This came as the provincial government convened yesterday the 629 child development service providers commonly known as day care workers in the province to give them an update on laws governing the children. The provincial government has called the child development service providers as local “heroes” as they provide services to the children aged 3 to 5 years old while their parents are busy attending to their jobs, professions or doing their respective household chores. However, the governor wants to expand the meaning of “Brigada Eskwela” as she wants to encourage the full participation of the parents and the communities not only during the school opening but throughout the school year in ensuring that the school teachers and students are healthy. For Governor Pineda, Brigada Eskwela should not only be all about repainting of classrooms, repairing of furniture and cleaning up school grounds, she also encouraged the public and private sectors in helping and sharing their time, strength and resources in ensuring that the teachers and children are physically and mentally fit and ready for development. The provincial government took part in the “Brigada Eskwela” being undertaken by the Department of Education to spruce up not only public classrooms but even the 629 day care centers in the province before its school and day care opening in June. “While we are preparing for the school and day care opening this school year through Brigada Eskwela, let us also ensure that the nutrition and health needs of the children are ready and in place,” the governor said. She said the children cannot concentrate on physical, mental, educational development while in public schools and day care centers if they are sick and malnourished. Hence, the governor stressed that they need the full cooperation of the barangay health scholars and barangay welfare volunteers and barangay Health Workers under the auspices of the DSWD and DOH to check and monitor the health condition of the incoming school graders and their teachers. During the clean-up activity, the guards were assisted by village councilman Daniel Odullo and school teacher Annabelle Non. Local officials, including the teachers, thanked the mall se- curity guards after the activity. Ana Datu, SMCK mall manager, said the activity is part of their corporate social responsibility. “With this activity, we wish to maintain cleanliness in the school so we can prevent the breeding of dengue mosquitoes in preparation for the opening of the academic year on June 02,” Datu said. • ANGELES CITY -- All is set for the staging of the 2nd Angeles City Blues Summit, an annual event that brings together blues and blues-rock based local and national bands to this city to promote the worldrenowned musical genre that has spawned many famous and talented guitarists around the world. Provincial Agrarian Reform Program Officer II (PARPO) Ileona Pangilinan in a statement said that with the remaining 222 farmers-beneficiaries left to be installed, it’s possible for the DAR to install all the farmerbeneficiaries before the end of the month. “Unless there are no outside forces to hinder our activities, we will be finished before June. Almost all of the CARPawarded lots were already placed with boundary markers or mujons,” Pangilinan said. Pangilinan said some of the lands have still standing crops and would be harvested soon so that the Department would be able to put mujons in the property and install the remaining farmer-beneficiaries. Aside from awarding land to the farmer-beneficiaries, the DAR also offers them support services such as provision of credit facilities, farm machinery and training programs to increase the productivity of their newly-acquired lands. Newly installed farmer-beneficiary Pedro Aguilar Jr. from Barangay Pando said that the DAR is already inviting him to attend seminars and workshops. “I can’t wait to cultivate my land. I am much more excited when the DAR said that I should attend seminars they conduct to empower us,” Aguilar said.• CSC invites CL residents to take exam BPSU develops learning module for brgy officials By Butch Gunio FOR DESKTOP PCs SMARTPHONES & TABLETS! CRUZ, Zambales -- An official of a mining firm has said that the company is serious in helping the communities where they conduct their operations. “We help to rehabilitate the environment and we help the people looking for livelihood opportunities,” Peter T. Benaires, Eramen Minerals Incorporated Community Relation Unit Manager, was quoted as saying. According to Reynan Calderon, Samahan ng Nagtataguyod ng Agham at Teknolohiya para sa Sambayanan (Agham) Central Luzon secretary general, said Eramen has tapped experts to help in the rehabilitation of the areas where it operates. Aside from Calderon, other experts the mining company have tapped are Agham