Note that there is an earlier deadline to facilitate earlier availability of draw results. A HAL account is required for all hunters applying for the big game draw. If you are applying with a group, please be aware that each group member’s HAL number and date of birth must be entered onto the application. You are able to review your pool status, review and update submitted applications, look up draw results and purchase draw licences through your web account. If you are a member of the RCMP stationed in Saskatchewan or a member of a regular force of the Canadian Armed Forces stationed or residing in Saskatchewan or were a Saskatchewan resident at the time you were recruited or deployed, ensure that you have added your regimental number to your HAL account prior to submitting your big game draw application. Your regimental number must be provided to verify that you qualify for Saskatchewan resident hunting privileges. If you are drawn, you can purchase your licence beginning August 1: • • • • Online through your web account anytime; At any Saskatchewan hunting licence issuer; At a Saskatchewan Ministry of Environment or select provincial park office; or Order by phone using a credit card at 1-855-848-4773 (8 a.m. to 9 p.m.). April 2016 Month End Mail Out 2 SASKATCHEWAN WILDLIFE FEDERATION APRIL 2016 SWF RECEIVES PRESTIGIOUS SASKATCHEWAN POLYTECHNIC PARTNERSHIP AWARD The SWF is honoured to be recognized by Saskatchewan Polytechnic with their prestigious President’s Partnership Award 2016. The award recognizes the innovative collaboration between the two organizations on the Hannin Creek Education Facility at Candle Lake. The SWF and Saskatchewan Polytechnic opened the expanded and renovated Hannin Creek Camp in September of 2014 to help meet the growing needs of conservation and resource development in the province. The Hannin Creek Education Facility is located in the beautiful Boreal Forest in remote Northern Saskatchewan on the shores of Candle Lake. The camp is the ideal location for school groups, camps, youth programs, outdoor clubs and various meetings and conferences. The SWF hosts many events at Hannin Creek, including their popular youth conservation camps and annual Women’s Outdoor Weekends. Saskatchewan Polytechnic students take advantage of the camp facilities for vital research and outdoor education courses. “We’re honoured to be receiving this award from Saskatchewan Polytechnic,” says Executive Director Darrell Crabbe. “We value the strong partnership we’ve fostered over the years with them, not only in regards to the Hannin Creek facility, but also with the excellent programs they offer that help protect and enhance Saskatchewan’s wildlife and wildlife habitat.” For more information on Hannin Creek Education Facility, visit https://hannincreekcamp.org. My name is Warren Howse and I am your newly elected Henry Kelsey Chairman. First of all I want to thank Joyce Lorenz for her time spent as HK Chair the past 2 years. The annual SWF provincial Angling & Henry Kelsey Big Game Awards Banquet was held in Assiniboia April 2/16. We had an attendance of over 200 and were so grateful to all be viewing most of the top heads that SWF members harvested in 2015. There were 200 plus entries into the HK records book in 2015, almost double that of 2014. In order to be eligible for a provincial award you must have purchased your SWF membership for the year, before the opening of the specified big game season. 2015 saw the antelope season brought back to a few zones, and with that the top antelope entered by a member scored 79 6/8. The other top entries were: typical whitetail 181 5/8, non-typical whitetail 216 7/8, typical mule deer 199 6/8, nontypical mule deer 249 0/8, NT MD in velvet 244 2/8, typical elk 368 0/8, NT elk 405 1/8, moose 197 3/8 and black bear 21 4/16. It was just an incredible year with some very large animals harvested in the 2015 hunting season. The 2016 SWF awards banquet will be in Yorkton in 2017. I should tell you a bit about myself. I was born in Regina and raised on a mixed farm south of Avonlea, right in the middle of prime farmland hunting. As any young boy I couldn’t wait till I turned 12, but was going out with my dad on whitetail opener years before I was old enough to hunt. I became involved with the Moose Jaw Wildlife Federation as a director in the mid 90’s. Seeing the opportunity/need to start a SWF affiliated club in Avonlea, I organized a group of outdoorsmen in January of 1999 and we started the Dirt Hills Wildlife Federation. I was voted president of the club and still hold that position. Needing someone to measure antlers for our club awards, a good friend of mine showed me the basics and I found it very interesting, so I started going through the hoops to become an official HK measurer. First of all I took and passed the branch measurer’s class, and then I had to measure antlers for a minimum of 2 years as a branch measurer. Exciting, yes, as you get to measure a lot of awesome antlers, some challenging enough I called on other official measurers to assist me and teach me more. If anything was close to going book I