AGE DETERMING DATE
The AAU Baseball National Committee has
voted to endorse in 2006 the change in age
determing date proposed by USA Baseball.
Effective for the 2006 AAU Baseball season
beginning September 1, 2005 and
continuing through August 31, 2006, the age
determing date for all age groups will be
May 1 (instead of August 1 applied in 2005
and prior years) as indicated in the following
table.

At age 9:U, open base national
competition in addition to closed base
competition is being offered at Disney
Wide World of Sports on July 7-15, 2006.
Teams participating in the state
championship qualifier (closed base) at
Raccoon Valley June 17-21, 2006 may
elect to advance to either the open or
closed base national championship.
2006 AAU RULE CHANGES
For the 2006 season:
� The prohibition against head first slide
applicable in 2005 and prior years
has been removed.
Coaches are
strongly encouraged to teach all
players proper sliding technique.
� If all roster coaches on a team are
ejected during a game, then that team
must forfeit that game.
� The 2005 experiment with Division II
regional and super national
competition was discontinued for 2006
and future years.
Division II
competition in 2006 is the same as in
2004.
� In national championship bracket play,
the fifth through eighth place games
will not be played.
However,
individual medals and team trophies
will still be awarded with ranking
determined as follows:

AAU DIVISION PLAY OFFERS
ADDITIONAL OPPORTUNITIES
AAU Baseball offers competition in both Division I and
Division II levels of play. Although the demarcation
between Division I and Division II teams is imprecise, the
purpose is to come closer to creating a level playing field
for all competitors.
Division I is designed for the most competitive, “select”
teams, travel teams and teams composed of players
recruited from a widely disbursed and possibly heavily
populated area. Division I provides the opportunity to
compete against the best teams in the nation.
Division II is designed for teams comprised of players from
the same school, neighborhood or community and includes
recreational all star teams, school only teams and mid-sized
community drafted recreational teams.
Classification as Division I or Division II requires
flexibility, integrity and honesty on the part of each
participating team. The Iowa AAU Baseball Committee
retains the right to designate the specific division consistent
with the caliber of your team.
QUALIFYING FOR AN OPEN
NATIONAL CHAMPIONSHIP
A. In the age 8:U, 9:U, 10:U (60’), 10:U (65’), and 17:U
groups, the National Championship will be an open
tournament in which any team may enter, subject to item C
below.
B. In the age 18:U/19:U group, associations conducting a
qualifier may enter 4 teams in the National Championship
whereas those associations not conducting a qualifier may
only enter 2 teams, subject to item C below.
C. THIS IS SUBJECT TO MONITORING BY THE
NATIONAL BASEBALL COMMITTEE provided the
team:
1. conforms with the AAU registration rules for athletes
and clubs as outlined in the AAU Code Book and
2. has participated in their District Qualifier, if one is held,
3. is certified jointly by the District Governor and District
Baseball Sports Director.
D. Teams in the age 8:U, 9:U, 10:U (60’), 10:U (65’), 17:
U and 18:U/19:U groups that participated in their
respective District Qualifier may add or replace up to five
players to a maximum of 20.
Teams becoming eligible to advance to a national competition
via a District Qualifier must notify the appropriate National
Championship of their intent to participate within 72 hours of
the completion of the Qualifier.

QUALIFYING VIA SUPER REGIONAL QUALIFIER
A. Teams that become eligible to advance to a National
Championship via a Regional Qualifier must participate in,
or have participated in, their respective District Qualifier to
be eligible for national competition.
B. Teams not participating in their respective District
Qualifier that become eligible to advance to a National
Championship via a Regional Qualifier must receive
written approval from the AAU Baseball Executive
Committee before they may participate in a national
competition. In this situation, the AAU Baseball Executive
Committee shall seek input from the District Baseball
Sports Director.
C. Teams becoming eligible to advance in Division I may
not participate in Division II and teams becoming eligible
to advance in Division II may not participate in Division I.
D. If one of the aforementioned teams also places in the
District Qualifier and, as a result, also qualifies for national
competition in the District Qualifier, the district shall
receive an additional entry for the next highest place team
in Division (I or II) dependant upon the division of the
team, that otherwise does not qualify. (Teams that have
become eligible for national competition prior to their
respective District Qualifier shall not displace a team that
has not otherwise qualified).
E. The roster of a team that has become eligible to
advance to a national competition must conform with
current AAU Code and AAU Baseball Handbook
regulations (see team and individual eligibility at www.
aaubaseball.org).
F. Teams becoming eligible to advance to a national
competition via a Regional Qualifier must notify the
National Headquarters within 72 hours of the completion
of the Regional Qualifier of their intent to participate in
the appropriate National Championship.

qualifies for the AAU National Championship must
remain on the roster of that team.

