A. Background
According to the Census of Canada, Blacks are defined as persons whose ethnic
or ancestral origins are in Africa, especially Sub-Saharan Africa. In 2011, there
were 945,665 Black people living in Canada representing 2.9% of Canada’s total
population. In Ontario, Blacks comprise 539,205 people, or 4.3% of the total
provincial population of 12,651,795. In 2011, there were 116, 265 Black people
living in Peel Region. They represented 9.0% of the total Peel population and
15.9% of the total visible minority population in Peel. The Black population in Peel is growing at a faster rate than the Peel population
as a whole. Between 2006 and 2011, Peel’s total population grew from
1,154,070 to 1,289,015 representing a growth rate of 11.6%. However, Peel’s
Black population exceeded that growth rate, increasing from 95,565 in 2006 to
116,265 by 2011, (a growth rate of 21.6%).

INTRODUCTION
A scan of the literature on the Black population in Peel and the Greater Toronto
Area revealed alarming trends of racism, poverty, youth violence, incarceration,
housing crises, and poor health that the Black community disproportionately
endures. A dramatic indicator of the challenges faced by the Black community
can be found in the Canadian prison system. In 2004, Correctional Services
Canada released the results from their study, A Profile of Visible Minority
Offenders in the Federal Canadian Correctional System that identified that
Caucasian and Asian ethnic groups were under-represented in the federal prison
system, while Blacks were overrepresented. According to Statistics Canada,
Blacks accounted for 9.5% of federal inmates in 2013, even though they then
represented only 2.9 % of the Canadian population. Furthermore, between 2003
and 2013, the Black inmate population increased by 80%.
While official figures on high school completion by race are not available for
Peel Region, it is public knowledge that Black youth experience many challenges
in the school system and the criminal justice system that are related primarily
to systemic racism and poverty. In 2005, there were 17,400 Black persons in Peel
living below the poverty line - a prevalence of 18.2% (SPC Peel, 2009). Among

Black youth population. Efforts have to be made to reduce the poverty within
the Black population and to help Black youth to graduate from high school and
go on to college or university or paid employment - instead of going to jail.
Faces of Peel
Faces of Peel is a non-for-profit collaborative that strives for social justice by
reducing inequality, poverty, discrimination, and oppression in Peel. In 2014,
Faces of Peel received funding from the Region of Peel and United Way of Peel
Region to identify the different social, economic, environment, and health
aspects of the Black population in Peel at the neighbourhood level, with a
special focus on the needs and issues of marginalized and at-risk Black youth in
regards to violence. One of the objectives of the funded project is to provide
an inventory of organizations and services in Peel that are focused directly on
the Black community and especially Black youth.

the incarcerated male youth population in Ontario, Black youth account for
proportionately four times more than what they represent in the general young
male population (Bettam, 2013).

The purpose of the inventory is to provide workers in Peel’s human services
sector with information about organizations that are focused on serving the
Black community in Peel. The inventory can be used as a source for referrals
to Black organizations, networking among human service workers in Peel, and
collaboration between Black organizations and other organizations (youth,
mainstream, multicultural, etc.) in Peel. The inventory also includes information
on Black newspapers, radio stations, and websites focused on the Black
population in Peel.
C. Methodology
Data Sources
Data for the inventory was collected via Pi-Net, a database on Peel’s human
services sector; Canada Revenue Agency- Charities and Giving 2011; the Region
of Peel (Peel Data Centre); and the Social Planning Council of Peel’s Black
Community reports.

B. Purpose of the Inventory
Primary Sample
A survey of the above data sources provided information on the following types
of agencies:
Black-focused organizations in Peel (n = 14)*

Mainstream agencies with specific services for the Black community
•
(n = 3)**
Black-focused agencies in Toronto serving Blacks in Peel (n = 4)
•
*Black-focused agencies are organizations that are focused primarily on serving
members of the Black community.
**Mainstream agencies are organizations that are focused on serving the general
population, including newcomers to Canada and all ethnic groups in Canada.
Some of them offer services that are specifically geared to newcomers to Canada,
in addition to their regular offering of services for the general population. In
contrast, multicultural and newcomer agencies specifically focus on ethnospecific groups and newcomers to Canada.

