The ACA encompasses the landmass expected to be impacted by the disaster and the airspace from the surface, generally up to but not including 6,000’ AGL. Specific lat/ longs of the ACA boundaries will be published in the Daily SPINS. Position (Point & Area) Reference Procedures: This plan is based upon the use of latitude/longitude expressed in degrees, minutes, and decimal minutes (example: N3450.4280/W09550.0760). For purposes of this plan, World Geodetic System 1984 (WGS 84) and North American Datum 1983 (NAD 83) are considered equivalent. SAR Grids will be defined using Global Area Reference System (GARS). Be cautious in reading coordinates – some users define points using degree, minutes and seconds. Although the error is usually small, it can mean the difference in a crisis response. Pay attention and ask the question if you are unsure of the data you are receiving. NOTE: Ground units may pass information using Military Grid Reference System (MGRS) or National Geodetic Reference System coordinates. This data will need to be converted into latitude/longitude for use by aviation assets. Reference: CJCSI 3900.01C, 30 Jun 2007 For complete description please reference the SC Aviation Coordination Plan 4 Aviation Coordination Area Example (ACA) For deconfliction all aircraft will monitor, transmit position, and coordinate on the following frequencies when operating in ACA and TFR’s: Fixed Wing: 122.75 Rotary Wing: 123.025 5 TFR Deconfliction Contingency Airspace Management—Mission Type Altitude Stratification within TFR’s (NOT FOR EXECUTION—INTENDED FOR HARMONIZED PLANNING) 6 SAR Deconfliction within a TFR Example of SAR Deconfliction within Disaster TFR Additional deconfliction tools can be used within this TFR, including implementation of VFR ingress/egress routes; airborne platform for communications and flight advisory support and designated air-air frequencies 7 Generic Airfield Entry / Exit Overlay All traffic is required to report rwy departing sector letter, and altitude; all departures will report sector letter, altitude, and pattern entry no later than entering the 10nm ring. Aircraft will also report when entering the 5nm ring. Departure Example: “CAP 22 departing rwy 32 transition sector alpha at 1500 ft”. Arrival Example: “CAP 11 entering sector Charlie at 2500 ft for left downwind rwy 18”. “CAP 11 entering 5nm for left downwind rwy 18”. 10NM Ring 315° H A 045° 5NM Ring G B 090° 270° F 225° C E D 135° 180° *The purpose of this overlay is for uncontrolled airfields with high density traffic due to a disaster. Any local and FAA procedures supersedes this direction. 8 Rotary Wing Ingress / Egress Deconfliction *All depictions are based off of active rwy *Rotary Wing Ingress / Egress Example 9 South Carolina is divided into four major conglomerates. The South Carolina Air Operations Branch has identified three to four airfields in each conglomerate that will be capable of handling most aircraft involved in air missions during a disaster. These airfields have been broken down by conglomerate and in priority order.