CL Executive Council members Herminio Miguel, Engr. Jonathan Lacayanga, Engr Walter Valdez, and Jose Paulo Tuazon. The four are also connected with the Bataan Peninsula State University. Calderon said in line with the rehabilitation program of Eramen, they have been conducting livelihood trainings, and introducing organic and aerobic rice farming to folks in the areas or near the areas where the company extracts minerals. They also demonstrated fabrications of the vertical fed biomass cookstove. Lacayanga developed the cookstove, which responds to the problems of household air pollution or indoor air pollution. Inland fishery like tilapia aquaculture will also be introduced to folks in the area. He said reforestation is also part of the rehabilitation efforts of the company. Mindoro pines, cashew trees, and other endemic trees were planted in the vast mining sites. The mining company spends P7 million every quarter to water the trees they planted. Calderon divulged that only Eramen, among the 7 mining companies operating in Zambales, is into rehabilitation of mining areas as part of the company’s corporate social responsibility. • BALANGA CITY -- The Bataan Peninsula State University (BPSU) has developed a learning module and conducted intensive trainings for barangay officials of this city. “The workshop activities given to us were very difficult but helpful,” said Barangay Cabog Cabog Captain Efren Zarraga of the strategic planning workshop provided by BPSU education experts. BPSU, thru the leadership of President Delfin O. Magpantay, is a partner of the city government in the modified “Learning Barangay Week Program”. In the agreement signed, educators from BPSU will provide particular knowledge to participants of the Barangay Week Program. In one occasion, the university sponsored a run dubbed “Takbo 3 Peninsulares” for the benefit of Balanga City Wetland and Nature Park. The park was built by the city government of Balanga in Barangay Tortugas aiming to promote bird-watching activities in the city. A week ago, Balanga City Mayor Joet Garcia and wife Isabel Garcia joined the BPSU contingent headed by Magpantay in the Silicon Valley tour in California, USA. Smart Communications Incorporated awarded the tour to BPSU team for winning this year’s 10th Smart Wireless Engineering Education Program (SWEEP) with their entry “Coin Saver: A New and Innovative Way to Save”. Garcia, an IT expert, is a known user of modern technology in administration and delivery of public service. In fact, the Silicon Valley was one of the models adopted by Garcia when he hatched the vision “Balanga City: A University Town by 2020”. • By Marna Dagumboy-del Rosario CITY OF SAN FERNANDO -- The Civil Service Commission (CSC) Regional Office 3 is inviting Central Luzon residents to take the second Career Service Professional and Subprofessional Paper and Pencil Tests of 2014 that is scheduled on October 26. “Exams are open to all Filipino citizens aged 18 years old and above who are of good moral character; have not been convicted by final judgment of an offense or crime involving moral turpitude or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness or addiction to drugs; have not been dishonorably discharged from military service or dismissed for cause from any civilian positions in the government and have not taken the same level of CSC examination in less than three months,” CSC Regional Director Myrna Macatangay said. “Passers of the Bar exams and Professional Regulation Commission-administered tests as well as those who graduated with honors need not apply as they are granted with automatic eligibility,” Macatangay stressed. Page 7 4 OPINION Headline Gitnang Luzon MAY 28, 2014 EDITORIAL Bayanihan COULD you imagine life without the Brigada Eskwela? It was hard enough for teachers, all year long, to teach dayin, day-out, five days a week, to hundreds of students in a day. So could you just imagine the hard work they had to put in before the Brigada Eskwela came into being in 2003? The teachers themselves, with the aid of a few parents and cleaning crew, had to take care of all the preparations prior to the opening of every school year. They had to take care of everything, even shelling out a few bucks, for needed repairs. But that all changed when the Brigada was launched in 2003. Now, companies and private entities, as part of their corporate social responsibility, help clean schools all over the country. Even the police and the military, as well as local government units, help out in repairs. Donations pour in for needed facilities and school improvements. Life became easier, at least for teachers and school officials, as far as maintaining a conducive learning environment for students is concerned, before the start of every school year. This year’s theme is “Building Resilient