Breaking the continuity with the past, wanting to begin again, is a lowering of man and a plagiarism of the orangutan. Jose Ortega Y Gasset The words said about the University demand the understanding of the notion of continuity, the striving towards entirety or community, the learning at Higher School (universitas) where the public teacher (professor ) teaches the learners (students) to “see” the science on generality-continuity (universalitas) of human being and matter, while deans (decanus), as masters or senior servants, and rectors (rectors), as the administrators of legacies, materialize the memories into the presence of public life which is religious, spiritual, customary, ethical, economic, political, but also “God given ” in order to survive and become eternal. In 1838, at the time of its absolute domination over the rest of the world, “civil Europe” was populated by 200 million inhabitants. The industrial revolution stirred the masses and turned the individuals into the revolutionary citizens - “bourgeois” while the domineering romanticism in literature reattached the “breaking continuity” to the past, yielding the expression “the spirit of the nation” seized by the Serbs in the region of Sumadija, who, guided by their preserved spirituality and Njegos’s wisdom, chose Serbia over “the rule of insanity”. In the same way in which “the spirit of Serbian nation” led the Serbs to rebel against the Turks and create their own state ruled by law, their wisdom led them to create the first judicial, medical and cultural institutions and industrial facilities in Kragujevac. In order to achieve this “young people were educated to attain the highest principles of humanism through science inciting their senses and thoughts for good and beautiful things”. At the time when Lyceum was founded as the highest educational institution in Serbia, there were no laws on education regulating the teaching programs and methods. The teaching process was entirely in the hands of the Ministry of Education and teachers, with the exception of one Directive issued by the Ministry of Education in 1838 recommending that Gymnasia high schools should base their curricula on humanities. Prince Milos Obrenovic passed a Decree on July 1, 1838 on the foundation of “Licej Knjazevstva Serbskog” (Lyceum – originally the gardens in which philosophy was taught) and on December 1, 1838 the first Constitution of Serbian Principality was enacted, commonly known among the Serbs as “Turkish Constitution”, although it actually protected Serbian state which, in 1838, began to be governed by new constitution and the rule of law. The subjects that were taught in Lyceum were philosophy, general history, mathematics, geometry, physics, natural law, statistics of Europe, German and French languages, gospel interpretation and drawing. In 1841, the first year of law studies started at Lyceum, as the precursor of a future law school educating state administrators. “The spirit of nation” created its own intellectual elite and its own roots of statehood where there is no justice without judiciary and “no future without humanity” which stemmed from the past tradition institutionalized in the schools’ patron saint day (St. Sava) celebrated for the first time at Lyceum in Kragujevac. According to the first census conducted in Serbia in 1834, the state was populated by 678 192 inhabitants, most of them being illiterate farmers of Orthodox confession. Belgrade, the capital, was populated by 20 000 people, out of which some 6000 were Muslims. There were 72 elementary schools (2514 pupils) out of which 26 were financed by the state. The others were private or municipality schools. Back in 1838, the education was not compulsory and the regulation pre- THE MIRROR OF REMINISCENCE The creation of Serbian intellectual elite continued to strengthen when the first group of state students from Sumadija were sent to be educated in Austria, Saxony 6 UNIVERSITY OF KRAGUJEVAC and France. These state students were actually the state candidates for top positions in public administration. Majority of them were law students and after 15 years some 200 graduates returned form European universities to Serbia as “the fatherland intellectual elite” bringing Europe to the land of their fathers. In 1976 Serbia did not enact a new constitution – the Constitution of FR Yugoslavia was adopted two years before. At that time Serbia had an illusion of statehood, segmented society and Paulian elite. In other words, Lyceum in Kragujevac educated young people “to achieve the highest principles of humanism” in order to transform Serbia into a modern European state governed by the rule of law, laws being above the politics and corruption, where knowledge was promoted as a universal principle for better future “when Serbia will enjoy both internal and external freedom since education, patriotism and honest character cannot be bribed and are not dependent on the wealth”. Quia, Human beings, nations, cities and states can attain certain civilization heights by remembering their mistakes and misapprehensions and by preserving their spiritual heritage. Therefore, it can be said that the modern University of Kragujevac was not established in 1976, but that it was given back the most precious germ, which had been roaming through the lagums of revolutionary historical minds according to which history of mankind can always start from the beginning. So, “the beginning” of the University of Kragujevac is May 21, 1976 when several branches of Belgrade faculties which had been