QUALIFYING VIA DISTRICT TOURNAMENT
A. For the age 11:U (70’), 12:U (70’), 13:U, 14:U, 15:U
and 16:U national championships, add the total number of
ALL district teams competing in an ENTIRE age group
(Division I and II and different base paths, 60’, 65’, 70’,
80’ and 90’) to determine the number of National
Championship entries.

If a District Qualifier consists of more than twenty four
(24) teams, one (1) additional team may advance for every
ten (10) teams above twenty four (24) teams.
B. The Iowa AAU qualifiers will be OPEN tournaments in
which any team may enter provided they conform to AAU
registration requirements as outlined in the AAU Code
Book.
C. All District qualifiers must be completed no later than
the Sunday three weeks prior to the start of that age group’s
National Championship unless prior approval of the AAU
Baseball Executive Committee is obtained.
QUALIFYING VIA PREVIOUS YEAR’S FINISH
IN NATIONAL CHAMPIONSHIP
A. In all age groups, teams that (1) advanced to the sudden
death championship bracket or beyond at the 2005 National
Championship, or (2) finished first or second in the Classic
Bracket at the 2005 National Championship shall be
entitled to advance in the same Division of play to the next
year’s 2006 National Championship in the next higher age
group provided the team (club) participates in the 2006
District Qualifier the following year. In the event that one
of the aforementioned teams also qualifies for a National
Championship at its respective District Qualifier, the
District shall receive an additional National Championship
entry for the next highest place team participating in the
district tournament that otherwise does not qualify. (Teams
that have become eligible for national competition prior to
their respective District Qualifier shall not displace a team
that has not otherwise qualified).

offered in Iowa since the local metro Des
Moines market has a significant number of
players from Little League programs and
many local facilities are still closed base
distances.
With respect to national AAU Baseball
competition, both open and closed base are
offered at Age 9:U and Age 10:U, whereas
solely open base is offered at Age 11:U and
Age 12:U.

and competitions. The “AB” card must be purchased
when the athlete or coach first registers with the
AAU. Athletes/Coaches may not pay the difference
in the cards to “up-grade” to an “AB” card at a later
date. The “AB” card is available to all youth athletes.
All martial art adult athletes must purchase the “AB”
card, with the exception of Taekwondo, for which the
card is not available under any circumstance.
AAU MEMBERSHIP
REQUIREMENTS
AAU membership is required to participate in the
Iowa AAU Baseball Program. To receive all AAU
membership benefits, including comprehensive
insurance program, the team must be a member club
of AAU and all athletes must have a current
individual AAU membership.
For team sports, all athletes and coaches on the team
must have the “AB” card. In team sports,
both general liability and athlete accident insurance
will be extended to AAU teams participating in
supervised and scheduled non-AAU sanctioned
competitions and practices. Coverage will not extend
to any non-AAU sanctioned competitions hosted or
conducted by AAU clubs. (AAU clubs must still
obtain proper sanctioning when hosting or conducting
competitions.)
GET MORE FOR YOUR MONEY
As indicated elsewhere in this newsletter, the
AAU membership fees apply for the year
September 1 through August 31. Accordingly, it
makes sense to enter as many events in as many
sports as possible when joining AAU.
TEAM (CLUB) MEMBERSHIP FEE:
The Level 1 Club membership ($30) is all that is
required to participate as a team (plus your individual
athlete and non athlete memberships). The Level 2
club membership ($60) is required, if your club is
hosting a tournament. The Level 3 ($300) Club
membership is if you want the benefits of a 501(c)3
club.
Team may request proof of insurance to verify the
team’s insurance coverage. Third party certificates,
when additional insurers are named to the AAU
policy, will be available for the “AB” program.
For individual sports, AAU members will be covered
in non-AAU sanctioned scheduled competitions.
Such members may participate without an AAU
coach or other club members. Coverage will not be
available for unscheduled, unsupervised practice by
individual athletes.
If individual sport athletes are participating in a team
competition format, all members of the team/club
must be “AB” members.
INDIVIDUAL ANNUAL MEMBERSHIP FEE:
Youth fee is $12.00 or $14.00 for the “AB”
membership. Coaches fee is $14.00 or $16.00 for the
“AB” membership.

