COMPETITION FINALIZED
Students Ranked in Top 10 Participated
to the Brussels Study Visit
“My Perfect School Competition” initiated under METEK Project in 43 provinces (Van, Kars, Şanlıurfa,
Erzurum, Batman, Diyarbakır, Sivas, Malatya, Trabzon, Kahramanmaraş, Gaziantep, Samsun, Elazığ,
Kastamonu, Kayseri, Ağrı, Iğdır, Ardahan, Erzincan, Bayburt, Muş, Bitlis, Hakkâri, Mardin, Şırnak,
Siirt, Hatay, Osmaniye, Adıyaman, Kilis, Bingöl, Tunceli, Ordu, Giresun, Rize, Artvin, Gümüşhane,
Yozgat, Çankırı, Sinop, Tokat, Çorum, Amasya) was inalized on 24 February 2014. Students at the
10th, 11th and 12th grades of vocational and technical education institutions participated in the
Competition. The competition aimed to reveal the creative ideas of students by enabling them to
describe the ideal vocational and technical education school from their point of views and to draw
public’s attention into the importance of vocational and technical education. Students applied to
the competition with works of arts such as short ilms, presentations, photography, graphics, 3-D
animation, collage and paintings.
Ramazan Aslaner, student of Turgay Ciner Technical and Industrial Vocational High School from
Kahramanmaraş was awarded with the irst prize with his Project entitled “Technology High School”.

Vocational and Technical High School For Girls and Selcan Kurtal from Trabzon Trade Vocational
High School with her Project entitled “From Dream to Reality” were awarded with the second, the
third, the fourth and the ifth prizes respectively.
Other students who ranked in top 10 and deserved to participate to the Belgium study visit with their

Participants of the Study Visit
Students ranked in top 10 at the competition and their guide teachers participated to the study visit
in Brussels, the capital of Belgium, between 06 - 12 April 2014. In order to get information about the
functioning and education policies of the European Union Institutions, the participants visited the
European Commission and the European Parliament, had the opportunity to see these Institutions
and were informed about their duties. The group also visited Turkish Embassy and vocational high
schools and received information about the socio-economic structure and education system of
Belgium and Brussels.

t“ get an award when I was actually thinking that it was already an adequate success f“r my student

s“me research “n internet while ”re”aring f“r my c“nce”t. I examined the buildings with different
characteristics in the w“rld. Buildings in Dubai were really ab“ve my imaginati“ns and they were
magniicent. I es”ecially ad“red the trans”arent building in the f“rm “f a crescent. As a v“cati“nal
high school student, my aim was to gather all vocational high schools in the form of a village and
ensure they all shared their ex”erience and kn“wledge. Quality “f v“cati“nal educati“n – like it was

t“ my students. A few students came t“ me t“ ask the meaning “f the w“rd c“nce”t ; şülsüm, “n the
“ther hand, requested detailed inf“rmati“n “n the c“m”etiti“n and she was the “nly student bringing
a ”r“duct. It l““ked like a s“und w“rk and I became her guidance teacher. Then, I guided her “n h“w
t“ d“ inal t“uches and we sent her w“rk t“ the c“m”etiti“n. When t“” 5 was ann“unced, şülsüm was
very sad and I was sad t“ see her u”set t““. She must have ”rayed a l“t since later “n I received a
call t“ hear that irst 10 c“nce”ts w“uld attend the study visit and then n“tiied her family. I can say
we were bursting with ha””iness. This was a c“m”etiti“n at nati“nal level and I was ”r“ud “f şülsüm
f“r making a name “f “ur sch““l. Then, “f c“urse, wh“le sch““l heard ab“ut the success “f şülsüm
and that we w“uld g“ t“ Brussels t“gether. Ş“r s“me time, they admired her envi“usly. I saw l“ts “f
students wh“ seemed t“ want being in her sh“es. As an educat“r, I believe such c“m”etiti“ns have an
impact of motivating students and increasing competition among them. In a competition which was
launched in 2011 at nati“nal level, 5 students in “ur sch““l had w“n the 4th ”rize and this made all
“f their ”eers gather themselves u” and be excited. As the sch““l administrati“n, we had “bserved a
signiicant increase in the number “f students ”laced in universities in the year these students entered
Transiti“n t“ Higher Educati“n Examinati“n. I believe this success will create a similar im”act “n
şülsüm’s friends t““. I think these results will increase faith “f y“ung hearts wh“ are shy, afraid “f

