NEW MEMBER PROFILE
Brogdon learned
the building trade
from his father
Even before he could walk,
Clayton Brogdon loved the
tools of the trade. It’s not
unusual for little boys to like
hammers, but not all of them
grow up to be builders.
“My father was my first
teacher,” Brogdon said.
“Under his guidance I grew up
working as a general laborer
in South Georgia. And that’s
where I began to learn the
trade and developed a strong
work ethic.”
Brogdon attended Valdosta State University where he
obtained a degree in accounting.
Always with a goal toward
becoming a builder and owning his own business, Brogdon
moved to Jacksonville to work
and learn about the Northeast
Florida market.
With a unique combination
of small-town integrity and bigcity vision, Brogdon opened
Brogdon Builders and joined
NEFBA.
“I was introduced to NEFBA
when my business partner,
James Lamoureux, and I visited a monthly board meeting,”
Brogdon said.
“We were impressed with
the many benefits membership offers. I knew signing up
was the right decision for our
business,” he said.

New city manager: The Fernandina Beach City Commission hired Dale Martin to fill the city
manager vacancy. Martin previously served as town manager in Winchester, Conn. He is
scheduled to start Nov. 30.

NEFBA’s Government Affairs Committee will meet at 8:30 a.m., Dec. 3, at NEFBA (103 Century
21 Drive, Suite 100).
New planning director: Mayor Lenny Curry announced several more appointments, including a
new planning director. William Killingsworth is returning to Jacksonville to serve as the director
of the Planning & Development Department. Killingsworth previously held this position for the
City of Jacksonville from 2009-11, after serving for two years as chief of the Community Planning Division. Folks Huxford, who served as director of Planning & Development since May, will
resume his position as chief of current planning. The mayor also announced the appointment
of John Pappas to director of Public Works and the reappointment of Kelli O’Leary to director
of Employee Services.

Mobility fee presentation: The Clay County Board of County Commissioners invited William Killingsworth to attend the Nov. 24 Board meeting to discuss mobility fees. Killingsworth was the Planning
Director for Duval County during the implementation of Duval County’s mobility fee. Currently, Clay
County is considering funding sources for new transportation infrastructure. Their transportation
impact fee is under a moratorium until the end of the year.

Possible LDC amendments. On Oct. 20, the St. Johns County Board of County Commissioner discussed several possible changes to the Land Development Code at their commission meeting.
Discussion included the potential to allow mobile food vendors within additional commercial and
industrial zoning designations as a Special Use Permit; modification of the process for single-family
zoned property owners to maintain chickens on their site; and revision of the method for calculating
open space and/or active recreation in Planned Unit Developments, specifically allowing storm-water
ponds to meet some or all of those requirements.

house, totaling $93,000.

to the success of projects like

Changing the life of a family in need
Builders Care,
UNF students
build new ramp
Hazel Taylor suffered a double knee
injury in the late 1980s when she
stepped out of an elevator that had
stopped a couple feet above the floor.
The injuries she sustained that day
were life-changing. She did not go on
disability or sue anyone despite living
with chronic knee pain.
Ultimately, she was no longer able to
walk and eventually she became permanently dependent on a Hoveround
for mobility.
Her son moved in to help take care of
her. In caring for her, he has lifted her
daily and has carried his mother up and
down the steps at their front door for six
years, ultimately causing him serious
back troubles.
Taylor also suffers from cellulitis,
which in 2012 turned into lymphedema,
forcing her back to the hospital with
regularity.
Builders Care received a call from
Heartland Rehabilitation Center to see
if we could assist this family by building
a wheelchair ramp. Taylor has no cartilage in her knees or hips and she will
never walk again.
NEFBA Builders Care was looking
for volunteers when David Hacker,
president of Construction Specialties of
North Florida, offered help.
Hacker, an adjunct professor for the
Construction Management School at
UNF, and his students donated a Saturday in October to build this ramp.
The day was a grand success.
“Ms. Hazel was in the hospital while
we built the ramp,” said Justin Brown,
executive director of Builders Care.
“Her son was there to help and to let
us know how very grateful the family
is for the ramp, especially his mom.
Thank you to everyone involved.”
The generosity of Hacker and the
UNF construction management students, as well as discounted lumber from Allstar Building Materials,
allowed Builders Care to complete
this project for less than $350.

