Black River St. were approved by the Sparta Planning Commission this week. The Kwik Trip on Black River Street in Sparta plans to build a bigger store just down the street from its current location. The new store will be located in the former Steenberg Homes lot on S. Black River St. “It’ll pretty much mirror the Hwy. 71 Kwik Trip, except they’re adding a car wash,” said City Administrator Todd Fahning. A site plan for the new store was approved during a planning commission meeting Monday evening. In addition to the car wash, which will include a vacuum station, there will be an electric car charging station, a “free air” compressor, an eight-stall bike rack, and more fuel pumps. “The old site will be redeveloped. They didn’t announce by who, except to say it was someone local,” added Fahning. Compliance checks nab handful of businesses School district strategic plan process begins by RENAE CALDWELL Staff Writer A strategic planning steering committee for the Sparta Area School District held its first meeting this week. A strategic plan is a document used to communicate the district’s goals and actions needed to achieve those goals. The district has not had a strategic plan in place before. “It will help the district set priorities, focus the district’s resources and energy, and ensure that staff, leadership and others are working toward a common purpose,” said Superintendent John Hendricks. Wisconsin Association of School Boards (WASB) representative Al Brown will facilitate the steering committee meetings. There are expected to be five or six meetings, concluding in February. Brown has helped other Wisconsin school districts develop their strategic plans. He spent 22 years as a superintendent in three different districts. About 30 members comprise the committee, including community members, community leaders, teachers, school administrators, school board members and others. Since people represent different segments of the community, the group will help connect with all sorts of people in the district, Brown indicated. The first part of the process is to pinpoint what the group thinks the district should be striving for. Then, a community survey will be conducted to see what district residents’ desire. Committee responses and survey results will be compared and discussed to help develop the plan. The project has been delayed several times, and Kwik Trip decided to build the new store instead of waiting for the construction to be completed. School board says no vending machines at MS Members refuse to back principal’s fund raising plan despite adherence to health policy by RENAE CALDWELL Staff Writer There haven’t been any vending machines at Sparta Meadowview Middle School for about a decade, and it’ll stay that way. Principal Jeffery Krull requested permission to have a beverage vending machine on each floor of the academic wing and one in the staff lounge, for a total of three machines. “We’re not asking to have soda or anything else unhealthy in there,” Krull told the finance and facilities committee of the Sparta guidelines. He indicated the school has phased out vending machines. No one from the committee made a motion to move Krull’s request forward. Four businesses failed alcoholic compliance checks conducted in Sparta this past summer. Of the 14 businesses checked in July, two local gas stations were noncompliant and sold alcoholic beverages to underage persons. The businesses that failed the check were the BP gas station on W. Wisconsin Street and the Cenex station on S. Black River Street. In August, 10 businesses were checked and two establishments were noncompliant. They were Silent Outdoors and the Great Wall Buffet. In each case, the seller and the license holder were issued $376 citations for selling alcohol to an underage person. In the case of the Great Wall Buffet, the alcohol was served to a minor by an even younger minor, according to Sparta Police Chief David Kuderer. The restaurant’s beer license had expired July 30, and it had not reapplied. The person who served the alcohol was not cited as the youngster did not work for the restaurant, but the owners were cited for serving an underage person and operating without a license. Compliance checks are important because they keep businesses accountable of who they are selling to, indicated Kuderer. Now that gas stations and other stores can sell beer in town, the more opportunities there are for people to purchase it. In all, there are 42 businesses in Sparta that sell alcohol, Kuderer said. Kuderer explained compliance checks are conducted randomly (See COMPLIANCE Page 5) Ready to start living a dog’s life Sparta’s police dog Nitro becoming a dog of leisure by PAT MULVANEY Editor After six years on patrol, one of the Sparta Police Department’s most visible partnerships is breaking up. The team of Officer Chris Welker and Nitro was no more as of Wednesday. That’s when Nitro, the SPD’s police dog for the past eight and a half years, was honored at his retirement party held at the police station and attended by a couple dozen wellwishers. There were no teary goodbyes but plenty of slobbery kisses. That’s because even though Nitro is retiring, he’s going to stay with the Welker family, which is excited to have the purebred German shepherd living out his golden years in their home. But that’s going to take just a little transitioning. “Our relationship is different at work than it is at home,” said Welker. While Nitro has always stayed at the Welker residence when not on patrol, he’s really not a pet – yet. Welker said Nitro’s life was kept purposely on the dull side at home so he would be excited about work. “If you make home life fun, he doesn’t want to go to work,” said Welker, noting he kept Nitro separate from the family for the most part. “Over time we both got to learn each other’s habits,” said Welker, explaining Nitro worked a dual role. He was both a narcotic dog trained to sniff out drugs and a patrol dog trained to track and attack. In his latter role, Nitro had only one encounter where he actually had to bite a suspect. That was in Norwalk, when a man escaped from a squad car and attacked Deputy Scott Perkins (before he was sheriff). The suspect then hid in a residential area where Nitro located him and ended up biting him before other officers arrived and tasered the man who was acting violently. Nitro is a gentle giant otherwise, and Welker isn’t hesitant at all about having him as a family pet. The only problem is Nitro is from Germany, where he was trained with German commands. While Welker can speak to his dog in its native tongue, the family might have to learn a few German