LARK FREEPORT – In total negation of its self-projected image,
Clark is not an ideal site for big international hot air balloon festivals.
This arose during the media forum “Talk Widus
(with us)” organized by the Pampanga Press Club
in cooperation with Widus Hotel and Casino here on
Wednesday.
Ronnie Tiotuico, Department of Tourism (DOT)
Central Luzon regional director, said flights were delayed for two hours during the holding of the Phil-
ippine International Balloon Fiesta here last February12-15 just to give way to the hot air balloons.
These included flights from Cebu Pacific and Qatar
Airways.

ANGELES CITY- Three
suspected rapists of a 13-yearold girl in Gerona, Tarlac who
went into hiding have turned
the tables on six policemen
who arrested them after the
Ombudsman accepted their
plea to charge the cops with
arbitrary detention and grave
misconduct.
This, amid reports that the
suspects are now being coddled by a relative who is a
ranking police officer in Central Luzon.
The Gerona police identified the cops now facing the
charges before the Ombudsman as Inspector Joel Natalicio Gamboa, PO3 Domingo
Pascua, PO2 Joseph Nunag,
PO2 Johannes Niegos, PO3
Ronald Ramos and PO3 Levy
Santos, all from the Gerona
town police station.
The complainants were
James Dela Cruz, Michael
Dela Cruz and Aljhon Tulabot
who were arrested by the cops
on July 22 last year, based
on a complaint of a second
year high school student who
said she was forcibly abducted at gun-point and repeatedly raped overnight by the three
suspects in Gerona.
The three rape suspects
filed the arbitrary detention
and grave misconduct against
the cops, and then went into
hiding.
Gamboa expressed dismay over the Ombudsman
cases, saying “We only acted on the personal complaint
reported to us and the rape
victim positively identified the
suspects that’s why we immediately arrested them.”
“How come we are facing
an Ombudsman case while
they remain fugitive of the
law? This is harassment,” said
Gamboa who led the arresting police team which nabbed
the three suspects in their residences in Barangay Caturay
in Gerona on July 22 last year.
Gamboa noted the rape
suspects underwent inquest
proceedings before the Tarlac Provincial Prosecutors Office but they filed a waiver for
their continued detention and
availed themselves of an ac-
cused right to preliminary investigation.
While detained at this
town’s police station pending
the preliminary investigation,
the suspects’ parents filed in
court a petition for habeas corpus alleging that their arrests
were unlawful.
Gamboa said only one
hearing was held on the petition at the Tarlac Regional
Trial Court Branch 65 presided by Judge Maria Magdalena
Balderama where the police’s
counsel Ferdinand Miclat was
ordered to submit a written
comment on the petition for
habeas corpus.
A few days later, the court
granted the suspects’ petition
and ordered their release on
August 15.
Apparently, the court’s decision to release the suspects
was primarily due to the failure
of Miclat to submit a written
comment on the petition.
Miclat is Gerona’s legal
counsel who was ordered by
Mayor Dennis Norma Go to
assist the police on the petition
for habeas corpus filed by the
suspects.
Gamboa, noted, however,
that a couple of months after
the suspects were released
from detention, the provincial
prosecutor concluded the preliminary investigation on the
rape case and subsequently
the Tarlac Regional Trial Court
Branch 63 issued the warrant
of arrest against the three..
The suspected rapists,
however, have remained at
large and are the subject of a
nationwide police manhunt.
“It is very unfortunate that
our good and capable policemen who were able to lawfully arrest the rape suspects are
being made to suffer after simply doing their job,” said Gerona police chief Supt. Ariel Rebancos Red.
Red noted that the Ombudsman complaint was filed
only last Dec. 15, after a warrant of arrest was issued
against the suspects.
“We will not be cowed by
any form of harassment. We
will continue to uphold the law
and arrest criminals whoever
they are, whomever they are
related to,” said Red.

the Ninoy Aquino International Airport
Terminal 1 got subjected to of late.
“Naia Terminal 1 new facilities: Main
flight information display boards, check in
counters + weighing + feeder conveyors,
4 new chillers (AC).” So posted Deputy
presidential spokesperson Abigail Valte
on her Twitter account. With photographs
of the new baggage claim and the
conveyor area and newly-renovated
lavatories that she took during her
Tuesday inspection of the terminal.
Give NAIA T-1 now an “A” for toilet
cleanliness, coolness and convenience
to passengers. Yeah, great.
Too bad the terminal makeover will do
little, very, very little, if any, to solve the
fundamental problem of NAIA – air traffic
congestion.
Everyone
knows
the
solution:
expanded, multiple runways.
Which NAIA, with its constricted
600-hectare area, could not allow.
Which Clark, with its parallel runways,
can now allow. And more space for
expansion with its 2,400-hectare civil
aviation complex.
Yeah, seeking a solution to the problem
that is NAIA?