would advise the owner to have the antlers officially measured. Once I got my required 2 years of branch measuring in, I wrote my official Henry Kelsey exams and measured a minimum of 3 tougher sets of antlers. A couple weeks later I got my marks back - I had passed the exams. Man, was I excited. But I wasn’t done; I had to have my club put forth a motion to the HK Board of Directors that they would like me to become an official measurer. Once the HK BOD accepted my club’s request, I was required to take a 2-day workshop measuring yet tougher sets of antlers. Pat McKenzie, the HK Chair at the time, gave me and one other gentleman the 2-day workshop over a weekend in Regina. Once the workshop was completed, I was issued my HK number. Yes I was excited. These are the steps all measurers must go through before becoming an official Henry Kelsey measurer. After a couple years my next step was running for HK Region 6 Director. I sat on the HK BOD for 6 years, right up till I was elected HK Chair April 2, 2016. During my time as Region 6 Director I also drove down to Missoula, Montana with Chuck Dietz, former HK Chair, and we both took and passed the Boone & Crockett five-day workshop. Tazin Lake 8 SASKATCHEWAN WILDLIFE FEDERATION APRIL 2016 CONVENTION RESOLUTIONS RESPONSE FROM MINISTRY OF ENVIRONMENT The Honourable Herb Cox, Minister of Environment, has provided the following responses to the resolutions passed at the 87th Convention. Thank you for your letter regarding resolutions passed at the Saskatchewan Wildlife Federation’s 87th Annual Convention. I am pleased to offer the following comments: 15-6 WILD TURKEYS RESOLUTION – Region 4 (Estevan) WHEREAS a comprehensive science--based Risk Assessment, partnered with a detailed Wild Turkey Translocation Plan, regarding the management of the naturalized Wild Turkey, have been completed for the Estevan Wildlife Federation, uncovering minimal risks associated with the increasing of the population of existing Wild Turkeys, and WHEREAS winter 2014 and spring 2015 surveys have demonstrated that there is an excellent opportunity to trans-- locate Wild Turkeys within the province, and WHEREAS the provincial success of pheasants has been in large part due to successful releases by Saskatchewan Wildlife Federation branches, therefore BE IT RESOLVED that the Saskatchewan Wildlife Federation, in conjunction with the Ministry of Environment, pursue the management of the naturalized Wild Turkey population in Saskatchewan. WILD TURKEYS MINISTRY RESPONSE: The ministry has undertaken its own review of potential impacts that might accrue from the introduction of wild turkeys and on that basis I am willing to support the resolution to proceed with a management program aimed at establishing a harvestable population. Final approval for introductions will be contingent on an agreement being signed between the ministry and the Saskatchewan Wildlife Federation (SWF) that will establish the conditions and protocols to be followed for identifying release sites, receiving landowner approval to release birds, importing birds, managing nuisance occurrences and monitoring populations. 15-7 WILD BOAR – Region 4 (Indian Head) WHEREAS farmed wild boar continue to escape and expand their range in southern Saskatchewan, therefore BE IT RESOLVED that the Saskatchewan Wildlife Federation urge the Government of Saskatchewan to immediately decommission all wild boar farms in Saskatchewan. BE IT FURTHER RESOLVED that the Government of Saskatchewan develop and fund an effective wild boar eradication program. WILD BOAR MINISTRY RESPONSE: The ministry has been working with the Ministry of Agriculture and Saskatchewan Crop Insurance Corporation (SCIC) in providing better solutions to dealing with escaped wild boar. Approximately 70 rural municipalities (RM) currently have escaped wild boar at large. The Ministry of Agriculture has contracted two wild boar control teams to assist in provincial eradication efforts. RMs can request the services of a control team by contacting their area SCIC office for wild boar eradication assistance. Control teams are authorized to use lethal options under a Special Permit subject to The Wildlife Act, 1998. These lethal methods include aerial detection and eradication of wild boar by trained ground-shooting teams or snaring where applicable. April 2016 Month End Mail Out 9 SASKATCHEWAN WILDLIFE FEDERATION APRIL 2016 CONVENTION RESOLUTIONS RESPONSE CONT… 15-8 BIG GAME DRAW RESULTS – Region 3 (Esterhazy) WHEREAS hunters need to book vacation ahead of time, and WHEREAS the draw system is computerized, therefore BE IT RESOLVED that the results of the Big Game Draw be available by June 15th. BIG GAME DRAW RESULTS MINISTRY RESPONSE: Hunting opportunities allocated through the big game draw require up-to-date information to set appropriate season structure and quotas. This includes information not available until after the winter season, such as an assessment of winter mortality. It is therefore difficult to begin the draw application period earlier than May 1. The ministry recognizes that many big game draw applicants would like to have the big game draw results available earlier to help them with planning holidays. Possible solutions are being explored such as a shortened application period and accelerating the draw process through improved technology. Historically, hunters have had a full month to submit big game draw applications. The previous paper application system made it necessary to allow adequate time for mail delivery of applications. With the implementation of an online application process, applications can be submitted faster and it is practical to reduce the time period for hunters to submit applications. The application deadline for the 2016 big game draw has been changed to an earlier date of May 25. 