opened in Kragujevac as early as in 1960s, joined to form a new institution of higher education. The University of Kragujevac was established on the concept of a dispersed university comprising 11 faculties, 6 of them being located in Kragujevac, while the other 5 are in the neighboring towns of Central Serbia region: Kragujevac, Cacak, Kraljevo, Uzice and Jagodina. In its development it has had the advantage to exploit the economic, geographic and human resources of this region covering some 5000 km2 and inhabited by 2 000 000 people, the region which has yielded many distinguished people who have created modern Serbia. It is not for me to judge today the past times. On the contrary, in order not to “lower ourselves” it would be decent to extend our gratitude to all those who did their best so that today we may speak about the University of Kragujevac as an independent institution of higher education which encompasses educational, scientific, research and artistic work as the integrative components of a unique process of higher education. Today, in 2011, the University of Kragujevac has 18 000 students who may choose among 86 accredited programs taught by over 1000 teachers at all level of studies at 12 faculties. One third of these teachers are qualified for mentorship at the level of doctoral studies. The first faculties that constituted the University of Kragujevac were : Faculty of Economics, Faculty of Mechanical Engineering, Faculty of Law, Faculty of Science and Mathematics and Faculty of Technical Pedagogy in Cacak, as well as the Small Grains Research Institute in Kragujevac and Fruit and Grapevine Research Institute in Cacak. THE MIRROR OF REMINISCENCE So far 32210 students graduated from this University, while over 1000 students received their Master and 600 students their PhD degrees which confirms that 7 UNIVERSITY OF KRAGUJEVAC tellectual elite is just an orthopedic aid for atrophied “spirit of the nation” who believe that the continuity with the past is uncivilized and old fashioned. the University of Kragujevac has fulfilled the promoted goals of its founders and has become the leading “spiritus movens” of the economic, educational scientific and cultural development of the region and the country as a whole. As for Sumadija region and its University (Lyceum) of Kragujevac, all the mistakes and misapprehensions have been remembered and spiritual heritage preserved by teaching students to “see” the science where the expression “ to be one nation” represents a spiritual vertical line where the past and presence must co-exist. Absurdum, Is to compare Serbian Principality in 1838 with the Republic of Serbia in 2011 using statistical data and drawing universal conclusions from these numbers. Academically speaking, it is even inappropriate. Yet, in the vertical sense of the term elite, the numbers all of a sudden become the qualitative indicators of “a plagiarism of the orangutan.” At the linguistic level, the right to continuity actually means to have courage to accept responsibility. Everything beyond it represents a mere exile, “wanting to begin again, lowering of man…” Goran Petrovic Namely, the fact is that only 6.5 % of Serbian population holds a higher education degree, there are only 10 000 teachers (0.1%), the state allocates only 0.3% of its budget for the development of science and technology, the average age of its population is 40.25 years, while the average age of a researcher is 44. The academic decency will permit us to say that “Serbia is a state of Serbian people and all other citizens living in it, based on the rule of law and social justice , the principles of civic democracy, human and minority rights and liberties, adhering to European principles and values”. On the other hand, we may also conclude from the above mentioned facts that Serbia is on the verge of its biological survival, with an average elite (both quantity and quality wise) which “should not feel uncomfortable since it is like the rest of the people, equal in their indistinguishness”. Simply saying, compared to 200 state students who graduated from European universities in the first half of the 19th century and returned to their fatherland as an intellectual elite, today’ s in- THE MIRROR OF REMINISCENCE 8 UNIVERSITY OF KRAGUJEVAC FROM THE SEED OF GOOD HOPE UNIVERSITY OF KRAGUJEVAC 1838 – 1976 – 2011 TO THE PERFECT LAW OF FREEDOM Higher education in the city of Kragujevac has two birthdays. First, It was born in 1838 in the form of Lyceum of Serbian Principality and then reborn as the University of Kragujevac. These two dates require from us to view this University not only as an institution which celebrates its 35th anniversary, but also as a spiritual rise which has passed through all the difficulties and challenges reaching the fulfillment of its idea. Therefore, to celebrate the 35th anniversary of this institution means to glory their founders and architects. The father of higher education is Serbia is Atanasije Nikolic with his followers, who, with his undisputable, creative spirit, sparkling energy and incomparable moral strength managed to materialize the idea of the first Serbian Minister of Education, strongly supported by Prince Milos Obrenovic. Namely, the Minister, Stefan Stefanovic Tenka, proposed to prince Milos Obrenovic in 1383 that Gymnasium high school in Kragujevac should be raised to the level of higher school, a Lyceum. The Prince immediately accepted this idea and ordered a search for “the oldest professor who will be the head of Lyceum at the same time”. He was