SBMA, private firms ink pact for mangrove reforestation

SUBIC BAY FREEPORT –
The Subic Bay Metropolitan Authority (SBMA) has successfully
harnessed the support of the
private sector in implementing
a project to restore mangrove
forests here and increase public
awareness on the importance of
mangrove ecosystems.
SBMA chairman Roberto
Garcia said that five business
locators here and two schools
from as far as Manila and La
Union, have already participated in the agency’s mangrove
restoration program since it was
launched by the SBMA Ecology
Center early this year.
The program has resulted in
the planting of about 300 man-
grove propagules, as well as a
total of 130 nipa seedlings, with
survival rates averaging at 70
percent in most planting areas
in the Subic Bay Freeport.
Garcia said the program has
gained much support from local
stakeholders and visitors because the reforestation project
is complemented by an Information, Education and Communication (IEC) campaign to
help increase public appreciation of mangroves and their role
in biodiversity.
“Once people learn that
mangroves are not just putrid
swampy areas, but in fact, serve
as home and breeding places
for a large variety of fish, crab,
shrimp and shells, they volunteer their help in planting and
cleaning the mangrove areas
here,” Garcia said.
“And because of the importance of mangroves not only
in food production, but also in
coastal protection and tourism,
we hope to engage more and
more companies and private
groups in keeping the mangroves in Subic healthy and
well,” the SBMA official added.
Since February this year,
the SBMA Ecology Center has
undertaken several mangrove
planting, cleanups, IEC tours,
and species identification projects in partnership with companies and schools,” said Rhea
Jane Mallari, a senior forest
management specialist of the
SBMA Ecology Center.
These include the Interna-
tional School of Manila, which
planted “busain” and “piapi”
species of mangrove; Subic
Golf, which planted nipa seedlings for erosion control; Aikon
Subic and Orica, which both
undertook planting and IEC activities; Petron Corporation and
Hitachi Mechatronics, both for
planting and cleanup; and Don
Mariano Marcos State University in La Union, which planted
mangrove and helped in species
identification and phenology.
The participants also donated
tools and equipment, and some
seed bags used in the planting
activities.
Mallari said that most of the
trees planted by the program
participants had survived, although the Ecology Center and
its partners “are still in the process of learning the best practices in mangrove restoration”.
“There is so much to be done,
and in this regard, we are seeking more partners and supporters to help us establish and
operate a mangrove nursery,”
Malari said.
Lilia Alcazar, chief of the
SBMA Ecology Center’s Protected Area Division, said the
nursery project is important because nursery-raised mangrove
seedlings have better-established root systems, and hence,
higher survival rates.

Comelec fines 5,000 erring
candidates in 2013 elections
MANILA – The Commission on Elections
(Comelec) is set to slap
administrative
fines
against close to 5,000
candidates during the
2013 National and Local
Elections for failure to
file their Statements of
Contributions and Expenditures (SOCE).
In a statement, the
poll body will be filing administrative fines
against 4,667 candidates, including incumbent elected officials in
violation of the Republic
Act (RA) 7166.

52,300,518.00.
“The slapping of fines
on these erring candidates shows the resolve
of the COMELEC to
strictly enforce campaign finance laws, rules
and regulations,” he

BALANGA CITY – The National Food Authority (NFA)
Bataan has a mobile procurement team that purchases palay from local farmers. “We have a mobile procurement team that goes to farmers in the province to purchase palay,” said NFA Bataan
Manager Adelaida Nuestro.
“Farmers need not go to our
office to transact. We will be
the ones going to them,” added the NFA Bataan manager. “We pay the farmers right
there and haul the palay,” she
added.
Nuestro said they are purchasing palay at P17 per kilogram with incentives.
“When there is abundant
supply during harvest, the
tendency is that commercial
traders peg the price of palay
at a lower price. We are offering an option to farmers,” she
explained.
“Of course, we will not hinder the farmers to sell their
palay to private traders offering higher price especially
during times when supply is
scarce”, she clarified.
Nuestro also assured that
there is enough supply of rice
in the province.
“I assure the people of
Bataan that there is sufficient supply of rice. We have
enough stock, and we have
already prepared for the lean
months”, she said.•

