affected the mission, from a senior commander’s
perspective, the measures taken
against these individuals were
appropriate to address the errors
they made,” he said.
U.S., Australian Defence Force
complete Fleet Synthetic Training
YOKOSUKA, Japan - Commander, Task Force 70 units,
Destroyer Squadron (DESRON) 15 units, Army and Air
Force assets and units from the Australian Defence Forces
participated in a Fleet Synthetic Training-Joint exercise
16-72 April 29.
FST-J is a computer-based synthetic training that allows
geographically separated units to integrate in a tactically and
operationally demanding virtual environment.
“This FST-J exercise is conducted according to 7th Fleet
requirements to ensure the units are current on their training
and certification,” said Capt. Richard Haidvogel, commanding officer of Tactical Training Group, Pacific. “Ultimately
the goal of these exercises is to improve interoperability
with our joint partners and allies.”
FST-J 16-72 is a multiplatform scenario designed to
integrate air, land, and sea units.
Future USS Frank Petersen begins fabrication
PASCAGOULA, Miss. - The construction of future USS
Frank E. Petersen Jr. (DDG 121) is officially underway at
Huntington Ingalls Industries shipyard.
The milestone, which signifies the first 100 tons of
steel being cut, was marked with a ceremony held in the
shipyard’s fabrication shop April 27.
The guided-missile destroyer honors Frank Emmanuel
Petersen Jr., who was the first African American aviator and
general officer in the Marine Corps. After entering the Naval
Aviation Cadet Program in 1950, Petersen would go on to
fly more than 350 combat missions throughout the Korean

Vice Adm. Henry C. Mustin
passed away April 11 from
congestive heart failure at age
82. The Naval Academy in Annapolis, Md., will hold funeral
services at the Academy Chapel
to honor Mustin and his 34-year
service to the Navy.
A fifth generation naval officer, Mustin commissioned as an
ensign from the Naval Academy
June 3, 1955.
“From as far back as the
1800s, the Mustin family name
has been synonymous with a
legacy of service in our Navy,”
said Chief of Naval Operations
Adm. John Richardson.
Arleigh Burke-class guidedmissile destroyer USS Mustin
(DDG 89) is named for the
Mustin family.
The Vietnam veteran served
with the Delta River Patrol
Group as flag lieutenant to the

Honor Flight San Diego completes
another mission to nation’s capitol
Once again extending gratitude to World War II veterans,
Honor Flight San Diego’s “Tour
of Honor Flight” returned to San
Diego April 30 from Washington, D.C.
The 76 WWII veterans who
made the trip spent April 29
visiting memorials dedicated
to their service and sacrifice.
The semi-annual homecoming
at Lindbergh Field draws 5001,000 people including military
in uniform saluting each veteran,
and children and adults waving
American flags.
According to Holly Shaffner,
public relations specialist for
HFSD, “Tour of Honor Flights”
show gratitude for the WWII
veteran’s service and “to give
them the homecoming many did
not receive when they returned
from war.”
Among the veterans who
made the most recent trip were
Marine Corps veteran William Hay, who served 30 years
through WWII, Korea and Vietnam eras, and Coast Guard vet
William Halliday, who served
in the Philippines, Japan, Guam
and Iwo Jima during WWII.
“We have a long list of local
WWII veterans waiting to take
our ‘Tour of Honor’ and most
are between 85 and 100 years
old,” said Jeff Hall, Honor Flight
San Diego chairman and military
veteran. “In fact, a Pearl Harbor
survivor veteran on one of our
most recent trips was 103. So
there is an extreme sense of
urgency in raising monies as
quickly as we can to coordinate
as many trips as possible.”
HASC approves 2017 NDAA
Last week, the full House Armed Services
Committee (HASC) marked up and approved the FY 2017 National Defense
Authorization Act (HDAA-H.R. 4909).
The bill includes the following:
•Authorizing a new TRICARE fee for
active duty personnel who join the military after January 1,
2018;
•Authorizing a new enrollment fee ($100 for individual/$200
for families) for TRICARE Standard starting in 2020, if U.S.
Comptroller General certifies quality of care improvements;
•Reorganizing TRICARE for those under age 65 into two
programs, Prime (HMO) and TRICARE Standard (which would
include TRR, TRS, TYA);
•Rejecting the Administration’s request for FY 2017 TRICARE
fee increases and large pharmacy co-pays for retirees under age
65, and for a TRICARE for Life (TFL) enrollment fee for new
beneficiaries;
•Providing active duty with an annual pay increase (2.1
percent) that keeps pace with civilian pay increases, which is
larger than that requested by the Administration;
•Extending the expiration date from Oct. 1, 2017 to Oct. 1,
2018 for the Special Survivor Indemnity Allowance (SSIA)
for military widows/widowers;
•Providing a pilot program for select commissaries to offer
variable pricing models and introduce private label products into
the commissary system; and
•Reforms military divorce (USFSPA) by requiring former
spouse awards to be based on a service member’s grade/years
of service at the time of divorce (not retirement).

