intelligence, and hospitality.

Sand drift, camel: Sandy yellow
Its temperature, the distinctive of animals, and history and
culture of the settlers in Gobi desert and their unique life style is
simply expressed along with the idea of birthplace of rare twohumped camel and the province which has the most amount of
camels as well as the place where camel farm developed well.

is considered as a highest of goods symbolizing hardworking,
calm and kind people in Gobi province.

THE ESTABLISHMENT HISTORY OF UMNUGOBI PROVINCE
The decision over make a change in the territory of Mongolia and its administration was
carried out since 1928, and in 1931 the change of province administration was made. By
this change, when 5 provinces, 72 khoshuu, 525 soum became 12 province, 324 soums,
Umnogobi province was created newly from BogdKhan Uul and Tsetserleg mandal provinces.
Back then, although south soum’s chiefs suggested building a city on the west bank of
Ongi river, around the place of Dugshikh, Tsogt Ovoo, altogether chiefs of South and North
Sum agreed to build a city around current place Dalanzadgad. The place called Dugshik
had, in fact, no water, however, the decision was made due to the Dalanzadgad has a
certain amount of water storage. In 1931, Umnogobi province was first established in the
place called “DalanBulag” on the east north of the three beautiful mountains which is range
of Altain mountains.
ADMINISTRATIVE UNIT
Umnugobi province’s territory is about 165.0 m2, it has 15 soums, 58 subdivisions /
bag/. Its capital is Dalanzadgad city.
TERRITORY
Umnogobi province is located on the farthest north side of Mongolia and bordered with
China on the north, Bayankhongor province on the west, Uvurkhangai on the southwest,
Dundgobi on the south and Dornogobi on the east.
Its capital Dalanzadgad is located in a distance of 575km from Ulaanbaatar city. It is
considered as the biggest province which has 165.0 m2 territoryin Mongolia and its population settlement is underpopulated, 3,4km2 is appointed to 1 person and 13,2km2 is forone
household
POPULATION
According to the year 2013, 58.555 people in 18.788 households are living in Umnugobi province. Of these, 36.9 percent is living in a city (province’s capital), 31.5 is in center
of soum, and 31.6 percent is living in a countryside.
Men are made up of around 49.7 percent and women are made up of 50.3 percent
of the population.
As a population’s standard of living, the province is listed above by the country’s average.

policy of mining and regional development, and maintain sustainable development of the
province with the support of state, non-state organizations and private sectors.

FOREIGN RELATIONS
Many important steps are being made within Umnugobi province’s foreign relations and
its collaboration. For instance, within the province we organize trips for the civil servants to
go abroad related to their field of work and study to experience training for either short and
long period to improve and specialize their education and let them familiarize with the city
planning. We have been working with number of countries and organizations such as The
Republic of South Korea, Federal Republic of Germany, the United States of America and
North Eastern Asian Regional administration federations.
ECONOMIC
Umnugobi province identifies its leading sectors as follows:
- Responsible mining
- Sustainable tourism
- Intensive and traditional animal husbandry
We have planned to develop the province through three sections as center, east and
west. For west, it will be mainly about tourism. For the center, besides tourism it will also be
the center of art and culture. For the east, we are planning to build a large industrial park
and also basically develop mining sector.
For the last four years, some of the biggest coal, gold, copper mines as Tavan Tolgoi,
Oyu Tolgoi, Nariin suhait which located in this province have made a great influence on it
as a province that does not subsidize from the budget but be one of the biggest providers
for the state budget and provides its own needs by itself.
Centerand sums of the province have fully access to fiber optic, internet, cellular telephony service. Therefore, all soums have high school, police station, hospital, bank, post
office, trade market, hotel, restaurant and petrol station.
International airport which will be built in Dalanzadgad soon, asphalt roads joining
Dalanzadgad- Gurvan Tes soum, Dalanzadgad – Dundgobi- Ulaanbaatar, railway from
Sainshand to The republic of China will be the crucial impact on the province’s economic
and social development.