phrases to make Nitro feel at home. Welker returns to patrol duty as a solo officer starting this week, and there is another K-9 unit and handler already on the job. They are Officer Brian James and his dog Larz. Born on April 9, 1936 and raised in Adams Valley, Jo Anne was the daughter of Antone and Myrtle (Ayars) Schaller. It’s difficult to sum one’s life in a few short words, when it deserves a novel. Jo Anne’s life exhibited the true meaning of the word gumption. Her courage, determination, and spunk were her survival mechanisms in times of adversity. When things were tough she would always say, “Put on your stiff upper lip and go do it!” Jo Anne was exceptionally creative and enjoyed blessing others with her many talents. No one could resist her famous boiled ham dinners or delicious chocolate cherry cakes. Jo Anne had a natural flair for design and could make a silk stocking out of a sow’s ear. She owned and operated her own costume shop which provided elaborate costumes for theatre productions, plays and musicals. The holidays were not complete without seeing one of Jo Anne’s authentic Saint Nick costumes running around town delivering Christmas cheer, or receiving one of her homemade boxes of chocolate and toffee that could put Fanny May to shame. Jo Anne was also an accomplished artist in several mediums, charcoal and acrylic paint being two of her favorites. Mom loved the challenge of repurposing; she’d melt down old crayons and design the most beautiful hand molded candles complete with ocean views, ships, sunsets and seagulls. Jo Anne didn’t even need to leave the house, she loved the challenge of making due and using whatever she had around. Jo Anne was seldom found without a good book or a pen for writing her heartfelt poetry when inspiration struck. One of Jo Anne’s many accomplishments was the honor of receiving five personal thank you letters from General Norman Schwarzkoph. She spearheaded the Sparta, WI chapter of Operation Yellow Ribbon, a military support group responsible for sending hundreds of care packages to our Gulf War troops. Jo Anne had a passion for things of the past and unique antiques. One of her most prized possessions was her authentic, Irish, Hawthorn cane which was never far from her side (no matter what)! Jo Anne always said, “You’ve got to give back” knowing if everyone did their part, the world would be a better place. Jo Anne found great joy in her volunteer work including nine years at “God’s Helping Hands”, a non-profit organization which provided free clothing & food for those in need. Jo Anne embraced life with a zest for making others happy even if that meant sacrificingherownneedsfirst. Jo Anne was preceded in death by her husband, Byron; her brothers, Jerome, Francis, Vernon, Joe; and sister, Lucille. She is survived by six children, nine grandchildren, seven great grandchildren; her brother, Anthony; and sisters, Dorothy (Caras) and Ruth (Zabawski). Funeral Services will be held Saturday, October 24, 2015, 12 noon at the Buswell Funeral Home, 106 S. 2nd St, Black River Falls, WI. Family and friends are invited for visitation Saturday from 10 a.m. until 12 p.m. at the funeral home. Burial will follow in the Saint John Catholic Cemetery on Summit Ridge, rural Norwalk, WI. CAROL VAN KIRK Carol Van Kirk, 79, of Sparta, Wisconsin, passed away on October 9th, 2015. Carol was preceded in death by her husband, Kenneth; son, Randy; and great-granddaughter, Aya Jane Van Kirk. She is survived by daughters, Sandi Kayala (Greg) and Karen; sons, Kenny, Terry and Brad Van Kirk; grandsons, David Van Kirk and Brandon, Justin and Zach Kayala; granddaughter, Keegan Kayala; and greatgranddaughter, Theia Van Kirk. Carol is one of 20 children, many of whom are siblings who also survive of her memory. Carol enjoyed camping with her friends and family of the Dearman family, going out to eat, traveling, food channels, and game shows. Carol was kindhearted, generous, and a warm, loving person. Kelley Jr., 66, of Sparta passed away unexpectedly October 19, 2015. He was born July 15, 1949, in La Crosse, WI to Donald Kelley Sr. and Lillian (Semlar) Kelley. He served in the United States Army. He married the former Donna Kast on August 4, 1973. Jr. worked at Sparta Manufacturing until his retirement. He loved keeping busy with yardwork,fishing,camping,and hunting in Wyoming. Jr. was a loving husband and father. He especially loved his grandchildren and spending time with them. Survivors include his loving wife, Donna of Sparta; two children, Josh Kelley of Sparta, and Kristal Kelley of Holmen; four grandchildren: Lucas Kelley of Sparta, Jacob Flick of Holmen, Deven and Ryan Bouchette of Holmen; mother-in-law, Dorothy Kast of Cashton; Brothers, Ed Kelley of Sparta, and Greg Kelley of Minnesota; sisters, Maxine Ronnfeld of Eastman, Bonnie (Kenneth) Bethke of Onalaska, Lillian Kelley of Sparta, Verna Groom of Wauzeka, and Charity (Timothy) Kast of Sparta. Letters to the Editor Beware The “Written Truth” Gap between rich and poor school districts getting larger This is the time of year when school budgets receive the most attention. In mid October districts receive the last piece of information needed to calculate the amount of revenue they will be allowed to collect and the amount of local taxes for which they will levy. One of the challenges of the school f i n a n c e system is that all of this occurs more than t h r e e months after the start of John Hendricks our fiscal year. It is a complicated and sometimes frustrating process. Finalizing district budgets highlight the sorry state of school financing in Wisconsin. While it is not news that public schools are feeling pinched, the purpose of this column is not to whine about the budget in the Sparta Area School District because we are managing. We have not been forced to cut staff in recent years, our facilities are in good condition, our students have access to current technologies, and we are able to invest in professional development to improve curriculum and instruction. This can be attributed to our strong pattern of enrollment growth, good fiscal and resource management, three consecutive successful local referenda, an aggressive grant development program, excellent community support, and a measure of luck. That is not to say that our schools would not benefit from additional funding. With additional resources, there is much more that can be done to help our students to be college and career ready. Many districts have a different story, however. A majority are experiencing declining enrollment. Many have the double negative effect of decreasing enrollment and dramatically increasing