So, why hasn’t government even
thought about this?

NOBODY versus EdPam.
Screamed our banner here Friday last week, in what could be the opening salvo
of the 2016 campaign for the Angeles City mayorship. The incumbent, Edgardo
Pamintuan, clearly drawing first blood there.
No, Pamintuan did not name anybody
– “Nobody” nga eh – as he did not have to.
Everybody knows who that nobody was/is the
mayor implied in his response to a query from
the Inquirer’s Tonette Orejas.
Actually, a somebody to his supporters now
enraged by what they deemed as the “rattled”
Pamintuan’s insult.
Of course, Pamintuan in effect named
him. “Nobody” nga eh. With all the negativism
associated to that term – a know-nothing nonentity, foremost.
It’s all name-calling. Just an everyday
sport, taken to high intensity in its political
application thus meriting a prime spot in political
propaganda methodology.
Cognitive bias, it’s written in some shrink’s
notepad, defined as “error in thinking that
influence how humans make decisions.”
Impacting negative opinion in the minds of
some audience about the object of the namecalling is the principal end there. Blocking off
any rational or objective examination of the
facts at hand.
Suffice is the name tagged on the person
and conclusions are readily drawn.
A sampling from campaigns past:
Asenso Pusakal for one pugnacious town
mayor and Ferdinand Markurakus for his rival.
Jun Balas for the mayor of a sand quarryrich town.
Monkey Tong for a city executive. Advance
Santos for his opponent.
Don Pipit for a gubernatorial bet who started
rich and ended up last and lost.
Litong-lito for you-know-who.
In the 2010 presidential elections: Giba
Teodoro, Money Villar, and ultimate winner,
Abnoy Aquino.
And the current leading presidentiable:
Nognog.
Name-calling is aimed not only to trivialize
its object but moreso to ridicule him/her. Make
them so much the laughingstock that they
would not merit the least serious consideration
in the mind of the audience. Be wary though of
libel and slander lurking here.
As happened in 2001 when the journalist
Ody Fabian – God bless his soul – found

closing spiel in our radio program Alas-4 Na!
The
never-winning
nay-surrendering
perennial also-ran felt alluded to by Fabian’s
“personal insult.”
On the other hand, name-calling can
backfire.
This is best exampled by the aestheticallychallenged dearly departed Apalit Mayor Tirso
G. Lacanilao.
The first time he ran, Lacanilao’s posters
were plastered with “PANGIT” by his rivals. No,
he did not cry slander.
Instead of being disheartened, Lacanilao
found right there the inspiration that propelled
him to victory.
He stopped putting up his own posters,
reproducing by the tens of thousands the
“PANGIT” sheets and plastered the whole town
with them. Unwise to the scheme, the electorate
found Lacanilao the harassed underdog,
Pushing further, Lacanilao appropriated for
himself the moniker “Pogi” and for his middle
initial G, “Guapo” – ironies that easily tickled the
funny bone of the electorate. Then he made selfdeprecation the high note of his campaign pitch.
On the entablado, Lacanilao in all seriousness:
“Sasabyan da pu deng kanakung kalaban ing
lupa kung kabayu. Mangalaram la pu ren. Ikayu
na ing makapagpatune e ku pu lupang kabayu.
Lupa ku pung tsonggo! (My rivals say I look like
a horse. They are liars. You, yourselves can see
that I don’t look like a horse. I look like a monkey!)”
His audience never failed to explode in laughter.
The electorate literally guffawed Lacanilao on
his way to the Apalit town hall in his two terms
as vice mayor and three terms as mayor.
The lesson here is that name-calling, as
propaganda technique, should be used most
judiciously.
Sans any rational argument leading to
predetermined conclusions negative to a
person, name-calling assumes the element
of that fallacy in logic called argumentum ad
hominem, the attack on a person’s character as
response to an argument.
Such argument instead of ridiculing the
person – as intended – can make an underdog
of him with the audience taking pity of, and then
sympathizing with him. Hence, another logical
fallacy called argumentum ad misericordiam.
This is most specially so in the case of us
Filipinos who always fall – with our inherent
emotional irrationality – for the underdog.
And nobody but “Nobody” has taken full
mastery of that art of underdogship in political
practice, parlaying it to victory in every election
he entered. Except one.
But then that was a totally different story.
Still, be careful with names.

