OUR MISSION
Legal Services of Eastern Missouri, Inc. (LSEM) is an
independent, non-profit organization that provides highquality civil legal assistance and equal access to justice
for low-income people and the elderly in eastern Missouri.
Since 1956, LSEM has been dedicated to pursuing
justice and strengthening the lives of those in need of
civil legal assistance in 21 counties of eastern Missouri.
LSEM has been changing lives for more than 57 years.
LSEM is a tax-exempt, 501(c)(3) corporation.

these often life-threatening challenges alone.
Those heartfelt words from Pam, a former LSEM client, are
some of the expressions of thanks from clients we have
assisted at LSEM which are included in this 2013 Annual
Report. They represent nearly 15,000 clients and their
family members who we served in 2013. In this report, you
will read about barriers we helped remove, opportunities
we helped provide, and doors we helped to open.
Thank you for joining us on this mission to save lives and
provide equal access to justice for all.
We are honored and privileged to provide high quality
representation each and every day to persons of
low-income and low-opportunity in 21 counties of
eastern Missouri. We do this through the holistic
advocacy of our dedicated staff of lawyers, social
workers, paralegals and others, for people facing
civil legal crises, such as the horrors of domestic
violence, the anguish of potential homelessness, the
pain of denial of needed health care benefits and
the frustration from the lack of educational services.
In 2013, we expanded the areas of service we
provide by adding a program serving the civil legal
needs of the chronically mentally ill and launching
an aggressive outreach effort to provide children
and their families with health care coverage through
the Children’s Health Insurance Program (CHIP).

Advocating for Our Rights
Consumer Law Program
Family Court Program (St. Louis County)
Handles certain debtor/creditor problems, including
deceptive and fraudulent sales practices, car
repossessions, and predatory lending practices.
Helps reunify families and avoid unnecessary foster
care through legal and social service support for
parents in child protection cases. Legal advocacy helps
prevent any wrongful termination of parental rights.
Housing Law Program
Protecting Our Vulnerable
Helps clients avoid homelessness by handling
landlord/tenant problems, subsidized or fair housing
issues, home ownership and foreclosure matters, and
restrictions on occupancy.
Investing in Our Children
Children’s Legal Alliance Program
Provides legal and social services support for children
with disabilities and homeless children to ensure their
educational needs are met.
Medical-Legal Program
Works with medical-care and other providers, including
schools, to help children with a variety of civil legal
issues affecting their health, particularly enrollment
of uninsured children in a health insurance program,
available free under Medicaid or at low-cost premiums
under the Children’s Health Insurance Program (CHIP).
Keeping Our Families Healthy & Strong
Advocates For Family Health Program
Helps families with children and pregnant women
navigate Medicaid Managed Care programs to receive
the care they need.
Public Benefits Program
Helps disabled, elderly and needy families with
Medicaid, TANF, Food Stamps, Missouri Family Support
Division benefits and other benefits, including, to more
limited degrees, Social Security and Medicare problems.

Addresses holistically the many issues that affect
victims of domestic violence and their children,
strengthening and supporting survivors of abuse as
they seek to permanently end violence in their lives.
Elder Law Program
Assists those aged 60+ with a variety of civil legal
issues relating to their safety and well-being and other
legal problems, including guardianships and simple
wills, powers of attorney and healthcare directives.
Immigration Law Program
Helps lawfully-present immigrants successfully
integrate and stabilize through assistance with family
visa petitions, citizenship, and aid to victims of human
trafficking/domestic violence.
Legal Advocacy for Adults with Mental Illness
(LAAMI) Program
Helps persons with serious mental illness, referred by
community partners, with a wide variety of civil legal
needs to assist with recovery and stability.
Youth and Family Advocacy Program
Seeks to break the cycle of homelessness and instability
in the lives of vulnerable youth and families in St. Louis
County through legal services and supportive case
management.
Strengthening Our Community
Community Economic Development Program
Provides business legal assistance and education to
entrepreneurs who are low-income, as well as to nonprofit entities serving low-income populations.
Rural Outreach Program
From offices in Union and Hannibal and their
surrounding counties, we address a wide range of
civil legal issues for rural persons with low-incomes.