Working to keep
members informed
After graduating from high
school in 1971, Lee Arsenault
served three years in the U.S.
Army with a tour of duty in
Vietnam.
He started his construction career as a carpenter in
the mid-late 1970s working
on large concrete structures.
He earned a Florida general
contractor’s license in 1984
and started building homes in
1986, which is when he joined
NEFBA. He has served on
the NEFBA board of directors
since 1995.
Arsenault believes active
participation strengthens the
association. He has been
involved
with Government Affairs,
Codes & Standards, Membership and Builders Care.
In addition to being chair
of NEFBA’s Codes and Standards Committee, Arsenault
is chair of FHBA’s Codes &
Standards Task Force. He is
an SEBC Committee member
and secretary/treasurer for the
NEFBA Executive Committee.
During the FHBA Fall
Conference, Arsenault was
appointed FHBA Area II VP,
and PAC, continuing to serve
with Codes & Standards Task
Force. This year, he earned
the Certified Graduate Builder designation through the
NAHB.

Several factors driving increase in building permits
The third quarter ended on a high note, with September reporting the second highest monthly permits-issued count for the past three years in Clay, Duval, Nassau and
St. Johns counties. Only June 2015 was higher with 788 and that count was partially attributed to changes in the building codes, which motivated a larger-than-usual
permit request filing. With a year-to-date total of 5,007, activity is outpacing last year, which showed 4,717 permits at the end of the third quarter. Builders see this as a
reflection of improvements in the economy, favorable interest rates and an increase in consumer confidence.

Creek Country Club as

course for a challenging day of golf at the
annual St. Johns Builders Council Charity Golf
Classic.

and new classrooms, the program is pleased to announce
the addition of three new
instructors.
Carl Romano
Romano, a
mechanical
inspector for the
City of Jacksonville, is teaching
HVAC 2.
Prior to that,
Romano taught
HVAC classes at Everest University from 2009-11 and he
the program chair for the HVAC
program at Florida Career College 2011-14. He is also president of Total Cooling & Heating
Corp.
Romano got his start in New
York. Early in his career, he
was branch manager for Eastern Supply Co., parts manager
for MCN Distributors and president of Kings Park HTG & A/C
Corp. He holds a Florida State
Certified Class B License.
Romano believes instructors have a responsibility to
do more than impart technical
knowledge.
“My goal in the classroom is
to keep the students engaged,
entertained and to teach them
something new each day,” he
said. “It’s my responsibility to
make them good troubleshooting techs and not just ‘parts
changers’ while they are learning the skills they need to do
the job.”

more than 31
years of experience in the commercial plumbing industry.
During most of his career
he’s maintained a dual focus
between field and office operations. After graduating from
high school in 1983, he began
working for a commercial
plumbing company in Jacksonville as a plumber’s helper,
eventually becoming a journeyman plumber.
He sharpened his estimating
skills, moved to a larger plumbing contractor and became a
project manager.
In 2003, King opened his
own commercial plumbing
company, King Plumbing Contractors. In 2013, he joined
an HVAC/mechanical firm in
Charlotte, N.C., where he was
plumbing division manager,
project manager and estimator
until returning to Jacksonville.

himself, King has insight into
the training process.
“I understand the importance
of teaching them why they are
doing things the way they are
doing them, how plumbing systems actually work,” King said.
“I was once walking the same
path as these young men, a
young apprentice working during the day and going to school
at night. I understand where
they are at in this point of their
lives. I try to pass along knowledge from past experiences
and show them the opportunities that are there for them if
they do the work and put in the
effort.”

Campbell,

Plumbing Contractors Southeast, will teach
plumbing and/or
HVAC classes
on an as-needed basis.
After completion of his
apprenticeship, he obtained
his plumber’s license in 1986
and his master plumber’s
license in 1988.
A resident of Jacksonville for
more than 20 years, Campbell
advanced through the ranks to
become field superintendent
and eventually project manager for one of the area’s largest
commercial plumbing firms.
In 2004, he and a partner
founded their own plumbing company, of which he is
now sole proprietor. Campbell
holds plumber’s licenses in
Florida and Georgia.
He is firmly committed to
apprenticeships as a preparation for a career in the trades.
“A structured apprenticeship
program affords its students
the ability to focus on and
discuss the principles of the
trades while in the non-judgmental company of his or her
mentors and peers,” he said.
“In our company 80 percent of
my management team attended a structured apprenticeship
program. This confirms my
conviction that participation in
a structured teaching of the
trades can be an accurate indicator of longevity and success
in one’s chosen field.”
