Bulacan RTC judge gunned down
by Genaro Macalinao
CAMP OLIVAS – Unidentified
gunmen believed to be members of a gun-for-hire group
shot dead a Bulacan Regional
Trial Court judge along MacArthur Highway in Barangay
Ticay, City of Malolos, stated
in a sketchy report reaching
this camp.
This developed as friends
and relatives of slain Bulacan
Regional Trial Court (RTC)
Branch 84 Judge Wilfredo
Nieves offered a P2-milion
cash reward to anyone who
could provide information
that would lead to the identities and arrest of the suspects.
The Integrated Bar of the
Philippines-Central Luzon
issued a statement condemning the killing, calling on
authorities to leave no stone
unturned in giving justice to
the victim.
Lawyer Jose “Peng” dela
Rama Jr., IBP-Central Luzon
Governor, said “We strongly
condemn the ambush-slaying of Judge Wilfredo Nieves.
He was a good man and loyal
to his profession. This is an
act of cowardice and treachery.”
Dela Rama further stated
that “lawyers and judges
must be protected under our
laws. Members of the bar and
bench must always be vigilant at all times.”
Acting Central Luzon
Police Director Chief Supt.
Rudy Lacadin said the victim
was on board a Toyota Fortuner heading home when
waylaid by gunmen, all occupants of a silver Toyota Innova, at the stop light in said
place past 5 p.m. A motorcycle believed to be the back-up
of the suspects also joined in
the ambush.
“The suspects alighted
from their vehicles and
opened fire at the victim’s
vehicle. The rider of motorcycle also joined and pumped
more bullets,” stated Lacadin, quoting a report from
the Bulacan police.
Nieves left his office at the
Bulacan provincial capitol
compound in City of Malolos
past 4 p.m. He was apparently tailed by the suspects, according to the police report. Lacadin said he ordered
the City of Malolos police to
dig deeper into the incident
and establish the motive behind Nieves’s ambush-slay.
He also directed the Bulacan
police to create a special investigation task force that
would oversee and supervise
the investigation.
“We’re still investigating
the case to determine the
motive,” said Lacadin over
the phone, adding that investigators are looking into
the case being handled by the
victim to get leads.
Nieves is the second Judge
in Central Luzon slain since
Lacadin assumed as top cop
of region 3. The first was
Baler, Aurora Judge Erwin
Alaba early part of September this year.
Lacadin said Nieves suffered multiple gunshot wounds
in different parts of his body
and died on the spot. He said
a dragnet had been established
to intercept the suspects.
The victim’s vehicle was
peppered with bullet holes.
Several spent shells for different caliber of firearms
were recovered at the crime
scene.•
PHL committed to

haze mitigation efforts
QUEZON CITY – The Philippines has
vowed to support regional efforts to
curb haze pollution that poses serious
threats to the environment and human
health, according to the Department of
Environment and Natural Resources
(DENR).
Environment Undersecretary Demetrio Ignacio Jr. said the Philippine government, through the DENR, will continue to cooperate with its neighbors
in the Association of Southeast Asian
Nations (ASEAN) in developing and
implementing measures to prevent,
monitor and mitigate transboundary
haze pollution.
“While the Philippines cannot mitigate forest fires and haze originating
from Indonesia, the DENR will undertake measures to minimize the hazards
from pollutants borne by the haze,” said

CLARK FREEPORT – The Aetas
of Pampanga are the center
of attraction when the 10th
Binulu Festival happens at
Porac town on November 16.
Mayor Carling De La Cruz,

his sister, former Pampanga

stuffed and cook together using variety of bamboo called
‘bulu’”.
The festival will start at 3

the municipality allotted P2

joined by Councilor Ronie
Mercado in a recent press
conference at the Widus Hotel here. There was a Jobs
Fair held last November 10

local visitors but foreign visitors also grace the event,” said
Valencia.

CITY OF MALOLOS – The province
of Bulacan continues to soar high
and reap recognitions after being
awarded as the “most businessfriendly local government unit”,
province category level 1, during
the 41st Philippine Business Conference and Expo at the Marriott
Grand Ballroom, Newport City
Complex, Pasay City recently.
Gov. Wilhelmino M. Sy-Alvarado received the award from
Atty. Miguel B. Varela, chairman
of the Philippine Chamber of

Yao, President of the PCCI, during
the event attended by President
Benigno S. Aquino III and more
than 1,000 business leaders all
over the Philippines and foreign
delegations from various parts of
the world.
With this year’s theme, “One.
Global. Filipino: Synergies in
Partnerships for Global Competitiveness,” the PCCI said that Bulacan is fast emerging as the “new
Mecca” of investments in the Philippines and one of the “well-oiled”
engines of growth in the country
because of the dynamism of its
hardworking provincial and local
leaders.
In his speech, President Aquino said, “When more of our countrymen are able to earn a decent
living, it also means they are more
empowered consumers who have
a clear path to progress. It follows
that they have a greater capacity
to avail of the goods and services
offered by companies, which consequently allows our companies—
and our economy-to grow.”
The chief executive also said
that he is very confident that
with the leadership of hardworking provincial executives, like the
rest of Filipinos all over the world,
business groups will do their part
to ensure that the Philippines rises to greater heights.
“The world has already begun
witnessing what the Filipino is capable of, and I am convinced that,
if we continue working together,
we can show them even more of
our boundless potential, and ultimately prove that nothing is impcci hails... Page 7

