The vision of Keystone AEA is to improve learning and living for all students.
Agency Mission Statement
The mission of Keystone AEA is to provide leadership for school improvement, student learning, and living. This
leadership is provided through equitable, effective, and efficient services to its districts, schools, and their patrons
by working in school-community planning, professional development, curriculum instruction assessment, school
leadership, school management, services for diverse learning, services for inclusive schools, instructional media,
and school technology.

Keystone Area Education Agency
History
Senate File 1163 was passed into law in 1974 establishing a new system of financing and delivering educational
services for the children of Iowa. This system included the establishment of fifteen area education agencies. On
July 1, 1975, the AEAs replaced the former county and joint county school systems.
The programs of most AEAs were organized into three divisions for the first thirteen years of their existence.
Beginning with the 1988-89 school year, Keystone AEA had two divisions: Instructional Services and Special
Education Services.
Each of the nine AEAs is governed by a Board of Directors elected by local school boards. Keystone AEA’s ninemember board is the policy-making body, with powers and duties determined by state laws and guidelines.
Today, the AEAs work in partnership with schools, teachers, administrators, and parents to provide quality education to the children of Iowa.
Divisions
The Special Education Division is mandated by state and federal law to identify and provide special education
support services to all entitled students with disabilities. The Division supplies services in the areas of speechlanguage, hearing, school social work, psychology, parent-educator connection services, Early ACCESS and
preschool services, physical and occupational therapy, transition services, and special education consultation in
providing instruction to students who are eligible for special education services.
The Instructional Services Division provides inservice and staff development services, consultation in gifted and
talented services, school improvement services, technology integration consultation, curriculum consultation,
support for Iowa Core, access to online resources, cooperative purchasing, materials lending library, professional
library, curriculum library, van delivery, printing, lamination, and duplication services.
Keystone AEA Offices
Primary administrative offices are located in Elkader. This facility also houses Special Education and
Instructional Services division offices.
A field office for Instructional Services is located in Dubuque. Sector offices for Special Education are located
in Decorah, Dubuque, Delhi, and West Union; field offices are located in Elkader, Oelwein, New Hampton, and
Waukon.