Schools”, which was borne out of last year’s typhoon Yolanda which hit the Visayas region. The Brigada Eskwela -- which is a nationwide voluntary effort -- has been called “people power” by many, but it can be described simply: a show of bayanihan spirit, which Filipinos are known for. June 4 Tiananmen massacre and our present woes with China T HERE was a massacre at the Tiananmen Square in Beijing perpetrated by the Chinese military particularly on June 3 to 4 of 1989, killing at least 300 people mostly students and residents of the city who were staging peaceful demonstrations seeking reforms and democratic rights. The most brutal part of the bloody suppression was when tanks rolled over fleeing unarmed demonstrators. Until now the Chinese government has been trying to erase all memories of what really happened during that period but the world knew and will never forget. We, in the Philippines, should not forget. The architect of modern China as it is now, Deng Xiaoping, was the very same person who initiated and led the hardline policy against the pro-democracy demonstrators that led to the violent clearing of Tiananmen and other rally sites all over China. Four years earlier, I was in Beijing attending an international youth conference where I fell ill and was hospitalized. A member of the Communist Youth League accompanied me and together with the youthful medical staff who attended to me tried to get as much information as possible about the outside world with the few English words that they could muster talking with me. When I came back from China I used to receive copies of the League’s magazine but they stopped coming when the pro-democracy movement picked up momentum. In a country where everything must fall under the leadership of the Communist Party, independent youth and workers’ organizations started to crop up as the movement progressed. Even the workers who were supposed to be represented by the Communist Party in implementing Lenin’s dictatorship of the proletariat in the stage of socialist construction were already feeling alienated. Even the Communist Youth League at that time was led by party cadres above 40 years old. Demonstrators at the Tiananmen reached a million people and the un- “Until now the Chinese government has been trying to erase all memories of what really happened during that period but the world knew and will never forget. Page 5 Headline Gitnang Luzon MAY 28, 2014 Maid from the Philippines I T’S a sight of cruelty against our Overseas Filipino Workers when I saw on the news the body of a woman who was said to have been poured with boiling water by the mother of her employer in Saudi Arabia. The OFW who works as a maid in the said Middle East country was known by the name Fatima. She is barely 23 years old and hails from North Cotobato. She suffered serious burns in her body when she was thrown with boiling water which caused her skin to scald. According to Fatima, the mother of her employer did her act because the former failed to bring her coffee on time. Fatima has been working with her employer, an Arab family based in Riyadh, Saudi Arabia for two months. Sad to note was the fact that she was not given her salaries and not properly fed. When the incident happened, it took a couple of hours before she was taken to a hospital for the treatment of the burns in her body. She sought the help of her cousin who was also working there and took pictures of her burnt body and posted the same in a social networking site. She managed to get the number of her relatives in Riyadh, who rescued her from her employer and was taken to the Assistance to Nationals Section of the Philippine Embassy in Saudi Arabia. The mother of two appealed to the Philippine government for some assistance in filing a case against her abusive employer. This is not the first time a maid or an OFW employed in Saudi Arabia was made a victim of abuses. Many are not paid, while some are beaten or raped. On the other hand, when they fight back with their abusers, they are immediately sent to jail without the assistance of a lawyer or representatives from the Philippine embassy. These incidents happen despite the mutual agreement signed by the Saudia Arabian government and the Philippines that is said to be giving more rights to Filipino workers in the said Mid- dle East kingdom, especially those who are employed as maids or household service workers. There are around 8 million workers all over the world working as OFWs, working hard to survive and to tend to the needs of their family here in the country. Many of them are maltreated and abused such as this latest case. A large number of OFWs work in Middle East countries, with their hope of earning right for their families back here in the country. There are many stories of struggles of our considered modern-day