“I received information on the project from school administration. I had some opinions in my mind

friends at school. I completed my charcoal drawing for the project and made my application after
inalizing the w“rk. I was very ha””y when I learnt that I was in t“” 10 and w“uld g“ Belgium while
I was waiting f“r the results in excitement. Actually, the m“st im”“rtant thing f“r me is that I felt my

“I started my high school education in a general high school in Tokat- where I live. My grades were
bad and I re”eated the class. I was “riented t“wards v“cati“nal high sch““l by my relatives. şra”hics
and ”h“t“gra”hy was the ield I was m“st interested in am“ng the ields in “ur sch““l and I ”referred
it. I have increased my success since 10th grade by receiving certiicate “f high achievement and
appreciation continuously.
I really like carrying out creative works and produce things and this makes my family happy too. This
made me understand how important and advantageous vocational high schools are for students who
cannot make good use of their educational life. I was very happy when I learnt that I was one of topranking students in this competition. It is a source of pride for me to get such a rank in Turkey. I would

started their designs with enthusiasm after they learnt the subject. Different “”ini“ns were ”r“duced,

When we learnt that we were entitled t“ win a ”rize in the c“m”etiti“n, my students and I were very

other teachers and students in the department to participate in competitions. In conclusion, I hope
vocational education which aims to prepare a successful path to occupation for young people and

Pilot Works for Monitoring and Evaluation of
School Quality Practices Continue…
School visits made to provide necessary information and support for vocational education and training
pilot schools regarding quality implementation and to monitor and evaluate quality practices in the
schools continue under METEK Project’s Quality Component activities.
First three visits to 60 pilot schools were completed under “School Quality Practices Monitoring
and Evaluation Pilot Scheme” envisaged to be made between December 2013 - May 2014. It is

Vocational High School Teachers Made a Study
Visit to Croatia and Romania
7 vocational high school teachers attended the study visit made to Zagreb and Bucharest on 02 - 15
February 2014.
Participants visited National Quality Assurance Agency in Croatia, Croatian Chamber of Trades and
Crafts, vocational and technical education institutions and were informed about quality assurance
system and quality processes in Croatia, links between schools and business/industry and selfevaluation in action.
In Romania, participants visited Romanian Quality Assurance Agency and vocational schools and were
informed about sectoral approach on qualiications development, implementation of self-evaluation
at school Level, quality assurance procedures, curriculum development and implementation of
EQAVET (European Quality Assurance in Vocational Education and Training) Recommendations in
Romania.
In these institutions and schools, participants exchanged views with the related personnel, teachers
and students on the duties and responsibilities of staff, how quality assurance process and procedures
are being implemented and monitored, how curriculum meets the needs of the sector and how selfevaluation is being monitored.

Study Visit to Germany Under METEK Project
Training Component Made
Totally 7 staff, including 6 representatives from the Directorate General of Vocational Education and
Training and 1 from Council of Higher Education attended the study visit made to Köln and Bonn on
09 - 15 February 2014.
In order to obtain detailed information about vocational education system in Germany, to familiarize
with the implementations in learning materials development and to ind a chance to study and make
observations to enhance knowledge and experience, the participants visited “Cologne Chamber
of Commerce and Industry” and “Federal Institute for VET” as well as vocational and technical
education institutions.
Participants exchanged views with related institutions’ staff on “International Cooperation in
Vocational and Technical Education”, “Vocational and Technical Education for Trades”, “Off-theJob-Training”, “Digital Media in the Initial and Continuing Vocational and Technical Education” and
“Development of New Occupations in Germany”.