property values. State aid for public education has declined and legislated revenue controls tie the hands of local school boards. Many small rural districts face huge financial challenges. Recent legislation in Wisconsin is gradually starving public education. For the first time in Wisconsin’s history, the State’s biennial budget does not provide for an increase in per pupil spending for either year. Aid for special education programming, one of the fastest growing school expenses, has been frozen for eight years and was underfunded before then. With legislated revenue controls and stagnant budgets, districts struggle with escalating costs for personnel, energy, transportation, facility care and health services. Eleven years ago, support for schools represented 43% of our State’s budget while in the current biennium it will be 32% of the budget. The State’s expansion of support for vouchers and private school tuition will further erode investment in public education. Does funding make a difference in student learning and achievement? It does according to a recent study published by the Shanker Institute. Titled “Revisiting the Age-Old Question: Does Money Matter in Education?” the research shows that measures of perpupil spending “are positively associated with improved or higher student outcomes”. And this is evident in a review of education spending in Wisconsin districts. Statistics show that the highest achieving districts in Wisconsin are most often the highest spending. For example, in 2013-2014 the Shorewood School District spent almost $15,000 per pupil (almost $2,300 above the state average), most coming from their local levy. Their students score about 20 percentage points above the state average in academic achievement measures. Residents in wealthier communities would not agree to levy additional funding if they did not see any benefit for their students. In contrast the Sparta Area School District spent $12,000 per pupil (about $700 below the state average), most coming from state equalization aid. Similar to many districts with a higher percentage of students from lower income families, our students typically score a couple points below the state average in measures of academic achievement. The quality of a child’s education should not depend upon where they live in Wisconsin. The gap between ‘rich and poor’ districts is getting larger and this should be a concern for all Wisconsin residents regardless of the current state of their district’s finances. Families: First teachers, best allies in educating all children by State Superintendent Tony Evers How do educators latch on to the power of parents so we can close achievement gaps and ensure all of our students are ready for the next steps in their education, careers, and life? One answer is to build relationships. But what does that mean and how is it done? Over the course of several months, my Parent Advisory Council l o o k e d deeply at research and best practices on family Tony Evers a n d community engagement. I so value their time and effort. These dedicated parents, grandparents, and community members built off of the work of the Promoting Excellence for All initiative and made a number of recommendations. Perhaps foremost is the advice to respect families as experts on their children. Think about that. Parents love and teach their kids from their first moments. Between birth and age 18, children spend about 12 percent of their time at school, but much more with their parents; their first teachers. Not only are parents experts on their kids, I have never met a parent who didn’t want the best for their child. Now, knowing what that “best” is can sometimes be difficult. That is where communications can help. From the reserved child who may need help making a friend or speaking up in class, to the extrovert who has to practice taking turns and letting others lead, to a child with special needs who may require an Individualized Education Program, teachers must enlist parents and guardians as partners in their children’s education. That means talking to each other and talking more frequently than one annual parent teacher conference. Wisconsin recently received a grant to train school staff members as AcademicParent Teams to improve communications and build relationships among teachers and parents. Additionally, some recent research indicates that brief, weekly communication delivered via e-mail, text, telephone, or voice mail on how a student is doing or what families can do to support learning at home can have a profound impact on student achievement. Communication is powerful. The council also recommended that schools and educators recognize and build on the diverse cultures and family strengths that their students bring to the classroom. They stressed that families need multiple ways to support their children’s learning. Finally, schools must connect families with community resources that prepare every child to be college and career ready. It’s about building relationships. The how of these activities is as different as each school building. Some successful schools use conferences early in the school year to let parents educate the teacher on their child’s strengths and areas for improvement. Others use a school messaging system to support teacher and parent communications. Still others have frequent before- and after-school gatherings to make school a welcoming place or ask families to share a cultural food or tradition so all can learn about what makes each child unique. These results-tested strategies are part of our Department of Public Instruction resources gathered online to support family and community engagement. I encourage all educators to visit the Promoting Excellence for All website, http://dpi.wi.gov/ excforall, to consider what they can do to help parents help their kids be successful in school. We’ve also pulled together several topics specifically for families and students. Our new Families and Students portal can be found at http://www.dpi.wi.gov/familiesstudents. We have much work to do to fulfill the goal of Agenda 2017. We want every child to graduate ready for college and career. Fixing Wis. transportation finance shortfall by Jason Culotta Wisconsin Manufacturers & Commerce July marked the end of a contentious state budget process. Providing more funding for transportation needs was widely discussed, but reductions in the level of borrowing and delays in highway projects were the result. This year many states adopted new revenues to keep up with costs, yet Wisconsin was not among them. Wisconsin has long relied on user fees to finance such spending, principally