ECONOMIC DEVELOPMENTS SARAWAK DOMESTIC INVESTMENT DIALOGUE & SEMINAR 2010 ________________________________________________________________________ Malaysian Industrial Development Authority (MIDA) in collaboration with the Small and Medium Enterprise Corporation Malaysia (SME Corp) organised a domestic seminar on the services sector on 8 October 2010 in Kuching, Sarawak. The objectives of the Seminar were to raise awareness on the importance of the services sector, provide the latest updates on government policies, incentives and facilities for Malaysian services providers as well as to highlight investment opportunities in the services sector. Sarawak remains among the top five investment destinations in Malaysia, with a total approved investment of RM1.6 billion for 27 projects for the period of January-July 2010. The major sectors that have attracted these investments were in electrical and electronic products, food manufacturing and fabricated metal products. Total domestic investments amounted to RM7 billion, with major investments in basic metal products, food manufacturing and chemicals and chemical products. Sarawak’s abundant natural resources such as petroleum and agricultural products, its geographical advantages as well as its internationallyrenowned eco-tourism destinations, have further enhanced its competitiveness and charm. Among the top domestic companies that have successfully established their base in Sarawak are Press Metal Sarawak Sdn. Bhd., Malaysian LNG Dua Sdn. Bhd., Bintulu Lumber Development Sdn. Bhd. and King Hong Steel Sdn. Bhd. Sarawak stands to gain from the key drivers of economic activities identified under the National Key Economic Areas (NKEA) which includes oil and gas, tourism as well as agriculture. With this clarity of direction, coupled with attractive Government incentives, it will enable investors as well as Sarawak businessmen to strategise and strengthen their presence in these sectors. A total of 800 participants from the manufacturing and services sectors attended this Seminar. Apart from MIDA and SME Corp., 17 other organisations that include MATRADE, MPC, MIDF, SME Bank, RHB Bank and Bank Negara Malaysia participated in the Seminar. CHONGQING TO BECOME A REGIONAL FINANCIAL CENTRE ________________________________________________________________ Chongqing, the largest municipality directly under the control of the central government of the People’s Republic of China, is set to become a regional financial centre by 2015. Currently, the Chongqing Municipal Government provides favourable local and foreign tax policies for foreign investments. Foreign-funded enterprises can open foreign currency accounts and loans are widely available from financial institutions in China without a quota. The city has also invested heavily in infrastructure to attract investment. The network of roads and railways connecting Chongqing to the rest of China has been expanded and upgraded to reduce logistic costs. Furthermore, the nearby Three Gorges Dam, being the world’s largest dam, does not only supply Chongqing with power once completed but also allows ocean-going ships to reach Chongqing’s Yangtze River port. These infrastructure improvements have led to the arrival of several foreign investors in industries ranging from auto to finance and retailing such as Ford, Mazda, HSBC, Standard Chartered Bank, Wal-Mart, and Carrefour. Chongqing’s nominal GDP in 2009 reached RMB652.8 billion (US$95.5 billion), registering an annual growth of 14.3%. The recent announcement of a RMB30 billion fund for commercial real-estate projects is expected to spearhead the development of the financial sector. The development of the e-Book industry in China has transformed Shanghai as a base to spearhead the development of the industry, in particular the digital content sector. Shanghai plans to launch the first batch of electronic textbooks for students in China by next year. As the disposable income of China’s citizens has increased in recent years, many Chinese consumers are buying various digital gadgets. Electronic gadgets such as Sony’s PSP, Apple’s iPod and Blackberry smart phones are fast becoming the must-have items among Chinese consumers. E-Reader appeals to the masses as it can contain thousands of books in a small portable device. This has subsequently created a pool of opportunities for Malaysian-based manufacturers and digital content providers. Malaysian manufacturers should take full advantage of the e-Reader boom in China to launch suitable products which are competitively priced, but also feature more value-added functions for the Chinese market. Malaysian digital contents providers may also collaborate with Chinese e-Reader manufacturers to provide more e-Books, in particular, English-learning programmes. The Report is one of the key initiatives by the National SME Development Council (NSDC) to disseminate information to all stakeholders involved in the development of SMEs. The highlight of the Report this year is the assessment on the performance of SMEs from 2000 - 2009 based on new time series data from the Department of Statistics, Malaysia, and the recovery of domestic SMEs from the global financial crisis. The Report also details the recent developments on policies and programmes specific for SMEs, including implications of new policies such as the New Economic Model (NEM) and the Tenth Malaysia Plan on SMEs and potential growth areas. In addition, the Report also highlights inspiring success stories of SMEs in various subsectors. The 2009/10 Report with the theme “Transformation to the New Economic Model”, focuses on the NEM and the required change in mindset for SMEs to transform themselves to support the strategies for Malaysia to become a high-income and developed nation by 2020. Highlights of the Report include: SMEs Outperformed the Overall Economy since 2004 • While value-added growth of SMEs mirrored that of the overall economy in the period of 2001-2003, for the period of 2004 until 2009, the growth of SMEs has consistently outperformed that of the overall economy, recording an