Vouchers accelerate advanced education for senior enlisted

A path to providing senior
enlisted personnel with advanced education opportunities
was announced April 26 via
Naval Administrative Message
(NAVADMIN) 092/16, in a call
for applications for the FY-16
Advanced Education Voucher
(AEV) program.
The AEV program offers
post-secondary, Navy-relevant
education at the baccalaureate
and master’s level and provides
financial assistance to chief,
senior chief and master chief
petty officers.
Master Chief Electronics
Technician (EXW/FPJ) Richard Simpson, Enlisted Education
Program coordinator for the
Naval Education and Training
Command (NETC), said this
program is a significant investment in the future of enlisted
leadership, offering a fullyfunded and rapid education.
“For senior enlisted members interested in or pursuing
advanced education in Navyapproved areas of study, the
AEV program is an incredible
resource,” said Simpson. “AEV
offers the opportunity for accelerated degree completion
as it pays for 100 percent of
tuition, books and fees up to a
specified limit. Sailors currently
on or transferring to shore duty
and those at sea whose duty assignment will allow for degree
completion during off-duty time
should definitely apply.”
Examples of approved, Navyrelevant degrees include: strategic foreign languages, construction management, security
management, emergency and
disaster management, human
resources, engineering, information technology, nursing, and

capped at $20,000. For master’s
degrees, it provides 100 percent
of tuition, books, and related
fees up to $20,000 per year for
a maximum of two years with
the total program cost capped
at $40,000.
Senior Chief Navy Counselor
(SW/AW) Nikki Munoz, command career counselor for the
Naval Special Warfare Development Group in Virginia Beach,
Virginia, used the AEV program
to get her Bachelor of Arts and
Master of Business Administration degrees from the University
of Phoenix.
“We are leading an exceptionally intelligent force in today’s
Navy,” said Munoz. “In order to
provide the most effective leadership, we must drive personal
and professional development.
The Navy offers programs such
as AEV to meet those goals, and
I advertise this program at chief
petty officer career development
boards.”
Eligible applicants include
E-7s with no more than 17 years
time-in-service (TIS), E-8s with
no more than 19 years TIS, and
E-9s with no more than 23 years
TIS. TIS is computed to Oct. 1.
At a minimum, baccalaureate
program applicants must have
an associates degree from an
accredited institution of higher
learning or the equivalent amount
of college credits already earned.
Master’s program applicants
must have a bachelor’s degree
from an accredited institution of
higher learning.
AEV is available to personnel
transferring to, or currently on
shore duty with sufficient time
ashore to complete the degree
program. Prospective applicants
on sea duty may still apply if
they provide an education plan
that shows their ability to complete the program as specified
in the NAVADMIN. Selectees
are expected to enroll in the fall
2016 term.
If an applicant is already
invested in furthering their education through TA or other
financial assistance programs,
they may still apply for AEV.
However, AEV and TA benefits
may not be combined, nor may
AEV be used to earn more than
one degree at a time. Lower division or prerequisite courses may
be authorized if they are part of
the approved education plan.
A service obligation of three
times the number of months of
education completed or three
years, whichever is less, is
incurred upon completion of
or withdrawal from the AEV
program. This obligation is
discharged concurrently with
any other service obligation the
participant may have already
incurred. Use of AEV does not
obligate the Navy to retain a
member on active duty.
Applications for AEV are currently being accepted by NETC
(N523). The deadline for submission for the FY-16 program
is May 27 and the selection
board will convene in June 2016.
An endorsement by both the
applicant’s commanding officer
and command master chief must
be included in the application.