heroes which are not reported by news nor posted in social networking sites, that they fail to attract the attention of our government’s authorities. The number continuously increase, brought about by abusive employers who often look down on Filipinos as modernday slaves too. On a higher level, there are OFWs who are sometimes killed by their employers deliberately, but later on would be described as cases of suicides or accidents. It’s easy for employers to conceal their criminal liabilities since they are in their own territory. Further, they have Alvin H. Arceo the money to offer their victim’s families for the dismissal of the charges against them, if any. While some OFWs have made it big in other countries, there are quite a number of them who are abused physically, emotionally or verbally. The mere shouting of ruthless employers against their Filipino workers already constitutes abuse, by the way. Meanwhile, Philippine diplomatic authorities are sometimes helpless since they live in a foreign land and that they cannot simply invoke the rights of Filipinos or simply cry foul over the acts of some employers. It’s high time that the national government should come up with coherent foreign policies that will provide utmost protection and welfare for our OFWs. “It’s high time that the national government should come up with coherent foreign policies that will provide As of this utmost protection and writing welfare for our OFWs.” *** This writer welcomes other views, comments, and reactions. But teachers have to be leaders, in order for them to establish their role as mentors or coaches or role models of students. For teachers to be able leaders, they receive trainings for their new responsibilities. Teacher leaders play vital roles in schools -- they manage curriculum projects, facilitate teacher study groups, provide workshops, among others. Teacher leaders also influence their students and the school, and earn the respect of their colleagues through expertise and practice. Effective teacher leaders have important skills, values, and dispositions, and are always in the process of improving their teaching skills, and learning other skills along the way. Being a leader means being able to collabo- rate with others. They must always have the support of colleagues into one vision, and build consensus among diverse groups of educators. Leaders also have the ability to be convincing. While they are respected for their own skills, teacher leaders also understand and recognize the need to focus on the school’s programs that are aimed at developing the skills of the students. Teacher leaders are also open-minded. They respect others’ views and display optimism and enthusiasm, confidence and decisiveness. They are also flexible and willing to rise in case of failures. *** The author is Master Teacher 2 of the Pampanga High School, City of San Fernando, Pampanga.• now we know from Page 4 three articles apt in our present standpoint. “Ye, shall not kill, neither shall ye steal nor shall ye hurt the aged, lest ye incur the danger of death. We’ve been taping for two weeks but hindi pa kami nagkakasama kaya pinaghahandaan ko ‘yun kasi ayoko naming mapahiya ako, knowing how good an actress she is.” Lovi is so happy that they are supported by a powerhouse cast: Connie Reyes, Robert Arevalo, Celeste Legaspi, Jaime Fabregas, Tommy Abuel, Susan Africa, Marc Abaya, Dominic Roco, Rodjun Cruz and Alessandra de Rossi. About her lovelife, it’s obvious she and Rocco Nacino are now an item after their trip together in Europe, but Lovi still won’t officially admit their relationship, just like before when she was on with Ronald Singson and Jake Cuenca. All she’d say is “what you see is what you get”. Rocco seems to be more open as he calls her “Hon” (short for Honey) even when they’re in rocco nocino & lovi poe public. Both of them admit the Europe trip did them a lot of good as they got to know each other better. “I know before na he’s smart and has a good sense of humor but with the trip, I confirmed he’s also a good organizer kasi siya ang nagorganize ng lahat ng ginawa namin, ng mga lugar na pinuntahan namin. He led, I just followed. It was also a fulfilling experience dahil nataon sa Holy Week when we went to the Vatican and hear mass there. It really helped in renewing our faith.” But it doesn’t mean they’re thinking of tying the knot soon. “We inspire each other but, as of now, we’re both still very busy in achieving and pursuing our own dreams about our careers separately, so mas concentrated pa rin kami roon.”