so overwhelmed by this idea that, a few months later, he wrote a letter to the Minister offering his own 60 000 silver coins for starting the school. THE SEED OF GOOD HOPE THE UNIVERSITY AND LEGACY OF ATANASIJE NIKOLIC 11 FROM THE SEED OF GOOD HOPE TO THE PERFECT LAW OF FREEDOM Higher education was re-born Kragujevac in 1976 as a result of the vision of Slavko Zecevic, the Head of Kragujevac District at that time. His name was not known outside Kragujevac and, at first sight, it might seem inappropriate to compare him with such great founders as the Prince Milos, the Minister Tenka and professor Atanasije Nikolic. Yet, he did the same thing what they had done, but in another epoch – he had an idea to bring back the University to Kragujevac and cherished that idea all the way into its materialization, “ as if he would cherish a baby swinging it in a cradle”, as he put it. “The moment I was ordered by the Central Committee to go to Kragujevac , I started to think and ask myself what I can do to make a city out of this provincial town! Then I came up with a solution: we should open a faculty.” This solution could only strike the mind of a man who could tell the difference between a city and a settlement. Most people believe that it is the buildings and people that make a city and do not see that it is actually the spirit that makes it upstanding and moving. His idea was to transform this provincial town, lost in time, full of gossips and hopeless illusions into a the city of knowledge. He obviously knew that administrative institutions, factories and shops could make industrial and commercial settlements, but not a city – urbs. In order for a settlement to become a city, It has to pass an arduous journey to reach knowledge, self-consciousness and courage to preserve its heritage without losing itself in ideological fevers and political bargains. A city represents a peaceful and sustainable awareness of duration and not a shortbreath promises, accusations and justifications. University opponents felt some sort of instinctive resistance and fear from upcoming knowledge which could not be controlled, no matter how hard they would try. They were resolute to stop its foundation. However, the energy of the idea was so strong that it could not be stopped. The foundation of the University in 1976 was in many things similar to the adamant, unconstrained and truth-devoted action of the distinguished Atanasije Nikolic. Their efforts grew out from the same spirit and close understanding of life values. The University was born and reborn on the basis of these virtues. If we cannot recognize this, then, a simple adding of years of the University’s existence will be in vain since it will not be able to come into grips with provincial spirit embodied in various forms - political flattering, greed, money loving, ignorance, and the worst of all, distorted minds and visions. Even today, this provincial spirit can be seen to bow before the new icons of power, failing to recognize that there is no alternative to the truth and freedom. The first rector of Lyceum knew all of this and was astonished to see that the members of the national assembly, at their session held on St. Andrew’s Day in 1858 were ready to throw everything away, despise all the tradition he had worked for all his life, and banish from Serbia all those who had devoted themselves to public good. ”At the meeting of the national assembly held on St. Andrew’s Day there were many of those who agitated according to their planned goals, a number of them being against the Prince Milos Obrenovic and his reign, campaigning for some sort of “red republic” they a were dreaming of. Serbia was lucky that they did not succeed in their foolish illusions. Yet, they were still attempting to overturn the law adopted by the assembly and prosecute the most honorable men, to replace the exi- It was the time of the ritual rule of working class, more imagined than contemplated, and the constitutionally proclaimed “dictatorship of proletariat”, unlimited in time and unconstrained by common considerations. They showed what the men of ignoble heart could do.” continued to work hard regardless the fact that hard work is not appreciated and rewarded in Serbia thinking that a day will come when someone will replace me and check what I have done. And if he sees that my sector has not done much on the development , he might attribute that to my ignorance and negligence. Simple people, who have not seen better work than land cultivation, could not understand that the work of farmers does not suit the mind. So, what could we do, but to accept their thought, to plant the seed of good hope to yield better products in the future.” The main struggle of the University is not for the efficacy, since destruction can also be efficient, or for the productivity, since many futile and purposeless things are being produced, or for the shorter duration of studying, since the time-saving devices have already shortened our lives, but it should be the struggle for, as Atanasije would put it, “ the refinement of the heart”: “Young graduates do not recognize that a comprehensive transformation of the human mind and heart is the basic prerequisite of freedom. Thus, without a proper domestic upbringing and refined heart , their quest for freedom is fruitless. A refined heart is the precondition for the real energy of freedom. .Without it, a city is nothing but a settlement, society is only a horde, and the University is just a vocational school. Atanasije has made us think about the