to jail. I was devastated, especially because
I had our 7 year old daughter to consider, and
felt I had no choice but to file for divorce. But I
was barely getting by on my disability, and had
no idea how to afford this. One day, as I was
pleading with a utility company not to cut off my
services, I mentioned what I was going through.
The woman on the phone said that I should call
LSEM because they may be able to help me.

Tell us about yourself:
I am a single mother of two, born and raised in
St. Louis. For many years, I was a banker, but in 1999
I was diagnosed with Crohns Disease, which forced
me into disability in 2000.
Tell us what brought you to LSEM:
After being married for 10 years, my family was hit
with a devastating blow. My husband’s 16 year-old
daughter (my step-daughter) told a school counselor
that my husband had touched her inappropriately
when she was 9 years old. He was subsequently
How was LSEM able to help you?
First, they assisted me with obtaining an Order
of Protection, then they assisted me to file for
divorce while my husband was incarcerated.
When my husband got out of jail, he started
threatening me. Once, he came to a friend’s
home to threaten me, which was a violation of
the Order of Protection and a parole violation,
so he was returned to jail. Knowing how this
situation had taken his entire life away from
him, I wasn’t sure if these were just idle threats
and I was thankful for the Order of Protection.
I felt safe, but I was still struggling every day to
make ends meet. I mentioned this to my LSEM
attorneys and they asked if my husband had
a workplace pension. I had no idea that I was
legally entitled to receive a percentage of his
pension for me and my children. All of these
services combined, literally saved my life. I have
no idea what would have happened to me and
my family had it not been for LSEM.
So how are you and the kids doing now?
We are fine and feel very blessed. This situation
has truly strengthened my faith and my belief in
God. Without my faith, I could not have made it
through this situation. The kids are both doing
well in school and getting through this too.
Of course, we all struggle with certain things
from time to time, but the most important thing
I’ll say is that I feel strong. This situation left me
feeling so weak and helpless. I began to question
if and how I could get through it. Now, with the
help of my LSEM attorneys, I feel confident and
empowered. I feel like you provided the right
direction and information and now I can definitely
make it on my own and achieve whatever I want!
And that is so liberating!
What would you want others to know about
LSEM?
The attorneys at LSEM are genuine – they truly
care about your situation. I never once felt as
if I was a bother or a nuisance, even through
all of the tearful conversations! If you have a
problem, they can help, and be sure to tell them
everything, because they may be able to help
you with something you hadn’t considered, like
the pension benefits we now receive. You were
such a blessing to me and I will never forget the
kind way I was treated.

Tell me about yourself:
I am a 75 year old Holocaust survivor, originally
born in Belgium. I am a husband, a father, a
grandfather and, thanks to LSEM, a legal United
States Permanent Resident.
Roland and his wife Gail, with his Award from
the Florida Holocaust Museum to recognize
his status as a survivor of the Treblinka
Concentration Camp. The award features an
original railroad spike from Treblinka.

