The Vandalia, Ill.-based hospital and long-term care facility serves the southcentral portion of the state, and is located approximately 75 miles outside of St. Louis. The organization maintains a top-level safety program— which is impressive considering the variety of potential exposures a facility of this nature faces. Operated by Heartland Health System, Inc., Fayette County Hospital is a 25-bed critical access hospital and 80-bed long-term facility. Established in 1955, the organization is recognized for helping the community maintain good health while keeping its employees safe. They were in good shape when they became our policyholder, and through the years, we have been able to fine-tune their safety culture.” One of their first steps was to provide Experience Modifier Rate (EMR) training to show how accident investigations can reduce future claims and help maintain Fayette County Hospital’s favorable loss history. Accident Investigation Training was also conducted with their Safety Committee, which has existed for more than 30 years. This vital training not only gave the tools necessary to document accidents, it also taught them to assign corrective actions and to share the information with all workers in order to prevent an incident from reoccurring. “The ultimate goal of any safety program is to prevent injuries and save lives, and Fayette County Hospital does just that, while also providing a number of additional benefits,” said Kendall Clavin, Amerisure Senior Marketing Underwriter. “Their low incident rate has led to their excellent EMR, which helps generate lower insurance costs.” Every 18 months, hospital employees participate in an Employee Safety Perception Survey. A recommendation that came out of one of the surveys was to inform employees where they could locate patient handling equipment, such as: HoverMatt® air transfer systems, Hoyer® Patient Lifts, sit-to-stand lifts, and slide sheets within the hospital. The list of equipment was communicated and published in the hospital’s employee newsletter to ensure it was easily accessible for all employees when needed. “I cannot say enough about the partnership between Charles L. Crane Agency, Fayette County Hospital and Amerisure,” commented Susie Crawford, Fayette County Hospital Human Resource Director. “I don’t view them as vendors, but as partners in keeping our employees safe. They are always there for us, provide a fresh perspective and help fill in the gaps in regards to safety for our employees and patients. You cannot put a price tag on that kind of relationship.” OSHA Issues New Standard for Construction Work in Confined Spaces Beginning August 3, 2015, the Occupational Safety and Health Administration (OSHA) will be implementing a new standard for construction work in confined spaces. The rule requires employers to determine what kinds of spaces their workers are in, what hazards could be there, how those hazards should be made safe, what training workers should receive, and how to rescue those workers if anything goes wrong. There are five key differences and several areas where OSHA has clarified existing requirements: 1. Requiring coordinated activities when there are multiple employers at the worksite. This ensures hazards are not introduced into a confined space by workers performing tasks outside the space. 2. Requiring a competent person to evaluate the work site and identify confined spaces, including permit spaces. 3. Requiring continuous atmospheric monitoring whenever possible. 4. Requiring continuous monitoring of engulfment hazards. 5. Allowing for suspension of a permit, instead of cancellation, in the event of changes from the entry conditions list on the permit or an unexpected event requiring evacuation of the space. The space must be returned to the entry conditions listed on the permit before re-entry. 6 In addition, OSHA has added provisions to the new rule that clarifies existing requirements in the General Industry standard, which include: • Requiring employers who direct workers to enter a space without using a complete permit system prevent workers’ exposure to physical hazards through elimination of the hazard or isolation methods such as lockout/tagout. • Requiring employers who are relying on local emergency services for emergency services arrange for responders to give the employer advance notice if they will be unable to respond for a period of time (because they are responding to another emergency, attending department-wide training, etc.). • Requiring employers to provide training in a language and vocabulary the worker understands.