ethical side of social development as the essential task of the University. He speaks using the language of apostles, enchanted by the idea he will materialized into action. The rector’s words stopped the world spinning for a moment: “In order for the youth to respect and fear their professors and understand the importance of the educational institution, I choose to address them with a motto: “Stop! Stop! Stop! Because the place you are standing on is sacred!” This should warn them how significance is the institution they are stepping in and how they should behave there in order to be enlightened by the torch of education and spiritual knowledge.” Stop! Stop! Stop! – instead of Forward! Forward! Forward! – used by ideological chasers represents a Copernican turn proving that the Earth is round and that, wherever we go, we will return to the starting point. This represents Socratic morality in its purest sense, because although he knew that he would l not be rewarded for educating people and raising the level of their culture, but that he would be banished from the country, Atanasije Nikolic did not give up his work for public good and continued to pursue his vision, not bitten by suspicions and faintheartedness. Atanasije Nikolic revealed a simple and defeating fact that a vision can be based only on moral grounds. The visions how the future will look like which are based on modern technological achievements and devices are a pure mistake. None of them has been fulfilled. On the other side, Atanasije Nikolić directed his tireless efforts towards establishing, developing and strengthening a wide range of social life from the University, library, Serbian language and literature, to agricultural schools, cannon factories and penitentiaries. He addressed the public in geometry textbooks, short stories, theater shows, etc pointing out that the public good and the preservation of identity are the only possible future policy. Therefore, we may conclude that the University of Kragujevac will have future to the extent it has preserved the spirit of Atanasije Nikolic. Atanasje Nikolic gave the breath and spirit to the University, making it alive. That this spirit of denial is still present in modern times could be seen in 1976, immediately after the establishment of the University of Kragujevac when the swarms of high school graduates came to enroll in the University within their reach. As a result of this exaltation, a decision was passed that the students could be admitted without an admission exam, only with a good gradepoint average that they brought from their high schools. Basically, previously acquired knowledge or talent did not matter, just good will and free time. It was not surprising that the overloaded ship started to sink which was reflected in poor quality of students and even less satisfactory performance of graduates. In December 25, 1992 the University of Kragujevac changed its name which speaks about the crisis it reached due to lost criteria, as well as of the ideological awareness of the University Council and the University Board which passed this decision. The change of the name marked the beginning of neo-liberalism in the concept of the University’ s development that will eventually leave hundreds of thousands of people jobless and hopeless. they rose from the spirit glorifying freedom and as a result of the need to overcome the mediocrity and corporate narrowness. In the way the theological circles were threatened by the seeds of free thinking the University was planting, in the same way the interests of the powerful were jeopardized by the “University’s critical mind and enlightenment”, as Atanasije wrote. By setting up the University of Kragujevac this conflict was settled, but not completely resolved. Today, the University is still pursuing efficacy, functionality and other traits characteristic for a technological process and people still fail to recognize that the University can only be based on humanistic grounds, ethical principles, freedom of learning and quest for vision. Knowledge is not just a means, it itself is purposeful since without recognizing its human goal, the means will lose its sense. If the University is brought to the level of a vocational school , there will be nobody left to create a vision, since the industry, as its faithful shadow, only recognizes the interests of the profit. And the University which lacks self-consciousness and which sees its future in industry cannot preserve national, intellectual and cultural values. By simplifying the University’s task we cannot respond to the challenges of the future since it should be devoted to human freedom and then to meet the needs of technological development, if it is still meaningful given the tragic consequences it generates. Freedom and technology do not go hand in hand and today it is not difficult to see where their interests drastically part. The University should be aware that its task is to hold freedom in one hand and knowledge in the other in order to balance their application to best suit human needs. This is an increasingly difficult task, but if we give up nothing can prevent the coming of post-human world which technologists praise with exaltation. The University should represent the last front to defend freedom The University , and the society as a whole, found itself “fighting with liberal entrepreneurship”. Creative criteria were replaced by featureless technological requirements measuring “work loads” and transforming creativeness into formal requirements. In this way