Pag-IBIG adopts memberfriendly IT-based strategies
MANILA – The Home Development
Mutual
Fund
(HDMF), also known as PagIBIG Fund, has adopted various IT-based strategies to
provide ease to its members
and further improve collections.
“We are happy that PagIBIG’s efforts to regularly remind member-borrowers’ to
pay their monthly obligations
on-time have been widely accepted by Pag-IBIG members,
resulting in the reduction of
past due accounts,” HDMF
President Darlene Marie Berberabe said.
Among the strategies adopted by Pag-IBIG to help
member-borrowers pay their
housing loans on time include: tele-collection service,
the utilization of email and
text-blasts, and outsourcing
of courier services for the delivery of monthly billing statements.
Berberabe said the telecollection service proved to
be the most effective method,
with Pag-IBIG directly crediting the reduction of delinquent accounts.
With tele-collection, PagIBIG hopes to prevent housing loan accounts that are 31
to 90 days past due from being tagged as non-performing
loans.
Further, Berberabe said
Pag-IBIG also tapped the
services of collection agencies (CAs) for non-performing
loans or accounts that have
not been paid for three consecutive months.
“The tele-collection service significantly reduced
the number of accounts endorsed to collection agencies.
From an average of 4,793 in
2014, endorsements to CAs
have gone down to 2,572 as
of March of this year or a reduction of almost 50 percent.
This means that more member-borrowers are now paying
on-time,” Berberabe said.
Berberabe pointed out that
the cooperation of Pag-IBIG

Derailed
PORAC officials do not seem to see
eye to eye particularly on the approval
of the town’s supplemental budget –
which is detrimental to the delivery of
services to the townspeople.
These services include the health
and education programs of Gov. Lilia
Pineda.
Both Mayor Carling Dela Cruz
and Vice Mayor Dexter David are appealing to fellow officials Councilor
and ex-officio Board Member Mike
Tapang and four other councilors –
Regine Clarete, Remberto Lapid, Rafael Canlapan and Ronaldo Gamboa
– to set aside politics and think about
the welfare of the townspeople.
The said officials are allegedly delaying the approval of the supplemental budget requested by the mayor for
projects on health care service, peace
and order and education.
If there is an ongoing rift between
the town’s officials on such a grave issue, what do you think would happen
to the town itself? There would be no
services rendered if they keep having
these disagreements.
And what about the Governor’s
projects for Porac? She has asked Porac officials to purchase a lot where a
“bigger” local police office and Bureau
of Fire Protection (BFP) building will
be built. Construction will be funded
by the Governor, while the lot will be
the town’s counterpart for the facility,
which Nanay is pushing to maintain
peace and order in the town.
Other pro-people projects will be
derailed, according to the mayor and
vice mayor, if the approval of the supplemental budget is left hanging.
We have yet to hear from the town’s
other officials on the issue, and we
are expecting a statement from them
anytime soon. Projects for the town
should be delivered. The people of Porac deserve as much.

to maybe help alleviate this growing dilemma, I think that is reminding all the
parents and guardians of these young
adults who need love, attention, understanding, and acceptance for who they

ang pagsusulong ng pagunlad sa Gitnang Luzon ng

lider ng ating bansa.
Ayon sa kanya, nararapat lamang
na maglatag ang susunod na Pangulo ng mga “engines of growth” na
makapagbibigay ng mga proyekto at
makaktulong sa ekonomiya ng Central Luzon.
Dagdag pa niya na maraming
mga proyekto ang kanila ng naaprubahan at nangangailangan
na lamang ng agaran at seryosong
implementasyon upang makamit
nito ang inaasahang paglago ng
ekonomiya dito na ating rehiyon.

nasa puso ng Luzon. Malapit ito
sa Metro Manila, isang bagay na
malaking tulong sa kalakalan lalo
na kung ang pagsu-supply ng mga
produkto sa Kamaynilaan ang
pinag-uusapan.

