A memorandum of agreement (MOA)
was signed between Rizal Governor
Casimiro Ynares III and Tzu Chi
Philippines chief executive officer
Alfredo Li on the matter.

September 16 proved to be a significant date for
all Rizaleños as the day marked their initiative to
save Mother Earth through recycling.
The agreement stipulates that active community participation is vital to make
this program a success and to achieve its goal of mitigating the effects of any
calamities that would occur.
In 2010, Tzu Chi founder Master Cheng Yen again asked the people to be
more cautious against any calamities. She said people should continue
caring for the environment to avoid a repeat of the ruinous effects of Typhoon
Ondoy in 2009.
The organization’s cash-for-work scheme that began in Marikina has set a
higher ground for people to develop environmental awareness, aside from
the fact that it provided livelihood to many Marikeños.
Witnessing the impact of the cash-for-work program, Master Cheng Yen
resolved to maintain and even augment the number of recycling volunteers
in the country to 10,000.
“The partnership will be able to help
our local government units to comply with the provisions of Republic Act
9003,” said Governor Ynares.
Ynares said that although the provincial government is trying to comply
with the provisions of the law, some municipalities in the province lack the
means to address environmental issues particularly on waste segregation
and recycling.
Knowing the crucial role of every family in the reduction of garbage, Tzu
Chi volunteers promote cleanliness and help the people know about waste
segregation.
Through this, the foundation hoped that they would develop the sense of
responsibility among people to turn garbage into gold and gold into loving
hearts. From the funds obtained from the collected recyclables, Tzu Chi
implements humanitarian projects to spread the goodness to those in need.

as Solid Waste Management Act.

After learning about Tzu Chi Foundation’s recycling program, participants in the

Helping Disaster Victims of Typhoon Pedring
From September 28 to October 3, 2011, volunteers from the international
humanitarian group Tzu Chi Foundation visit and give out relief packages
to thousands of typhoon victims in Metro Manila and nearby areas. Each
relief package contained breads, biscuits, clothes, thermal blankets and
other things that they could use when they stayed at evacuation centers.
Typhoon Pedring (international codename: Nesat) battered Luzon and left
several areas particularly in Manila, Navotas and Cainta and San Mateo
in Rizal flooded. This forced the affected families to leave their places and
stay at evacuation centers.
Floods also hit Calumpit, Bulacan and a large part of Pampanga and
affected thousands of families there.

October 18.
Reports said that flooding in Bulacan and Pampanga was aggravated
when authorities released water from the dams due to threats posed by
the typhoon.

activity was also
held on October
22 and 24 for
the
typhoon
victims in Barangays San Miguel and Gatbuca in the town.
On October 13, 2011, Tzu Chi held another relief activity for more than
4,000 families from Calumpit, Bulacan who were victims of floodwaters.

About 40 participants, including government officials and local

Tzu Chi’s partnership with various
local government units (LGUs)
is aimed at widening the scope
of its environmental protection
program. The LGUs initiated
the partnership after seeing Tzu
Chi volunteers’ dedication in
collecting recyclables around
their community and propagating
the knowledge on environmental
protection.