81 prelates call on PNoy, Senate, House to
‘give new life and glorious finish’ to CARP
Eighty one Catholic Church
leaders composed of 15 archbishops, 59 bishops, and seven Church administrators
have renewed their call for
President Benigno Aquino III,
the Senate, and the House of
Representatives to “give new
life and glorious finish” to the
27-year-old Comprehensive
Agrarian Reform Program
(CARP).
“In particular, at this time,
we appeal to the President
to certify urgent, and to the
members of the two chambers
of Congress to immediately
pass the two proposed laws…
which are in various stages of
consideration in the Senate
and the House of Representatives,” said the prelates, led by
Archbishop Socrates Villegas,
President of the Catholic Bishops’ Conference of the Philippines, in their recent two-page
letter they forwarded to Aquino.
The prelates are referring
to twin measures House Bill
4296 and House Bill 4375.
HB 4296 seeks to renew
the Department of Agrarian
Reform (DAR)’s authority to
issue notices of coverage and
provide adequate funding for
support services to agricultural landholdings that have not
yet been placed under CARP.
HB 4375 seeks to create
an independent Agrarian Reform Commission to review
the actual accomplishment
of CARP and investigate circumventions and violations of
the CARP Law with a view to
cause these landholdings to
be redistributed to qualified
beneficiaries.
In June 2014, President
Aquino certified as urgent the
passage of HB 4296, but the
House has not yet passed
the supposedly priority bill on
third and final reading, eight
months after the chief executive’s certification. Senate has
already done its part by passing the counterpart Senate Bill
2278.
HB 4375, which also remains pending at the House,
does not yet have a counterpart measure at the Senate and needs to be certified
by the President as a priority
measure.
“Not extending CARP and
ensuring the gains of the program is tantamount to disenfranchising at least a million
farmers of their right to own
the land they till, equitably
share in the fruits of their labor
and find a path out of poverty,”
the prelates said in their letter.
“It also means the country’s failure to break up the unjust concentration of land ownership in a few and thereby
not achieve inclusive growth,”
they said.
“To the Filipino people’s
representatives: please do not
allow the agrarian reform program to die a quiet death before its noble mission to finally emancipate and liberate our
farmers is fully achieved,” the
prelates added.
There are still about
708,000 hectares of agricultural landholdings that have
not yet been awarded to farmer-beneficiaries of the CARP
based on the August 2014
data of the DAR, according to
the prelates.
They also said that an estimated 1 million to 1.5 million hectares being claimed
by the DAR as distributed “are
not under the control of farmer-beneficiaries and are suspect as evasions of the law
such as lands under collective CLOA (certificate of landownership award) and longterm leaseback agreements
and lands distributed as VLTs
(voluntary land transfers) and
VOS (voluntary offer to sell).”
“Unless these transactions are voided and the land
distributed to legitimate farmer-beneficiaries, the landowners and the DAR personnel
complicit in the evasions will
be rewarded for defying the
law,” the prelates said.
“It would also be unfair to
the landowners who allowed
their lands to be really distributed to poor tillers, with some
of these landowners still to be
compensated,” they added.

But now that the
Clark International Airport (CIA) is gaining
ground, international ballooning has found a new
home in Barangay Prado
Siongco in Lubao, Pampanga, said Castro.
He said it is now time
to allow the full development of the Clark airport
and not hinder it with hot
air balloon flights.
This, jives with the
stand of the advocacy
group Pinoy Gumising
Ka Movement that the
hot air balloon festival in
Clark “sabotages” the full
development of the Clark
airport as the country’s
premier
international
gateway.
“One thing we learned
when we went to Saga,
Japan is not to fly near
airports. Ballooning is a
hindrance to the development of the Clark airport and is not in accordance with international
standards,” he said.
The biggest balloon
event in Asia is the Saga
International Balloon Fiesta in Japan where
hundreds of balloonists
participate. It was started in 1978 but in 1980
it was moved outside
Saga City where there is
more room and at least a
hundred kilometers from
the Fukuoka airport, the
fourth busiest passenger
airport in Japan.
Located between Fukuoka and Nagasaki,
Saga has an airport but
not many flights fly into it.
It is an hour by bus from
the larger Fukuoka airport.
Castro explained that
transferring the event
from Clark is also in accordance with the original plan to pave the way
for the full development
of the Clark airport.
From March 20 to 29,
Barangay Prado Siongco
will host the second international balloon festival
where some 46 hot air
balloons from 18 countries will converge in what
is bruited to be a spectacular air show. It is also
described as the biggest
hot air balloon festival in
Southeast Asia.
Joining the festival are some 15 special shaped hot air balloons including a newspaper, a birthday cake,
clown, heart, Star Wars
characters Darth Vader
and Yoda, and cartoon
characters like Humpty
Dumpty, Snobird and a
monster that will take to
the air.
Castro said “the excitement does not happen only up in the air but
also down on the ground”
because the chase crew
use four by four vehicles
unlike in Saga, Japan
where they use vans like
Hi-Ace and Delicas.
Castro said Philippine road conditions are
more challenging especially after the eruption of
Mt. Pinatubo when most
of the roads and bridges
were devastated.
Wind factor
Castro said the hot
summer month is never
a factor since in Africa,
where it is hotter, balloon
flights are offered to tourists the whole day and
year round.
“We did research and
consulted with experts,”
he said. “It is always the
wind condition that plays
a big factor in flying hot
air balloons,” he added.
Castro said Lubao
has the same wind condition as that of Albuquerque in New Mexico,
USA where the biggest
hot air balloon festival
in the world is held and
joined by thousands of
balloonists.
The unique wind condition is called “box air,”
Castro said, “where the
launch site can also be
the landing site allowing
spectators more viewing
time.”
Castro pointed out
that in Clark, balloons
go to the general direction of the lahar area every time they fly out and
just land there. In Lubao,
they fly out to the Bataan mountains then later
come back to the launch
site.
He said because of
this unique wind condition, Lubao has gained