Malayo sa mukha ng mga ibang

Gitnang Luzon ay mayroong mga

ngunit marami dito ang kapatagan
na kung tutuusin ay isang bentahe
pagdating sa kaunlaran.
Hindi maikakailang maunlad na
ang rehiyon, ngunit kailangan pa
nito ang tuluy-tuloy na pag-unlad
sa larangan ng ekonomiya, imprastraktura, kabuhayan at iba’t-iba
pang aspeto ng pamumuhay na nagbibigay ginhawa sa mga mamamayan.
Maliban pa dito, ang rehiyon ay
mayroong mga istrakturang maaaring gamitin sa pagpapalawak pa ng
pag-unlad gaya na lang ng Clark at
Subic na dating mga base military
ng mga sundalong kano.
Ang Clark ay mayroong paliparan
at malawak na kalupaan na maaaring paglagyan pa ng maraming mga
industriya at mga pasilidad pangekonomiya.

n July 17, 1948, President Elpidio Quirino
signed Republic Act No. 333 making Quezon
City the capital of the Philippines. RA 333 also
redefined the Caloocan-Quezon City boundary and
specified the city’s area to be 156.60 square kilometers.
Baesa, Talipapa, San Bartolome, Pasong Tamo,
Novaliches Poblacion, Banlat, Kabuyao, Pugad Lawin,
Bagbag, Pasong Putik which formerly belonged to
Novaliches and had an area of about 8,100 hectares,
were taken from Caloocan and ceded to Quezon City.
On June 16, 1950, the Quezon City Charter was
revised by Republic Act No. 537, changing the city’s
boundaries to an area of 153.59 square kilometers.
Exactly six years after on June 16, 1956, more revisions to the city’s land area were made by Republic
Act No. 1575, which defined its area as 151.06 km2 (58
sq mi).
On November 7, 1975 the promulgation of Presidential Decree No. 824 of President Ferdinand Marcos established Metro Manila. Quezon City became
one of Metro Manila’s 17 cities and municipalities.
On June 24, 1976, Presidential Decree No. 940
transferred the capital back to Manila.
On February 23, 1998, Republic Act. No. 8535 was
signed by President Fidel V. Ramos. The Act provided
for the creation of the City of Novaliches comprising
the 15 northernmost barangays of Quezon city. However, in the succeeding plebiscite on October 23, 1999,
an overwhelming majority of Quezon City residents
rejected the secession of Novaliches.
Quezon City is the first local government in the

Cruz disclosed. “We are appealing to Tapang
and the four other councilors to
approve the budget because the
projects are for the people, especially the poor ones and deserving students. Besides, the
municipal government has sav-
ings last year,” said Dela Cruz.
“Let’s not sacrifice the people
just to entertain our political
ambitions.”
Tapang earlier expressed his
intention to run for mayor in 2016
to challenge the two-term Porac
mayor. His group could prevent
the approval of the budgets requested by the mayor because
they have the majority votes.
“The governor is asking us
to buy some 1,000 square meters of lot for the new police
building. It’s the Porac officials’ counterpart for the facility pushed by Gov. Pineda to
maintain peace and order in our
town,” said Dela Cruz.
Dela Cruz said he and David were supposed to recommend the buying of the some
2,000-square meter property
near the district hospital in Barangay Babo Sacan. It will cost
about P6 million at P3,000 per
square meter.
Dela Cruz said he and the
vice mayor looked for other options to maximize public funds
and begin their plan to “decongest” the municipal building in
Barangay Poblacion. According to the mayor, he
had spoken to an owner of a
property in Barangay Cangatba,

CLARK FREEPORT – Korean air carrier Jin Air will
start their four times weekly

27 to August 24, 2015 at Clark
International Airport (CRK),
in a bid to attract more Korean tourists to the country.