The name change follows a
reorganization of the command

Making a SPLASH in aquatic safety

Did you know that a child can drown
in as little as one inch of water and in
as quickly as 20 seconds? Pretty scary
statistic, isn’t it? Do you want to know
something even scarier? Drowning is
typically not like we see in the movies.
You know the ones I’m talking about…
flailing arms with loud cries for help
until the gallant lifeguard swims out to
their rescue. Sadly, drowning often occurs quietly and often unseen. In fact,
according to the Centers of Disease
Control and Prevention, one in five
instances of drowning occurs in public
pools with lifeguards present. Let that
sink in for a minute…one in five with
lifeguards present!
While we can continue to throw more
alarming statistics at you, we believe
that it is more important to educate our
parents and our youth on the importance
of drowning prevention. In doing so, we
have launched the Navy Fitness Drowning Prevention Campaign: SPLASH.
Through SPLASH, Navy Fitness strives
to educate our patrons on pool safety
with six key Aquatic safety principles:
•Stay within arm’s reach. The first
line of defense in prevention of an
unintentional drowning is you. As a
parent, it is your responsibility to watch
your child/children while you are at the
pool or waterfront. All non-swimmers
must be within arm’s reach at all times
of their parents.
•lProtect your non-swimmers. Water
wings and other inflatable floats and
devices are not designed to save your
child, nor allowed in our Navy MWR
Aquatic facilities. “Floaties” often provide children and parents with a false
sense of safety, which can prove to be
dangerous and even fatal. All non-swimmers who are unable to maintain their
head and shoulders above water in the
shallow end and who wish to use the
pool are encouraged to be in a Coast
Guard approved life jacket and must
remain within arm’s reach of their parent at all times.

• Learn to swim. Research shows a reduction in the risk of drowning by as
much as 88 percent among children ages one to four years old by participation in
formal swim lessons. We have experienced and certified instructors available to
provide swim lessons for all ages. Whether it’s for your five year old, 15 year old, or
even yourself, remember, you’re never too old to learn how to swim.
• Assess swim skills. Proper skill assessment is vital in ensuring the safety of
children. All youth 17 and under that wish to use the deep end of the pool, including
slides and diving board, must be assessed prior to entering the pool with the new
Navy Youth Swim Test.
• Swim safely. A day at the pool or beach is fun. However, as much as it is fun, it
needs to be safe. Water games are acceptable, but games that include extended breath
holding are not authorized. Remember, even the strongest swimmers and elite athletes
can die using breath holding techniques and games. Stay safe, swim safe.
• Hang it up. No tweet, status update, text or phone call is worth risking a child’s
drowning and/or possible death. The Consumer Product Safety Commission reported
that injuries involving swimming pools climbed 36 percent in children under five
years old between 2007 and 2010, a time period in which adult smartphone use also
skyrocketed. Eliminate those unnecessary distractions, keep sight of your child at all
times, and simply, enjoy the time with your children.