Although not mandatory, opinion within the general
population appears to endorse purchasing the AB card
by any athlete who will be involved in team sports at
some time during the membership year. Individual

INDIVIDUAL MEMBERSHIP FINANCES:
Around 80% of the individual membership fee is
passed on to National AAU with 20% remaining in
Iowa. As a volunteer organization, Iowa AAU has no
paid employees. The Iowa portion of the fee is used
entirely to cover the cost of administering Iowa AAU
sports programs including postage, phone, copying,
printing and promotion of AAU activities. Not only
is there no money left for hiring AAU staff, but the
Iowa AAU office resides rent free in a private home.
AAU MEMBERSHIP OPTIONS
The AAU will continue its regular membership
program which provides athlete accident insurance
and general liability insurance for all AAU sanctioned
practices and competitions - as a benefit of
membership. All aspects of our current program will
be maintained for regular membership.
The “Added Benefit” or “AB” membership provides
athlete accident and general liability insurance for
athletes, coaches, clubs and associations in specified

NOTICE FOR TEAMS PLAYING IN STATE BASEBALL TOURNAMENT:
Rosters are limited to a maximum of 20 players per team. A team advancing to a National Championship shall be allowed to add
or replace up to five (5) players on its District Championship roster (to a maximum of 20), provided the replacement players and
the players being added were listed on a roster of a team participating in the same age division in the same District Championship.
(For example, a team with 15 players could add 0-5 more for a maximum of 20. A team with 17 players could add 0-3 players
for a maximum of 20. A team with 12 players could add 0-5 players for a maximum of 17.
rule shall apply after three (3) innings (2 1/2 innings if the
home team is ahead). The 10 run rule and 15 run rule shall
apply in ALL National Championship games in ALL
rounds of play.
6. INJURIES INVOLVING BLOOD
A player or coach who is bleeding or who has an open
wound shall be prohibited from participating further in the
game until appropriate treatment has been administered. If
medical care or treatment can be administered in a
reasonable amount of time, the individual would not have
to leave the game. The length of time that is considered
reasonable is umpire judgement. The reentry rule would
NOT apply to players in case of a bleeding injury. If there
is an excessive amount of blood on the uniform, it must be
changed before that individual may participate.
7. EJECTION (manager, coach or players)
In all age groups, the first occurrence results in
suspension for the game (removal from game site) in
which ejection occurs and the next scheduled game.
The second occurrence during the same tournament results
in suspension for the remainder of the tournament as well
as possible imposition of further sanctions subject to the
review of the District level AAU tournament official for
District and Regional competitions or National AAU
tournament official for National Championships. If all
coaches listed on the tournament roster are ejected during
a game, that team must forfeit the game.
8. COACHES ATTIRE
Coaches do not need to be in full uniform, but should be in
appropriate matching athletic attire, consistent with
the team uniform (such as collared shirts and coaches
shorts, with athletic shoes).
9. WITHDRAWAL OF TOURNAMENT ENTRY
Deadline for withdrawal of a tournament entry will be the
tournament entry deadline. If a team does not give
notification of withdrawal prior to the deadline date, but
the team does withdraw from the tournament, the head
coach and/or entire team may be subject to sanctions, with
due process.
10. FORFEIT
The National High School Federation rule shall apply and
AAU tournament officials shall administer the rule so that
any team which causes a forfeit will NOT benefit and may
NOT advance to Championship pool or bracket play
unless the tournament committee determines there were
extenuating circumstances causing the forfeit. Teams that
receive a forfeit shall be credited with a win, but runs
allowed and runs scored will be based only on actual
games played.
Teams or coaches who fail to compete in ALL scheduled
games are subject to sanctions, which may include
suspension from current and future national championship
play.
Coaches may NOT mutually agree to end a contest without
first receiving the approval of the respective AAU
tournament committee. If all coaches listed on the
tournament roster are ejected during a game, that team
must forfeit the game.
2006 AAU RULES OF COMPETITION
The official rules of the AAU Baseball Program are the
“2006 High School Baseball Rules” as published by the
National Federation of State High School Associations
except where modified. To order rule books visit www.
nfhs.com.
GENERAL PROVISIONS
1. PITCHING
In the age 9:U, 10:U, 11:U and 12:U groups, a player
may pitch in a cumulative maximum of six (6) innings in
consecutive calendar days after which that player may not
pitch the next calendar day. Example: Day 1 (2 innings),
Day 2 (2 innings), Day 3 (1 inning), Day 4 (1 inning), Day
5 (must not pitch). Example: Day 1 (3 innings), Day 2
(does not pitch), Day 3 (3 innings), Day 4 (3 innings), Day
5 (must not pitch).
In the age 13:U, 14:U, 15:U and 16:U groups, a player
may pitch in a cumulative maximum of ten (10) innings in
consecutive calendar days after which that player may not
pitch the next calendar day.
Example: Day 1 (4 innings), Day 2 (4 innings), Day 3
(does not pitch), Day 4 (eligible to pitch)
An “inning pitched” constitutes a pitcher being officially
entered into the pitching position. The pitcher will then be
charged with pitching that inning even if that pitcher does
not throw a pitch.
When a game is suspended in the middle of an inning and
resumed on a subsequent day, the pitcher on the mound at
time of suspension is charged with an inning pitched and
the pitcher on the mound when the game is resumed is also
charged with an inning pitched.
Upon reaching the applicable individual pitching limit, the
pitcher is immediately removed as pitcher.
PENALTY: Upon discovery that the individual pitching
limit has been exceeded, the pitcher is immediately
removed and both the pitcher and head coach are ejected.
2. BALKS
In the age 8:U. 9:U (60) CLOSED BASES, 10:U (60’)
CLOSED BASES groups, balks WILL NOT be called.
3. HEAD FIRST SLIDE
Headfirst slide will be allowed in ALL age groups.
4. BAT SIZE
The age 8:U, 9:U, 10:U, 11:U, 12:U, 13:U and 14:U
groups shall not be limited by the 2006 High School
Baseball Rules published by the National Federation of
State High School Associations regarding bat
specifications.
EXCEPTION: In the age 11:U (60’) and the age 12:U
(60’) groups, the bat barrel may not exceed 2 3/4” in
diameter (no limit in Iowa State Championships)
5. 10-RUN RULE 15-RUN RULE (MANDATORY)
In the age 9:U, 10:U, 11:U and 12:U groups, the 10-run
rule shall apply after four (4) innings (3 1/2 innings if the
home team is ahead) and in all age groups 13 and older, the
10-run rule shall apply after five (5) innings (4 1/2 innings
if the home team is ahead). In all age groups, the 15-run

