ISO ClaimSearch® NMVTIS Reporting Requirements 1 NMVTIS Salvage Reporting • Agenda – NMVTIS Overview – ISO Involvement – Reporting Requirements – Timelines – Sample Reporting Screens – Q &A 2 NMVTIS Salvage Reporting • NMVTIS (National Motor Vehicle Title Information System) was developed pursuant to Anti-Car Theft Act of 1992. The Department of Justice assumed the responsibility for NMVTIS in 1996. The goal is to prevent introduction or reintroduction of stolen and salvaged vehicles into interstate commerce commerce. Operates in many states states. • In response to a court order, the NMVTIS rule is to be implemented no later than March 31, 2009. • DOJ issued final NMVTIS rule on January 30, 30 2009 for reporting of “salvage” automobiles to the American Association of Motor Vehicle Administrators (AAMVA), the operator for NMVTIS, for current year and previous four model years by – Insurers - Junk yards – Salvage S yards (includes ( salvage pools)) 3 NMVTIS Salvage Reporting • Salvage Auto is defined in the NMVTIS rule as “an automobile that is damaged by collision, fire, flood, accident, trespass, or other event, to the extent that its fair salvage value plus the cost of repairing the automobile for legal operation on public streets, t t roads, d and d highways hi h would ld be b more than th th the ffair i market value of the automobile immediately before the event that caused the damage”. – “Includes “I l d allll automobiles t bil ffound d tto b be a ttotal t l lloss under d th the llaws off the applicable jurisdiction or designated as a total loss by the insurance carrier under the terms of its policies” • 4 Automobile is defined as vehicle with four wheels wheels, under 10,000 lbs, for road use. NMVTIS Salvage Reporting • ISO involvement – ISO has worked with industry trade associations AIA and PCI, NICB and companies, and AAMVA and DOJ. – Working o g tthrough oug the t e Industry dust y for o interpretations te p etat o s o of controversial data elements – As a result of Industry discussions, NMVTIS modified rule to include date of payment as an alternative to date of loss loss. – ISO ClaimSearch is a Data Consolidator, appointed by AAMVA – Reporting R ti ttotal t l lloss automobiles t bil tto NMVTIS b by iinsurers iis available by reporting to ISO ClaimSeach via Universal Format, either system to system or web (or combination). 5 NMVTIS Salvage Reporting • Required fields for reporting to NMVTIS by insurers: – VIN – The date on which the automobile was obtained or designated as a junk or salvage automobile (reporting trigger is Date of Loss or Date of Payment. Date Claim Closed in UF reporting. Reporting to AAMVA is 30 days from date of loss, or p payment y date.)) – The name of the individual or entity from whom the auto was obtained and who possessed it when it was designated a junk or salvage automobile (insured, (insured claimant or other owner) – The name of the owner of the automobile at the time of the filing of the report with NMVTIS (insurer, or insured, claimant or other owner if owner retained) 6 NMVTIS Salvage Reporting • Insurers are to report total loss (salvage) automobiles – Current model year and four previous model years • For reporting to AAMVA ISO will use oldest model year (fifth year) based on current calendar year (2009) and include all newer years • Automobiles described as 4 wheels, under 10,000 lbs – Involved vehicle types for reporting to AAMVA: • • • • • PC: Passenger g car LT: Light Truck TK: Truck MP: Multi purpose vehicle (includes SUV, minivan) Operator ID code will identify each insurer for reporting to AAMVA 7 NMVTIS Salvage Reporting • Required Fields for Insurer reporting to AAMVA through ISO ClaimSearch: – Policy type – Parties to loss • Insured • Claimant • Owner • – D t off loss Date l – VIN – Coverage and loss type – Disposition; Total Loss – Payment date; field in ClaimSearch is date claim closed. Reporting requirement applies to insurers. – • 8 TPA reporting is under nder the ins insurer rer code Reporting to AAMVA is required 30 days from date of loss, or payment date, once disposition field is completed NMVTIS Salvage Reporting • Optional fields/ vehicles • • • • • • 9 Vehicle make Vehicle model Vehicle model year Vehicle style Odometer reading Vehicles other than automobiles under 10 10,000 000 lbs licensed for road use NMVTIS Salvage Reporting SALVAGE REPORTING • Owner retained salvage – Reported by insurers – Trigger: Total loss disposition as T – Owner Retained Salvage indicator as Yes on UF salvage record , or leave buyer information blank on the web Note: – Current salvage reporting procedure (pre NMVTIS reporting) for reporting after sale of salvage will not satisfy total loss reporting ((NMVTIS) S) requirement equ e e t 10 NMVTIS Salvage Reporting SALVAGE REPORTING • Salvage company (Yards and Pools) Required Fields: - The name, address and contact information for the reporting entity • 11 – VIN – The date the automobile was obtained (defined as when vehicle enters inventory) – The name of the individual or entity from whom the automobile was obtained – Vehicle sold to – Vehicle disposition p ((Scrap, p, Crushed or Sold)) – Vehicle intended for export outside US (y/n) Reporting is required on a monthly basis. The final disposition of the automobile can be reported as a supplemental report if not available at the time of the filing of the initial report. NMVTIS Salvage Reporting • ISO ClaimSearch NMVTIS reporting: p g Reporting to NMVTIS is included in ISO ClaimSearch Auto participation agreements for insurers.