Unmanned vehicle set for sea trials in San Diego

SAN DIEGO - The “Sea
Hunter” unmanned vessel was
showcased to San Diego Navy
officials May 2 by the Defense
Advanced Research Projects
Agency (DARPA).
According to DARPA, Sea
Hunter is an entirely new class of
ocean-going vessel, one able to
traverse thousands of kilometers
over the open seas for months
at a time, without a single crew
member aboard.
The 132 foot long, 40 ton vessel was christened in early April
in Portland, Ore., by DARPA’s
anti-submarine warfare Continuous Trail Unmanned Vessel (ACTUV) program. The ceremony
marked the vessel’s transition
from a DARPA prototype project
to a new stage of open-water
testing to be conducted by the
Office of Naval Research.
Jarrod Adams, a DARPA
spokesman, said, “Potential missions include submarine tracking and countermine activities,
those things that help protect
the Navy’s most valuable assets
- aircraft carriers and surface
ships. It could have many other
applications.”
DARPA said that in Septem-
ber 2014, they signed a Memorandum of Agreement with ONR
to jointly fund an extended test
phase of an ACTUV prototype.
DARPA will collaborate with
ONR to fully test the capabilities
of the vessel and several innovative payloads during open-water
testing.
Adams said DARPA will
retain ownership of the diesel
vehicle until sometime in December. “It will then be turned
over to ONR where it will undergo sea trials based out of
Naval Base Point Loma.”
In a news released issued by
DARPA, Robert Work, Deputy
Secretary of Defense, said at
the christening ceremony that
this is going to be a Navy unlike any navy in history, “a
human-machine collaborative
battle fleet that will confound
our enemies. The other thing
this ship represents is incredible
innovation.”

SAN DIEGO - USS Carl Vinson (CVN 70) Commanding Officer, Capt. Karl Thomas, recently
announced the Vinson Sailors of the Quarter for the first quarter of 2016.
Aviation Boatswain’s Mate (Fuel) 1st Class Jonathan Gaxiola is the Senior Sailor of the Quarter
(SSOQ) for the first quarter of year 2016 while Aviation Ordnanceman 2nd Class Kevin Seybert
is the Junior SOQ for the first quarter.
“If I really do deserve this award, it’s because of my junior enlisted Sailors and my peers,” said
Gaxiola. “To me this award is not for any personal achievement, but a way to show my Sailors
that their hard work pays off.”
“I’d like to thank my leadership for helping me to be where I am now,” said Seybert. “I listened
to their guidance and they didn’t steer me wrong. My division had a member selected as Sailor
of the Quarter twice in a row now.”

Servicemembers and employees of Naval Base San Diego (NBSD) will conduct a Main Street
Clean Up May 7, an event in which Sailors and the local community join together to pick up trash
and debris around Naval Base San Diego.
Twice each year more than 500 Sailors and their families from Naval Base San Diego, as well as many
other ashore and afloat commands in the metropolitan area, volunteer in this worthy effort to beautify
the neighborhoods around NBSD and enhance the quality of life and maintain neighborly relations.
Volunteers will be spanning the area from Main Street in National City to 28th Street in San Diego’s
Barrio Logan region and removing debris from the vicinity. Volunteers will muster at Mariner’s Park
located on 32nd St between Harbor Dr. and Main St. for the event, scheduled to begin at 7 a.m.
The event will be opened by NBSD Commanding Officer Capt. Curt Jones and National City Mayor
Ron Morrison.
This is a good opportunity for residents of National City and San Diego to join together with the
community’s Sailors to improve the appearance of the area and continue fostering goodwill, teamwork
and understanding among residents, businesses and the Navy.

About Your Health
The mind-body connection and spiritual fitness

We watch, hear, and read about
the influence that our mind can
have on our body, the mind-body
connection, throughout the media
these days. This topic continues to
be widely researched and Deepak
Chopra, MD is a well-known
leader of the dialogue. He adds
another dimension to the subject
in his book, “Reinventing the
Body, Resurrecting the Soul”,
in which he discusses the role of
one’s soul in relationship to the
mind and body. He says it this
way, “It (the soul) creates the mind
and emotions. In other words,
the soul is the very foundation of
experience.” We can effectively
control our bodies by the kinds of
attitudes and thought processes
we entertain, which take place in
the soul. Chopra believes that we
can each have a significant impact
on our lives by “resurrecting” our
soul—understanding its potential
and taking action to bring positive
change into our lives.
While there continues to be
much research and writing on the
subject of the mind-body connection, we can also learn a great deal
on the topic from a noteworthy
health pioneer of the 19th century who wrote a book that was
selected in 2002 by the Women’s
National Book Association as one
of 75 books by women whose
words have changed the world.
The book is “Science and
Health with Key to the Scriptures”
and was written by Mary Baker
Eddy who was renowned for her
teachings on the subject.
She states, “A material body
only expresses a material and
mortal mind….You embrace your
body in your thought, and you
should delineate upon it thoughts
of health, not of sickness.”
She further conveys how the
qualities of one’s thought and
character can impact the body:
“Hatred, envy, dishonesty, fear,
and so forth, make a man sick…”
plus, “Mortal mind forms all
conditions of the mortal body,
and controls the stomach, bones,
lungs, heart, blood, etc., as directly
as the volition or will moves the
hand.” She expected people to be
able to have dominion over the
mental/emotional and physical ills
that they may face in their everyday lives, ultimately experiencing
healing through prayer. She conveys the significant relationship
which the mortal, that is, human
mind has with the body and directly makes this point: “Mortal
mind and body are one.”
In effect, Chopra’s and Eddy’s
ideas point to a healthy state of
mind expression that is often used
in the military services today:
spiritual fitness.