the gas tax (about $1 billion annually) and vehicle registration fees ($670 million). Neither of those sources has seen rate increases since 2006 and 2007, respectively. Without new money, borrowing has been used to cover growing expenses. The 2013-15 budget provided $991 million in infrastructure borrowing, compared to $780 million prior. Wisconsin provides local road aids to counties, towns, and municipalities and aid to local bus systems as well as rail and harbor improvements. However, most transportation appropriations are for highways. The highway program consists of three main pillars: State Highway Rehabilitation (about $800 million in annual expenditures for smaller projects), Major Highway Development (about $370 million for larger projects outside Milwaukee such as Highway 441 in the Fox Cities and I-90 from Beloit to Madison), and the Southeast Wisconsin Freeway Megaprojects (about $300 million last year). The Megaprojects consist of 116 miles of freeways in and around Milwaukee that were first built in the 1950s and 60s. Only 23 miles has so far been rehabilitated or reconstructed. State officials hoped to conclude the “Megas” with $350 million annually over 15 years. Net costs could be reduced by literally billions of dollars compared to stretching these projects over three decades. But paying for the Megas cannot happen without increased funding. When the demands of “Rehab” and “Majors” and other infrastructure spending are taken into consideration, current revenues are clearly inadequate. What options does Wisconsin realistically have? Efficiencies can always (and should) be pursued, though unlikely to generate sufficient offsets. Projects can be delayed, except that only adds to the price tag of projects which must be done. Tolling is a limited option; Wisconsin would require an act of Congress to toll an existing interstate. Other areas of the country have succeeded in similar requests, although it is a heavy lift. Tracking vehicle miles traveled is a new idea that has not been put into practice and draws strong public opposition, yet likely has Jason Culotta a future in financing transportation. Many states dedicate a significant portion of the general fund to infrastructure. Wisconsin will transfer $38 million this year from its principal account, helpful but not enough to meet the demand. Shifting more general fund money is nearly impossible in an age of exploding entitlement costs. Wisconsin’s share of BadgerCare and related programs swelled by $1.4 billion in the 2011-13 budget, $850 million in 2013-15, and over $650 million in the current document. This expense alone consumes most of the growth in tax collections, crowding out other priorities like schools and roads. The vehicle registration fee, currently $75 per year for most vehicles, could be raised. Boosting the fee by $25 would add $87 million annually, comprising part of the solution and similar to charges elsewhere. A 5-cent addition to the gas tax would generate about $160 million more each year. It’s easy to see why seven states have boosted the gas tax since January: other options aren’t as viable. If Wisconsin is to address its substantial transportation needs, we will be forced to consider a similar revenue increase - probably in the next budget. The match - the fourth time the two teams met this season – marked Sparta’s third straight win over the Rangers. Both teams came to play and the opening set of the best-of-five match was a see-saw battle from the get-go. Logan built a 15-11 lead near the midway point, but Sparta was able to score three straight coming off a timeout to cut the deficit to 15-14. The Lady Spartans regained the lead at 22-21 late in the set, and followed with a 3-1 run to score the 25-22 win and the 1-0 lead. Sparta took the momentum of the first set victory into the second set, rolling to a lopsided 25-11 win. The Lady Spartan spikers opened up an early 11-3 lead and continued to pour it on to move in front of Logan 2-0. The Rangers rebounded in the third set, coming out strong to open up a 2213 lead over Sparta. The Lady Spartans answered with senior Madi Blaha, who served for six straight points after a side out to help Sparta cut the deficit to 22-21. Logan righted the ship in time, however, outscoring Sparta 3-2 down the stretch to seal the 25-23 win and cut the Spartan lead to 2-1. Sparta’s third-set comeback effort may have fallen shy, but the Lady Spartans carried over the momentum they gained from the rally to open the fourth set. A fired-up Sparta squad forged an early 12-6 lead and increased its advantage to 19-12 late in the game. The Rangers pulled to within four of the lead late, but the Lady Spartan spikers held on to capture the set 25-17 and earn the 3-1 match victory. Spartan head coach Dave Waraxa said the late rally in the third set was huge for his team. “We lost our momentum early in the third set, but we got it back,” he offered. “We turned the end of the third set into something positive and we came back into the fourth set with something positive.” Despite Sparta’s early struggles in the third set, Waraxa was pleased with the overall performance of his team. “Our second set was some of the best volleyball I’ve seen us play,” he said. “They were jumping out of their minds and their timing was perfect,” Waraxa continued. “We struggled with our serving early and we didn’t really challenge them as much as we would have liked, but it all kind of came together in the second set.” Senior Coral Jones led the Lady Spartan spikers on offense with a careerhigh 14 kills, followed by seniors Sierra Gallup with 10, Madi Blaha with nine and Jackie Page with four. The Tigers handed the Panthers a 3-2 loss at West Salem to capture the Coulee title last week. Sparta has not played West Salem this season, but the Lady Spartans swept Black River Falls 2-0 at the Spartan Invitational in mid-September. Waraxa said his team needs to play well against West Salem’s middle hitters. “We have to block and keep them off guard,” he explained. “They are a very good serving team – they mix it up and keep you guessing,” Waraxa added. “That will be our focus – to make sure we’re ready for everything in our serve receive.” Waraxa said the Sparta student section gave his team a boost Tuesday, and he’s hoping to see a good number of Spartan fans in the stands tonight as well. “Our girls play better when we have some excitement,” he concluded. “I’m hoping our student section comes over to West Salem to cheer us on. We need that seventh person.” Jayvee cross country teams fare well at Mississippi Valley meet by JOHN PAUL SCHALLER Sports Editor The Sparta