The extension lease agreement was signed by CDC president Arthur Tugade and L&T International Group Philippines, Inc. (LTIGPI ) president Francisco Sauceda. According to Environment and Natural Resources officer Engr. Anelle David, San Fer- nando is one of the LGUs that strictly comply with R.A. 9003 or the Ecological Solid Waste Management Act of 2000. “By complying with this law, we are able to divert our waste to 59% biodegradable materials from a mere 12% back in 2002, and this was made possible through the participation of our barangays, thus we are recognizing their efforts,” said David. She noted that having a Material Recovery Facility is a criterion for judging the winners. For the large population category, two-year champion Barangay Maimpis was able to best again other contenders, making it the first Hall of Fame awardee, followed by Telebastagan, and Sta. Lucia for second and third place, respectively. For the small population category, a new champion emerged, Barangay Alasas, followed by Dela Paz Sur, and then Juliana. For his part, Mayor Edwin Santiago said his administra- tion prioritizes programs that promote environmental protection such as waste segregation. “I am happy to know that down to the barangay level, we are able to instill in the minds of Fernandinos the importance of taking care of our environment.” said Santiago, underscoring the activity as an example of citizen participation in government. “Garbage is a major concern for all of us, even in foreign countries. The only way to solve this is we [government officials] empower stakeholders to help us solve this problem,” he added. He disclosed that the city government is providing as much as P150,000 to its barangays as subsidy for the construction of MRFs. Cash prizes were also given to winners: P15,000 for the first place, P10,000 for the second place and P5,000 for the third place. “This is an additional assistance for the maintenance of their MRF,” said Santiago.• MODEL COMMUNITY. Page 9 4 OPINION Headline Gitnang Luzon JUNE 30, 2014 EDITORIAL Embracing the new BECAUSE we have gotten used to doing things the old way, we become so comfortable that we forget that things are changing, and that the environment is evolving. Some of the old ways don’t seem to work anymore, although there are rare instances that they do. But there are things now that need to be done the modern way -- faster, stronger, improved -- to get better results. This applies to almost all aspect of our lives, and this is the same for farmers, who most often than not learned farming techniques from their ancestors. Most of them are hesitant to embrace technology and new ways of farming, for fear of failure -- which is understandable. But they need to understand that events around them have also changed. During the distribution of shallow tube wells to farmers from Magalang, Mexico, Lubao, Candaba, Porac, Mabalacat, Floridablanca and City of San Fernando last week, Department of Agriculture regional director Andrew Villacorta encouraged farmers to try and learn new techniques and use modern equipment to increase rice and crop production. According to Villacorta, farmers must be partners with the DA in implementing programs that are effective for better crop production. Instead of embracing imported products, Villacorta said farmers must find ways to ensure a better yield. Villacorta has a point. Provinces must be self-sustaining, and with the help of farmers, this can be achieved. Why import when we can produce better, cheaper products? The provincial government led by Gov. Lilia Pineda has also been implementing programs to help farmers improve their yield. The Capitol has been very supportive of our ortilanos, and it will continue to do so to meet its goal of uplifting the living condition of each and every Kapampangan. Let’s not be afraid to embrace what is new, which can help us get better results. But there is nothing wrong with being old school, too, as long as it does not interfere with our goals. Kung may dapat tanggalin ang DepEd at ang CHEd, hindi ito ang mga mahahalagang asignatura na humuhubog sa kamalayan, katalinuhan, at katauhan ng mga magaaral. Kung may dapat man talagang tanggalin sa DepEd at CHEd, ito ay ang mga tao mula na rin sa hanay nila. Ito ‘yong mga opsiyal sa DepEd at CHEd Central Offices na kulang na kulang