• Judy Ann di payag makasama Sheryn Regis ibinuking si Claudine sa anumang proyekto na tomboy ng karelasyon S N umawsaw na rin sa Baretto brouhaha ang anak ni Marjorie Barreto kay Kier Legaspi na si Dani. Dani is 20 years old and a fashion blogger who defended her mom and assailed Claudine in her own Twitter account. Claudine counter-posted: “I don’t care about Dani anymore. You can hate me on Instagram and on Twitter all you want. You don’t affect me anymore. She can tweet everything and anything that she wants about me, but at the end of the day, little girl, you don’t know anything. Baka lang may amnesia ‘yung bata so never mind. But she reserves her deadliest venom in her latest statements for ex-hubby Raymart Santiago whom she said doesn’t love her anymore. “Wala na rin akong respeto sa kanya, kahit konti, kahit bilang ama ng anak ko. Pinakamalaki kong pagsisisi na pinakasalan ko siya, na nakilala ko siya. I hope he burns in hell.” But Claudine has made amends with Raffy Tulfo for the sake of peace. It can be recalled that she and Raymart had a fight with Mon Tulfo at the airport and Raymart protected her after she accosted a ground attendant for lost luggage. She has also patched things up with Star Cinema and there’s talk there’s a project for her and Judy Ann Santos. But knowing Star Cinema, they now only bank on their younger stars doing rom-coms, which the local moviegoing public prefer watching. A movie with Juday and her would be very iffy. Juday said she’s willing to do it, but someone should tell her that Claudine’s public image now is very negative because of all her public attacks against a lot of people, especially her sisters and husband. It seems to backfire on her. Unlike her, Juday has maintained a wholesome and unsullied image. She’s happily married to Ryan Agoncillo, she has good relationship with her Mommy Carol and siblings, she has succeeded in branching out into TV hosting and continues to have so many endorsements. She has really left rival Claudine by leaps and bounds, be it in their careers or personal lives. Let’s see if Claudine could still catch up with her.• A K I PA G T S I K A H A N sa ilang entertainment press ang businesswoman na si Emy Madrigal na girlfriend ng singer na si Sheryn Regis who is based in Portland, Oregon (USA). And she even dared Emy na wala siyang pakialam kahit pa i-expose nito ang kanilang relasyon sa publiko. Emy is a cervical cancer survivor, but a few months later, the cancer cell has gone to her lungs and she needs a series of treatments this June. Ang importante, naging masaya sila kahit sandali lang when they were still together.• Headline Gitnang Luzon MAY 28, 2014 RIDING-IN-TANDEM from Page 1 Pamintuan chanced upon the speeding suspects who snatched the bag of victim Kin Byung Ki, a 33-year-old Korean national. Kin was trying to chase the suspects on foot while shouting for help. One of them eluded arrest by fleeing on foot, while the other was immedi- BATAEÑOS from Page 2 ately arrested. Suspects were identified as Robinson Tinio, 31, of Barangay Lourdes Northwest. The other one who eluded the arrest was Alvin Turbada, of legal age, also from the same barangay. Confiscated from the suspect’s possession were two live ammunitions for a .45 caliber firearm, and the victim’s bag containing Php 6,010. According to the mayor, it was very fortunate that they were there to witness the crime. Pamintuan said citizens should rest assured that the local police force and the barangays are doing all they can to collar the criminal elements in the city. After the apprehension, the mayor called in Chief Inspector Kenneth Vega to take over the arrest and send the suspect to the Ospital ning Angeles. “Anytime now, we are anticipating the arrest of the other suspect who fled, as he was already identified by the police,” the mayor stated.• EARLY CHILD from Page 1 The governor said the provincial government in partnership with the Department of Health (DOH), Department of Social Welfare and Development (DSWD), Department of Education (DepEd), Commission on Higher Education (CHED) wants to strengthen the comprehensive and integrated delivery of health, nutrition, early education, and social services development programs for young children aged zero to four years or even up to eight years old children. Elizabeth Baybayan, head of the provincial social welfare and development (PSWD), said the provincial government is fully implementing the early child care and development act in Pampanga through the promotion of the rights of the children to survival and their development and special protection with full recognition of the nature of childhood. “Let us produce bright children in Pampanga,” Baybayan said. Baybayan said the provincial government recognizes the age zero to eight years as the first crucial stage of educational development, which shall be the responsibility of the Early Childhood Care and Development Council in the province. Charlo Costales, a social worker by profession, said the responsibility to help develop children in the formative years between age five to eight years shall fall under the Department of Education. “It is the duty and responsibility of the child development service workers to prepare the children for the formal education. So, it is not their obligation to teach the children the basic education being taught in public and private elementary schools. All they have to do, is to prepare the physical and mental development of the children when in day care centers. “Kaya bawal ang libro sa pagtuturo ng day care. Ang kailangan lang ay bantayan ang development ng bata,” he said. It was learned that ECCD is the full range of health, nutrition, early education and social services that provide for the holistic needs of children ages 0-6 years.