Made a Study Visit to Germany and Poland
Teachers and school managers from different vocational and technical education institutions, who
ranked in irst 10 at “How Did We Succeed Competition” attended the study visit made to Germany
and Poland on 09 - 15 February 2014.
In order to observe vocational and technical education systems and practices in these countries, the
participants visited vocational schools in Berlin and Warsaw and held meetings with institutions such
as “Senate Administration for Education, Youth and Science” and “National Centre for Supporting
Vocational and Continuing Education”.
Participants exchanged views with vocational and technical education teachers and students in

“Teacher Training on Vocational Counselling
and Career Guidance” Completed
in Rize and Erzincan
Teacher Training on Vocational Counselling and Career Guidance was held on 17 - 21 February 2014
in Rize and on 10 - 14 March 2014 in Erzincan.
71 trainers from secondary schools and vocational high schools from Erzincan and Sivas attended the
training in Erzincan. Opening remarks on behalf of Ministry of National Education were delivered by
Aziz Gül, Provincial Director of National Education. Ümit Güler, Regional Manager of Sivas provided
detailed information about the Project.
Totally 107 staff, including 102 teachers and academicians from primary schools, secondary education
schools and post-secondary education schools from Rize, Trabzon and Ordu and representatives
from Ministry of National Education attended the training in Rize.
Relevant experts informed the participants about “New Transforms in Bussiness Life”, “Labor
Market”, “Factors Affecting the Choice of Profession”, “Theories of Career Guidance”, “Assesment

Information Seminars on “Vocational Counselling and Career Guidance” and “Vocational Counselling for
Disadvantaged Groups” were held in 10 provinces within the scope of METEK Project (Muş, Diyarbakır,
Trabzon, Erzincan, Mardin, Van, Çorum, Sivas, Ağrı, Gaziantep) between February - April 2014.
Managers and teachers of vocational education institutions from these 10 provinces and from Bitlis,
Ordu, Rize, Kahramanmaraş, Sivas, Hakkari, Şırnak, Adıyaman, Şanlıurfa, Siirt, Bingöl, Gümüşhane,
Bayburt, Ankara, Samsun, Kastamonu, Amasya, Sinop, Yozgat, Kayseri, Tokat, Iğdır, Ardahan, Kilis,
Hatay and Osmaniye attended the seminars.
During the seminars, the participants were informed about “Roles and Qualiications of Career

Education” Workshop Completed in Ankara
Opening remarks of the workshop held in Ankara on 19 – 20 February 2014 were delivered by General

Totally 133 staff attended the workshop.
Project experts provided detailed information about the ongoing activities and quality development
work in vocational and technical education. At the second section of the workshop, group works on
“analysis of quality activities” were conducted and presentations of rapporteurs were made. The
workshop ended with the overall evaluation, recommendations and questions/answers session.

National Conference on “Quality in Post-Secondary Education Schools:
Current Situation, Problems and Solution Recommendations”
held in Çorum Hitit University
National Conference was held on 06 - 07 March 2014, with the participation of President of Council of
Higher Education Prof. Dr. Gökhan Çetinsaya, General Director of Vocational Education and Training
Ömer Açıkgöz and many top-level participants.
Aim of the National Conference held at rectorate’s hall of the Hitit University under METEK Project
was to discuss the problems and solution recommendations about the structure of post-secondary
education schools, quality of education and transition process from education to employment.

In his opening speech, General Director Açıkgöz referred to METEK Project and gave information
about the work carried out under the Directorate General with a view to improving the quality
of vocational and technical education. Açıkgöz also addressed the challenges of transition from
secondary education to post-secondary education schools.
In the sessions that were held in the irst day of the Conference, Prof. Dr. Durmuş Günay made
a presentation about “Post-Secondary Education Schools in Turkey, Regulating Work and
Recommendations”.
Author and Chairman of Kapadokya Post-Secondary Education School Board of Trustees Alev
Alatlı introduced Kapadokya Post-Secondary Education School and shared her experiences. Alatlı
explained the cooperation between the School and sector; the problems they faced and solution
recommendations.
Head of Student Selection and Placement Center Prof. Dr. Ali Demir made evaluations about “Student
Acceptance System in Post-Secondary Education Schools” and gave a detailed presentation about
the system.