game is started using an EP, the game must be finished
using an EP.
Players not listed in the starting line-up may serve as
substitutes in the normal manner as covered in the rule
book published by the National Federation of State High
School Associations (NFHS).
In case of injury, the NFHS rule book applies except that if
an EP is being used and injury prevents that slot in the
batting order from being filled, an automatic “out” applies
in that slot.
11. COMPLETE GAME
The age 9:U, 10:U, 11:U and 12:U groups shall consider
a game complete after four (4) innings (3 1/2 innings if
home team is ahead). The 13:U, 14:U, 15:U, 16:U, 17:U,
18/19:U, L1 and L2 age groups shall consider a game
complete after five (5) innings (4 1/2 innings if home team
is ahead,) which is current with NFHS rules.
12. CALLED GAME
For all age groups, the umpire may suspend a game, but
not declare the game complete, in order to hold discussions
with AAU tournament officials. AAU tournament officials
will attempt to play all games to completion unless it
becomes imperative to change the tournament format.
13. LAST HALF INNING
The bottom half of the last inning will NOT be completed
solely for tie-breaker purposes. Once the home team has
more runs than the visiting team in that inning the game is
complete.
14. PROTESTS
Protests must be made verbally with the umpire by the
offended team at the time of the play and before the next
pitch. A fee of $100.00 cash (refunded if upheld) must
accompany the protest. All decisions of the protest
committee shall be final.
Only decisions involving the misinterpretation or
misapplication of a rule may be protested. No protest shall
be allowed in matters involving solely the officials’
judgement.
15. BAT PERSONS
A bat person must be between the ages of 8 - 19 years and
have a current AAU membership.
16. EXTRA PLAYER (EP) AND/OR DESIGNATED
HITTER (DH) - available at all ages and optional for all
games
At the beginning of a game, either the EP and/or the DH
may be elected.
The Designated Hitter (DH) provision as covered in the
rule book published by the National Federation of State
High School Associations(NFHS) applies. The Extra
Player (EP) is listed in the batting order and may assume
any of the nine defensive positions without being counted
as a substitution.
Under all of the following options, there are never more
than the standard nine defensive positions. Options are:
1. Use neither the DH or EP, giving nine players in the
batting order and the same nine players on defense.
2. Use only the DH, not the EP, giving nine players in the
batting order, one of which is replaced by another line up
player on defense.
3. Use only the EP, not the DH, giving ten players in the
batting order of which nine play on defense.
4. Use both the DH and EP, giving ten players in the
batting order, but one of the nine defensive players is
replaced by the DH in that batting order. However, the DH
can be removed during the game according to NFHS rules.