the University has become just a tool for generating profit, deprived of its elite position and future visions which represented the only means of its emancipation from ideological pressures attacking its autonomy. In the whirlpool of the expectations of better future, we should never forget that the Serbian university was created by an elite group of intellectuals and that it has been developing along that spirit for almost two centuries. European universities, too, were not established by popular masses, but THE MIRROR OF REMINISCENCE 14 FROM THE SEED OF GOOD HOPE TO THE PERFECT LAW OF FREEDOM from the promises of technology and from the technology of promises. are distant from their visions, dreams, heritage and creativity, eventually being melted into the raw material of technological society. This will turn a city back into a settlement loosing its freedom and, hence, the reason to exist. The legacy of Atanasije Nikolic is the pledge that this will not happen to the University of Kragujevac. If the advancement is to be defended at the expense of destroying all values , then we do not need such disastrous progress since nothing can take us back into past more than such a destructive desire for progress. The real task of the university is to find the harmony between moral and material principles and forces, since a discrepancy in the development of production and ethical forces leads to the loss of human ties and spreading of utopian illusions which rapidly and unscrupulously change living conditions. If enthusiasm prevails that the change of material circumstances will solve the problem of human life, then the moral degradation is inevitable and brutal selfishness, the admiration of means and neglecting of purposefulness will prevail. Aleksandar Petrovic The University is asked to ensure the balance between the purpose and the means and to constantly search for the methods of connecting ethical and technological energies. If the students bear this in mind, then they will be able to comprehend that we live in the world that we have created ourselves and that the University is not a toothed transmission conveyer, but the awareness of the existence of the boundaries which technological society impose on personal freedom. Thus the requirements for efficacy will not represent a mere tool for extinguishing of human spirit that will only cater to the needs of technology and profit. The University’s task can be summed up in creating the well educated “white collars” who, no matter how well trained they are, they will not be able to prevent to feel helpless, worthless, isolated , week and frightened. Certainly, the freedom of an individual cannot fit the calculations of one’s usefulness, but it is not the reason for the University to abandon defending it. Lyceum of the Serbian Principality planted the seed of higher education, from which, in the early sixties of the 20th century, originated the first modern higher education institutions, out of which, in the year 1976, with the Self-management agreement on conjoining of academic and other scientific organizations of joint work, the University ''Svetozar Markovic'' now the University of Kragujevac, was established. University of Kragujevac, founded by the Republic of Serbia, is an independent higher education institution, which in carrying out activities combines the educational and the work on scientific researches, professional, or artistic work, as components of the unique process of higher education. University integrates functions of all faculties and organizational units in its structure, by implementing a unique policy aimed at constant improving of higher education activities, and improving the quality of teaching, scientific research and artistic development of youth, introduction of scientific research to students, as well as the creation of material conditions for the operation and development of the University. University of Kragujevac consists of 12 faculties, with THE MIRROR OF REMINISCENCE 20 UNIVERSITY OF KRAGUJEVAC the status of legal entity, out of which 11 are accredited with work permits, which are located in the 5 cities of Central Serbia: In Kragujevac, Čacak, Jagodina, Kraljevo and Užice and twelfth Faculty of Hotel Management and Tourism, based in Vrnjačka spa established on April 21st 2011 by the decision of the Government of the Republic of Serbia, which will, in the school year 2011/2012, have the first generation of students enroll the bachelor studies. Teachers At the Faculties of the University of Kragujevac , study programs are implemented by 1017 teachers and associates: • Teachers.......................................................................567; • Associates....................................................................450. Students Within the University of Kragujevac there is also the University Library as a library of general scientific character that serves for the functioning of the educational-scientific and research processes at the University. In this way it contributes to the successful studying, dissemination and promotion of knowledge, educational and scientific creativity of teachers and associates of the faculty and institutes of the University of Kragujevac. At the faculties of the University of Kragujevac, in the 2010/11 school year, a total of 18 123 students are studying. Of the total number enrolled, the majority studies at the Faculty of Economics - over 3000 students, Faculty of Medicine - over 2 500 students and the Faculty of Law - around 2,300 students. Students of