Instructional supervision at schools
A
S one of the pillars of academic institutions, teachers
are endowed with the authority to supervise their students
not only in their academic needs
but also in other school activities.
Such authority however comes
with a great responsibility to look
after the welfare of their students
not only in their learning process
but in the totality of their personality and attitude towards others.
Through instructional supervision, teachers can mould the values and the upbringing of their
students by instructing them to do

what is right and refrain from doing what is not. In such way we can
see the importance of instructional
supervision through the teacherstudents relationships.
By way of instructional supervision, teachers can exercise their
authority over their students, thus
giving the former the opportunity
to supervise their personal and academic growth and development as
they level up in their schooling.
On the other hand, teachers
according to their rank, enjoy instructional supervision from their
superiors such as head teachers
and principals. The said hierarchy results to a learning process
wherein those having the most experience and expertise slide down
to their subordinates what they
have in terms of knowledge and
teaching skills.
Instructional supervision also
instils discipline among school personnel as they follow a pattern of
order and obedience among them.

WHEN HISTORY MATTERS MOST
(Part Two)
M
OST of those who subscribe to the transgressions
of the Marcos family come from personalities or
organizations of high esteem, with irrefutable evidence, and have no hidden agendas. Those that refute the
evidence fall into one of these categories – connected by
relation, die-hard loyalists, fellow cronies, people who had
benefited off Marcos, people blinded by their hatred of the
Aquino administration, and mindless supporters. A name
that comes to mind is Kit Tatad – what manner of man is this
who has nothing but praise for Marcos’ misdeeds and scorn
for PNoy’s good deeds?
The term “plunder” cannot adequately invoke the sense
of magnitude of what Marcos stole from the nation. Such a
pillage it was that surely shocks and outrages the conscience
of not just clear thinking Filipinos, but people everywhere.
The decent world has a new term for this — “indigenous
spoliation”. It is the organized and systematic plundering of

10- President Joseph Estrada, President of the Philippines
(1998-2001) – looted US$78-80 million
Not bad, Philippines, we have 2 in the top 10 world rankings. VP Jejomar Binay will most likely be up there soon,
probably in 5th or 6th position.
THE TRUTH: Marcos is one of the greatest thieves in the
world
“We practically own everything
in the Philippines, from electricity, telecommunications, airlines,
banking, beer and tobacco, newspaper publishing, television stations, shipping, oil and mining,
hotels and beach resorts, down to
coconut milling, small farms, real
estate and insurance,” Imelda Marcos (admissive or boastful mode)

they wanted everything” (Philippine Daily Inquirer, 9/12/98)
. . . Imelda Marcos (I’m-a-victim mode)
There you are, right from the horse’s mouth. Eye-popping.
The Marcoses practically owned the whole Philippines! Towards the end of 1998, Imelda Marcos gave an exclusive interview to Christine Herrera of the Philippine Daily Inquirer
(PDI). A lurid Imelda personally confirmed the open secret
that Marcos arm-twisted many share-holders of blue chip
conglomerates to sell out to him cheap. Cronies were used to
front the ownership. She denied the arm-twisting part, and
insisted the acquisitions were all paid for out of their own
family funds. She never explained how a lowly-paid president was able to amass that wealth. The PDI was supposed
to run a 9 part series, all front-page explosives. Part 1 was
out on 5 Dec 1998 but the series stopped at Part 5 as Imelda
claimed she received death threats to her family.
Was she mad? Not at all, on the contrary, it was a wise
strategic move. She had just won the racketeering case in
New York and the Philippines had a new Marcos-friendly
president in Joseph Estrada. It was the perfect time to put

ECAUSE many students have a hard time understanding Mathematics, parents tend to ask from
teachers some pointers and techniques to best
learn Math.
The secret to learning the subject is, if you don’t understand something, make sure to ask, make research,
and master it before moving on to the next topic.
All of us struggle with a difficult subject in the beginning and tend to give up and move on to the next
lesson.
But this is a wrong strategy, because math lessons
are supposed to be learned in a specific sequence.
Every topic builds on the previous topic, so if you are
having a problem with Topic A, continue working with
that one until you understand it and can work on Topic
B.
Another secret to learning Math is to practice and
practice. Make sure to start begin with the easiest
problem in your book, even if you think it will be too
“easy” to solve. It is very very important to build your
confidence.
After working on several problems, then you would
not have a problem moving on to the next one. Working problems will build your confidence, and confidence is 100% the name of the game in Math.
Also, make sure to write the equations and just
solve them in your head. But how can you solve a problem if you don’t write anything down? If a problem is
written in word form, it doesn’t follow that you should
solve it in word form, too. Write even the simplest
things, and you’ll be surprised to see that you have
solved the problem.
Remember, learning Math takes patience. Do it one
step at a time. And lastly, practice.

