Sass, Library Director RE: Professional Services Contracts for Arden-Dimick Library and Southgate Library Interior Refresh RECOMMENDED ACTION(S): Adopt Resolution 15-21, approving contracts with HGA Architects and Engineers for architectural/interior design services and limited mechanical and electrical engineering services for the Arden-Dimick Library in an amount not to exceed $95,000, and Noll and Tam Architects and Planners for construction documents, bidding and construction management, construction administration services for the Southgate Library in an amount not to exceed $80,000. BACKGROUND The Authority completed a Long Range Facilities Priority Plan in June 2014. The purpose of the plan is to upgrade, rearrange and refresh the current buildings to accommodate contemporary and emerging library-service patterns. Changes in customer use, technology, ergonomics, accessibility and functionality require modifications in the buildings. Straightforward design improvements are not expected to require major construction. At its meeting on December 16, 2014, the Authority Board adopted Resolution 14-46, approving contracts with HGA Architects and Engineers for conceptual designs for the Arcade, Arden-Dimick and Martin Luther King, Jr. libraries; and Noll & Tam Architects and Planners for conceptual designs for North Highlands-Antelope, Southgate and Sylvan Oaks libraries. Both architectural firms have completed space plans, preliminary construction budgets, and preliminary Furniture, Fixtures & Equipment (FF&E) budgets for all six branches. Library administrative staff reviewed each recommended branch-space plan with the associated cost estimates and set priorities for the projects for the next few fiscal years. The Arden-Dimick Library and Southgate Library projects are projected to be funded and completed in FY 2015-16. The refresh recommendations for the Arden-Dimick branch were more extensive than the typical library facilities maintenance activities (paint, carpet, furniture, shelving rearrangement) and will require some minor construction. Library staff will partner with the County General Services Department for Construction Management services for the Arden-Dimick Library refresh. The Arden-Dimick and Southgate branch projects are unique and the projects require various levels of architectural, interior design, and construction management services. The extent of the scope of services is reflected in the differences in compensation. FISCAL IMPACT The fiscal impact for these contracts is $162,000. The FY 2015-16 Proposed Budget adopted by the Authority on May 28, 2015 included the estimate for these and other smaller capital maintenance projects, $935,300. Sacramento Public Library Authority RESOLUTION NO. 15-21 Adopted by the Governing Board of the Sacramento Public Library Authority on the date of: July 23, 2015 APPROVING THE CONTRACT WITH HGA ARCHITECTS AND ENGINEERS IN AN AMOUNT NOT TO EXCEED $95,000; AND APPROVING THE CONTRACT WITH NOLL AND TAM ARCHITECTS AND PLANNERS IN AN AMOUNT NOT TO EXCEED $80,000 NOW THEREFORE BE IT HEREBY RESOLVED BY THE GOVERNING BOARD OF THE SACRAMENTO PUBLIC LIBRARY AUTHORITY AS FOLLOWS: 1. Approve the contract with HGA Architects and Engineers in an amount not to exceed $95,000. 2. Approve the contract with Noll and Tam Architects and Planners in an amount not to exceed $80,000. 3.