RAIL WAY
Length of 217 km railway route, Tavan tolgoi to Gashuun Suhait, is being built.
HIGHWAY
 Length of 133 km highway from center of the province to the capital, Dalanzadgad- Tsogt- Ovoo is in progress of construction.
 We have drafted the layout on the road of 302.7km route to DalanzadgadBayandalai- Gurvantes. Thus we have completed 49km of it in an orderly manner
and still working on the rest of the project.
 We have been working on the layout of the 58 km route in direction of capital to
the province, from Shar Teeg to Tsogt Tsetsii.
AGRICULTURE
Agricultural sector is a crucial part on economic development of the Umnugobi province. In further, we pursue a policy to develop its economic follow up to mining sector.
Animal husbandry has predominantly influenced on food and agriculture sector. For last
years, crop husbandry production has increased and the amount of harvest has increased
as well.
In the historical development of its animal husbandry, camels were counted as 194,500
by 1960, horses were counted as 176,500 by 1941, cows were counted as 43,500 by
1939, sheep were counted as 868,200 by 1940, goat were counted as 1,227,100 by 2009,
as the number of livestock above was the high records in the history.
Recent figure shows that, there are 6713 households that have livestock, and 5173 of
them are herders. Within the number of herder households, 665 of them have 500-1000
livestock, 129 households have 1000-1500 livestock, and 11 households have over 1500
livestock.
Within the province total of 1,6 millions of livestock were counted by the end of 2013,
was increased by 234,000 than the previous year. The figure shows that for the last 5
years, all five kinds of livestock were increased consistently. Camels were 103,100, horses
were 58,100, cows were 13,400, sheep were 350,800, and goat were 1127,800 counted
respectively.
The province is the leading one for its number of camel livestock and now celebrating

The province planted crop in 166.7 hectares of land, 73.4 hectares of it for planting
potato, 53.5 hectares for vegetable, 39.7 hectares for forage in 2013. Thus it gained 657.7
tons of potato, 599.8 tons of vegetable, 262.8 tons of forage. The province planted in 160
hectares of land in 2014.
The province developed a policy called “Adherence policy for the province’s agronomy”
and started implementing it. In order to increase the planting and crop, we are trying to
support and improve greenhouse and cellar. Besides that, we started setting up a water
system which has capacity to water 100 hectares of land in Balgas, Hanhongor soum and
formed suitable condition to double the amount of planting and crop.
NATURE ENVIRONMENT AND WILD ANIMALS
Regional climate is harsh and continental. In summer time, it gets hot as +30- +38, in
winter time, it gets – 40.
Wind speed is around 5-15 m/sec, sometimes it reaches 34-45m/sec. sometimes inappropriate weather conditions happen such as snow and dust storm, even it causes drought
and winter natural disaster. Desertification tends to go severe because of the drought that
happens once in 2 or 3 years.
For the nature zone, total area of the province is included in dessert zone. Mountains
of Altain Nuruu range, Gobi Gurvansaikhan, Sevrei, Noyon bogd, Nomgon, Tost, Nemegt,
Altan uul, Gilbent which are 3000m above sea level are located in the province. In addition
to those, beautiful sand mountains, above 800m sea level near Khongor river which continues for 150 km and famous and great Gobi desert Galba, Borzon, Zeemeg, Zag Suj which
have width of several tens of kilometers are also located in this province.
In2012 wild sheep were counted as 1330-1400, wild goat were counted as 6100-6200,
goateed gazelle were counted as around 9000, wild asses were counted as 2300-2450.
ARTS AND CULTURE
Umnugobi province’s diversity can never be repeated again. Its resources, cultural
heritage, benediction, chant, string cord “Tsetsiin Jonon”, dance, song, and fiddle are developed by consolidating them with modern arts. There are 17 art organizations render art
services in the province.

TOURISM
Umnugobi province is the center of energy and bioenergy as well as it is said to be the
birthplace for human being. As it has wild nature that includes unsolved mystery, historical
landmarks such as petrography, scripture, rare findings of dinosaur footprint on it, it is a
major region for tourism in Mongolia.
Tsahiurt valley’s stone age handicraftsman, one of the biggest valleys in the world,
Urkhii Tsoorha where Great Chinggis Khaan spent his last winter, Khuis Shar Tolgoi where
Bayanmunkh khan was born, energy center, Demcho monastery, beautiful sightseeings as
Gobi Gurvan Saikhan, Khongoryn els, Noyon bogd mirror rock, Galba gobi, Algui ulaan
tsav, such places are accommodated for developing tourism and attract tourists.
There are many events are organized constantly in the province, such as eco-friendly
camel trip, religious trip, observing birds trip, see wild animals, and also “Yak festival”,
“Camel festival”, “Gobi marathon”, “Horse festival”, “Khongor’s speed”, “Camel fermented
milk festival” and so on.
This is a place where 80% of the tourists, who come to visit Mongolia, travel and it also
attracts international researchers and historians.
HEALTH
There are totally 77 health organizations are working in the province. Those include
Health Office, regional diagnostic and treatment center, Influenza center, 3 sums consolidated health centers, 11 sum health center, 3 family health centers, 20 private hospitals, 3
army hospitals, 14 medicine circuit foundation, 3 medicine distributor organizations and 15
public pharmacies. In the field of health, there are 147 doctors, 319 secondary experts are
working.
One of the prior objectives to develop Umnugobi province is its health sector. In 2013,
8 billions of tugriks was spent for the construction and investment work for health sectorfrom
the local budget fund. One of the stressed topic is that the province supported the programs
and implemented them such as “Health innovation”, “Milk and yogurt”, “Improvement on
family health centers”. Therefore, its public hospital was expanded as a regional diagnostic
and treatment center and is provided with the hospital equipment as computer tomographic,
heart, internal organs, 3D/4D coloredradiological apparatus, electric recorder apparatus
for brain and heart,colored diagnostic apparatus for brain, fluorography, dialyze apparatus, inhaler,stomach pump, and apparatusfor infantsas it gives an opportunity to citizens in
Umnugobi can be diagnosed in his home town and even be treated in it.