Related Organizations
Given the interest of Faces of Peel in the well being of Black youth, the
inventory includes information on youth-serving agencies in Peel (19). Also
included in the inventory are fifty (50) mainstream human service organizations,
four (4) neighbourhood/community centres, and twenty-five (25) multicultural/
newcomer agencies. Descriptions of these agencies are in the appendix of this
inventory.

D. Intended Audiences for the Report
The report has been written primarily for Faces of Peel in order to help its
members to identify gaps in services for the Black community at the regional,
municipal and neighbourhood levels that need to be addressed. The second
major audience for the report is the youth services sector which is expected
to serve youth from marginalized and racialized disadvantaged groups. The
report is also targeted at mainstream social service organizations and charitable
organizations in Peel who are expected to serve all groups in Peel and who can
use the information on services for Black people for the purposes of service
planning, referrals, community outreach, etc. Researchers in the field of nonprofit management, capacity-building and civic engagement may also find this
report to be relevant for their work.
E. Limitations of the Inventory
The inventory is dependent upon the quality of information provided by the
agencies in their descriptions of themselves and their services. This was a
challenge for the researchers because the agency descriptions varied in terms
of structure, comprehensiveness of content, and quality of writing. Moreover,
some of the descriptions included contact information and some did not. Given

offered) of the agencies that are focused on serving the Black community and
youth, and the basic organizational characteristics of those agencies. It does not
provide “perceptions” of their organizational capacity, quality of their services,
satisfaction with their services, and other perceptions of the agencies. Also not
included in the report, due to limitations of time and funds, is a detailed critical
analysis of the data presented.

the limited resources available for the Inventory, the researchers chose to “cut
and paste” the agency descriptions provided by each of the agencies.

C. Target Groups/Primary Service Areas of Black-Focused
Agencies
There are at least three mainstream agencies in Peel that offer programs
specifically designed for the Black population. These agencies are:
1. The Women’s Centre of Peel (does substantive outreach to the
Black community and provides culturally appropriate services to Black
women from different cultural and linguistic backgrounds)
2. Malton Neighbourhood Services (provides a program for Caribbean
seniors)
3. Elderhelp Peel (provides programs for seniors from Caribbean and
African countries)

D. Services for Black Youth
Stepping Up: A Strategic Framework to Help Ontario’s Youth Succeed (2013), is
a document prepared by the Ministry of Children and Youth Services to help the
government and agencies to “step up and do more” for the children and youth
of Ontario. Stepping Up identifies a wide range of services that are needed
for the well-being of youth in Ontario. According to this report, programs and
services are greatly needed to assist children and youth with mental health
issues, escaping poverty, avoiding conflict with the law, and finding employment
in order to grow up into healthy, happy, successful adults.
The table on the following pages identifies which Black-focused organizations in
Peel offer the services emphasized in Stepping Up, to Black youth.
E. Gaps in Services for Black Youth in Peel
The 14 organizations that target the Black community in Peel offer services in
all of the enumerated categories outlined within the seven guiding themes in the
Government of Ontario’s Report on Youth: Stepping Up: A Strategic Framework
to Help Ontario’s Youth Succeed (2013), with the exception of four services
types:

Furthermore, given the over-representation of Blacks and Black youth in
Canadian jails, there is a great need for services that are focused on helping
Black youth to graduate from high school, to enter into colleges and universities,
and to find employment. Related to this is the need for a careful examination
of the treatment of Black youth by the criminal justice system compared to the
latter’s treatment of youth from other racial backgrounds.
A. Gaps in Services for the Black Community in Peel
Overall there are relatively few services for the Black population in Peel. There
are 14 Black agencies in Peel compared to 15 agencies for South Asians and 10
agencies for the Chinese in Peel. As of 2014, there are no Black agencies in Peel

A long term residential facility providing a place of
