Monday in this town.
“I really appreciate your resiliency
as you bounced back from the wrath
of Pinatubo eruption particularly in
this city of Bacolor,” Domecq said.
Domecq recalled that King
Charles II, who ruled Spain from
1661 to 1700, rewarded this town
with the title “Villa De Bacolor” by
royal decree. He said “Villa” means
city, therefore, back then, Bacolor
was a city.

715 poor Kapampangans receive P1.5-M livelihood

CITY OF SAN FERNANDO--Some
715 marginalized Kapampangans were
given a total of P1.5 million by the Department of Labor and Employment in
partnership with the provincial govern-
ment’s Public Employment Services Office
(PESO) through the “Tulong Panghanap
Buhay sa Ating Disadvantaged Workers”
(TUPAD).
To tap the services of the disadvantaged
workers from the various municipalities of
the province and employ them through
the cash for work scheme, the DOLE has
coordinated and worked with the PESO
employees, headed by Luningning Vergara, PESO manager.
Vergara said the TUPAD program intends to give temporary employment to
indigents and disadvantaged workers.
“Recipients of the TUPAD program are
unemployed and indigent Kapampangans
who are willing to work temporarily under
the supervision of the municipal PESO,”
said Vergara.

ANGELES CITY—The Partido Abe Kapampangan (PAK) has associated the
seemingly early campaigning of Pampanga
Representative Carmelo “Tarzan” Lazatin
to his health.
“Because he is scared, scared sick,” said
PAK Deputy Secretary General William
Aguilar.
Aguilar made the statement following
observations of many political leaders and
observers wondering why Lazatin, a known
slow-starter in campaigning during his 25
years in politics, has started so early.
Aguilar said Lazatin has engaged incumbent Mayor Edgardo Pamintuan in a
media tit-for-tat, an exercise he never did
before, also too early.
According to Aguilar, Lazatin never
campaigned early in his political life. He
also never prepared and presented a political platform.
“All he does is to ask his leaders to prepare a list of voters mostly from the urban
poor communities, whose numbers he
thinks is enough to give him advantage.
Then, during the last three or two weeks
of the campaign, he pays them off. That is

ANGELES CITY – As creepy as
you can imagine. The last weekend of October at Nouveau Residences was filled with the presence of Halloween all over the
subdivision.
From the kids’ head to foot
scariest and cutest costumes, up
to the homes of the residents that
were decorated in the most goosebumping feeling were all in.
Hotel Transylvania, a 2012
American 3D computer-animated comedy film, was the main
theme of the Halloween Party
which happened at the Pavilion.
Kids even their parents, ramped
in character during the start of
the program.
Parents cheered during the
parlor games as they watched
their children compete for cool
prizes. In Dracula’s Blood, participants had to sip the red juice
using a long straw. The kids who
joined the Zing game had to win
for a chair and sit together with
their partner once the music
stops. In Transylvania Puzzle,
players had to complete forming
the jigsaw puzzle in the shortest
period of time.
Aside from these games, the
main highlights of this event were
the awarding of the Best Halloween Costume and Creepiest
House Decoration. Prior to the
program, judges from HomExperience chose the kids who possessed the scariest and the most
charming costumes. Also, the
judges roamed around the whole
subdivision to observe whose
house got the creepiest Halloween decoration.

staged the protest actions to air their disappointments on the
decision of the Government Commission
on GOCC (GCG) preventing them from
receiving their salar y

benefits as per agreement w ith their respective state-owned
firms.
The protest action
was the first time
that employees from
CDC and Clark International Airport Corporation (CIAC) have
joined together for a
common cause.
Earlier, the beleaguered union groups
have come up with
a joint manifesto of
solidarity in urging
a government commission to uphold the
constitutional and labor rights of government employees inside the Freeport.
The groups coming out of a common
manifesto
stemmed
from the letter of GCG
Chairman Cesar Villanueva to CDC Chair

Eduardo
Oban, Jr. stating that
“the Commission formally informs CDC
that with the Issuance of EO7 (executive order no. 7) and
pursuant to the enactment of Republic Act

longer be negotiated.”
In their manifesto,
CDC employees pursued five common issues affecting state
workers in Clark.
After the reading
of the joint manifesto
and prayers at the Parade Grounds here,
the workers marched
outside CDC offices
to protest CDC and
CIAC’s inaction on
their CBAs and other
benefits.
Meanwhile,
ACSP
President Victor Barbieto said that despite
Villanueva’s letter, he
hoped that the voluntar y arbitration case
will continue. ●

