Fish Creek Park: Road and Pathway Plan ATCO Gas Construction The construction of the system improvements is taking place in Fish Creek Provincial Park where both road and pathway traffic will be affected. As most of the construction will be occurring in winter and spring, the effects on the public will be lessened greatly due to closure of various facilities for the winter season. Construction within Fish Creek Park will be divided into three phases: Phase 1 – trenchless installation of gas line from the north drill pad to the south drill pad. Phase 2 – the trenching and placement of the new gas line from the south drill pad to the tie-in location at Stoney Trail and Sun Valley Boulevard. Phase 3 – the trenching and placement of the gas line from the north drill pad along Bow Bottom Trail to 146 Avenue SE. See Figure 1 on page four for construction phasing illustration. Construction of Phase 1 is scheduled to be completed in Q1 of 2016 while Phases 2 and 3 early in spring of 2016 or sooner if weather permits. With closures and construction activities, the public will be notified by signage and the ATCO Gas UPR web page at least three weeks prior to construction activities. The construction area will also have proper signage to warn the public that construction is happening in the area and show detour routes and ATCO Gas contact info. Flag persons will be used as required to inform the public of detour specifics. Lights will be placed in areas where the public and construction traffic interrelate especially during Phase 1. Phase 1 During construction of Phase 1, a portion of the east parking lot by Bow Valley Ranch and the upper parking lot by Sikome Road will be required for construction lay down purposes. A temporary access road will be built with swamp mats or rig mats from the nearest road to the north and south drill pads (See Appendix 1 Location A & Appendix 3 Location B). The roads leading to the parking lot as well as the pathways that cross it will be open throughout construction. Pipe stringing will be done north and south of the main road leading into Bow Valley Ranch adjacent to Bow Bottom Trail. The road and pathway will be open to the public except during 1 UPR YYC-003: G66336 Last Updated: December 14, 2015 pipe pull back where it will be closed for approximately one day (See Appendix 2 Location B & C). The lay down areas are required so that only mandatory equipment is needed on site for directional drilling. Construction and lay down areas will be fenced. A temporary roadway will be built from both parking lots by utilizing part of the granular pathway to both the drill entry and exit sites (See Appendix 1 & 3). If any paved pathways are crossed they will be protected by steel plates. Construction of Phase 1 will take approximately 60 days. Phase 2 Phase 2 of construction may affect the pathway along Sun Valley Drive to the east of the Sikome road. This pathway will have signage and be fenced off during construction. If the pathway is required to be closed for a period of time a temporary pathway will be constructed. Sikome road and pathway leading down to Sikome Lake will be closed for approximately three days when the gas line is being constructed (See Appendix 3 Location C). The road and pathway will be fenced off during this period and road plates will be placed overnight. Construction of Phase 2 will take approximately 10 days. Phase 3 Phase 3 of construction will affect the roads and pathways in the Bow Valley Ranch and Park office area. Access to several roads and pathways will be restricted at times throughout this phase. Flag persons and signs will be employed to direct traffic in roads and pathways where partial access can be maintained. Disruption to park users will be minimized as the trenches will be divided into sections so that not all pathways are affected at once, at least one pathway or temporary pathway or detour road will be available for public use. Pathways and roads will be remediated shortly after or be road plated until construction clean-up begins. Access to the Park office and surrounding businesses are still accessible through the main road or detour through Hullswood (picnic area) during construction in Phase 3. Road crossings will be constructed through night shifts (approximately two days). Shuttle service can be arranged to commute office and restaurant staff through Park entrance off Banister Road during road closure off Bow Bottom Trail. Once the pipe has been constructed in the Bow Valley Ranch & Park office area, construction will be adjacent to Bow Bottom Trail and will not affect public traffic in the park. Construction of Phase 3 will take approximately 18 days. Other guidelines that will be followed include: Construction traffic will be confined to the limits of any Temporary access routes. 2 UPR YYC-003: G66336 Last Updated: December 14, 2015 The Temporary access routes will be keep clean from mud, rock, debris etc. resulting from any construction activities. Sediment and erosion protection if needed will be installed along Temporary access routes. All Temporary routes will be reclaimed to their original condition when no longer required. Signage will be provided to advise and forewarn the public of any construction activities in the area. Vehicles off any roadways will not travel faster than 15 KMH. All roadways will be cleaned when required to remove mud, debris etc. when required. All City and Provincial laws will be obeyed when travelling on all pathways and roads. In summary, construction within Fish Creek Park is managed in phases to minimize the impact to road and pathway users in two areas of the park. There will be pathway and road detours should a road or pathway need to be closed. If a major deviation arises during construction, alternate road and pathway closure plans will be presented to Alberta Parks for approval prior to execution.