Dr. Halim Aydın, Chairman of MUSIAD Commission of Education and Culture and Prof. Dr. Tekin
Akgeyik from Istanbul University participated to this session.
In the sessions held on 07 March Friday, President of VQA Bayram Akbaş made a presentation about
“the Place of Post-Secondary Education Schools in vocational qualiications system” and treated the
issue of qualiications in VET. Akbaş gave information about the VQA and vocational qualiications
system in Turkey.
The moderator of the panel session “Human Resources-Quality Relation in Post-Secondary
Education Schools: Current Situation of Academicians” was Rector of Sakarya University Prof.
Dr. Muzaffer Elmas. Representative of Eğitim-Bir-Sen Ahmet Özer, Prof. Dr. Muharrem Kılıç from
Akdeniz University, Prof. Dr. Süleyman Erkal from Kocaeli University, Assoc. Prof. Dr. Behçet Gülenç
from Gazi University and Assist. Prof. Dr. Yılmaz Güney from Sakarya University were the speakers
of the session.
During the last session of the Conference, the issue of “Education-Quality Relation in Post-Secondary
Schools: Curriculum, Infrastructure and Solution Recommendations” was dissussed. The moderator
of the session was Member of Executive Board of CoHE Prof. Dr. Durmuş Günay. Prof. Dr. Filiz Ercan
from Hacettepe University, Prof. Dr. Mehmet Sarıbıyık from Sakarya University, METEK Project Team
Leader David Hardy and METEK Project QA Key-Expert Genevieve McCabe made speeches.
Approximately 200 staff attended the Conference. The Conference had wide coverage in local and
national press.

Systems and Guidance and Career Counselling Practices of Countries
Lasted for 5 Days.
10 participants including Ministry of National Education’s Adviser who is Responsible for Projects,
Group Head of DG of Vocational Education and Training, Deputy General Director of DG of Special
Education and Guidance Services, representatives from CoHE, İŞKUR, METEK Project, school
principals and teachers attended the study visit made to Vienna and Prague on 30 March – 5 April
2014 .

Participants who visited “Austrian Federal Ministry of Education and Women’s Affairs”, “Euroguidance”,
“Czech Republic’s Ministry of Education” and “National Vocational Education and Training Institution”
as well as vocational high schools in Vienna and Prague received detailed information on the role of
these institutions and schools in vocational guidance and career counselling services.
Participants also exchanged views with the authorities on activities of Euroguidance (European
Guidance Centre) and Europass (European Mobility) in Austria and practices in Czech Republic on
training of trainers and vocational education and training systems of these countries.

NETHERLANDS STUDY VISIT PLANNED
UNDER TRAINING COMPONENT OF METEK
PROJECT MADE
13 participants including vocational education and training teachers, department chiefs and deputy
principals from various provinces of Turkey attended the study visit made in Rotterdam between 06
- 12 April 2014.
Large-scaled enterprises (AWL Techniek), schools (Techniek Academie) and relevant institutions and
organizations (MBO Raad: Netherlands Council of Vocational High Schools, CINOP Innovation Centre
in National Education and Training, Organization for Cooperation between Vocational Education and
Labour Market) were visited to obtain information on the role of centres of expertise and institutions
providing training of trainers.
During the visit, participants also exchanged views with the authorities on vocational education and
training system, training of trainers, school practices and relation between education and technical
sector in Netherlands.

METEK Project Fourth Steering Committee
Meeting Held in Ankara
High level representatives from relevant general directorates of Ministry of National Education, EU
Delegation to Turkey, representatives of Ministry of Labour and Social Security EU Coordination
Department, Project management and representatives of stakeholder institutions and organizations
of the project participated in Steering Committee Meeting held on 11 April 2014 in Başkent Teacher’s
House under the presidency of Ministry of National Education’s Deputy Undersecretary Salih Çelik.
In the meeting, information was provided through presentations made by training, quality and public
relations components on the progress made in the activities, achieved results, outputs and activities
that require more detailed works. As a result of the evaluation made by the Steering Committee, it
was agreed that the Project would be extended until December 2014 so that relevant activities can
be completed in a more eficient way.

held on 15 - 16 April 2014
Aim of the National Conference held in Gaziantep in the scope of METEK Project was to contribute
to development of mutual trust and collaboration between business world and vocational education
by emphasizing the importance of quality in vocational education and training.
Opening remarks of the conference were delivered by Gaziantep Provincial Director of National
Education Celalettin Ekinci, CoHE Representative Assoc. Prof. Dr. Behçet Gülenç, EU Delegation to
Turkey Education and Training Sector Manager Prof. Dr. Mustafa Balcı, MoNE Deputy Undersecretary
Salih Çelik and Gaziantep Governor Erdal Ata. In his speech, Deputy Undersecretary Salih Çelik
stated that rate of participation in compulsory education has been increased to 99,48% with the
projects that have initiated transformation in education and the reforms made since 2002 and it is
aimed to increase the rate of participation in education to 11-12%, which is the index of developed
countries, with secondary education being compulsory since 2012.