the University of Kragujevac have at their disposal total of five dormitories: in Kragujevac, Užice, Čačak and in Kraljevo, where over 1,000 students reside and where the students are provided with 3500 meals per day. Statute of the University of Kragujevac, from 2006 and from year 2010, defined the three levels of studies, introduced the European Credit Transfer System (ECTS), increased the flexibility of studies which is achieved by introducing more educational profiles harmonized with the needs of development; frameworks for the introduction of its own procedures, standards and mechanisms for internal evaluation at the University and the faculties are created, and also the conditions for the mobility of teachers and students within a unique European higher Education Area. Scientific research and artistic activity University and higher education institutions carry out scientific research and artistic work in order to develop science and creativity, improve higher education activities, and improve the quality of teaching, training of the scientific and artistic youth, introducing students to scientific research and artistic work, as well as the creation of material conditions for work and development of the University. By the amendments of the Statute of the University of Kragujevac adopted in the year 2010 the special attention was paid to the establishment, planning and designing of a permanent quality control in the University and faculties, with the establishment of the Commission for Quality Assurance. In this way, the policies and procedures for quality assurance not only become an integral part, but also the basis of internal organization and work of the University and the faculties in its structure. SASA Presidency, at its first meeting held on 18 February 1991 and the Assembly of the University ''Svetozar Marković”in Kragujevac, at the meeting held on May 17th, 1991, made the decision to establish the Center for Scientific Research of SASA and the University ''Svetozar Marković' in Kragujevac, whose founding act was signed on the 21st May in the same year in Kragujevac, by academician Dušan Kanazir and by Rector of the University Prof. Dr Ilija Rosić. The Centre organizes and realizes manifestations in order to inform students about the possibilities for further development through post graduate studies, scholarship programs, student exchange programs, internships and other possibilities for professional development, domestic and international, through presentations of foundations and institutions, scholarship fairs, etc. By the founding act and by the Rulebook of the organization and work of the Centre for Scientific Research of SASA and the University ''Svetozar Marković'' in Kragujevac, adopted at the same meetings of the competent authorities of SASA and the University of Kragujevac, the foundations of cooperation were set and the basic principles of functioning of the Centre, as scientific organizational unit within the provisions of the Laws on the Serbian Academy of Sciences and Arts and Laws on the University, that were applicable at that time. The Centre organizes seminars, workshops, courses and lectures for students and recent graduates in order to provide help for developing practical skills and knowledge needed for first professional steps and career development. Through establishing cooperation with companies in Kragujevac and the Region, the Centre provides internships and professional development programs for students, helping them in that way to use the acquired knowledge in practice and to upgrade it with other skills and competences. Starting with the common interests of science, culture, art and education, and their transmission for the creation and further development of scientific and artistic youth in the Republic of Serbia, established by the Law on Serbian Academy of Arts and Sciences and the Law on Higher Education, in order to promote science and guiding and planning of scientific and technological development in the Republic of Serbia, SASA and University of Kragujevac, determined in 2011, the need to arrange the foundation of already established cooperation based on equality with the new agreement. International cooperation and agreement represent the basis for mobility of students and teachers, their professional and scientific development, as well as for expanding and deepening of international cooperation in the direction of development of integrated programs of educational, research and artistic activities. Since 2010, the University Gallery organizes programs proposed on yearly basis by the Program Board, formed by the decision of the University Council, and the financial means for the realization of programs are provided by the University of Kragujevac. For program realization, the University of Kragujevac has equipped the University Gallery with concert piano, suitable furniture and all the elements necessary for its functioning. University of Kragujevac realizes international activities also through membership in the European University Association, Balkans Rectors’ Conference, Danube Rectors’ Conference, Community of Mediterranean Universities, World Association of Universities, UNESCO’s University Network and other organizations dealing with higher education issues. Abstract University of Kragujevac sees the future of its faculties only in the development of higher education and scientific research work, as well of the society in general. The dispersal of the University of Kragujevac, whose faculties are in six cities of central