No red tide in 3 CL provinces

Three Central Luzon provinces
remain free from red tide as of
Shellfish Bulletin latest advisory
No. 25.
Bureau of Fisheries and Aquatic Resources (BFAR) Regional
Director Remedios Ongtangco
said coastal waters of Bulacan
and Bataan (towns of Mariveles,
Limay, Orion, Pilar, Balanga,
Orani, Abucay and Samal) in Manila Bay; and. Masinloc Bay in
Zambales are free from toxic red
tides.
Shellfish from the mentioned
areas can now be gathered, harvested, and sold in markets for
human consumption.
Meanwhile, shellfishes collected at Dumanquillas Bay in Zamboanga del Sur; Murcielagos Bay
in Zamboanga del Norte and Misamis Occidental are still positive
for paralytic shellfish poison that
is beyond the regulatory limit.
Ongtangco noted that all types
of shellfish and Acetes ap or alamang from the said areas are not
safe for human consumption.
“Fish, squids, shrimps, and
crabs are safe for human consumption provided that they are
fresh and washed thoroughly and
internal organs such as gills and
intestines are removed before
cooking,” he added. ●

CITY OF SAN FERNANDO--The state-owned Bases
Conversion and Development Authority’s (BCDA) Board
clinched a spot as a finalist in the ongoing search of the
Asia CEO Awards’ Most Admired Board of Directors.
BCDA Chairman Felicito C. Payumo said the BCDA is
the lone government representative in a group made up
of the private sector.
Other finalists include the Asian Institute of Management, Phinma Properties, and the Philippine Stock Exchange.
Payumo said the BCDA Board Members have the
daunting mandate, under Republic Act 7227, of accelerating the conversion into productive economic uses
of the former US military bases in Clark and Subic, and
their extensions in Camp John Hay and Poro Point.
These conversions are funded through the sale and
dispositions of Metro Manila camps, such as Fort Bonifacio and the Villamor Air Base, while also contributing a
large portion of the proceeds to the Armed Forces of the
Philippines (AFP) Modernization Program.
“As stewards and administrators of Government assets, the Board has the dual responsibility of ensuring
that these assets contribute to the socio economic development, not only of Central and Northern Luzon but of
the entire country, while practising good governance and
transparency in the disposal of the land assets,” Payumo
said.
Fort Bonifacio has been transformed into the Bonifacio Global City, and Villamor Air Base into the Newport City—development projects that have changed the
landscape of Metro Manila. BCDA’s Public-Private Partnership business model has paved the way for the successful transformation of former military camps into
premier commercial and business districts.
The Subic-Clark-Tarlac Expressway is a BCDA project
that connects the Subic Seaport and Clark International
Airport thereby creating a Global gateway for the ef-
ficient movement of people, goods and services within
Central Luzon and neighboring regions, an advantage
valued by the locators in this age of just-in-time production and delivery.
For his part, BCDA Vice Chair and President and CEO
Arnel Paciano D. Casanova said the mega projects approved by the BCDA Board include an elevated Monorail
to address the traffic problems in the CBDs of Makati,
Bonifacio Global City and Newport City up to NAIA III,
and the Clark Green City—practically a new city half the
size of Metro Manila to rise in Clark.
These are legacy projects that will also be future sources of cash flow for government long after it has disposed
of its Government land assets.

Brother Eduardo V. Manalo, executive minister of the
Church is celebrating his 57th Birthday.
As Executive Minister, Brother Eduardo is shepherd to Church’s
members. He continues the legacies left by his distinguished father and
his esteemed grandfather, Brother Felix Y. Manalo, believed by the
members as God’s last messenger.

Resurrection
As if in time for the Halloween, the Office
of the Ombudsman virtually revived a mothballed case against Mexico Mayor Teddy
Tumang and ordered the official’s immediate suspension from service for at least 90
days without pay.
Tumang was officially relieved from active
duty Monday by virtue of an order issued by
the Department of Interior and Local Government (DILG) informing him that he had
been preventively suspended over a case
of misconduct allegedly committed several
years back.
The case has been so ancient that Tumang had been re-elected twice in office
since the case was filed by a retired army
officer, who, by the way, has died a long time
ago, too.
The mayor’s camp has been invoking
the “Aguinaldo Doctrine” which set a landmark decision that all administrative cases
against an elected official are rendered
moot and academic upon the re-election of
the respondent official. This assumption by
the mayor has prevailed when the DILG, under then Sec. Jesse Robredo attempted to
issue a suspension order on Tumang a few
months back.
This time, however, with Interior Secretary
Mar Roxas signing the suspension order,
Tumang was officially ordered to temporarily
vacate his post and give way to the incumbent vice mayor to assume the mayorship in
acting capacity.
Tumang was not in his office when the
suspension order was served, but the DILG
seemed to believe that the same had been
served with or without the respondent accepting his copy.
For political observers, however, the suspension order’s timing is a suspect in itself.
Why had it not been served before it really
passed through the legal and proper procedure? Had it lack the legal fiat to take effect
several months ago, reason why Tumang
remained in office unscathed by the suspension order?
This time, what was the difference of the
new order to the last one that it finally hit the
target and Tumang wasn’t able to dodge the
suspension bullet once again? Is the efficacy of the order anchored on the signature of
the secretary? Just a question.