spiritual fitness this way: “Spiritual fitness includes the development of personal qualities needed
to sustain a person in times of
stress hardship, and tragedy.
These personal qualities may
come from religious, philosophical, or human values and form the
basis for character, disposition,
decision making, and integrity.”
And also, “Spiritual fitness has
several traditional rather than
scientific components. Those
components include spiritual
beliefs, values and practices; core
beliefs: purpose and meaning;
self-awareness, reflection and
introspection; transcendence; relationships beyond self; and spiritual
experiences.” So, spiritual fitness
enables us to be mentally strong
when tested by challenges in life
such as stress, discouragement,
hopelessness, immorality, grief,
resentment, intolerance, anger, etc.
Some related personal qualities
are purposeful, resilient, flexible,
hopeful, forgiving, respectful of
others, tolerant, moral, faithful-believing/having faith in others
and/or God, a Higher Power, or in
accord with one’s particular religious or philosophical beliefs.
The Department of Defense
(DoD) has developed a comprehensive effort called “Total force
Fitness for the 21st Century”. The
Human Performance Resource
Center website (a DoD initiative
under the Force Health Protection
and Readiness Program), http://
hprc-online.org, states, “Total
Force Fitness is a new paradigm
within the Department of Defense
and is a framework for building
and maintaining health, readiness,
and performance in the United
States Armed Forces. It views
optimal performance as a holistic
concept that requires a connection
between mind, body, spirit, and
relationships.”
The subject website provides a
variety of resources to support all
personnel and family members in
their efforts to strengthen their total, including spiritual, fitness. In
addition, it provides access to the
publication, Supplement to Military Medicine, Volume 175, No 8,
dated August 10, 2010. Its article,
“Why Total Force Fitness?” states,
“…it is well accepted that pain
is influenced by psychological,
social, and even spiritual components. Case studies have shown
that hypnosis or the belief in God’s
blessing can help individuals resist
pain.” And, “For example, a study
by Kiecolt-Glasier published in
The Archives of General Psychiatry, 2005 showed that family
conflict can significantly influence
physical wound healing. Time
to heal was delayed by an entire
day following a marital conflict
as compared to after a supportive

There is much to learn from
the research, studies, and writings in support of the mind-body
connection and its relationship
to our health. And, as indicated
above, our spiritual fitness plays
a key role in our total fitness. Just
like for physical fitness, in order
to strengthen our spiritual fitness
we need to have a dedicated,
disciplined approach. This would
involve consistently evaluating
our spiritual fitness and working
to strengthen it as needed. It’s
encouraging to know that there are
many useful resources available to
help us in this effort.

