CLARK FREEPORT – The operations manager of the
Puning Hot Springs Resort
has denied the alleged discrimination on local residents and tourists wanting
to visit the famous destination.

the resort on February 29,
said they decided to hold
people on the gates near
the resort’s spa for “safety
purposes.”
He showed the stiff portion of road leading to an
Aeta community and the
end portion of it is near the
Sacobia River.
Lozano said people
on board 4x4 vehicles can
pass through the portion
of the road. “We highly recommended only 4x4 vehicles to avoid accidents,”
he added.
Lozano said “we have
not closed the road and
anyone can pass but we
recommend coordination
with us.”
Lozano said they em-
ploy at least 69 regular
Aeta workers. He added
that “we employ at least
130 more Aetas” when
there is maintenance work
and emergency cases.
He admitted that some
of their workers receive
P259 per day, which is below the standard rate of
P359 per day for regular
workers in Central Luzon.
“But we have an agreement that it’s okay for them
to receive a lower salary so
that more Aetas can work,”
said Lozano. Puning, a popular destination frequented by Chinese and Korean tourists,
started with 15 Aeta workers in 2008.
“There was a miscommunication between us
and the group of Rene
Romero,” he said. “We allowed him access after the

as provided in the General Appropriation Act allowing the salary adjustment
under the salary standardization for the
year 2016.

Alunan: US warned PH of becoming ‘narco state’ 20 years ago BY jess malabanan

that the United States government had warned authorities 20
years ago that the Philippines will
become a “narco state” due to its
problem on illegal drugs.
“Twenty years ago before I left
government service, my counterpart in the US told me that should
the Philippines fail to address the
illegal drugs situation, the country
would lean towards becoming a
narco state,” Alunan told reporters.
“[After] the warning by the US
authorities I submitted the official
report to the President as it became
a national security threat. I looked
at it as an immediate concern for
us to reform our justice system to
prevent expansion of illegal drugs
syndicate,” said Alunan.
Alunan said the illegal drugs
problem has become a national
security concern as it destroys the
future of the youth and their families.
Alunan’s report led to the
creation of the Dangerous Drugs
Board, Philippine Drugs Enforcement Agency, the active participation of local government units and
the establishment of drug rehabilitation facilities all over the country.
PDEA-3 Director Gladys Rosales said the government is win-
ning the war against illegal drugs
syndicate as proof of the bulk of
unlawful substances seized from
the previous years up to the present.
For 2015 alone, Rosales said
more than 700 kilos of methamphetamine hydrochloride (shabu)
have been confiscated aside from
laboratories that were discovered
and dismantled. Rosales said a dramatic decrease
in terms of the number of drug users
have been noted from 1.7 million in
2012 to 1.3 million in 2015. Citing the needed reforms in
the justice system, Alunan said he
is in favor of the death penalty only
for criminals who commit heinous
crimes, particularly drug trafficking
syndicates and terrorists. He said our
children, community and the entire
country are at risk from drugs. “Terrorists do not choose their
victims and they are not considered legitimate opponents in the
battlefield,” Alunan pointed out,
adding that government officials
who are sworn to protect society
and the country caught siding with
criminals and terrorists would
also face the death penalty.
The former interior and local
government secretary motored to
Pampanga where he sought the
support of Kapampangans. He
was welcomed by Governor Lilia
Pineda.
“It’s important for me to get
the support of Pampanga, being a
Kapampangan. I remember when
I was a child we used to visit here
before heading to Baguio City. My
ancestors are from Bacolor town,”
Alunan explained.
Other legislative agendas
to push in the Senate should he
emerges winner in the May elections, Alunan said, is quality education, content of education and
quality educators. Next is job security and job availability as students
will look for work after graduation.
“We’re going to make a review
on the Constitution particularly
on provisions that give industries
including agro and manufacturing of parts, the opportunities for

Angeles City gov’t awards local artists

ANGELES CITY – The city government here lauded local
artists through the “Pupul
ning Banua” Awards 2016 at
the Plaza Angel in Barangay
Sto. Rosario.
Mayor Edgardo Pamintuan said that Pupul has been
conceptualized to recognize
Angeleños who have been
making strides in the field of
cinema, music, fashion, visual arts, and literature, among
others, in the past year.
“This is in line with our
continuous effort and commitment to promote, preserve and further our city’s
local culture and arts scene.
At the same time, it is also a
way to laud the people who
have devoted their time and
effort in the creation and
performance of masterpieces
that the whole world appreciates,” Pamintuan said.
He added that the awards
night is a gesture of pride and

advisory body of the

launched the first-ever
search for the outstanding Agricultural
and Fishery Council
(AFC) chairpersons
and coordinators.
The search aims
to acknowledge the
remarkable contributions and services of
deserving incumbent
AFC chairpersons and
coordinators at the regional, provincial and
municipal levels. The criteria for
evaluation focused on
the significant contribution to the agriculture and fishery
sector, leadership, performance, sustained
commitment and service to the AFC, agrifishery undertakings
or the livelihood projects, community involvement, efficiency,
effectiveness and creativity.
Aside from the
criteria, AFC chairper-
sons should have rendered the same position at least three years
of service, while coordinators should also be
in their current position for at least five
years to be qualified.

