DoE ensures power
supply for May polls

CLARK FREEPORT – The Department of Energy (DoE) and its partner
agencies have ensured reliable, stable, and secure power supply during
the critical summer period and May local and national elections.
The DoE has two operational task
forces – the Power Task Force Election
and the Inter-Agency Task Force on Securing Energy Facilities –in which various national agencies and power stakeholders are conducting preparatory
works, maintenance, and monitoring
among other tasks just to provide power supply come election period.
This follows as the government recognizes that the provision of electricity
is crucial in striving for clean and unquestionable elections, especially that
it is automated.
Upon the deputization of the Commission on Elections on the DoE,
National Electrification Administration, National Power Corporation, National Grid Corporation of the Philippines (NGCP) and the local electric
cooperatives, the Power Task Force
Election was created for the delivery
of adequate, stable and reliable power
supply before, during and after the
national and local elections on May 9,
2016 by ensuring availability and operation of power plants and electricity
market, carrying out strategic preventive maintenance of all power facilities,
and providing enough technical manpower for emergency response and security of vital power infrastructures,
among others.

“We must continue saving and nurturing one of the cleanest rivers in Pampanga,” said Dela Cruz. “It could be turned
into a tourism site because of its clean waters, beautiful surroundings and people
don’t throw garbage along it.”
For his part, David said the town council “will relentlessly support the efforts to
maintain the beauty of the river.”

Napolcom meets
with College of
Criminology Deans
in Pampanga

CITY OF SAN FERNANDO – The
National Police Commission
(Napolcom) recently met with
College of Criminology Deans
in Pampanga in a bid to improve their curriculum to meet
the standards of the Philippine
National Police (PNP).
“We want to get quality recruits and allow the majority
of the occupation of the quota
to come from those who were
graduates of Criminology as
this is one programs that should
prepare recruits to the police
service,” Napolcom Regional
Director Rodolfo Grande Santos
Jr. said.
He cited one study, which
revealed the various reasons
why applicants fail to join the
PNP such as unpreparedness of
applicants, level of intelligence,
inability to comprehend questions, poor communication,
immaturity, lack of idea about
the organization, and that applicants are mere job seekers.

Angel University, Jose C. Feliciano College Foundation, Central Luzon College of Science
and Technology, and St. Nicolas
College as well as representatives from the Commission on
Higher Education (CHED), and

“The deans came up with
recommendations to further
improve the systems of schools
such as yearly health screening
of Criminology students, prebriefing of freshmen Criminology students on the police job,
enhanced in-campus laboratory, and strengthened program
instructions for Criminology
course,” Santos shared.
They likewise suggested
for CHED to revisit its Memorandum No. 37 series of 2010
titled “Guidelines in the Conduct of Practicum (On-the-Job
Training and Community Immersion) Requirement for BS
Criminology Students.” •

Girl drowns in Floridablanca resort

FLORIDABLANCA, PAMPANGA – A
7-year-old girl drowned on Sunday at a resort in Sitio Palakol,
Barangay San Jose this town,
reports said.
The victim was identified as
Desiree Fajardo, of Purok 7 in
Barangay San Pedro, Palcarangan, Lubao. According to reports, the girl went swimming at
the Summer Place in Sitio Palakol here, but was left unattended
by relatives and was later found
floating in the area where there
was a heavy water current.
Last September, victims Karen Ronquillo, 21; and Kenneth
Maling, 23, both of Sto. Domingo, Lubao town also drowned in
the said river. The duo went missing after the

Transition Program effectively utilizes the period of low enrollment
anticipated in the higher
education sector due to
the full implementation
of K to 12 in order to
provide opportunities
for HEIs and their personnel to earn higher
qualifications through
scholarships and other
grants. A total of 15,000
scholarship slots will be
given away, raising the
number of graduate degree holders among HEI
faculty to 70 percent by
2021.
“The main constraints that prevent
faculty from completing
further studies include
heavy teaching loads,
being recalled by their
home institutions, and
low stipend rates. But
now, with the transition to K to 12, they are
virtually free of these
constraints. The government is meeting that
opportunity with an increased investment in
scholarships and other
grants,” said CHED
Commissioner Ma. Cynthia Rose Bautista.
In addition to online nominations, the
Edukasyon.ph platform
also allows scholars to
directly send applications to their preferred
schools, from among
hundreds of CHEDauthorized delivering
higher education institutions (DHEIs) all over
the country, with just a
few clicks.