The night before it, I prayed
for God’s help to lead my path and clear any circumstance
that may interfere my travel. I set my mind that no amount
of obstacle can hamper my travel, and I felt that no one can
undermine that belief.
The June sky back then was gloomy, it was like a precursor to an imminent trouble that came our way. At the airport
in Paris, my aunt Rona--who was my travelling partner that
time--and I were questioned by respectable authorities. But
no, I wasn’t shocked nor caught off guard. Fact is, I anticipated that situation prior to my travel. I was like a chess player
with a minimum of five moves advanced into the game: I
gave forethought and foresight to any moves and incidents.
You can catch me in a siesta the day before my flight, but to
decipher my thoughts back then, I was just trying to determine any ins and outs, every probabilities and any loopholes.
When we were questioned, they found a discrepancy
with one of my documents, that single flaw raised cynicism
throughout the whole process. But I was not appalled. I maintained my composure.
But they are on the verge of deporting us back to our country. Something that I cannot accept. Just the thought of peril
and the trouble, the experiences that some people set against
me back in my beloved country gave me tears and chills. It
was a thought that my finite mind did not like to fathom.
On the day-to-day course of interviews and questioning,
we were given food, shelter to rest and sleep, materials for our
hygiene, even calling cards to inform our relatives and loved
ones about our situation. I even told authorities that I felt
weak, fatigued and extremely anxious because of the whole
process. Soon, as they learned that I am anxious, shaky and
showed signs of trauma, the authorities were agitated, like
jumping to their seats then they quickly set me an appointment to their company doctor. Then the doctor asked what
I’m feeling, asked me questions, trying to diagnose my physical, emotional and psyche condition. The doctor gave me
medications and check-up for free. Though, I am a stranger
to this just or fair country, I was treated as a human being.
Then, the day came when authorities had to question me
extensively, and I have to give my premise, my statements,
my reason. First, I was asked about my personal information.
I answered them truthfully, adding that they can check the
validity of my statements. They asked me if I like to be sent
back to my country. My retort was simple: “Never. I beg you,
please, No!”
Silence for a moment, then the interviewer tried to elicit
more of my story, asking me: “Why are you here?” I told the
interviewer, “In my county, there came a day when I was like
a right person at the wrong place and the wrong time. They
find me offensive to them. But I was just exercising my liberty
or freedom. It was never my intent.”
The interviewer ordered me to give full details, everything.
I will not state everything for confidentiality, but there’s a part
when I said, “because of what happened, they used intimidation, sometimes, I felt I was publicly ridiculed, defamed and
character-assassinated, I am not a celebrity nor a royalty, but
understand that an average person like “whistleblowers” may
experience all of these.
I gave them the truth, no agenda. And if my statements
were not believable, sounded ridiculous, otherworldly or unacceptable, they will be forced to deport me back home, fast
and quick. But my words were so genuine that it solidified my
case.
At the day of hearing in the Tribunal, I was cross-examined by the judge at that time. I had a lawyer, and a translator
seated beside me. I was being asked again about my personal

to the front stage is an evident insult to the

Roxas. He is however the LP’s standard bearer for the gubernational race who wanted to
make another attempt after he lost in the

525 applicants for entrance at the Philippine National Police Academy (PNPA) took
the examination for admission on Sunday
at the Pampanga High School here.
Fire Sr. Inspector Milo Morados, examination head proctor, said of the total
number who took the entrance test, 145 are
females.
Morados said that the examinees came
from the different provinces of Central
Luzon adding that there are two testing
centers, the other one is at the Nueva Ecija
University in Cabanatuan City.