High School junior varsity cross country teams competed at the annual Mississippi Valley Conference Championships at Holmen High School last week. The Spartan boys captured fifth place at the MVC meet, while a trio of Lady Spartan harriers turned in a solid performance. Sparta Boys Sophomore Joe Lopez led the Sparta boys in the junior varsity race, finishing in 19:27 to earn 16th place in the 73-runner field. Sophomore Mathias Krein was just six runners back, finishing in 22nd place with a time of 19:54. Freshman Seth Boland and senior Garett Lydon finished 29th and 30th, respectively, for the Spartan harriers with times of 20:13 and 20:19. Freshman Ryan Mohr rounded out Sparta’s top five scorers with a 40thplace finish in 21:03, while junior Sean Ferguson was right behind in 42nd place with a time of 21:21. La Crosse Logan won the boys jayvee title with a team score of 17, while La Crosse Central finished well back in second place with 66 team tallies. Freshman Bailey Pierce earned a 59thplace finish with a time of 27:11, while sophomore Alyssa Falkner completed the course in 27:26 to land in 65th place. Central won the girls race with 21 points, while Holmen finished in second with a team score of 43. Sirrus Bier and Jayden Raymer each scored a touchdown, lifting the Sparta junior varsity football team to a 14-8 win over Holmen in Mississippi Valley Conference action at Memorial Field Monday. Raymer’s touchdown came midway through the fourth quarter, erasing a two-point deficit to give the young Spartan gridders a win in their season finale. An early Spartan turnover led to the first Viking score late in the opening quarter. The Holmen drive began at the Sparta 35-yard line after an interception. The Vikings picked up a pair of first downs and moved deep into Spartan territory, before Drew Becker hit paydirt from seven yards out to give Holmen an early lead. Becker tacked on the two-point conversion as well, putting the Vikings on top 8-0 with 2:09 left in the first quarter. Sparta got the ball back near midfield on its second possession of the second quarter after a poor punt by Holmen. Raymer hooked up with receiver Shawn Stendel three times for 26 yards and Bier ended the drive with a seven-yard touchdown run as the first-half clock ran out to cut the Viking advantage to 8-6. Sparta’s two-point conversion try failed, leaving Holmen with a two-point lead. Both teams failed to score in the third quarter, but Sparta’s defense made a big play at the end of the frame when Gabe Dearman recovered a Holmen fumble deep in Viking territory. Sawyer Brown ran for four yards, Jasiah Scott broke off a seven yard run and Brown took the ball to the one on a three yard run, before Raymer hit paydirt to give Sparta its first lead of the game. Bier tacked on the two-point conversion and Sparta held on for the narrow victory. Holmen threatened late, but the Spartan defense came up big once again, stopping the Vikings on a big fourth down play late in the game. Brown led the Spartans on the ground with 51 yards on 14 carries, while Scott carried the ball five times or 28 yards and Bier rushed for 18 yards on five carries. YOUNG RUNNERS Sparta Middle School cross country teams fare well at own invitational by JOHN PAUL SCHALLER Sports Editor The Sparta Middle School cross country teams hosted a large invitational at Meadowview Tuesday afternoon. Sparta’s middle school boys varsity team earned a fifth-place finish in the 11-team invite, while the girls varsity squad landed in ninth place. In middle school junior varsity action, the Sparta boys placed fifth and the Lady Spartan harriers captured sixth. Varsity Boys Ethan Anderson earned a top-10 finish to lead the varsity boys team to fifth. Anderson finished the race in 12:39 to land in ninth place overall. Izak Anderson came in just three spots back in 13th place for Sparta with a time of 12:45, while Sam Evanson turned in a time of 13:08 to land in 22nd place. Yahir Hernandez-Bautista added a 32nd place finish for the young Spartan harriers in 13:36, while Alex Bartels rounded out Sparta’s top five scorers when he finished 37th in 13:46. In addition, Esteban Rodriguez turned in a time of 13.49 in 43rd for the Spartans, while Brennen Kenworthy finished in 55th with a time of 14:24. West Salem won the boys varsity race with 49 points, followed by Tomah in second With 68, Holmen in third with 79, Onalaska in fourth with 94 and Sparta with 109 points in fifth. Varsity Girls Molly Moore’s top-25 finish led the young Lady Spartan varsity squad. Moore completed the race in 15:06 to finish in 25th place, while teammate Emma Blackdeer came in 44th with a time of 15:36. Onalaska finished with 43 points to capture the team title, followed by Holmen in second with 64 and La Crosse Longfellow with 109 points in third. The Lady Spartan harriers finished ninth with 224 team tallies. Jayvee Boys Vaughn Rice led the way for the jayvee boys with a 21st-place finish in 14:20. Daniel Kukowski and Austin Bartels finished in 24th and 35th place, respectively, for Sparta with times of 14:37 and 14:57, while Justin Ferguson turned in a time of 15:20 in 50th place. Brady Towne rounded out Sparta’s top five scorers with a 64th-place finish in 15:46, while Lucas Johnson and Adam Thompson came in 66th and 70th, respectively, with times of 15:56 and 16:11. Other Spartans competing in the race and their times and places include Ben Parent, 71st in 16:16; Ben Evanson, 78th in 16:28; Thomas Treu, 82nd in 16:41; Joel Martinez-Sherin, 85th in 16:47; DNR concerned about federal court decision on tribal night hunting The Wisconsin Department of Natural Resources remains disappointed with the Federal 7th Circuit Court’s decision to allow tribal night hunting despite the concerns raised over public safety. Last week’s ruling by U.S. District Judge Barbara Crabb approved regulations allowing Wisconsin’s Lake Superior Chippewa Indians to conduct night hunting for deer on lands open to public hunting in the Ceded Territory, roughly the northern third of the state. Throughout the tribes’ efforts to expand their rights to hunt deer at night the Wisconsin DNR and the state Department of Justice stressed the need to establish safety precautions that protect the well-being of all citizens and their property. DNR will work at all levels to protect public safety and continue sound management of this shared resource. DNR law enforcement officers will work cooperatively with GLIFWC wardens to ensure compliance with the deer night hunting regulations; our land managers will work with property owners in the region; and our wildlife biologists will work with tribal experts to