What brought you to us?
I came to the U.S. in 1974, fulfilling a life-long
dream of mine. I worked with an attorney and
was granted a temporary visa. I was granted
a Social Security card, a driver’s license, and
I worked in this country from 1974-2001, paying
taxes with no problems. In 2009, I applied for
Social Security benefits and was surprised to be
rejected and informed that my temporary visa
had expired, as I had never been notified of this.
I worked with an attorney and was granted a new
visa, then I reapplied for benefits and they were
granted. But in 2012, my benefits were stopped
because my work permit had again expired.
A St. Louis attorney told me that withholding my
benefits was illegal. I saw a commercial on TV
about Social Security and Disability. I called and
they referred me to the United Way, who referred
me to LSEM.
What was LSEM able to assist you with, and
how did that change your life?
LSEM was able to locate my United States
entrance records, which was a key piece in
getting my permanent status granted. My LSEM
attorneys traveled to Kansas City with me to
appear in front of a judge, and my permanent
resident status was granted. This was a great
day! As a disabled person on a fixed income,
obtaining my green card literally saved my
quality of life. With it, I regained my Social
Security income, including a lump sum of
back-dated benefits. I was also able to receive
my Social Security benefits from Belgium, and
additional Holocaust Survivor pension benefits
from Germany.
How are you doing now?
I am wonderful! With my Social Security and
pensions reinstated, I can afford to live my life,
and have all of the freedoms of being a U.S.
legal Permanent Resident and can travel and reenter this country with no problems. Recently, I
was able to go back to Belgium and visit family
I had not seen in many years, and also visit the
concentration camp that my father was held
captive in. If it had not been for LSEM, I would
not be able to earn money, or travel, or live in the
country I have called home for 40 years!
What would you tell others about LSEM?
LSEM staff and volunteers are kind, generous,
and have big hearts! They are very dedicated to
helping. They were my angels and a blessing!

Tell us about yourself. How
did your law career begin?
I am a second career lawyer, with
both a business degree and an
MBA. I never anticipated going into
law initially, even though my father
was a lawyer and did litigation
law. I knew I never wanted to be
a litigator, but then realized there
were other kinds of law. So I went
to law school when I was 30, and
worked in a large law firm for 3
years. After that, I decided to go
into corporate law and worked in 3
different companies over 20 years.
VOLUNTEER LAWYERS PROGRAM
2013 was another outstanding year for
LSEM's Volunteer Lawyers Program (VLP).
More than 400 lawyers generously donated
their time and expertise to help make a
significant difference in the lives of clients!
Of those 400 lawyers, 78 volunteers
were new to the program in 2013, and
collectively almost 4,000 hours of time
was volunteered on over 450 cases.
Volunteers came from large and small law
firms, as well as corporate in-house legal
departments. They provided actual one-onone representation to clients in addition
to group presentations and outreach site
consultations to clients facing difficult legal
circumstances. This incredible volunteer
service included critical work on domestic

violence matters, housing disputes, child
and adult guardianships, immigration
matters, consumer actions and simple
estate planning for elderly clients.
This year was another reminder of what
an incredible impact volunteer lawyers can
have in providing equal access to justice
for everyone.

What brought you to LSEM?
I attended a Simon Law Firm CLE training event and heard Jim Guest speak
about the value of the VLP. The timing coincided with me leaving my company
because of health reasons. I gave Jim a call, and after talking with him, and
based on my background, it was decided that working with the Community
Economic Development Program (CED) would be a good match for me.
How much time do you give to LSEM?
I’ve been volunteering for about 3 years now, giving 3-6 hours each week
doing CED intake. After the client is qualified for LSEM services based on their
income, I spend an hour with them, providing them with whatever legal advice
I can offer. After that, if necessary, I provide them with a referral to outside
volunteer counsel to handle more complex issues. I also teach the legal piece
of a business class on LSEM’s behalf at SLATE, one of LSEM’s Community
Partners, 2-3 times a month.
What do you enjoy most about volunteering?
I enjoy being able to practice the kind of law I like. I enjoy the sincere
appreciation that the clients and the students have for the help you are giving.
A pay check is a good thing, but it’s especially nice to get paid in hugs!
What would you say to attorneys that are considering becoming a
volunteer lawyer?
First, it is a very rewarding experience. You can only get the emotional benefit
of the experience if you do it. But I also I think they should do it out of a
sense of obligation. As attorneys, we are called to do pro bono. It is part of
our pledge. This is also something that can let people know lawyers can do
good things.
OUR CLIENTS...
I was sick, tired, 97lbs overweight, and honestly,
I felt hopeless. I think hearing that I was
actually going to die caused something to click.
I wanted to be there to see my daughter grow
up. My doctor questioned me about my diet and
I started researching food, nutrition and wellness.
I became passionate about the idea of restoring
my health through nutrition and alternative and
preventative medicine. I changed my diet and
started to see positive results. It took several
years, and losing the 97lbs, but I finally was
feeling and looking well again.