na yata sa pansin kung kaya’t ginagawa nila ang lahat para makakuha ng karampatang pansin mula sa mga apektadong sektor at mga indibiduwal sa mga polisiyang nais nilang maipatupad sa kabila ng kakulangan sa nararapat na konsultasyon at pagsangguni sa mga kinauukulang sektor at mga organisasyon at mga indibiduwal na hindi nila katulad mag-isip! Kung hindi pa natutugunan ang isa pang naging panukala ng mga DepEd functionaries na madaliang idowngrade o i-downscale ang Panitikan (Literature) at ang Humanidades (Humanities) sa bagong programang K-12, nararapat lamang marahil na tugunan ito sa lalong madaling panahon at tugunan ito ng tama at may katalinuhan at sensibilidad. Nakapaloob sa desisyong ito ang pag-iisa sa dalawang asignatura na “21st Literature” at ang “World Literature”, na kasama sa mga asignatura para sa mga baitang na 11 at 12. At kung natugunan na ang alalahaning ito, marapat lamang na maglabas na ng bagong Memo ang DepEd hinggil sa usaping ito! Marapat lamang marahil na naipaalala sa mga DepEd functionaries na ito na hindi sapat ang gawin lamang nila ang kanilang mga trabaho. Dapat na huwag nilang kalimutan na gawin nila ang kanilang mga trabaho ng tama at ayon sa isang matalino at makabuluhang pamamaraan. Marapat ding ipaalala sa mga DepEd functionaries na ito na hindi sapat na nagiisip sila ng gagawin sa araw-araw para sa ikatatagumpay ng minadaling programang K-12. Dapat nilang munuan ng iskolar sa panitikan na si Dr. Lulu Torres Reyes ng Ateneo de Manila University, subalit ang desisyon na pag-isahin na lamang ang dalawang nabanggit na asignatura sa mga baitang na 11 at 12, ay napagkaisahan ng mga DepEd Century Regional functionaries noong workshop ng pagsasa-pinal na ng Senior High School Curriculum sa Tagaytay City noong ika-23-27 ng Setyembre taong 2013. Bilang resulta, naoverrule pati ang kalihim ng DepEd na si Br. Armin Luistro. Nagtitipid ba ang DepEd dahil sa laki ng pondong kakailanganin nito sa pagpapatupad ng ganap na implementasyon ng minadaling programang K-12, kung kaya’t tila ginagawa nito ang lahat upang makaTowards pagbawas ng mga guro the Light sa Basic Education? Gusto mong mag- aaral at ng edukasyon! Ang anomang gawain o balikatin ing globally competitive ang mga mag-aaral mo pagkatapos ay down- na minadali at hindi pinaghandaan scaling ng dalawang napakahala- ng may sapat na katalinuhan at kaggang asignatura ang gagawin ng mga amitan, wala talagang itong patutunguhan! Hindi ba naisip ito ng liderato DepEd functionaries na ito! Hindi lulutasin ng pragmatismo ng DepEd?? Malinaw na hindi! O ‘di at hindi ito ang dapat at sapat na kaya’y hindi na naman nakinig sa katuwiran sa ginawang desisyon mga dapat nilang pakinggan! Paano na ito ng mga DepEd functionaries nga naman sila may mapakikinggan hinggil sa downscaling ng dalawang kung kinulang nga pala sa malaasignaturang ito sa grading 11 at 12 sa wakan at matagalang konsultasyon ilalim pa rin ng programang K-12 ng mula sa lahat ng mga “stakeholders” DepEd. Dahil kung pragmatismo ang ang programang K-12? Nakakailang sampal na rin ang kanilang ikakatuwiran sa ginawa nilang downscaling ng dalawang DepEd sa mga kapalpakang naglilimahalagang asignaturang ito, ang tawan dahil na rin sa minadaling pinaka-pragmatikong solusyon para programang K-12! Sana huwag gumaging maayos kahit kaunti lang ang manti ng sampal ang tadhana sa mga DepEd ay ang magbitiw na sa tung- opsiyal ng DepEd na ito na basta na kulin ang mga DepEd functionaries lamang nag-iisip at ginagawa ang na ito! Wala ng mas mauuna pa at kanilang mga trabaho kahit wala mas pragmatiko pa sa pragmatikong ang mga salitang “tama” at “matalino” at “makabuluhan” “sensitibo” at hakbang na ito. Latham encouraged Mitchell to complete the novel, with one important change: the heroine’s name. Mitchell agreed to change it to Scarlett, now one of the most memorable names in the history of literature. Published in 1936, Gone with the Wind caused a sensation in Atlanta and went on to sell millions of copies in the United States and throughout the world. DPWH Regional Director Antonio Molano Jr., with this development, even vowed that all the roads works would be finished even before the timeline would end. This is absolutely good news to all motorists passing by these roads, the businesses affected by these projects and the residents living along these