to push for a tuition-free city
college.
Carmelo “Pogi” Lazatin,
Jr., during stage meeting held
in Barangay Sto. Cristo over
the weekend, vowed to push
for the approval of an ordinance amending the Charter
of the City College of Angeles
(CCA) which mandates the
college to cease collection of
tuition fees from its students
and calls for the City Government’s full subsidy of the student’s tuition.
“Hindi lamang po ako ang
nangangarap na maging libre ang kolehiyo kundi ito ay
pangarap rin ng maraming
Angeleño,” Lazatin said adding that, “Mayroon na po tayong proposed ordinance sa
city council ngunit hindi po
ito na-hearing sa Committee
on Education. Kung kailangan po natin itong i-refile ulit,
gagawin po natin.”
It can be recalled that
Lazatin has filed an ordinance that mandates the
City Government to allocate
five percent from its General
Fund, five percent from its
Internal Revenue Allotment
(IRA), and five percent from
its collection of market stall
fees to CCA’s annual budget
appropriation.

BPSU, Gawad Kalinga tie up for extension projects

BALANGA CITY – The Bataan
Peninsula State University
(BPSU) through its Extension Services Office, and
Gawad Kalinga (GK) has
tied up for the conduct of
extension projects in GK
villages in the province.
Dr. Hermogenes Pagu-
ia, BPSU Extension Office
director, said the university
taught residents of GK village Orion to assemble an
antenna. A team from University
College of Engineering and
Architecture conducted a
series of trainings to teach
30 Gawad Kalinga residents
in Barangay Daan Pare to
make a Yagi-Uda antenna.
He said the project
turned out successful since
the residents truly learned
the skills.
“We check the reception
of the antennas they made,
and found them even better from the commercial
ones,” said project coordinator BPSU Engr. Kristine
Ortega.
Orion Mayor Tonypep
Raymundo, upon seeing
the project, gave P50,000
to be used as capital for the
production of the antenna
of the Gawad Kalinga community.
The antennas would be
sold to other Gawad Kalinga
communities. Aside from the antenna
production, BPSU has also

Limay LGU, full blast in e-learning programs

here lauded the educational

the standards of learning for
their students in all levels.

said Limay’s vision for
their students is at par with
DepEd’s.

This coming school year
2016-2017, Roque will initially distribute computer
tablets to more than 5,000
selected public school students for their e-learning and

Mayor Roque, in a recent
interview with local journalists, said he has already
allotted almost half a million peso monthly budget for
utilities and janitors in all
their public schools to help
them maintain the cleanliness of school offices, classrooms and comfort rooms.

maintaining
the school garden and other
light works as part of their

Tragedy strikes,
yet again
IT’S summer, and it’s the season
for family outings which are supposed to be fun and enjoyable. But
not for one family from Lubao who
only had pleasurable intentions
during an outing in Floridablanca
over the week.
A girl, identified as Desiree from
Barangay Palcarangan in Lubao,
drowned at the Summer Place located in Sitio Palakol, Barangay
San Jose in the said town.
It was learned that she was reportedly left unattended by relatives
and was later found floating in an
area where the water was deep.
Swimming-related cases often involve victims who were alone, or unattended when they got into difficulty.
They may or may not have a background in swimming; sometimes,
it does not make any difference.
Every drowning is a tragedy, and
too many people seem to needlessly lose their lives on the water,
with or without proper training.
Summer months are dangerous
times for these kinds of incidents.
Water safety should not be neglected; in fact it should be paramount.
It is always safe to have someone
with you when swimming – especially children. They should not be
left unattended, even if they know
how to swim. Also, better use life
jackets or life savers when swimming.
Better safe than sorry, because
we may never know when tragedy
strikes.

