L
ifelong learning (LLL) is a national
agenda in preparing human capital
that is highly knowledgeable and
skilled. The sixth thrust of the National Higher Education Strategic Plan
(NHESP) highlights the enculturation
of lifelong learning, which will encompass:
the recognition of lifelong learning
through the Malaysia Qualifications
Framework (MQF);
the recognition of prior learning
experience;
increased participation of lifelong
learning by adults; and
alternative pathways and programme mobility.
In light of this, the Ministry of Education (MOE) and Open University
Malaysia (OUM) will jointly organise a
National Seminar on Lifelong Learning
in December this year.
The seminar will highlight various
LLL issues by involving various agencies
and industries that will work together
to achieve the country’s aspirations.
This seminar is a continuation of efforts
by the government to enculturate LLL
among members of society.
Its main objective is to increase
human capital that is both knowledgeable and capable of making significant
contributions to the development of
the nation’s economy.
It also aims to enhance the awareness of academics and the public on
opportunities and access for education
provided by the government regardless
of the age and background of lifelong
learners.
Datuk Seri Ir Dr Zaini Ujang, Secretary General II of the MOE, says the
seminar is expected to attract ministry officials, academic institutions and
individuals who are involved in the
delivery of lifelong learning. The local
community and stakeholders who have
an interest and concern for the concept
are also expected to attend.
Through collaborations with lifelong learning advocates such as OUM,
Datuk Seri Ir Dr Zaini Ujang,
Secretary General II (KSU) at the MOE.
the first open and distance learning
university in Malaysia, the ministry
hopes to encourage other institutions
across the country to offer lifelong learning programmes to the public.
This collaboration will also complement and assist MOE in increasing
advocates and active participation in
LLL among the people. OUM would also
be enlisted to help widen community
skills and knowledge as a whole.
Dr Zaini says that the ministry is
working tirelessly to plant seeds of interest to pursue education and expand
on personal development especially in
the workforce.
The Blueprint on Enculturation of
Lifelong Learning for Malaysia 20112020 was launched in 2011 by the
Deputy Prime Minister Tan Sri Datuk
Muhyiddin Yassin.
Following this, several initiatives
have been taken including establishing
the LLL Technical Committee that is
chaired by Dr Zaini and the organising
of international LLL conferences and
seminars.
OUM has already taken steps to provide an evaluation framework that took

into account a student’s work experiences as an entry assessment to the
offered courses. This framework was
established as the government foresaw
the lifelong learning participation rate
increasing from 10 to 50 per cent for
the population aged 15-year-old and
above by the year 2020.
“MOE is able to take on challenges
as an organisation that is implementing
LLL based on a few factors. One is the
increase in LLL programmes and public interest in the country, which shows
positive growth in the area. Moreover,
there are additions to the existing
financial provisions for the carrying out
of LLL activities and programmes,” says
Dr Zaini.
“One of the objectives is to enhance
the commitment between the ministries and institutions involved. The
seminar also aims to obtain input and
suggestions in combating national
issues pertaining to LLL such as accreditation and recognition of courses that
are being offered by various ministries
and official bodies.” says Under Secretary of Planning, Research and Policy
Coordination Division, Ahmad Nazri
Bin Sulaiman.
Ahmad adds, “The theme of the
seminar is Lifelong Learning as the
Third Pillar of Human Capital Development: Issues & Challenges and OUM
President/ Vice-Chancellor, Professor
Emeritus Tan Sri Anuwar Ali, is one of
the main speakers at the event.”
Submission of abstract or full paper
will be by 15 October 2014 and notification of acceptance will be on the 31
October 2014.