roads affected by the traffic in oneway roads, and by the dust or mud brought by these road constructions. What prompted perhaps the DPWH to give an ultimatum to the contractors of these government projects is the prodding of the Angeles City government and the plan to sue the said Department for the delays suffered by these road rehaAlvin H. Arceo bilitations. For City Mayor Edgardo Pamintuan, the delay in the completion of these projects is hurting motorists because of the road detours they have to take. Businesses are also suffering losses because their customers are discouraged from going to their establishments. Residents of various barangays affected by these road projects meanwhile suffer dusty winds before the rainy season had set in, and now have to endure muddy doorsteps. Recently, Mayor Pamintuan intimated the filing of charges in court against the DPWH for the long delay of these infrastructure developments. He had received various complaints in his office receives from various transport groups, business organizations and residences. Director Molano meanwhile was suddenly made aware that the delay in the construction of the projects is causing harm to motorists. The delay and the plan of filing a case in court against the said government agency likewise caught the attention of his bigger boss, DPWH Secretary Rogelio Singson. Molano said that they will be holding regular dialogues with the contractors, for the purpose of monitoring the status of the projects as they are now closely working with the city government on the progress of the rehabilitation of the roads. Aside from government projects in the said city, there are a number of government projects that are being undertaken by private contractors and supervised by the DPWH. There is however only one Mayor Edgardo Pamintuan who is willing to take the issue on the delay of the completion of these projects in court. Other local chief executives should emulate Mayor Pamintuan for being daring enough to sue a government agency for the welfare of his constituencies who have long suffered for the delays. It took one Mayor Pamintuan for these contractors to hasten their works. Political will is always needed to accomplish things on time. There is nothing wrong with these projects; in fact these will redound to the benefit and convenience of the public. But what is disheartening is the fact that there are times when there are only a few workers working on these projects. Since these road projects are major links to important places in the city and that delays in their completion would hurt the public, it is imperative that these would be fast-tracked. A day’s delay in these construction works may mean thousands of pesos loss to profits of businesses and fuel expenses of motorists. Keeping the devotion alive O NE of the most widely recognized religious processions in Pampanga is the “libad” or the “Apung Iru” fluvial procession in Apalit town. It is held annually for three days -- June 28, 29 and 30 -- which makes the celebration rather unique. This year’s start of the 3-day celebration last Saturday was attended by hundreds of devotees, both local and foreign, who braved the heat of the sun to participate in the fluvial procession. Seen in the libad were prominent political figures including Senator Cynthia Villar, who also attended last year’s procession with husband, for Sen. Manny Villar. Accompanying the lady senator was Gov. Lilia Pineda and Apalit Mayor Amado Tetangco, also president of the Pampanga Mayors’ League, along with other provincial officials. Devotees were seen shouting reverence to the centuries-old ivory image of the miraculous St. Peter the Apostle, which was paraded on a pagoda along the Pampanga River. The image of the seated Apung Iru was transferred from the St. Peter’s Shrine in Barangay Capalangan to the St. Peter’s Church in Barangay San Juan, and this tradition will end today, June 30, when the image is returned to its original shrine. The pagoda bearing the statue was followed by hundreds of smaller boats, according to Tetangco, who said that the crowd and the number of boats in this year’s festivity surpassed that of last year’s. The floating pagoda, which also bore people dancing the traditional Kuraldal, is pulled along the river by swimmers who call themselves the Knights of St. Peter.