• BRIGADA ESKWELA from Page 2 and other communicable diseases. Supporting Perez in the 2nd Angeles City Blues Summit are local bands Tibuan, Bottle Talk, the Tinyente Geronimo and D’ Hayupax Blues Band, Native Spice and the LUID MK Blues Band while bands from Manila include Kingpin, the Lagkitan Trio, the D’Jango Project Band, the Blue Way Trio, and the Ian Lofamia Band. Gary Perez, who has made an impact on the Pinoy blues and rock scene in the 1970s, is considered one of the Philippines’ best rock guitarists, up there with the likes of Wally Gonzales of the Juan de la Cruz Band, Resty Fabunan of Maria Cafra and Jun Lupito who has played with various Pinoy rock legends such Joey “Pepe” Smith. Perez is the writer of unforgettable rock anthems and hit songs such as “Bonggahan”, “Tao”, “Laguna” and “Sa Diyos Lamang”, among others, recorded by Pinoy rock vixen Sampaguita backed up by Perez’s band, Anak Bayan. The Angeles City Blues Summit was organized last year after a following for blues, a musical form and genre that originated in AfricanAmerican communities in the deep South of the United States around the end of the 19th century from spirituals, work songs, field hollers, shouts and chants, and rhymed simple narrative ballads. The first outing of the Blues Summit in May 2014 was top-billed by no other than Wally Gonzalez, guitarist of the legendary Juan de la Cruz Band. Opening acts for Gonzalez in last year’s event were purely local 7 blues bands. “However, after pictures of the event were posted by concert goers, guests and organizers on social media, particularly facebook, we received a barrage of messages, inquiries and requests from friends that we decided to make the blues summit an annual event,” co-organizer Dino Doliente, guitarist, composer and band leader of the Tinyente Geronimo and D’ Hayupax Blues Band, said. The event is presented by Musikerung Kapampangan (MK), Dainty Restaurant, Amphigarden and Hendrix Signsprintdesignmultimedia. During her short speech at the Governor’s office, the beauty queen even describes her hometown where she came from as “di basta palulupig”, citing the municipality’s name “Dinalupihan”, which was believe to be derived from the term “di malupigan” (will not easily be conquered). On May 14, the team composed of elements of the SBMA-LED, the National Bureau of Investigation (NBI) in Olongapo City, Philippine National Police (PNP) Regional Maritime Unit-3, PNPSpecial Action Force, and Morong PNP aboard two SBMA Harbor Patrol boats, the M/T Redondo and a vessel from the Boardwalk Dive Shop proceeded to the area identified by the informant. After coordinating with the officials of Barangay Mabayo, SBMALED divers recovered an old common anchor full of barnacles, measuring approximately seven feet high, and three feet and five inches across. The SBMA-LED stated that no other artifact was recovered from the area, as residents said the other items in the loot “were hidden away hastily the night before the oper- ation was conducted.” The recovered anchor is currently in the possession of the SBMA-LED for safekeeping. SBMA officials said the Philippine Artifacts Commission will be notified for proper identification of the recovered common anchor. Meanwhile, the NBIOlongapo has assumed jurisdiction over the case and is set to conduct a follow-up operation for possible recovery of other stolen artifacts and for the arrest and filing of appropriate charges against the looters. Last March, five suspects from Morong, Bataan, were apprehended in connection with the looting of the San Quentin, a Spanish-era shipwreck that is a favorite dive site in Subic Bay. All were subsequently released, however, due to lack of evidence. Among other shipwrecks within the Subic Bay waters are the El Capitan, USS New York, the hell ship Oryoku Maru, Seian Maru, and a Tank Landing Ship (LST). • CSC EXAM from Page 3 ing comprehension, analogy, logic and numerical reasoning; b) For Subprofessional (In English and Filipino)- vocabulary, grammar and correct usage, paragraph organization, reading comprehension, spelling, clerical operations and numerical reasoning.