monitor the harvest. Given the court’s prescribed timing of the season, which starts Nov. 1, DNR is working to inform the public about tribal night hunting to minimize potential safety related issues. The deer hunting tradition remains integral to the identity of our state and we believe that through these shared efforts, hunters will be able to continue to enjoy safe and successful hunting opportunities now and in the years to come. The season may be over for the Spartans, but four area grid squads will be in action Friday night for the opening round of the Wisconsin Interscholastic Athletic Association football playoffs. Scenic Bluffs Conference champion Bangor will but its perfect record on the line in a Division 7 Level 1 home game Friday, while SBC foes Brookwood and Cashton will be on the road for their first-round match-ups in Division 6 and Division 7, respectively. In addition, Tomah, which finished third in the MVC standings this season, also is on the road in Division 2 action Friday. Bangor vs. Weston The third-ranked Cardinals are one of nine undefeated teams in the 32-tear Division 7 field. Bangor hosts Weston, which finished the regular season with a 3-5 overall record, at 7 p.m. Friday. The potent Cardinals offense – which has outscored its opponents 413 to 57 this season – is led by running back Andrew Piske. Piske hit his stride in a 63-24 victory over Necedah last week, rushing for a season-high 313 yards and five touchdowns. The five-touchdown effort upped Piske’s season total to 30. The Cardinal defense has been stellar as well, giving up just 57 total points this season, which includes 24 from Necedah in its lopsided loss to Bangor. Weston opened its season with back-to-back losses, before defeating North Crawford 18-14 for its only conference win. The only other wins for the Silver Eagles this season were a 30-14 victory over Wonewoc Center and a 38-8 defeat of Wauzeka-Steuben-Seneca. The winner of Friday’s Division 7 match-up between Bangor and Weston will advance to face the winner of another Level 1 game between fourth-seeded Hillsboro and fifth-seeded DeSoto. Cashton at Ithaca The Eagles earned a Division 7 berth despite a lopsided 55-8 nonconference loss in Cashton’s regular-season finale at Potosi last week. Cashton finished its 2015 Scenic Bluffs Conference campaign with a 3-3 mark – good enough for fourth in the final standings. The seventh-seeded Eagles went 4-5 overall, with their only nonconference win coming on Aug. 28, when they thumped Onalaska Luther 44-14 at home. There will be few secrets between the two teams when they meet Friday night. Cashton opened its season with a 40-14 loss to the Ridge and Valley Conference champion Bulldogs on Aug. 21. Ithaca enters the post-season with a perfect 9-0 record and the No. 2 seed. The winner of the Level 1 game between Cashton and Ithaca will face the winner of another firstround match-up between Wild Rose and Highland. Brookwood at Markesan After opening their season with back-to-back Scenic Bluffs Conference losses to Bangor and Hillsboro, the Falcons rallied to post four straight league wins to finished tied for second with Hillsboro in the final standings. Brookwood finished its 2015 season with a 6-3 overall mark, with its only nonconference loss coming at the hands of Shullsburg on Oct. 3. The Falcons defeated DeSoto, which is seeded fifth in Division 7, 21-7 in the season opener on Aug. 21. Markesan finished first in the Trailways Conference large division race with a perfect 5-0 mark this season. The Hornets enter the Division 6 playoffs with an 8-1 overall record and a No. 2 seed, while Brookwood is seeded seventh. The winner of the Level 1 match-up between Brookwood and Markesan will advance to face the winner of another Level 1 contest between third-seeded Melrose-Mindoro and sixthseeded Cochrane-Fountain City. Tomah at Waunakee Despite finishing in third place in the Mississippi Valley Conference standings with a solid 5-2 mark, Tomah got a tough draw in the opening round of the Division 2 playoffs. The Timberwolves, who finished 6-3 overall, face undefeated Waunakee in a Level 1 road game Friday night. The good news for Timberwolves is that Tomah enters its 2015 post-season campaign riding a four-game winning streak – including a hard-fought 14-7 victory over cross-county rival Sparta on Oct. 9. Waunakee finished 5-0 to capture the Badger North Conference title this season and has outscored its opponents 34293 this season, including shutout wins over Milton and Stoughton. The Timberwolves enter postseason play with the No. 8 seed, while the Warriors are one of four top-seeded teams in Division 2. The winner of the match-up between Tomah and Waunakee will face the winner of another Level 1 game between fourthseeded Holmen and fifth-seeded DeForest. MONROE COUNTY DEMOCRAT Freshman football team ends season with comeback win over Holmen by JOHN PAUL SCHALLER Sports Editor Sparta erased a two-touchdown deficit to score a come-frombehind victory over Holmen in Mississippi Valley Conference freshman football action at Memorial Field. Sparta trailed 18-6 early in the second half, but rallied to score a pair of touchdowns and a safety to pull off a 22-18 win over the Vikings. After a scoreless first quarter, a Sparta fumble gave Holmen the football at the Spartan 32-yard line. Kevin Koelbl ripped off a 22yard run for Holmen, before Shane Roth hit paydirt from two yards out to give the Vikings a 6-0 lead with 4:48 left in the half. The lead was short-lived, however, as Luke Wendorf took the ensuing kickoff and returned it 79 yards for a Spartan touchdown to tie the score at 6-6. Holmen answered with an eight-play, 56-yard drive that culminated with a four-yard touchdown run by Tatum Grass, giving the Vikings a 12-6 lead at the half. The Vikings increased their advantage early in the second half, when Koelbl scored on a 56yard run on the second play of the third quarter to put Holmen on top 18-6. The Spartans overcame an untimely penalty on their next drive, to pull within a touchdown of the Vikings with the help of a 36-yard touchdown pass from Jayden Raymer to Nick Church. Sparta opened the drive on its own 39 and moved the ball well early with the help of four nice runs by Bryce Edwards, an 11-yard gain by Wendorf and a three-yard run by Raymer. After an incomplete pass on first down, Sparta was tagged with a 10-yard penalty that pushed Sparta back to the Viking 36. That’s when Raymer found Church for the long touchdown pass and Garet Pfaff’s two-point conversion run cut the deficit to 18-14. Raymer’s ensuing kickoff pinned the Vikings inside their own 10-yard line and