CLARK FREEPORT – The Committee on Basic Ed-
ucation of the House of Representatives has approved yesterday House Bill 5891, authored by
1st district Rep. and PBA Coach Joseller “Yeng”
M. Guiao, seeking to require students in both
private and public schools to undergo Cardio
Pulmonary Resuscitation Training at least once
prior to graduation.
Guiao, who has named the measure the
Samboy Lim Bill, after the former Philippine
Basketball Association star, said he is hopeful it
will become a law before the current Congress
adjourns for next year’s elections.
“I would like to call this the Samboy Lim Bill
in honor of the PBA Superstar who is now in a
coma after suffering from a heart attack during
an exhibition game and whose fate became the
impetus for the filing of the proposal,” Guiao
said.

government, through
the Provincial Disaster Risk Reduction
and Management Office (PDRRMO), on
Wednesday took steps
to cushion the ill-effects of the anticipated
El Niño phenomenon on
the province’s supply of
water and agriculture.
Vice Governor Dennis “Delta” Pineda and
Angelina Blanco, head
of the PDRRMO, led the
El Niño Assessment for
local government units
to determine the extent
of possible damage the
weather phenomenon
could inf lict on the
province’ s agriculture
and supply of potable
water.
Representatives
from respective municipal agricultural offices, local water districts
and the National Irrigation Administration
were invited to consolidate data that could
guide the provincial
government in drafting
programs to mitigate El
Niño’s devastating effects to residents.
Weather authorities
predict a longer occurrence of El Niño this
year that could extend
up to the first quarter
of 2016.
This could
mean very little or no
rain in wide swaths of
lands wreaking havoc
primarily on the province’s agriculture sector.

EdSa graces groundbreaking ceremony of new CHR building

CITY OF SAN FERNANDO – To
kick-off the construction of a
new building of the Commission on Human Rights (CHR)
Regional Office 3, a groundbreaking ceremony took place
at Diosdado Macapagal Government Center, Barangay
Maimpis here yesterday.
The event was graced by
City Mayor Edwin D. Santiago
and other city officials.
“City of San Fernando is
one with the CHR in instilling
awareness of universal human
rights, values and principles
among the various sectors
of the society. In fact, we are
working with the Department
of Interior and Local Government (DILG) in establish-
ing Barangay Human Rights
Action Centers,” said Mayor
EdSa.
“I hope that this facility
will help ensure not only a society where human rights and
fundamental freedoms are fully enjoyed, respected, protected and fulfilled by the state,
but also one to make sure that
all sectors of the society, regardless of status, will enjoy a
non-biased and non-discriminatory government,” he added.
Said construction of the
new edifice, amounting to P14
million, was funded by the
Spanish Agency for International Development Corporation (AECID).
The event was spearheaded
by Regional HR Director Atty.
Jasmin Navarro-Regino together with Atty. Alex Sitchon
Jr., Elmer Maniego, Marta
Caguiat and all of the officers
and staff of the CHR Region 3.

ECC to hold compensation awareness seminar in Nueva Ecija

CIT Y OF SAN FERNANDO – The Employees’ Compensation Commission
(ECC) is set to hold a compensation
advocacy seminar in Cabanatuan
City today.
According to the Department of
Labor and Employment in Central
Luzon (DOLE 3), the Employees’
Compensation Program (ECP) seminar aims to promote the three main
components of the EC Program including preventive, compensation
and rehabilitation services; the
ECC-Quick Response; and the Katulong at Gabay sa Manggagawang may

DoLE-3 chief Ana Dione said the
seminar at Harvest Hotel will be participated by more than 120 human
resource officers, employers/owners,
and labor union representatives from
various private enterprises and gov-
ernment agencies in Cabanatuan City.

personnel of the Philippine National
Police, Armed Forces of the Philippines, Bureau of Jail Management
and Penology, Philippine Nav y, Philippine Air Force, and their civilian

A consultation meeting will also

farmers’ organizations in Bataan and Zambales that received
farm equipment from the
Department of Agrarian Reform (DAR) already received
training on how to operate the
equipment and are continuously getting training on the
business aspect, according to
Provincial Agrarian Reform
Officer Engr. Eric San Luis.
Twenty-eight
pieces
of
equipments
that
included
4-wheel tractor, hand tractor,
power tiller, corn husker, and
rice thresher were distributed
to the farmers’ organizations.
The training component is
integrated in the granting of
farm equipment to farmers by
DAR.
San Luis said the granting
of equipment is in line with
the rice and vegetable farming full mechanization thrust
of the agency, and is under the