the search’s Board of
Judges is evaluating

New Negosyo Centers
to be established in CL

CITY OF SAN FERNANDO – “Full
Speed Ahead” – this is the thrust
of the Department of Trade and
Industry (DTI) in the establishment of Negosyo Centers in Central Luzon for 2016, one of the
key support programs for Micro
Small and Medium Enterprises
(MSMEs.
According to DTI-3 Regional
Director Judith P. Angeles, at
least 12 more new Negosyo Centers will be established this year
to help start-up businesses, potential entrepreneurs and existing MSMEs in Central Luzon.
Under the Go Negosyo Act or RA
10644 authored by Senator Bam
Aquino, a Negosyo Center shall
be established in each of the local
government units of the country to support inclusive growth
and economic development. The
Center provides business consultancy, capacity building, product
design and development, monitoring and other support services
for MSMEs. The center is also a
public-private partnership program of the government as it is
supported by the MSME development council and the local chambers of commerce or business associations.
Other Negosyo Centers are
located in partner academic in-
stitutions such as the Columban
College in Olongapo City. The
Malolos Negosyo Center is managed by the Bulacan Chamber of
Commerce.
For Central Luzon, the following cities and municipalities are the locations of Negosyo

Martin Romualdez wants the
government to ensure that they
will find the jobs that will suit
their qualifications and skills.
“Government statistics indicate that there are over 1.1 million unemployed among those in
the age group of new graduates.
This high figure is unacceptable
and shows that government must
intensify efforts in job creation,”
Romualdez said.
The congressman issued
the statement following an an-
nouncement by the Department of Labor and Employment
(DoLE) that there are hundreds
of jobs available for new graduates.
The DoLE is mounting a se-
ries of job fairs nationwide to facilitate the employment of college
students graduating this month.

Thank heavens
for small favors
LATE last year, the Philippine Atmospheric, Geophysical and Astronomical
Services Administration or PAGASA
had predicted that a number of the
country’s provinces, including Pampanga, will experience El Niño from the
end of 2015 until the early part of 2016.
This had triggered a grim prospect for
the region’s farmers, and prompted officials to formulate plans to lessen the
effects of the impending dry spell.
Thankfully, experts revealed that Pampanga and the rest of Central Luzon will
not experience the severity of El Niño,
at least for this year’s summer season,
as the weather phenomena has weakened slightly.
According to local and international
weather prediction centers, El Niño
tends to weaken even during the summer months, although there is still a
possibility of weather abnormality in
the months of May and June.
But PAGASA said El Niño has weakened
in the month of January until February
this year, with hopes that the situation
extends until the end of April.
What more, the rainfall brought about
by typhoons “Lando” and “Nona” which
came during the end of 2015 helped reduce the effects of the dry spell in Pampanga. The widespread flooding in Central Luzon had apparently increased the
water level at the Angat and Pantabangan reservoirs.
Because of this, irrigation water is
enough to cover farmlands and farmers
do not feel the effects of El Niño even in
the summer months.
A lot of good comes out of the rains, after all. Let’s just be thankful that our
farmers don’t have to experience the
wrath of El Niño… and we’re not losing
hope.

Heart of education is the school

HE School Improvement Plan (SIP), pursuant to Republic Act No. 9155 known as Governance of Basic Education Act of 2001, aims
to strengthen School-Based Management (SBM)
by further devolving the governance of education
to schools, empowering school teams and personnel, expanding community participation and involvement, and making the delivery of education
services to the learners more responsive, efficient,
and effective through an enhanced school planning and communication process.
According to Department of Education Secretary Bro. Armin Luistro, the SIP is a roadmap that
lays down specific interventions that a school, with
the help of the community and other stakeholders,
will undertake within a period of three consecutive school years.
It follows three phases: Assess, Plan and Act.
The Assess phase is where the identification of
priority improvement areas (PIA) is done and the
general objectives of the SIP are set. This includes
listening to the voice of the learners and other
stakeholders and analyzing the school data and
processes to determine the root cause of each PIA.
The plan phase involves the preparation of the
writing of SIP. It is when the formulation of the
solutions and development of project designs are
done. The act phase involves small-scale testing
then implementation of the solutions. Constant
checking of the implementation progress is done
in this phase as well.
The implementation of development activities
integral to it are in the school such as projects under the Continuous Improvement Program (CIP),
the creation and mobilization of Learning Action
Cells (LACs), and the preparation of the School Report Card (SRC).
Luistro said the SIP seeks to provide those
involved in school planning an evidence-based,
systematic approach with the point of view of the
learner as the starting point. Ultimately, it is envisioned to help schools reach the goal of providing
access to quality education.