Chamber of Commerce and Industry in Central Luzon led by
President Jong PilChoi welcomed the development, saying it will greatly benefit the
Korean population in the region. Clark International Airport
Corporation (CIAC) President
and CEO Atty. Emigdio Tanjuatco III said that the new
Clark-Busan route of Jin Air at
the Clark airport will not only
boost passenger traffic at the
gateway but also support the
marketing efforts of CIAC to
promote the airport. The

ClarkBusan service will arrive at 1
a.m. and depart at 2 a.m. four
times a week. The ClarkBusan flights will commence
on July 27 and will run until August 24, 2015. The flights
will resume in November during the peak season. “We are pleased to welcome the Clark-Busan flight
and we also would like to express gratitude to the Jin Air
management for expanding
their operations at Clark International Airport. CIAC will

The
Korean
businessman hopes that the Korean
carriers
operating
at the Clark airport will add
more flights, especially during
the months of November and
February which is the peak

TARLAC – Six of the 28 upgraded M-113 armored personnel carriers are now at the
Mechanized Infantry Division (MID), Camp O’Donnell,
Capas, Tarlac, the Philippine
Army (PA) said on Thursday.
These vehicles arrived
there Wednesday after leaving
its Manila-holding area, Army
spokesperson Lt. Col. Noel
Detoyato said in a message to
the PNA.
The six AFVs arrived in the
Philippines late this June.
“Six APCs are already at
MID headquarters in Tarlac.
Other attachments and armaments will be installed in
within 15 days,” he added.
The six APCs will be followed by 18 other units, four
of them by July or August.
Fourteen of the M-113s
were configured as fire support vehicles, four as infantry fighting vehicles, six as
armored personnel carriers,
another four as armored recovery units.
The M-113s were supplied
by Israeli defense manufacturer Elbit Systems Ltd.
The contract, which is
worth Php882 million, was
signed last June 22, 2014.
Upgrades include installation of 25 mm unmanned
turrets, 12.7 mm remote
controlled weapon stations
(RCWS) and fire control systems (FCS) for 90 mm turrets.
The PA operates around
343 AFVs (armored fighting
vehicles) and APCs.
Around 85 percent of these
AFVs are on green status (fully mission capable) while another 10 percent are on yellow
status (undergoing repair) and
five percent are on red (beyond repair)
150 of these AFVs are of
United Kingdom-built GKN
“Simba” while the remainder
consists of US designed V-150
and V-200 APCs, M-113s,
Turkish made ACV-300s and
British Scorpion CVRTs.

The ChildCare Center is located at the CIAC Annex Building (formerly BCDA Building)
that is aimed to provide quality
education for CIAC employees’
children.

Human Resource manager Tessibeth Cordova for the success
and establishment of the project,” Tanjuatco said.
He said that “CIAC, being
one of the most inf luential institutions in the region, is not
only committed in upholding
economic growth, and development, but also act as an impetus
for human empowerment.”
Tanjuatco said that “CIAC
has been active in promoting
Gender Equality through creating and sustaining a gender-fair
organization. We regard every
individual as equally capable in

CLARK FREEPORT – The
state-owned Bases Conversion
and Development Authority
(BCDA) said it has put up for
public tender a contract involving the improvement and rehabilitation of some 19.4-kilometers of existing roads leading
to and within Clark Green City
worth P78.3 million.
BCDA president and chief
executive officer Arnel Paciano
Casanova said the rehabilitation and improvement of the
existing dirt roads will provide
greater level of accessibility to
the Clark Green City site.
“We have numerous investors and potential investors
who visit the Clark Green City
site. By improving the exiting
dirt roads, we will be able to
allow all types of vehicles, including heavy equipment to effortlessly reach the area,” Casanova said.
At present, the conditions
of the dirt roads are rough and
rugged terrain. The roads are
not accessible during the rainy
season.