Tumang’s suspension, dated October 25, was served on Monday by
Department of Interior and Local
Government (DILG) Provincial Director Angie Blanco, after the Office of
the Ombudsman denied the mayor’s
motion for reconsideration dated July
21, 2011 with case number OMB-L-A06-0816-C entitled “Eduardo T. Batac,
et.al. vs. Teddy C. Tumang et. al.”
But, Tumang was not in the Mayor’s Office when the suspension was
served, as he reportedly went to the
Supreme Court to appeal the suspension order.
Blanco, who was accompanied by
Pampanga provincial police director,
Senior Supt. R’win Pagkalinawan,
posted the order at the door of the
mayor’s office which was locked.
Under the order, the DILG informed Tumang that his motion for
reconsideration was denied thus imposing against him the three months
suspension without pay, upholding the
Ombudsman’s decision dated Novem-
ber 8, 2010.
“In this connection, the undersigned [Blanco] hereby directs you
to cease and desist from exercising
the powers and performing your duties and responsibilities as Municipal
Mayor of Mexico, Pampanga for the
period stated above,” the order stated.
Incumbent Vice Mayor Roy Manalastas will temporarily assume the post
as mayor while the suspension is in
effect, unless the Court orders otherwise. ●

On Monday, as part of the month long celebration of the
anniversary of Bacolor’s declaration as Philippine capital,
Domecq led the ceremonial wreath laying to the Simon de
Anda monument.
After which, the ambassador was toured by the local officials to Don Honorio Ventura Technological State
University (DHVTSU) on board an old “Calesa”. It was
learned that DHVTSU was established way back in 1826.
Then, accompanied by the governor and local officials of this town, Domecq visited the old San Guillermo
Church which was destroyed by the eruption of Mount Pinatubo in the year 1990s.
Professor Francis Musngi of the Center for Kapampangan Studies based in Holy Angel University gave a complete view on the historical significance of the town, where
Simon de Anda y Salazar, then a lieutenant governor of the
Spanish colonial government, moved the seat of govern-
ment here from Manila in October, 1762.
It can be recalled that on October 8, this town, led by
the local officials, commemorated its 250th founding anniversary as capital of the Philippines. The highlight of the
event was the unveiling of the Anda monument in front of
the municipal hall.
“The Anda monument symbolizes and honored Spanish Governor General Anda who rallied some 10,000 Kapampangan volunteers to form a resistance movement
against the British occupation of Manila and Cavite.
They had prevented the spread of the British occupation
throughout the country,” Musngi said.
According to Musngi, based on the history written by
Fray Gaspar de San Agustin in 1571, this town was a home
to brave and loyal Kapampangans who staged a counter
attack, organized by Anda, against the British occupation.
Hence, he said, King Charles II commended Kapampangans for their great fidelity to Spanish government.
Musngi also quoted San Agustin as saying, “Kapampangans were ‘the Castilians of these islands’ and that
‘one Spaniard and three Pampangans are equal to four
Spaniards.’ ●

Workers (BHWs) on the early signs and symptoms of leprosy, the region is optimistic that
leprosy cases will be caught in early stages,”
Dr. Pangan said.
“Being the front liners in the health care
system, it is important that the BHWs should
be keen on identifying early signs and symptoms of leprosy which may be mistaken as mild
skin problem,” he added.
Through the training, about 350 BHWs
were oriented on the basic facts about the dis-
ease, determining early signs and symptoms,
conduct of simple physical examination for
leprosy patients, educating on standard treatment and following the referral scheme of leprosy cases in their Rural Health Units (RHUs).
Leprosy in the early stage is a mild disease
with slow and unnoticed onset.
“The disease is often detected late because
the sign ang symptoms are negligible and
patients usually ignore such mild manifestations,” Dr. Pangan explained.
With only 152 recorded cases in the year
2011, Leprosy in the region is not that alarming
but still considered as a public health threat.●

fact that I had the right not to be
misled and to be informed about the
hearing. Then the female judge asked
me If I have a medical condition, and
if they sent me to a doctor to give me
medications. Her concern was for my
health, if I felt better; she even asked
me if I found any mistreatment by the
authorities who handled my case.
Then at the latter part of the hearing, the judge asked if I had anything
else to say. I said yes. “and what is
that?” she asked.
I stated: “I should not be here, I love
my country. But as I told you, I felt I
have no life because of what happened

judge put on a sad face. They listened
to me, they listened to a man with
nothing left to lose and everything to
gain. They saw a man deep in quagmire compared to them who finished
high degree of education. My lawyer
then stood again, came up with his
statements in French. He was like
backing up my statements.”
And the verdict was they will set me
free to this fair country. The reason
why I got here was my human rights.
It was, figuratively, like my visa, to set
foot free on this country.
In this country, human rights
overpowers any manipulation of
power, no propaganda or scheme can
outduel it; no psychological tactics
can outplay it; no negative procedure
can supersede it; no one can disrespect it; no one can wage to threaten
it. Human Rights here is so powerful.
And the last words of my translator while he was looking at me
straight in the eye: “You’re free now,
you can leave now.” But rather, I
took those words in a different concept: “Yes, I am free now and I can
LIVE now.” ●