Serbia, the University sees as an advantage that will allow it to rely on those societies that spawned modern Serbia and to whom Serbia owes the establishment of the university education. The Library functioned within the structure of University Working Group until 1985. Situated in the adapted basement facilities of the Self-government Hall with useful space of 525m2 and 70 reading places. In the end of 1981. within the structure of the newly built building of the Faculty of Law functional space for the University library was provided covering 1500м2. In this manner the functioning of the reading room with the gallery was provided, covering 430m2, 200 places in the reading room, book depots covering 218m2, 10 offices for employees, as well as ancillary facilities necessary for its functioning. By the decision of the University of Kragujevac Assembly, in 1985. University library was separated from the University Working Group and continued functioning as a independent working organization in the fields of education, science and culture. University library in Kragujevac is a Library of generally scientific character, whose activities are in the function of educational-scientific and research processes within the University. In this manner the Library contributes to successful studying, expanding and affirmation of knowledge, educational and scientific creation of teachers and associates from faculties and institutions of the University of Kragujevac. THE MIRROR OF REMINISCENCE 30 Library users are students, university teachers, science associates, pupils, as well as all interested citizens. Activities Basic activities of the Library is performed by 19 employees in total, out of which 6 of them are librarians, 2 senior librarians and 4 employed on the position of librarians. Activities are purchase, preservation and renting publications, as well as all information related to educational and scientific processes. Functioning of the Library is completely automated; software package COBISS is being used. By using web portal http://www.vbs.rs/cobiss/ one can search the database of the University library, and other libraries in the system, as well as reserve the desired material. Through developed procedures of interlibrary loans, the materials of other libraries, domestic and foreign, are available to users. The Library organizes exhibits, science meetings and book promotions in accordance with programs of particular educational, scientific and cultural activities. The Library possesses about 100.000 inventory units (textbooks, periodicals, fiction, dictionaries, monographic publications, Ph.D dissertations, master thesis...). All of the materials are available through consortium for unified purchase financed by Ministry of Science (Cobson). Over 35.000 foreign scientific writings in full content, about 40.000 titles of foreign books and several index bases with bibliography writings about publications in magazines are available to users. The Department of the Faculty of Mechanical Engineering began to work on 9th of October 1960 in the facilities of the First Grammar School, and 112 students attended lecturs. New buildings for the Faculty of Mechanical Engineering were built on the field next to Upper Park in 1962, and the final relocation to the new premises was executed on 5th of January 1963. There was no new enrollment of students in Kraljevo until 1970. A large number of renowned professors that once worked at the Faculty and their high competences enabled, since 1983, the beginning of writing doctoral disertations. In accordance with the needs for improvement and development of primary agricultural production, in the school year 1991/92, the Faculty of Agronomy in Čačak founded specialistic and master studies in the following fields: Ecology and Agrotechnics of Grain, Ecology and Agrotechnics of Industrial Plants, Ecology and Agrotechnics of vegetables, Pomology, Microbiology, Protection and Development of Land, and from the school year 2003/2004., the Faculty is educating specialists in the field of Protection of Plants. Faculty of Education in Jagodina is the publisher of the magazine for language, literature and pedagogy sciences “Uzdanica”, which was categorized by the Ministry for Science and Technological Development as a magazine of the rank M52. The Faculty is the publisher of many monographs of Faculties’ teachers and associates, as well as Almanacs from national and international science conferences held at the Faculty. The Faculty for Hotel Management and Tourism in Vrnjačka Banja is being established as an Institution for higher education in form of legal entity within the University of Kragujevac. 2. The seat of the Faculty for Hotel Management and Tourism (in further text: Faculty) is in Vrnjačka Banja , Street Vojvodjanska, b.b. 3. The Faculty performs the activities of higher education and develops scientific research and expert work within the frames of educational-scientific field of social sciences and humanities, in accordance with the Law on Higher Education. 4. The regulations for public services and the Law on Higher Education are applied to the establishment, organization and work of the Faculty. 5. The means for establishment and commencement of work of the Faculty are provided in accordance with the Law. 6. The Faculty will start its work and the implementation of the study programs from the school year 2011/2012, after acquiring a work permit in accordance with the Law on Higher Education. 7. The managing body of the Faculty is the Faculty Council.