PHYSICAL EDUCATION AND SPORT
In the field of sport, there are 5 sports gallants, 12 international masters, 225 masters,
122 sports secondary masters, 6434 awarded sportsmen, 36 state referees, and 1944
trained referees.
For the last 10 years, Umnugobi’s sport sector was selected for the third place by its
accomplishment of work.
Every year our athletes collect 200-360 medals from different kinds of competitions
range from continental, world and international championships, Mongolian public competitions and state championships. Specially athletes in the field of national archery, track, volleyball, sport dance, draught, ankle bone shooting, hiking, free style wrestling are reaching
advanced level.
EDUCATION
19 high schools are working for 390 groups with 10421 pupils in the academic year
of 2013-2014. 93% of all or 9684 learners are studying in the 12 year curriculum. For this
academic year, the high schools employee 995 staffs which 585 of them are teachers.
Provision of professional teachers is 97.8%. 242 teachers have professional degrees
and 2 of them have consultant degree, 49 teachers have mastership degree, 191 of them
have methodological degrees.
Umnugobi has total number of 25 pre-school institutions, 21 of which are state owned
pre-school educational organizations, 4 of them are private kindergartens are running their
operations. 21 state owned kindergartens have 129 groups with total of 4014 children, 4
private kindergartens have 13 groups which have 348 children and 21 alternative groups
with 633 children.
GEOLOGY AND MINING
So far around 80 deposits and over 200 exposures have been found and 68 mining
licenses and 185 exploration licenses have been registered in Umnugobi province. The number above will likely to be changed as we run out of exploration licenses and start giving
out the mining licenses.
Tavan tolgoi, Nariinsuhait, Oyu tolgoi deposits are considered as strategic significant
deposits in Mongolia. Last few years, it has shown great impacts on social and economic
development of the province.

Coal mining, export, internal need for coal have been increased three times for the last
five years, following this companies which run their operation in the region of Umnugobi
province supply 90 percent of the needs in Mongolia. Tavan tolgoi, a local owned holding
company, contributed most of the incomes into the local budget fund.
POWER ENERGY AND HEAT SUPPLY
15 sums of Umnugobi province connected to the sustainable energy grid system. According to the order of the Mongolian government and the minister of Energy, relying on
the Tavan tolgoi coal deposit, the project to build an energy station that has capacity of
450 megawatts of energy has started.
The office of local owned rated enterprise permanently supplies 15 soums with heat energy. Dalanzadgad soum/city expanded the state owned company “Dalanzadgad energy
station” and constantly supply the residents in the center of the province with energy.

2011: Dalanzadgad city was selected as a “Most constructed and reformed city” nominated by Ministry of construction and urban development, Mongolian government.
2012-2013: Umnugobi province was selected as a
“Leading province” which contributed a great impact on
the development of the province and to provide comfortable environment for the citizens’ health and safety.
2013: The ministry of education, government of Mongolia awarded the province “Education-oriented chief of
governor’s office of Umnugobi” based on their investment
on education field in Umnugobi and its construction works.
2013 “Gobi Gurvansaikhan” mountain became “The
holy state mountain” by the order of the president of Mongolia and we organized the first ceremony of the worshipping the state sky successfully. Elbegdorj.Ts, the president of Mongolia, parliament members, local governors,
believers and local citizens took part in the worshipping
ceremonywidely
2014: Historians and researchers proved that great
Batmunkh khan who was the king of ancient Mongolia
was born in Khurmen soum, Umnugobi province. Umnugobi local people are celebrating the 550th anniversary of
Batmunkh khan, who ruled the country for 47 yearswidely.