Tell us about yourself and your entrepreneurial
vision:
I spent 20 years in social services working with people
with disabilities and from impoverished backgrounds.
It was really difficult to find employment for people
with perceived challenges, and I often wondered
how I could help. Then in 1998, I became very ill.
This began my journey as a personal chef,
preparing meals in client's homes, and it
has grown to where we are today; a company
dedicated to helping others regain their vitality
through nutrition. But at the same time, I was
still very interested in helping individuals from
impoverished or transitional backgrounds find
stable employment. My business has allowed me
to teach employees with perceived challenges
the important socialization skills which enable
them to lead productive lives.
Tell us what brought you to LSEM:
I started with the Begin New Ventures Program at
St. Patrick’s Center, which provides commercial
kitchen space and support services for new
businesses. Before long, I knew I would need my
own kitchen if I wanted to expand and grow. But
starting a new business, and having no current
income, the expense of a lawyer seemed so far
out of reach! It was through a referral from St.
Patrick’s Center that I learned of LSEM’s CED
Program, which, I was told, may be able to provide
me with the free legal services I needed to
expand my business. We were absolutely thrilled!
How was LSEM able to help you?
With the help of a fantastic volunteer corporate
attorney, LSEM helped us with our federal
trademark application, employment policies
and procedures, confidentiality agreements,
protection of intellectual property (cookbook,
website, recipes, overall business concept,
etc.) and also drafted sales agreements for
our cookbooks. Once we relocated, they also
reviewed the lease and recommended changes
that would protect my interests.
So how is your business doing now?
Very well! We have a fantastic space that we love
that affords us terrific growth opportunities. We
are gaining more clients each day and cookbook
sales are doing so well nationally that soon we
will be selling them internationally too.
What would you want others to know about
LSEM?
Without LSEM we certainly would have been
less cognizant about opening ourselves up to
risk. We would also not have been aware of
the importance of examining our language and
having a consistent set of policies. I think that
having these things in place could mean the
difference between a successful business and
a business that ends up failing over one little
word in a contract. I think entrepreneurs should
understand the difference that LSEM can make
in their business practice. They were fantastic
to work with and I learned so much! Now, I feel
like I am equipped to spot a potential problem
and know when it’s time to get the help of an
attorney.

SPECIAL EVENTS
In 2013, LSEM hosted several special events to raise much needed funds, promote our profile in the community, and to connect with
our donors and supporters.
For the Common Good
Awards Reception
The 2013 For The Common Good Awards
Reception was held on Wednesday, August
28th at the Randall Gallery in St. Louis. At
this event, we honored those who have
dedicated so much time and so many
resources to LSEM and the clients we serve,
helping us further our mission of providing
justice for those in need.
Justice For All Ball
The 23rd Annual Justice For All Ball was
held on Saturday, February 23, 2013 at the
Chase Park Plaza in St. Louis. Almost 700
guests joined us for an evening of fine dining,
good conversation, lively silent auctions and
dancing to Hudson & The Hoo Doo Cats. Our
Chairs for the event were Brenda Glick and
Judy Gorin and over $100,000 was raised
from this fun event to benefit the mission and
services of LSEM. We thank all who attended
and provided sponsorship and support,
including our many wonderful volunteers!
Young Friends Happy
Hours
With over 200 active members, the Young
Friends of LSEM are dedicated to promoting
the mission and profile of LSEM within the
community, and encouraging volunteer and
financial support from other young legal
professionals. In 2013, the group hosted
several Happy Hour events, service projects,
and training opportunities to connect with
members and promote their mission.