Having stated that quality is handled meticulously in capacity building works of the Ministry of
National Education, Mr. Çelik underlined that quality indicators in education would be published soon
and these indicators would shed light on works of the Ministry at provincial level, district level and
all levels. Stating that Gaziantep was specially chosen for this conference, Mr. Çelik thanked private
sector representatives in the province who were shining like a star –so to say – with the development
in industry and all relevant parties for their contributions towards taking more productive steps.

intellectual and self-conident individuals depends on education, Governor Ata emphasized that the

that there are 53 vocational education and training schools, 50 thousand students attending those
schools and 944 classrooms in the province. He further added that industry needs qualiied personnel
educated to in line with the needs in this period -when preparations of 5th Organized Industrial Zone
are continuing- and contribution can be made to quality vocational education all together with strong
collaboration with educational sector. Erdal Ata also expressed his satisfaction that conference was
held in Gaziantep.

large-scaled enterprises in private sector also participated, subjects such as “Labour Market and Its
Needs in the context of Vocational Education and Training”, “Quality System in Vocational Education
and Training”, “School - Sector Cooperation”, “Best practices in Vocational Education and Training”
were discussed.

METEK Project Legislation Study Group
Completed Its Work
The study group of 30 participants held its 2nd, 3rd and 4th workshops at Başkent Teacher’s House
on 12 - 14 February 2014, 05 - 07 March 2014 and 26 - 28 March 2014. On 09 – 11 April 2014, the
group gathered for the last time and inalized its work.
The group, consisting of school managers of vocational high schools, maintained its studies on the
current legislation; obtaining an analyse in the scope of establishing an active cooperation between
vocational and technical education institutions and labor market, as well as on;
- Improvement of both vertical and undergraduate transfers in different levels of vocational and
technical education institutions,
- Recognition and implementation of former learnings and,
- Preparing a draft legislation about enhancing the Lifelong Learning attainments.

“Draft Legislation Assessment Workshop”
Held in Ankara
Opening of the meeting held in Ankara on 16 - 17 April 2014 was made by General Directorate of
Vocational Education and Training, Head of Educational Policies Department, Dr. Recep Altın. A total
of 125 people participated in the workshop.
School quality managers of 60 pilot institutions under METEK Project, staff responsible for quality
and school principals and MoNE representatives, VQA representatives and TESK, TÜRK-İŞ, TOBB,
TÜSİAD representatives participated in the workshop. Draft legislation prepared by Legislation
Working Group under the Project was inalized in the workshop.

“Increasing the Pedagogical and Professional
Competencies of Administrators and Teachers
Training” Completed in Ankara and Mardin
With the purpose of supporting the pedagogical competencies of teachers, a series of trainings were
provided for teachers from the Project’s pilot vocational high schools and post-secondary education
schools. The irst of these Teachers Training was held on 03 – 07 February 2014 in Ankara, and the
second on 24 - 28 March 2014 in Mardin.
Totally 116 staff, including 108 teachers and academicians from pilot provinces and representatives
from Ministry of National Education attended the training in Ankara. Opening remarks were delivered
by METEK Project Team Leader David Hardy. Directorate General of Vocational Education and
Training, Head of Group of Social Partners and Projects Şennur Çetin and Group of Social Partners
and Projects, Project Coordinator Osman Yalçın made speeches as well. Training Component CoExpert Balkır Özünlü provided information about the developments of METEK Project and training
activities.
Totally 111 teachers from vocational high schools and academicians from post-secondary education
schools attended the training in Mardin. Opening remarks were delivered by Provincial Director
of National Education Mevlüt Kuntoğlu. At the Closing Ceremony, General Director of Teacher
Training and Development Assoc. Prof. Dr. Ali Yılmaz made a speech and presented the certiicates
of participation with the related experts.

Training Completed in Gaziantep
With the purpose of supporting the pedagogical competencies of administrators from pilot vocational
high schools and post-secondary education schools, the second Manager Training was held on 03 07 March 2014 in Gaziantep.
Totally 72 teachers from vocational high schools and academicians from post-secondary education
schools attended the training.