helped fuel a big defensive stand for the Spartans. Sparta’s defense forced Holmen into a punting situation and the snap sailed over the punter’s head for a safety that cut the Viking lead to 18-16 with just under five minutes left in the third quarter. After both teams were forced to punt again, Sparta took over possession on its own 30-yard line. On the first play of the drive, Wendorf broke loose for a 69yard run to the Holmen one-yard line. After a five-yard penalty and a three-yard loss, Sparta found itself in a fourth-and-goal situation on the Holmen nineyard line. The Spartans prevailed, however, when Wendorf hauled in Raymer’s pass in the end zone for the game-winner. Sparta finished with 213 yards on the ground, while Holmen had 234 yards rushing. Through the air, Raymer completed four of seven passes for 68 yards and two touchdowns, while Wendorf added 115 yards on six carries and Edwards carried the ball 11 times for 57 yards and a touchdown. Senior Sierra Gallup named Spartan Athlete of the Week Senior Sierra Gallup has been named Spartan Athlete of the Week. The daughter of Chris Gallup and Cheryl Jacobson of Sparta, Sierra had a career night on the volleyball court in last week’s Mississippi Valley Conference season finale. Sierra finished the night with a dozen kills on 31 attempts to lift the Lady Spartan spikers to a 3-1 victory over La Crosse Logan. Her effort helped the Lady Spartans recover from a slow start, as they fell behind 1-0 before rallying to win the final three games and finish the MVC season with a 5-7 record. Head coach Dave Waraxa said that when Sierra isn’t on the floor, she embraces her leadership role from the bench by cheering on her teammates. The victory over the Rangers helped Sparta earn the No. 4 seed in the Wisconsin Interscholastic Athletic Association Division 2 regional – the highest for the Lady Spartans in three seasons. This week I am writing to you about my annual camping trip on an island near Ferryville, where I hunt ducks with family and friends. This trip is one of my most intense when it comes to gear required and energy used by the body and brain. Friday, Oct. 2 High 73, low 51 I saw it driving south on Highway 35 and throughout the day while on the backwaters of this stretch of river - wild rice is becoming common as it is in a lot of other bodies of water in Wisconsin. This year’s gang was made up of my 14-year old daughter, Selina. my nephews, Trent and Riley Schuster, and their dad, Dick Schuster. As well as Cole Koepp, who grew up with Trent and Riley, and Conrad Wandler, who is 18 and has been absolutely chomping at the bit to take part on this trip. Last but not least, my new wrestling partner, Troy Ringelstetter, who arrived on Saturday. Selina and I would be traveling by canoe and my 18-foot War Eagle would be our duck blind, and let me tell you folks, it was comfortable. So today, Selina and I are building a blind with willow branches and watching gazillions of woodies, teal and Canada geese, and all we can think about is Saturday morning’s opener a half hour before sunrise. I actually went to bed at 10:30 p.m., which is very early for me and all I could do until I got up at 3:30 a.m. was think about ducks and 44-years worth of opening days. Saturday, Oct. 3 High 68, low 46 Selina and I are at duck central at 4:30 a.m. and have nothing to do but wait. Actually, Selina slept for a half hour and I stood in the water and realized that my chest waders have a leak and I would have wet feet until I took them off 15-hours later. We had neighbors and they had Sherman Tanks with mud motors that seem to be able to go in an inch of water. Our closet neighbors had set up no more then 50-yards away and there were five guys together. I cannot say a bad thing about them or some other folks that hunted close, everyone was very polite. So the war began as daylight took over and after Selina’s first shot, her 12-gauge went down hard. I pulled out an extra gun and the firing pin broke and we had problems. Seventy minutes later, I had our guns fixed and then for the next two hours, Selina and I did very poorly as far as hitting ducks in the air. Meanwhile, about 200-yards away Cole Koepp and Conrad Wandler had shot their limit of woodies and teal and were back in camp by 8 a.m. Riley and Trent were not shooting much and Dick Schuster who was using a fishing pole instead of a gun was on his way to a 25fish limit of jumbo perch. Later in the day, as I told Selina it would happen, we both found our shot and our trusty pup, Fire, insured that we did not lose one duck today. Sunday, Oct. 4 High 61, low 41 Today is the best day of this trip for those that get to stay until Monday. We hunt ducks, eat good meals cooked over the campfire and stay up really late. At about 9ish, I announced to the gang that everyone had to stay up until 4:38 a.m. in the morning. I have no idea where that came from, but it became my theme for the night. We cooked just meat and grazed all night. Troy Ringelstetter fell a sleep around the campfire and his buddies took some “unfavorable” pictures of him and sent them out for the whole world to see. Troy, who is quite possibly bigger then anyone on the Green Bay Packers, tried going to bed at 2:34 a.m., but that was against my 4:38 a.m. rule. I proceeded to beat the heck out of him and when he had enough he kicked the “you know what” out of me. For all my efforts, I made it until 4:32 a.m., which was six-minutes ahead of schedule. Riley and Cole fell a sleep next to the fire and woke up to another fire. Cole’s knee boots ,which were still on his feet, were a little to close to the flame and one of them was burning big time. Not much has changed in 44 years! St John’s Lutheran School has proven compliance with WELSSA’s educational standards and is a member in good standing. “We are pleased to congratulate St. John’s Lutheran School for its dedication and efforts during the self-study process and its commitment to continuous school improvement.” remarked Tom Plitzuweit, WELSSA’s new executive director. Schools working toward accreditation must complete a comprehensive self study, host a site visit team of educators outside the school every five years, and develop and implement a school improvement plan to maintain accreditation. Sparta Jehovah’s Witnesses attend program The Sparta Congregation of Jehovah’s Witnesses with nine other congregations from central Wisconsin attended a Circuit Assembly program in Janesville on Sunday, Sept, 13. The program’s theme, “Imitate Jehovah!” based on Ephesians 5:1, which states, “Therefore, become imitators of God, as beloved children,” helped those in attendance