HE school and the community forge a kind of
partnership where both are willing to share information as well as responsibilities to the best
interest of the children while in school, likewise when
dealing with members of the community.
Both are the mainsprings of effective and powerful
forces that can create wholesome climate for mutual
gains and betterment.
The parents are the first teachers in the home. They
are responsible for the development of values, attitudes
and habits that will be needed as their children associate with classmates in the school. Teachers in the
schools continue to enrich the students’ experiences at
home, thus strengthening the valuable personal traits
and characteristics initially developed.
The members of the community, in addition to the
parents and relatives like the government officials, the
professionals and all the residents are highly motivated
to participate in the parent-teacher activities and projects.
While children experience difficulties and problems
on ability to accomplish assignments, irregular attendance, study habits in school negative attitudes, and selfdiscipline, the best way to thresh out causes and come
up with solutions is to conduct a dialogue wherein parents may be invited to drop by the school or the teacher
may pay a visit to their home.
A calm and friendly face-to-face exchange of observations could straighten some disturbing interactions
ending with a promise of undertaking remediation in
both quarters. Positive attitudes of kindheartedness
and patience are developed through modeling.
Regularly in attendance and doing daily assignments need strong motivation and encouragement
from both sides. Letters and praises to parents for outstanding performances build confidence and strengthen determination to continue the good work. Interesting lesson never fail to motivate students to present

P1.6-B solar power plant project opens in Bataan

MARIVELES, BATAAN – The New
Generation Power Technology
(NGPT) Corp. and renewable energy developer Citicore Power officially opened their 37-hectare solar
power plant in the Freeport Area of
Bataan (FAB) with an inauguration
program.
“We welcomed the renewable
energy project of NGPT and Citicore
in 2014. Today, we are very pleased
to welcome anew the start of the
development of this project, which
would definitely provide more jobs
for the people of Bataan and Mariveles,” said Authority of the Freeport
Area of Bataan (AFAB) Chairman
and Administrator Deogracias G.P.
Custodio.
“The Authority expresses its
strong support to the project as it reaffirms our commitment to innovation and sustainable development
in the FAB,” the chairman added.
Citicore Power President Oliver
Tan and Citicore Power Executive Vice President Manolo Candelaria headed the ribbon cutting
ceremony. The inauguration of the
18-megawatt solar power plant was
attended by local government executives led by Former Sen. Miguel
Zubiri, Bataan Gov. Raymond Albert Garcia, Mariveles Mayor Jesse
I. Concepcion and representatives
from the Department of Energy
(DoE) and National Grid Corporation of the Philippines (NGCP.)
Bataan Gov. Garcia congratulated Citicore Power and NGPT for the
opening of the project. He pledged
support to the eco-friendly project.
“The solar power plant will
help reduce carbon emission in the
province. Therefore, it will help the
provincial government achieve one
of the targets of United Nation’s Millennium Development Goals, which
is to ensure environmental sustainability,” the governor stressed.
Gov Garcia added: “We in the
local government thank NGCP and
Citicore Power for choosing the FAB
as the location of the solar power
plant. We vow to continuously support this project.”
According to Citicore Power, the
solar power plant is expected to help
avoid 13,000 metric tons of carbon
emissions per year, equivalent to
planting 600,000 trees. The facility
is made up of over 68,500 photovoltaic modules and is expected to
power 22,000 homes connected to
the Luzon grid. Construction at the
plant’s site started in October of last
year.
To date, the power plant already
opened 300 jobs for the locals and
is continuously hiring new workers.
In a statement, Citicore Power
said that it is currently applying for
the national government’s Feed InTariff (FIT) Incentive for the operations of the FAB solar power plant.
The incentive is being coordinated
with Energy Regulatory Commission, DoE and NGCP.

-del Rosario CLARK FREEPORT — The financial
performance of Clark Development Corporation recorded the
highest in 2015 since the stateowned firm started managing
the Freeport in 1993.
Based on unaudited financial
statements for the year 2015 submitted to CDC President Arthur
P. Tugade, CDC posted the highest revenue of P1.554 billion,
highest net income of P697 million and highest cash position
of P 2.33 billion last year. The
P2.33 billion cash position was
attained even after remitting
cash dividends to the National
Government of P720 million
covering the years 2013-2015.
In the same report, the gross
revenue of P1.554 billion for
2015 is 12 percent higher than
the actual revenue of P1.39 billion for 2014. Revenues for 2013
to 2015 account to 28 percent of
the aggregate revenues for the
last 20 years, based on the annual report submitted to Tugade.
For the last three years (20132015), average revenue per year
is P1.39 billion, which is more
than twice the average for the
years 1996 to 2012 (17 years) of
P622 million, the report stated.
The net income of the stateowned firm for 2015 is P697 million, which is 26 percent higher
compared to 2014 actual performance of P554 million.
Net income from 2013 to 2015
has also surpassed the combined net income in the past 17
years (1996-2012) by 10 percent.
Of the total aggregate net income for the last 20 years, the
2013 to 2015 net income of P1.59
billion represents 52 percent.
“The highlights of this year’s
achievements can be attributed
to human capital and robust inclusive growth, not to mention
the programs that addressed
climate change, among others,”
said Tugade in his annual message.
Tugade said the collaborative
efforts exerted by employees
and the support by the members
of the Board of Directors paved
the way for the developments in
Clark in terms of employment,
technology and for a greener environment.
For 2015, employment has
reached 82,382 jobs. •