average annual growth rate of 6.3% compared to 4.5% for the overall GDP growth (based on GDP at 2000 prices). • The key factor contributing to the change in SME growth trends is largely due to Government policies, in particular the improved coordination of programmes following the establishment of NSDC in 2004. Other policies that supported the growth of SMEs include enhancement to the Government delivery system by the Special Task Force to Facilitate Business (PEMUDAH), policies to stimulate tourism and related activities during the 2007 Visit Malaysia Year as well as the focus on small contractors and small farmers related to food crop activities under the Ninth Malaysia Plan. Consequently, the contribution of SMEs to Malaysia’s GDP increased by 2.2% from 29% in 2005 to 31.2% in 2009. SMEs to recover from global financial crisis with projected growth of 8 - 8.5% in 2010 • During the 2008/2009 global financial crisis, the Government introduced stimulus programmes worth RM15.6 billion to assist SMEs in addressing key issues such as facilitating access to financing, enhancing capacity building, reducing the cost of doing business and assisting vulnerable groups, including micro enterprises. This swift policy response had contributed to the stabilisation and recovery of SMEs in the fourth quarter of 2009. As at endJuly 2010, 65% of these funds have been disbursed, benefiting some 79,000 SMEs. The latest survey undertaken by SME Corp. in April/May 2010 highlighted that SME recovery was firmly established, with about 23% of the respondents having fully recovered in 2009, while the rest is expected to fully recover by the second half of 2010. Value-added of SMEs is projected to expand by 8 - 8.5% in 2010 based on expectations of GDP growth of more than 6%. Prime Minister Dato’ Sri Mohd Najib 07 • The SME Masterplan 2011-2020 is being developed to ensure a holistic and comprehensive approach in charting out the future direction of SMEs in Malaysia with the aim towards increasing the contribution of SMEs to the economy. Annual SME Integrated Plan of Action • The Report provides a detailed assessment of the development programmes undertaken in 2009 under the three strategic thrusts of the SME development framework, namely strengthening the enabling infrastructure, building capacity and capability of SMEs and enhancing access to financing. • A total of 162 key programmes on SME development, with a financial commitment of RM3.05 billion, was implemented which benefited 603,173 SMEs. The impact was higher with about 10% more SMEs benefitting from these programmes compared to 2008. The Report also highlights the 2010 programmes that are currently being implemented in the Annual SME Integrated Plan of Action (SMEIPA). A total of 267 programmes valued at RM6.9 billion are being implemented and these programmes will continue to focus on developing the long-term capacity and capability of SMEs to meet the challenges of the NEM. To enhance the efffectiveness of Government programmes, a new framework using an outcome-based approach, namely the Impact Analysis Framework on SME Programmes is being implemented by SME Corp Malaysia. Ensuring Continued Access to Financing for SMEs • Banking institutions continue to be the main source of financing for SMEs, accounting for 80% of the total financing extended by the various SME financiers as at end-2009. The approval rate for SME financing averaged 78% in 2009, with financial institutions approving a total of RM50.9 billion worth of loans to 140,141 SMEs. The approval rate rose to 80% in the first-half of 2010. • One of the key factors that have enhanced access to financing during the year include the introduction of the guarantee schemes during the crisis period, particularly the RM2 billion SME Assistance Guarantee Scheme (SAGS) and the RM7 billion Working Capital Guarantee Scheme (WCGS) which were fully utilised by December 2009. Due to the overwhelming response, the Government has allocated an additional RM3 billion for WCGS which will come into effect in 2011. Another scheme, namely the Industry Restructuring Financing Guarantee Scheme (IRFGS), amounting to RM3 billion was for SMEs to retool their activities to move up the value chain and to encourage the usage of green technology, will be made available until end-2010. New Growth Drivers for SMEs • The services sector will continue to be the main driver of growth during the 10MP period with potential growth areas in the wholesale and retail trade, tourism, business services, financial services and ICT subsectors. In the manufacturing sector, SMEs are encouraged to focus on intensifying high value-added activities along the value chain of the E&E sector particularly in R&D, design and precision machining. The manufacturing sector will remain an important contributor to the Malaysian economy. • The agriculture sector will be modernised to focus on large-scale production, MITI Weekly Bulletin to play a significant role in building the nation’s economy under the NEM, particularly in spurring innovation and new growth areas. Two key issues being given focus in SME development are creation of strong homegrown companies that can compete in the international market to become regional and global champions and provision of more support and assistance to micro-enterprises that represent a major share of the bottom 40% of income earners. 08 emphasising on yield improvements through new technologies and better methods. A request for an administrative review was received from one of the domestic producers of the product. The Government of Malaysia through the Notice of Initiation (the Notice), gazetted the initiation for an administrative (sunset) review investigation on imports of polyethylene terepthalate on 14 October 2010. The investigation seeks to determine whether termination of the currently imposed antidumping duties on imports of polyethylene terepthalate would likely, or unlikely, lead to a continuation or recurrence of dumping and injury to the domestic industry in Malaysia. Interested parties have been informed about the initiation.