An annual Mother’s Day tradition continues on May 8, 2016 when
the Coronado Historical Association (CHA) will once again host the
Coronado Historic Home Tour featuring six exquisite local homes that
represent life by the sea. For many locals, this event is an annual part of
their Mother’s Day celebration. However, visitors come from all over
Southern California to attend this annual event.The Home Tour houses
will be open one day -- Mother’s Day -- from 11 a.m. to 4 p.m. This year
the Home Tour will include the 2016 GEM Award winner, a 5200 sq ft ,
1918 Italian Renaissance home with 7 bedrooms and 8 bathrooms. Each
year the Coronado Historical Association bestows a GEM award to one
home/homeowner who by Going the Extra Mile (GEM) accomplished
exceptional results to preserve a Coronado cultural resource. This historically designated home has done just that.
The CHA annual Home Tour is a major fundraiser for the organization, requiring months of planning and preparation. It is also a part of

‘Gator By The Bay Festival’
returns to San Diego for 15th Year
San Diego’s 15th annual Gator By The Bay is the largest, most
authentic Louisiana-themed music and food festival this side of the
bayou. The festival will be held from May 5-8 at Spanish Landing
Park, across from the San Diego International Airport.
Presented by San Diego’s Bon Temps Social Club, it features
four days of live music with over 90 musical acts and special performances on seven stages, along with 10,000 pounds of crawfish
trucked from Louisiana, non-­-stop dancing, shopping, playing and
eating on the beautiful San Diego Bay.

Juvenile Hall will be open for public tours on Saturday, May
14. The free tours available in English or Spanish will be held
from 9 a.m. to 1 p.m. at 2851 Meadow Lark Drive near Rady
Children’s Hospital. The annual open house usually attracts
thousands of visitors including families, youth clubs and other
groups. The tour takes about an hour and provides a glimpse

I’d been there twice before – in
pretty cool photos of the race. For
those of you in the know, Jean
Todt spoke at a press conference.

Celebrating the Paris ePrix electric car race
Recently I returned to San
Diego from a wonderful, longoverdue vacation in Paris, France.
The monuments were, as always,
spectacular, and there were some
great new things to see and experience, including a world-class
electric car race through the streets
of Paris.
The heart of a city is its people,
and the vast majority of the people
I encountered in Paris were open,
welcoming and went out of their
way – in one case at personal risk
to himself – to look out for and
help this particular American tourist. It probably helped that I speak
some French, having learned it in
grade school in Canada too many
decades ago. I think people appreciate it when you at least make
a sincere effort to speak with them
in their language. Most seemed
to know far more English than I
know French.
Unfortunately all is not bright
in “The City of Light.” Paris has a
very serious street crime problem.
It is directed at tourists, and the
police seem powerless to stop it,
despite years of effort. Also, forget
what you think you know about
carry-on baggage regulations on
that trip of a lifetime to Paris. Air
France has rewritten that book,
and it is not in our favor.
As I will explain later, you
should be aware of these problems
and protect yourself by planning
for them before you even leave
home on your globetrotting adventures. If you are unprepared,

Formula E Paris ePrix on the streets of Paris

As this was a long overdue vacation I wanted to make the most
of it, starting with getting there.
I chose to fly to Paris on a very
special aircraft that I’d longed to
fly on ever since it entered service:
the colossal, double-deck, Airbus
A380. Air France flies this plane
non-stop between Paris (Charles
de Gaulle airport – CDG) and Los
Angeles (LAX).
This is an excellent way to
travel, even for those of us flying
Economy Class. Walking around
the lower deck and up the circular
staircase at the rear is a welcome
way to stretch your legs. The A380
is quiet during flight, unlike in
lesser jets where there is a constant
whoosh of fairly loud jet noise.
Also, thankfully, I felt no sharp
pain in my ears when landing after
my long flight.

and beverages in the upstairs and
downstairs galleys. The French
flight attendants could not have
been more attentive. This was
the best of what flying used to

subway system – its staff met
my every request with a smile,
gave me directions and greeted
me upon my return. The average nightly rate of only $115

breakfast).

in my knowledge, but there is
no way I can say what animal
anybody can be allergic to. This
answer can only be obtained by
asking a doctor who specializes
in allergies. The majority of pet
related allergy information is not
presented by a medical professional and must be taken as just
urban legend.
Hedgehogs are indeed delightful pets, but they actually do
have fur. They have a very fine
layer on their face and underside
and the protective spines that
cover their heads and backs are
just very stiff modified fur. Plus
hedgehogs do lick themselves all
over and are covered with dander
and allergens just like any other
mammal.
The best way for you to determine what species of pet
your son can have would be
to take him to an allergist and