things in the open and go after cronies like Danding Cojuanco, Lucio Tan, and Disini, who claimed rightful ownership of
those companies. There are some who estimated the values
could be in trillions – we’re talking about PLDT, San Miguel
and others.
For trillions, it’s worthwhile to tip-toe back to the country.
Too late, Imelda learnt there was no honor among thieves
after all. I wonder if Binay has better luck with Gerry Limlingan et al.
THE TRUTH: Marcos stole more than anyone can ever
imagine.
“I cannot confirm (the Swiss bank accounts) because I
haven’t seen or read them. We – I don’t know. I cannot – I cannot say that I know. Definitely the Swiss money were there. Or
are there now. It’s for us – again this constant – that people
are saying – more and more participating in that — “ Bongbong, speaking to blogger Raissa in 2012 (Squirming mode)
On 21 Mar 1986, Bongbong handed over Marcos’ power
of attorney (POA) to Mike de Guzman at a hotel in Honolulu.
This POA was to enable US$213 million to be moved out of
a Marcos account with Credit Swisse, Zurich to a Philippine
Govt’s designated account in Exportfinanzierungsbank, Vienna. The transfer was eventually frustrated due to Filipino
infighting (Mike de Guzman, a Filipino banker free-lancing
agent to retrieve stolen money for Cory, and PCGG.)
The intrigue is worthy of a Grisham novel, complete with
code name “Operation Big Bird”. (You can read about it at
Wikipedia’s “Operation Big Bird” , bearing in mind that’s
only de Guzman’s version).
Intrigue aside, this clearly demonstrates Bongbong’s active participation and knowledge of stolen wealth.
So as not to leave readers hanging in the air, here’s a bit
more follow through. This episode exposed Filipinos’ penchant for palace intrigue and bumbling teamwork. Had it been
properly executed, the funds would have been retrieved in
1986 and it could have led on to uncover other Swiss bank accounts of billions of dollars. Legal complexities came into play
and it was not until 1998 that the Swiss remitted the funds
(US$540 million with interest) to Sandibangan’s account
at PNB, but in escrow, meaning it cannot be touched due to
some unclear legal issues. There it rested until 2004 (by now
it’s US$683 million) when it was finally free and transferred
to the Bureau of Treasury’s account to be utilized as dictated
under the Agrarian Reform Act – partly for agrarian reform
and partly for compensation to human rights victims under
martial law. It was from this fund that President Gloria Arroyo diverted money illegally in what became known as the
Fertilizer scam. The balance is still there.
THE TRUTH : Bongbong confirmed that the Marcoses
have lots of stolen money stashed away.•

Ignacio, who represented the country during the 11th Meeting of the
Committee under the Conference
of Parties to the ASEAN Agreement on Transboundary Haze Pollution held in Hanoi, Vietnam, recently.
The DENR is the primary government agency mandated to protect and develop the country’s forests and environment in general.
According to Ignacio, the DENR’s
Environmental Management Bureau (EMB) will conduct closer and
continuous monitoring of air quality parameters affected by the haze.
The EMB is collaborating with
the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA)
and the Department of Health to
ensure consistency of findings and
7
issuance of health bulletins that
can be disseminated to the public,
Ignacio added.
He also said that the Forest
Management Bureau of the DENR
is conducting close surveillance
and monitoring of known forest
fire hotspots in the country, as well
as immediately suppress any fires
that may occur, in coordination
with the Bureau of Fire Protection.
Ignacio said that such measures
are necessary to ensure that the
country does not contribute to the
haze problem, especially with the
El Niño-triggered dry spell that
makes foliage or forest matter more
prone to fires. El Niño is expected to
affect the country until June 2016.
For the long-term, the DENR,
in coordination with PAGASA and
BFP, will actively participate in the
development of the implementing
mechanisms designed to make the
ASEAN region free from haze by
2020.
“We also need to develop a forest protection and fire suppression
program consistent with the provisions of the agreement on transboundary haze pollution,” he added.
The haze originating from forest
fires in Indonesia reached southern
and central Philippines in October.
The haze had decreased visibility
and disrupted airline flights, business and tourism activities, and
threatened human health.
By end of October, however,
PAGASA declared the Philippines
“haze-free” without any large-scale
weather systems like typhoons,
looming over the horizon any time
soon. (DENR) •

For his part, the Bulacan governor said that it is great
pride and honour to be given the said award because Bulacan was the only province that was adjudged as “most
business-friendly” province in the country by the PCCI.
“This recognition alone will further boost the credentials of Bulacan in attracting more foreign and domestic
investments,” Alvarado said.
He also said that the socio-economic boom being experienced in Bulacan is the fruit of the various programs
being implemented in line with the visions of President
Aquino in erasing the image of the Philippines as the “sick
old man of Asia” into the “favourite darling in Asia” in
terms of economic stability.
Last August, Alvarado and Vice Gov. Daniel Fernando
also received the “Seal of Good Local Governance” from