HE gastronomic banquet laid
out before us makes me think
and rethink again the food
concoctions prepared by the faceless
chef during the dinner sponsored by
the Dubai-based carrier Emirates
Airlines. Magnifique! – was all I can
say.
For the ‘Starter’ – upon entering
the ballroom, the ‘Maine Lobster
with ripe mango and avocado salad
complimented with red oak lettuce,
cherry tomato and strawberry vinaigrette’ already awaits us in the table. Mind you, this is not the usual
‘Mequeni Restaurant’ offerings that
we get at the Holiday Inn everyday
but an entirely different culinary
preparation staged for the return of
the Middle Eastern carrier.
In less than five minutes, the lobster was gone. I was all set to hound

possible machine errors and outright automated cheating that
could not be done without Comelec

This is not to condone vote buying but at least in using the receipt
to get paid for one’s vote there is a

Darwin sends first three
chapters of The Origin of
Species to his publisher
O
n this day of 1859. Naturalist Charles Darwin
sends his publishers the first three chapters
of Origin of Species, which will become one
of the most influential books ever published.
Knowing the fates of scientists who had published
radical theories and been ostracized or worse, Darwin held off publishing his theory of natural selection for years. He secretly developed his theory during two decades of surreptitious research following
his return from a five-year voyage to South America
on the HMS Beagle as the ship’s unpaid botanist.
Darwin, the privileged and well-connected son
of a successful English doctor, had been interested
in botany and natural sciences since his boyhood,
despite the discouragement of his early teachers. At
Cambridge, he found professors and scientists with
similar interests and with their help began participating in scientific voyages, including the HMS Beagle’s trip. By the time Darwin returned, he had developed an outstanding reputation as a field researcher
and scientific writer, based on his many papers and
letters dispatched from South America and the
Galapagos Islands, which were read at meetings of
prominent scientific societies in London.

DepEd, Albay gear up for Palaro 2016
MANILA – THE Department
of Education (DepEd) and
the provincial government
of Albay continue to gear
up for the 59th Palarong
Pambansa to be held at the
Albay Sports and Tourism
Complex, Legaspi City from
April 10 to 16, 2016.
This is the first time
that Albay will host the
week-long event that brings
together the country’s most
promising student-athletes.
With the theme: “Transforming Communities,
Transcending Through K to
12,” DepEd aims to promote
physical education and
sports as an integral part
of the Basic Education for
holistic development of the
youth to become responsible
and globally competitive
citizens of the country.
“It is necessary that
sports be an integral part of
education, more than that
I believe that it is part of
a solidifying spirit for our
communities because it’s
something that can bind
us together by promoting a
value system that essentially
allows us to foster camaraderie among regions,”
said Albay Governor Joey
Salceda.
The Palarong Pambansa
is participated by elementary and secondary students
from public and private
schools nationwide. This
year, 18 regions are set to
compete, with the participation of the recentlyestablished Negros Island
Region (NIR). The elementary level will compete in 15
games and the secondary
will compete in 17 games
and four demonstration
sports: Futsal, Wushu, Billiards and Wrestling. This
year’s Palaro will determine
if these four demo sports
will be included as regular
games in the next Palaro.
Another objective of
Palarong Pambansa is to
widen the base for talent
identification, selection,
recruitment, training and
exposure of elementary and
secondary students to serve
as athletes’ roster to the National Sports Associations
for international sports
competitions. In 2013, the
government institutionalized this national sporting
event through the Republic
Act 10588 or the Palarong
Pambansa Law.
“We are institutionalizing this sports program to
ensure that we are developing athletes that are of international caliber. Together
with the Philippine Sports
Commission (PSC) and the
Provincial Government of
Albay, the Department will
see to it that the standards
are at international level
and that the coaching staff,
the technical officials as
well as the playing venues
conform to international
standards,” Education

FSC said. One of the highlights
of the Palaro is the special
games for children with
special needs. These include
athletics, swimming, goal
ball, and Bocce – a ball sport
