Guiao, seeking to require students in both private and public schools to undergo Cardio Pulmonary Resuscitation Training at least once prior to graduation. Guiao, who has named the measure the Samboy Lim Bill, after the former Philippine Basketball Association star, said he is hopeful it will become a law before the current Congress adjourns for next year’s elections. “I would like to call this the Samboy Lim Bill in honor of the PBA Superstar who is now in a coma after suffering from a heart attack during an exhibition game and whose fate became the impetus for the filing of the proposal,” Guiao said. Vice Governor Dennis “Delta” Pineda and Angelina Blanco, head of the PDRRMO, led the El Niño Assessment for local government units to determine the extent of possible damage the weather phenomenon could inf lict on the province’ s agriculture and supply of potable water. Representatives from respective municipal agricultural offices, local water districts and the National Irrigation Administration were invited to consolidate data that could guide the provincial government in drafting programs to mitigate El Niño’s devastating effects to residents. Weather authorities predict a longer occurrence of El Niño this year that could extend up to the first quarter of 2016. This could mean very little or no rain in wide swaths of lands wreaking havoc primarily on the province’s agriculture sector. According to Provincial Agriculturist Ed Salenga, about 77,076.93 hectares of agricultural land would be affected should the current dry spell experienced throughout the COMBATTING EL NIÑO. Page 7 4 OPINION Headline Gitnang Luzon • september 17, 2015 EDITORIAL Battling El Niño L AST week, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said there will be a longer occurrence of El Niño this year – and could even extend up to the first quarter of 2016. There will be little rain, according to Pagasa, which spells havoc for the province’s agricultural lands, and supply of water. To cushion the impact of the El Niño phenomenon in Pampanga, the provincial government has saw it fit to take the necessary steps – starting with determining the extent of possible damage the weather phenomenon could inflict on the province’ s agriculture and supply of potable water. A meeting was held yesterday between the provincial government led by Vice Gov. Dennis Pineda and provincial disaster office head Angie Blanco and representatives of municipal agricultural offices (MAOs), local water districts and the National Irrigation Administration to consolidate data that could serve as guide in drafting programs to mitigate El Niño’s devastating effects to residents. Provincial Agriculturist Ed Salenga said about 77,076.93 hectares of agricultural land would be affected should the current dry spell experienced throughout the province worsen. Some of the mitigation efforts being undertaken by MAOs and local farmers are planting drought-tolerant or droughtresistant crops, adjusting the planting calendar, adapting water saving technologies, implementing an alternative cropping system, and desilting waterways and irrigation channels, among others. Pineda, meanwhile, pledged to augment the LGUs’ budget for fuel consumption upon the depletion of the latter’s resources. Blanco also shared that cloud seeding may be a last resort should the expected dry spell continues until 2016. We hope the efforts being undertaken by the provincial government and other concerned agencies are enough to mitigate the effects of El Niño. • www.headlinegl.com HEADLINE Gitnang Luzon is a Daily Regional Newspaper General Manager: MARLO a. franco Editor: RIA DE FIESTA Layout Artist/Photographer: JP Manalang Reporters: CHARLENE CAYABYAB Marna dagumboy - Del rosario Administrative Staff: sherylin l. rivera Publisher: HGL PUBLISHING Email: headlinegitnangluzon@gmail.com Website: www.headlinegl.com DISCLAIMER: Views expressed by columnists are their own and do not necessarily reflect the editorial position of HEADLINE Gitnang Luzon or its internet website: www.headlinegl. com. So, parang it makes them human, but at the same time, hindi mo dapat alisin ang responsibilidad mo bilang public figure,” sabi ng bida ng “Silong”, na showing na today, Sept 16. In fairness to Papa P, sa tinagal-tagal niya sa industriya ay never siyang natsismis na nalasing at nagwala. Isa pang payo ni Piolo, “You should be around people that you trust, kasi even the people that you’re with, sometimes, they’re the ones that take photos and videos of you, ’di ba? So, ’yun lang, kailangang aware ka lang sa paligid mo.”• Katrina Halili, handa na sa pagkakaroon ng bagong lover MATAPOS ang “The Rich Man’s Daughter”, nasa “Destiny Rose” naman si Katrina Halili. “Nakakatuwa nga kasi ‘yung una, tungkol sa lesbian relationship at itong ‘Destiny Rose’ naman is about a transwoman,” she says. “Mas feel ko itong ‘Destiny Rose’ dahil tungkol sa kabadingan. Mas bakla kasi ang buhay ko, e. Hindi pa ako ganun ka-ready sa katomboyan. Ha ha ha!” How does she feel about transgenders who look like real women? “I’m really amazed, wow! Ang ganda. Kasi ang gaganda nila talaga. Natutuwa ako sa kanila, but I don’t feel insecure. Meron yata akong wala sa kanila. Ha-ha-ha! Puwede silang magpalagay pero ‘yung sa’kin, original.” In “Destiny Rose”, she plays Jasmine, the cousin of Ken Chan as Destiny Rose. “Kontrabida ako sa kanya rito. Aagawin ko sa kanya ‘yung boyfriend niya. Pero kahit maldita ako rito, hindi maiinis sa’kin ang viewers kasi comedy ang approach sa mga eksena ko, e. Ngayon pa lang ako magkokontrabida na matatawa sa akin ang viewers.” Does she think Ken Chan is good as Destiny Rose? “Oo naman. I’m happy for him na nabigyan siya ng ganitong break. He’s very good, very credible as Destiny Rose. Gandang-ganda nga ako sa kanya kapag naka-girl outfit na siya. Kamukha siya ni Cristine Reyes.” So has she found a new love after breaking up with Kris Lawrence who’s now with ABS? “No, wala, hindi naman ako naghahanap. Pero kung may darating na galing kay Lord at handang mahalin ako pati ang anak kong si Katie, tatanggapin ko. I’m lifting everything up kay Lord.”