SBMA for 10,000 workers as welders, plumbers, electricians, painters, and others.
“Unfortunately,
we
could only provide a
tenth of the number
asked. And the rest had
to undergo trainings,”
Pastor said.
He added that with
the SBMA’s target of creating 100,000 jobs by the
end of 2015, the SBMA
labor department is now
intensifying its efforts
with the help of business locators, schools,
and related agencies of
the government like the
Technical Education and
Skills Development Authority (TESDA) and the
Department of Education
(DepEd).
“This why we in TESDA recommend that all
high school graduating
students must undergo
skills development training to develop skills and
interest, and later choose

D. Henson, an eye surgeon
sub-specializing in Oculoplastics. He said he looks at LASIK
as one of the medical procedures that will boost medical
tourism in Central Luzon.
Henson was the resource

“For me, LASIK is the best
and it is good for medical tourism,” he said.
Henson narrated a case
about one of his patients who
wanted to undergo LASIK surgery but had to leave for Guam
the following day.
After screening and proper pre-operative protocols,
the eye surgeon said he performed LASIK on the patient’s
eyes. The following day, he left
for Guam, he added.
Henson who is based in
Angeles City said, 99 percent
of his patients return to work
the next day after undergoing
LASIK surgery. “After the procedure, I issue a medical certificate and the patient is ready
to go. That is the beauty of
LASIK, they (patients) come
and go,” Henson said.
According to the eye surgeon, LASIK procedure is an
eye surgery that changes the
shape of your cornea permanently. The cornea is the crystal clear covering on the eyes.
A patient must be 18 years of
age or older to have LASIK
eye surgery as long as they
are free from cataract, diabetic
retinopathy and other eye diseases, he said.
Henson explained that “the
surgeon creates a flap and
that will be lifted away carefully. A laser is then used to reshape the underlying tissue of
the cornea. When the surgeon
has reshaped the cornea, he
carefully puts the flap back in
place.”
He said “no stitches are required and the flap will heal itself.” When the shape of the
cornea is changed it helps
improve the patient’s vision
and reduces or eliminates the
need for corrective eye wear,
he added.
In 1999, Henson underwent LASIK surgery. He said
he know exactly how a patient
feels after the procedure. “Immediately following LASIK surgery, your eyes may burn, itch
or you’ll feel a foreign body
sensation. You may also have
a small amount of discomfort.
Sleep it over,” Henson suggested.
“That’s why I do my LASIK
surgery at five or six in the afternoon, pagkatapos nun tulog
na sila (after that they sleep),
the next day, clear,” the doctor
said.
Eye drops for antibiotics to
prevent infection and eye goggles are also given for protection.
The Lasik Surgery Clinic uses an Alcon EX 500, the
fastest “excimer laser machine” in the Philippines. Henson and his medical partner,
Dr. Andrew Angeles, claimed
that the equipment is like the
“Maserati car” of the LASIK
machines.
Meanwhile, Henson said
LASIK surgery is relatively
costly because it has to compensate for the machine. According to him, LASIK surgery
ranges from P60, 000 to P100,
000 for both eyes depending
on the visual grade.
The eye surgeon also
urged the Philippine Health
Insurance Corporation (PhilHealth) to subsidize a portion
of the expenses in the procedure. “Suggestion ko sa PhilHealth (my suggestion to PhilHealth) na may certain point
of grade na kailangan i-cover
nila (that they need to cover),”
Henson said.
As for the rate of success,
the eye doctor disclosed that a
90- 95 percent of the patients’
visual acuity return to as normal as 20/20 or 20/25 vision
after the LASIK procedure.
“I keep on telling my patients, the most important
thing in LASIK surgery is you
become independent on your
glasses and you are no longer
visually disabled,” he underscored.
“When I retire, I just want to
do LASIK, because it’s predictable, it’s safe,” Henson said.

some 16 categories. This event was once
again in cooperation with The Council of
Hotel & Restaurant Educators of the Philippines Region III (COHREP Region III).