� Pitching distance will be 46 feet.

Charlotte, NC (Division I and II) or national competition in
the Age 10:U (60’) July 14-22 in Tampa FL (Division I
and II)
In the Age 11:U group, teams from both 60’ and 70’ Iowa
qualifying tournaments will be eligible to advance to
national competition in the Age 11:U (70’) July 14-22 at
Disney’s Wide World of Sports (Division I and II)
In the age 12:U group, teams from both 60’ and 70’ Iowa
qualifying tournaments will be eligible to advance to
national competition in the Age 12:U (70’) July 28-August
5 in Hampton road VA (Division I and II).
In the age 13:U group, teams from both 80’ and 90’ Iowa
qualifying tournaments will be eligible to advance to
national competition in the Age 13:U (80’) July 15-22 in
Louisville KY (Division I and Division II) or national
competition in the Age 13:U (90’) July 14-22 in Myrtle
Beach, SC (Division I and II).
In the age 14:U group, teams from both 80’ and 90’ Iowa
qualifying tournaments will be eligible to advance to
national competition in the Age 14:U (90’) July 21-29 in
Sarasota, FL (Division I) or national competition in the
Age 14:U (90’) July 21-29 at Disney’s Wild World of
Sports (Division II).
PATCHES
Uniform patches must be worn at all AAU National
Championships and Super Regional Qualifiers. Teams are
encouraged, but not required, to wear uniform patches in
all AAU Baseball competitions.

Last year’s fall league featured many local
professional players working along side of high
school and college coaches.
The league fills up very fast. Players can sign
up as individuals, groups or teams. League
dates will be Wednesdays and Sundays from
mid-September through mid-October.
Cost is still a bargin $125 per player. Discounts
will be given to full teams that provide game day
coaches.

AAU Baseball will conduct regional National
Qualifying Events.
� Each age group at each regional site will be awarded 1
to 4 bids to the National Championship Tournament
depending upon number of entries.
� All participants, coaches and field personnel must be
current members of the AAU.
� To be able to participate, contact your local AAU

approval) and then contact the super regional
tournament director.
The Super Regional Tournaments are listed on the internet
at www.aaubaseball.org. You can participate in as many
Super Regionals as you wish.
TEAMS ELIGIBLE TO ADVANCE BY EARNED
AUTOMATIC BID
The following Iowa teams have earned automatic bids to the
2006 AAU national championships as a result of their
success in the 2005 AAU national championships. Division
I teams are eligible to advance by automatic bid to Division
I national competitions. Division II teams are eligible to
advance by automatic bid to Division II national
competition. All teams must play in their district
championship in order to advance to the 2006 AAU national
championships.
The following teams have earned automatic bids to the
competitions indicated below:
Age 13:U Division I (80’) or (90’) - Fort Dodge White Sox,
South Des Moines Hitman, West Des Moines Heat
Age 13:U Division II (80’) or (90’) - Ankeny Hawks,
Waukee Eagles
Iowa AAU will conduct ONE State Championship
qualifying event for each age group involving all teams
from Division I and II (see discussion of Divisions on
Page 2).
In all age groups, all available advancement
positions are seldom filled so that Iowa AAU
Baseball anticipates being able to accommodate
most all teams wishing to advance.

Theoretically, the number of teams eligible to advance
in each of Division I and Division II national
competition for age groups 10:U, 11:U, 12:U, 13:U,
14:U, 15:U and 16:U will be determined as outlined on
Page 2 (Advancement Criteria). For example, the age
12:U qualifying event most often has at least 24
participating teams and may advance at least six (6)
teams in each of Division I and Division II.
Advancement to national competition (Division I and
Division II) will be offered based upon order of finish
in district level championship bracket play. Subject to
the definition of Division noted on page 2, teams will
have choice of national championship division
beginning with the gold medal winner and working
down until all available positions are filled or all
eligible teams are given the opportunity, whichever
occurs first. Note that once all available positions in
national competition (Division I Or Division II) are
filled, only unfilled positions in the other Division are
available.
Although participation in national competition
requires time away from work and funding, it’s an
experience you’ll never forget. Teams interested in
advancing to national competition should declare
their interest by email to Iowa AAU
(ParmenterN@aol.com), giving team name, age
group and complete contact information for the head
coach.