• september 17, 2015 • Headline Gitnang Luzon FOOD AID... from Page 1 MANILA BAY REHAB... from Page 2 As early as 6 a.m., Gov. Pineda started the distribution of food packs to the families in the town of Porac, followed by a distribution in Floridablanca and Mabalacat City. According to Provincial Social Welfare and Development (PSWD) Officer Elizabeth Baybayan, the distribution of food packs is part of the regular assistance given by the provincial government to the Aetas. “Gusto talaga ni Gov. Pineda na maging visible ang mga serbisyo ng Kapitolyo sa mga kapatid nating Aetas,” said Baybayan. Also present during the event were Mayor Condralito Dela Cruz, Mayor Marino Morales, former board member Fritzie David-Dizon, PDRRM officer Angie Blanco and other local officials.• CAPITOL MOVES... from Page 1 Salenga also shared some of the mitigation plans undertaken by MAOs and local farmers such as planting drought-tolerant or drought-resistant crops, adjusting the planting calendar, adapting water saving technologies, implementing an alternative cropping system, and desilting waterways and irrigation channels, among others. For his part, Vice Governor Pineda pledged to augment the LGUs’ budget for fuel consumption upon the depletion of the latter’s resources. Blanco also asked the MAOs to prepare a census of farmers affected by the phenomenon and the particulars of their respective farms, as well as a list of farmers with working irrigation systems. According to Blanco, cloud seeding is also being considered as one of the last resorts should the expected drought around the final quarter of 2015 leading to the first quarter of 2016 drags on. Meanwhile, the province’s supply of potable water remains stable as reported by the Pampanga Association of Water Districts (PAMAWD) led by their president Evelina Galicia. As per Galicia’s presentation, the PAMAWD serves 199,469 households throughout the province and currently no water shortage is experienced. Attending the meeting were Engr. Prudencio Santos, National Irrigation Administration; Eduviges Pelayo, Department of Agriculture; Eden Ponio, Department of Agrarian Reform; and San Luis Mayor Venancio Macapagal.• SAMBOY LIM BILL... from Page 1 It can be recalled that during the said incident, not one among the more than 20 people around Lim knew what to do or had the proper training to do CPR. Doctors later said that had CPR been administered during the 3-minute window, Lim’s chances of recovery would have been better. Studies suggest that without CPR, the survival rate of cardiac arrest is less than 1 percent, but bystander CPR can double or triple the chances of survival. Bystander cardiopulmonary resuscitation (CPR) has been linked to a 30% lower risk of nursing home admission and brain damage in survivors of cardiac arrest outside hospital as shown in a research presented at the European Society of Cardiology Congress on August 30, 2015 by Dr Kristian Kragholm, of Denmark. Guiao added that the concept of CPR training in schools is nothing new, considering that Norway had been doing it since the 1960s. Likewise, 27 out of the 50 states in the United States have mandated the teaching of CPR skills in high schools and even make it a requisite prior to graduation. Giving Filipinos the skills to intervene, rather than remain ignorant passive by-standers, until the medical personnel arrive can literally make the difference between life and death. “Ultimately, we want to make lifesavers out of the youth of today by giving them the training that will make them confident to step up when the need arises,” the Congressman continued. Also present during the hearing was Atty. Darlene Berberabe, former wife of Samboy Lim who has made CPR training a personal advocacy. During the hearing, she narrated the events surrounding the incident and how Samboy’s brain was without oxygen supply for almost 30 minutes. She gave a moving testimony on how Samboy Lim’s family continues to hold on to the hope and conviction that he will recover and eventually wake up from coma. The Philippine Heart Association who is also Guiao’s partner in this advocacy came in full force and expressed strong support for the bill as this is something that the Association has been pushing for to be legislated. During an earlier meeting with Guiao, the PHA revealed that the current protocols for teaching CPR have been simplified, especially with the Hands-only CPR, making it easy to teach even to students as young as 9 years old. At the hearing, Dr. Francis Lavapie, Chair of the PHA Council on CPR mentioned how the Philippines has been lagging behind our Asian neighbors especially in Cardiovascular care and that enacting this bill will be a big step towards saving countless lives. Assistant Secretary Tonisito Umali who represented the DepED initially presented his Department’s general policy to oppose the legislation of curriculum but said that the DEPED is making an exception for CPR training after having heard the need and importance of passing this legislation. He proposed some amendments to fine tune the Bill such as training should not be limited to High School students; in order minimize, if not eliminate additional cost on the part of schools, training should be conducted by the government or NGOs who will give the CPR training for free. Rep. Sol Aragones who was a reporter prior to becoming a Congresswoman spoke to lend support to Guiao’s proposition about equipping bystanders with the necessary skills vis-à-vis the unpredictability of cardiac arrest. Committee Vice Chairperson and presiding officer Eulogio “Amang” R. Magsaysay, Vice Chair Evelina Escudero, Reps. Tinio, Zarate, Del Rosario, and Colmenares who were present during the Committee Hearing unanimously voted for the bill’s approval and were made coauthors of the very laudable and timely proposal. After the bill’s approval, Guiao mentioned to the bill’s supporters that he had gotten the support of Senator Koko Pimentel who promised to be the bill’s steward in the Senate.• ADVISORY COUNCIL... from Page 2 vice (PNPCES) in providing support to the PNP MultiTrunked Radio System in Mt.
