June 23rd-24th, 2008 • Occupational health and safety implementations are becoming more crucial in terms of public conscious. • In parallel with this worlwide awareness, there exists regulatory enforcement in industry, especially construction sector due to its major role in occupational accidents. • In Turkey, construction is one of the sectors which has the most occupational accidents and in addition to this, the most fatal accidents have been occured in this sector. 2 • The administrative function of Istanbul Water and Sewerage Administration (ISKI) includes planning, installation and operation of drinking and waste water infrastructure investments in Istanbul. • Occupational health and safety implementations play an important role in drinking and waste water infrastructure sites where employees of contractor companies are charged by ISKI. 3 ISKI is responsible for providing a safe and healthful workplace for their employees by • setting and enforcing standards, • providing training, outreach and education, • establishing partnerships, • encouraging continual process improvement in workplace safety and health. 4 Incidences rate= ( number of accidents at work with more than 3 days’ absence that occurred during the year/number of persons in employment in the reference population)x100 000 Source:eurostat,http://ec.europa.eu/eurostat 5 Incidences rate= ( number of fatal accidents at work that occurred during the year/number of persons in employment in the reference population)x100 000 Source:eurostat,http://ec.europa.eu/eurostat 6 • 2.9 % of workers employed between 2006 and 2007 had accident. • The percentage of workers had accident is much higher in the mining industry with 10.1 %. • It is followed by 7.7 % in the electricity, gas and water sector. 7 Source:Turkish Statistical Institute, The Research of Occupational Accidents and Health Problems in 2006-2007 8 • The increasing level of consciousness in public opinion, • Losses of production caused by occupational accidents force the employers to take precautions, • Government determines all precautions, affords implementations of the precautions and inspects permanently to cover the right to life of citizens. 9 • Treatment plants, • Evaluation and controlling of contractors in terms of Safety Checklist for Contractors (SCC), • Maintenance and repair work. 10 ISO 9001(Quality Management System) ISO 14001 (Environmental Management System) OHSAS 18001(Occupational Health and Safety Management System) 11 • As a result of investigation of treatment plant, determination of deficiencies and training needs by analysing current system and documentation, • Making the risk analysis by determining the activities in plants, • Making the list of Personel Protective Equipment according to the activities in plants, • Making up the contingency plans, 12 • Setting the team of first aid and fireguard, • Setting the sanitary department, • Making up the occupational health and safety department, • Measuring the level of dust and noise, • Making the tests of pressure vessel, • Forming the instructions of safe work for the entire plant, 13 • Getting the materials safety form of chemicals, • Forming the practicable procedure, instruction and forms, • Applications of the document in site, • Prosecuting the applications, • Initiating the modular education program in accordance with the training needs. 14 The following goals are expected: • Classification of the works done by the contractors, • Determination the methods for evaluating the contractors, • Organizing the education program for the contractors, • Investigating the sites and identifying the deficiencies of the contractors in terms of Occupational Health and Safety, • Ensuring to overcome the deficiencies of the contractors in terms of Occupational Health and Safety. 15 In the regions related directly to the daily life of citizens, obligatory works have to be done during the cleaning work and maintenance of drinking and sewerage infrastructure. The people working in the areas to where industrial waste water is disposed, are under the high risk of biological and chemical aspects. Also, the gases contaminated in the sewerage infrastructure contain the danger of diffusion to the environment. 16 • Everyone should be included in the implementation of occupational health and safety, • Everyone should believe the necessity of occupational health and safety, • Top executives have to participate in the process and play an important role, 17 • The prosedures of the process have to be documented and periodically revised and updated, • All the serious and fatal accidents have to be recorded, • Occupational diseases have to be identified and medical status of the workers have to be periodically followed. 18 www.iski.gov.tr Thank You
