IMPARTIAL HEARING OFFICER SERVICE
FOR SUPERINTENDENTS’ HEARINGS
The Impartial Hearing Officer Service for Superintendents’ Hearings
will provide:
• An experienced impartial hearing officer who will oversee, hear
and adjudicate the Superintendents’ Hearing in accordance
with Education Law Section 3214
• Recommendations as to guilt/innocence and, where
applicable, the appropriate penalty shall be transmitted to the
superintendent upon the completion of the hearing
• A recorded transcript of the hearing on an audio DVD of the
proceedings within 5 business days of the hearing
• Other than in the case of a stipulated agreement between the
school district and the student’s representatives, the impartial
hearing officer will produce a written decision within 5 business
days of the hearing
• The impartial hearing officer shall be available for any
conferences that may be required as the result of an appeal
filed on behalf of the accused student
SCHOOL DISTRICT EFFICIENCY AUDIT
The service will provide school districts with an overall analysis of
data related to operational efficiency as well as the identification
of areas where the potential for improving efficiency or
restructuring may exist. The audit will include an initial data
analysis (phase 1) and districts may then opt for a more specific,
in-depth audit in a particular area (phase 2) as well as opt to
obtain a follow-up plan including recommendations and next
steps (phase 3).
HUMAN RESOURCES AUDIT
This service is a comprehensive human resources/personnel audit
to assist districts with all legal and compliance issues relative
to Human Resources. Included would be a review of current
practices and procedures with recommendations for improving
the effectiveness and efficiency of the human resources office.
The scope of an audit would range from reviewing personnel files
to recruitment procedures and recommendations for tenure. Each
audit is customized to meet the individual needs of the district and
can include any aspect of HR functions.

RECRUITING EDUCATORS
ONLINE APPLICATION SYSTEM FOR EDUCATORS (OLAS)
Using this Internet-based employment application, candidates
can apply to one or more of the participating districts utilizing
the OLAS service by filling out one application. Candidates can
either target the districts they want to apply to, or grant all districts
access to their information. Districts can search for candidates,
sort and print applications, cover letters, resumes and other
supporting documents using multiple search criteria. The online
application is free to candidates.
OLAS subscribers now have the ability to post positions such
as School Nurse, Teacher Aide, Bus Driver, Clerical Staff and
Non-Instructional Supervisor, etc., under the category of “NonInstructional”. All interested non-instructional candidates will
complete an application specific to a particular job category.
Vacancies for districts are entered onto the system operated by
Putnam/Northern Westchester BOCES. The site is a VeriSign

AESOP, the substitute placement and absence management
system. Districts will be able to manage the service themselves with