to meditate on how imitating God’s qualities in their life can bring about happiness and peace. They were reminded how they can imitate Jehovah in their family life, in their ministry, in their obedience to God’s righteous commands, and in their continuing to walk in love, The program highlighted Biblebased talks entitled “Imitate what is Good”, “How does God Feel About Religion”, and “Go On Walking in Love”. A morning symposium entitled “Imitate God In Your Family” discussed four topics: “Upholding Justice Consistently”, ‘Using Resources Wisely”, “Exerting Power Responsibly”, and “Loving Others Loyally”. Soon we will be looking out on a brown landscape. With the harvest of soybeans we are blessed (?) with a bombardment of those oriental beetles. The price we pay for this nice warm weather this week. Up at the top of Zirk Hill Evelyn and son Jerry had a busy weekend. Friday afternoon Linda Murphy came up from the north side of Kendall for a visit. Saturday morning Jerry went down to Wilton to watch youth football. Later in the day they attended the Celebration of Life for Jerry Johnson at the Elroy Legion Hall. Down the hill the Schumann homestead is not empty any more as Ruth came home from Heritage Manor in Elroy on Saturday. Daughter Vicki Koenig went up from the valley Sunday morning to make sure mom was doing well at home. Laura Henze also stopped by that morning. What’s Happening at the Wilton Library CORRESPONDENCE AND NEWS Southeast Monroe County News Friday afternoon Christine Schumann Blum of Olivia, Minnesota arrived for a short visitat our place. About the same time our niece Leanne and hubby Gary LaValle came up from Racine to spend the weekend with us. They treated us to supper at Rotten Brothers in Clifton and the next morning we breakfasted at Bender›s Cafe in Elroy. That evening they let me cook for them. Tuesday Arlene Garvens joined the Juneau County Homemakers for a trip to Green Lake and a day of classes on various subjects. Saturday Ron and Arlene attended the memorial for Debbie Parkhurst came up from Lexington, Kentucky Friday to spend the weekend with parents Jim and Mary. Grandson Joel Yoakum of De Kalb, Illinois also arrived and spent Friday night with them. Saturday evening Jim and Mary attended Jerry Johnson›s Celebration of Life.. Sunday afternoon Allan and Heather Vlasak celebrated Gavin Everson›s 5th birthday at the Cashton Park. His parents Russ and Julie and siblings Jacob and Claire were there for the occasion along with several other family A memorial at the Wilton Public Library is being established in the name of Karen Carr. Karen was the smiling face of the library for over twenty years. Her kindness and love for her library community is still spoken of each and every day. The community’s thoughts and prayers are with her family at this time. The library’s book discussion group is reading Daniel Keyes’ Flowers for Algernon. The group will be attending a by Myrna Fauska members and friends. Sally Dana attended the birthday club at Kendall Nutrition Site Wednesday noon. Thursday night she and Lynette Vlasak enjoyed the Stephen Batista concert at St. John›s Evangelical Lutheran Church in Kendall. Friday evening they drove down to see a production of «Forever Plaid» at the Verona Community Theater. Saturday the gals were at the home of Mary Anne and Martha Airth-Kindree for supper and canasta. Sunday Lynette attended visitation for Karen Carr before her funeral service at the Ontario Community Church. Our hearts go out in sympathy to Jerry Johnson›s mother Jackie Schumann and family as well as the loved ones of Karen Carr. The Lord giveth and the Lord taketh away. Blessed be the name of the Lord. We hear that at almost every funeral or memorial service and for the loved ones of Christians we know that there will be a great family reunion some day and we look forward to that time. Birth Announcements TMH November childbirth education classes Tomah Memorial Hospital has scheduled a variety of childbirth education classes in November for expecting moms, soon to be dads and family members. An all-inclusive childbirth education course will be offered Nov. 2 & 4 from 5:30 p.m. - 8:30 p.m. This course focuses on a variety of relaxation techniques used during labor and delivery, plus information on newborn care and feeding, parenting, newborn characteristics and medical treatment options. A refresher prepared childbirth class is also available by appointment to couples who have previously completed a prepared childbirth class and desire a refresher on techniques learned in that course. Parents can attend the childbirth class at the refresher class fee. New moms wanting to breast feed their newborn can learn more about it during a 2-hour class Nov. 9 from 6 p.m. - 8 p.m. Information will be presented on the advantages of breast feeding, prenatal preparation, healthy nutrition, the partner’s role and returning to work while continuing to breast feed. One of the fasting growing birth options is water birth. Classes are offered Nov. 12 from 7 p.m. - 9 p.m. Attendance is highly encouraged by all health care providers, prior to having a water birth. Sticky Buns - 9:00 County employee becomes certified humane officer by RENAE CALDWELL Staff Writer An existing county employee has been appointed as a third humane officer for the animal shelter. Leslie Schreier took the humane officer training in September and is now a certified humane officer. She will serve as back-up humane officer, according to Alison Elliott, director of Sanitation, Planning, Zoning and Dog Control. Schreier has worked for the county for about a year. She has been working in the office at the dog shelter, as well as part-time in both the county administrator’s office and the sanitation and zoning office. “I’ve always been an animal lover, taking in strays and the ones no one else wants,” said Schreier, who noted she has two one-eyed cats, two dogs she adopted from the shelter and is presently fostering eight cats. “It seemed like a natural next step to pursue certification,” she said. The county funded the weeklong training in Madison, which cost about $500. Amber Cordes is the county’s full-time humane officer. She is the shelter manager and oversees nuisance calls and dog bite cases. Bekah Weitz is a certified humane officer who oversees the criminal neglect and abuse cases. She works on an on-call, as-needed basis. Elliott indicated having Schreier as a back-up humane officer will benefit the county because she lives in the county, whereas the other two do not. The Monroe County Animal Shelter on State Highway 16 is open every afternoon, and is closed on Sundays.