Battling El Niño
L
AST week, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said
there will be a longer occurrence of El
Niño this year – and could even extend up
to the first quarter of 2016.
There will be little rain, according to
Pagasa, which spells havoc for the province’s agricultural lands, and supply of
water.
To cushion the impact of the El Niño
phenomenon in Pampanga, the provincial
government has saw it fit to take the necessary steps – starting with determining
the extent of possible damage the weather
phenomenon could inflict on the province’
s agriculture and supply of potable water.
A meeting was held yesterday between the provincial government led by
Vice Gov. Dennis Pineda and provincial
disaster office head Angie Blanco and
representatives of municipal agricultural
offices (MAOs), local water districts and
the National Irrigation Administration to
consolidate data that could serve as guide
in drafting programs to mitigate El Niño’s
devastating effects to residents.
Provincial Agriculturist Ed Salenga
said about 77,076.93 hectares of agricultural land would be affected should the current dry spell experienced throughout the
province worsen.
Some of the mitigation efforts being
undertaken by MAOs and local farmers
are planting drought-tolerant or droughtresistant crops, adjusting the planting
calendar, adapting water saving technologies, implementing an alternative cropping system, and desilting waterways and
irrigation channels, among others.
Pineda, meanwhile, pledged to augment the LGUs’ budget for fuel consumption upon the depletion of the latter’s resources. Blanco also shared that cloud
seeding may be a last resort should the
expected dry spell continues until 2016.
We hope the efforts being undertaken
by the provincial government and other
concerned agencies are enough to mitigate
the effects of El Niño. •

Makabulos
was born in La Paz, Tarlac to
Alejandro Makabulos of Lubao,
Pampanga and Gregoria Soliman.
He is considered as the first
patriot of Tarlac to join the Katipunan having inducted into the
secret society by Ladislao Diwa
in 1896.
Makabulos was appointed
by General Emilio Aguinaldo as
one of the brigadier generals of
the Central Luzon area.
Anticipating the collapse of
peace under the terms of the
Pact of Biak-na-Bato entered
into by Governor-General G.
Primo de Rivera and General
Emilio Aguinaldo in December,
1897, General Francisco Makabulos and other revolutionary
leaders draw up and sign a constitution on April 17, 1898 for
the purpose of creating a central executive committee to act
as provisional government until a general government shall
be re-established. This executive committee is composed of
a president, vice-president, a
secretary of the Interior, secretary of War, and secretary of
the Treasury.
Makabulos dissolved his
government after the First
Philippine Republic headed by
General Emilio Aguinaldo was
created by the Malolos Constitution, which he also signed.
He also fought in Tarlac and
Pampanga during the FilipinoAmerican War.
Makabulos later became
mayor of La Paz, Tarlac and,
after his term in office, he returned to farming until his
death on April 30, 1922 at the
age of 51.•

the distribution of food packs to the families in the town of Porac, followed by a distribution in Floridablanca and Mabalacat
City.
According to Provincial Social Welfare
and Development (PSWD) Officer Elizabeth Baybayan, the distribution of food
packs is part of the regular assistance given
by the provincial government to the Aetas.
“Gusto talaga ni Gov. Pineda na maging

chances of survival. Bystander cardiopulmonary resuscitation (CPR) has been linked
to a 30% lower risk of nursing
home admission and brain
damage in survivors of cardiac arrest outside hospital as
shown in a research presented at the European Society of
Cardiology Congress on August 30, 2015 by Dr Kristian
Kragholm, of Denmark.
Guiao added that the
concept of CPR training in
schools is nothing new, considering that Norway had
been doing it since the 1960s.
Likewise, 27 out of the 50
states in the United States
have mandated the teaching
of CPR skills in high schools
and even make it a requisite
prior to graduation.
Giving Filipinos the
skills to intervene, rather
than remain ignorant passive by-standers, until the
medical personnel arrive
can literally make the difference between life and death.
“Ultimately, we want to
make lifesavers out of the
youth of today by giving
them the training that will
make them confident to step
up when the need arises,” the
Congressman continued.
Also present during the
hearing was Atty. Darlene
Berberabe, former wife of
Samboy Lim who has made
CPR training a personal advocacy.
During the hearing, she
narrated the events surrounding the incident and
how Samboy’s brain was
without oxygen supply for
almost 30 minutes.
She gave a moving testimony on how Samboy Lim’s
family continues to hold
on to the hope and conviction that he will recover and
eventually wake up from
coma.
The Philippine Heart Association who is also Guiao’s
partner in this advocacy
came in full force and expressed strong support for
the bill as this is something
that the Association has
been pushing for to be legislated.
During an earlier meeting with Guiao, the PHA
revealed that the current
protocols for teaching CPR
have been simplified, especially with the Hands-only
CPR, making it easy to teach
even to students as young as
9 years old.
At the hearing, Dr. Francis Lavapie, Chair of the
PHA Council on CPR mentioned how the Philippines
has been lagging behind our
Asian neighbors especially
in Cardiovascular care and
that enacting this bill will
be a big step towards saving
countless lives.

presented his Department’s
general policy to oppose the
legislation of curriculum but
said that the DEPED is making an exception for CPR
training after having heard
the need and importance of
passing this legislation.
He
proposed
some
amendments to fine tune the
Bill such as training should
not be limited to High School
students; in order minimize,
if not eliminate additional
cost on the part of schools,
training should be conducted by the government or
NGOs who will give the CPR
training for free.

spoke to lend support to
Guiao’s proposition about
equipping bystanders with
the necessary skills vis-à-vis
the unpredictability of cardiac arrest.