15-10 ENCASED FIREARMS – BEARS – Region 1 (Valley Trails) WHEREAS encased firearms may be carried on an ATV during Spring Bear Season in Duck Mountain Provincial Park and Fort a la Corne WMZ, and WHEREAS there is no other big game hunting season open in the spring, therefore BE IT RESOLVED that the SWF urge the Ministry of Environment to allow encased firearms to be carried on an ATV during the Spring Bear Season in all Provincial Forests. ENCASED FIREARMS - BEARS MINISTRY RESPONSE: The Wildlife Regulations, 1981 generally exclude the use of all-terrain vehicles (ATVs) for hunting within the province’s farmland WMZs. As noted in the resolution, an exception is made for Duck Mountain Provincial Park and Fort a La Corne Wildlife Management Unit, which allows encased firearms on an ATV for the spring black bear season only. The black bear season is open in a number of farmland WMZs in which there is only one provincial forest. The Nesbit Provincial Forest is situated between Saskatoon and Prince Albert. This small forested area is a popular recreation destination for many people and is also utilized by a limited number of bear hunters. Currently, bear hunters in the Nesbit Provincial Forest are able to use their ATVs to set out bait and retrieve game, but cannot carry their firearm on the vehicle. While it is felt that the current regulations do not place undue hardship on hunters, the ministry will revisit this issue and determine whether an amendment is warranted and supported by other user groups. April 2016 Month End Mail Out 10 SASKATCHEWAN WILDLIFE FEDERATION APRIL 2016 CONVENTION RESOLUTIONS RESPONSE CONT… 15-11 ENCASED FIREARMS – TRAPPING – Region 1 (Valley Trails) WHEREAS trapping season often overlaps with regular and big game draw seasons, and WHEREAS it is more efficient, safer and humane to use a rifle to dispose of an animal that has not expired in the trap, and WHEREAS licenced trappers may carry a .22 caliber (or less) rifle performing normal trapping operations outside of open big game seasons, and WHEREAS accessibility to certain trapping locations and years of early snowfall limit accessibility to trapping locations, and WHEREAS licenced trappers may carry a .22 caliber (or less) in the Regina/Moose Jaw and Saskatoon WMZs, therefore BE IT RESOLVED that the SWF urge the Ministry of Environment to allow licenced trappers performing normal trapping operations to carry an encased .22 caliber (or less) firearm on an ATV during an open big game season. ENCASED FIREARMS - TRAPPING - MINISTRY RESPONSE: This resolution is seeking regulatory authority to allow trappers who are carrying out normal trapping operations to be able to carry a .22 rimfire rifle on an ATV. This existing and long standing authority has been broadened in the most recent regulatory amendment package to allow rimfire rifles of .22 calibre or less to be carried. This change allows recently available small calibre rimfire rifles (5 mm or .17 calibre) to be used by trappers. 15-12 RIMFIRE RIFLES – TRAPPING – Region 1 (Valley Trails) WHEREAS trapping regulations state that licenced trappers may only carry a .22 caliber (or less) “Rimfire” rifle during normal trapping operations (Regina/Moose Jaw, Saskatoon WMZs), and WHEREAS .22 caliber (or less) rifles are being manufactured as centre fire rifles, therefore BE IT RESOLVED that the Ministry of Environment remove the “Rimfire” designation for licenced trappers carrying out normal trapping operations. RIMFIRE RIFLES – TRAPPING - MINISTRY RESPONSE: Big game hunters in the Regina/Moose Jaw and Saskatoon WMZs are not allowed to use high-powered rifles due to safety concerns in these densely populated rural areas. Hunting is limited to archery/crossbow equipment, muzzle loading rifles or shotguns due the inherent safety of these short range firearm types. Current regulations limit licensed trappers to low powered .22 calibre or less rimfire firearms during this time period. 15-16 MUSSELS – Region 3 (Yorkton) WHEREAS Zebra Mussels and Quagga Mussels are invasive species, and WHEREAS Zebra Mussels are now established in Lake Winnipeg and are an imminent threat to Saskatchewan’s fisheries, therefore BE IT RESOLVED that the Government of Saskatchewan institute mandatory inspection and boat wash stations for all boats entering the province. MUSSELS - MINISTRY RESPONSE: Provincial and federal regulations have been amended to allow enforcement officers to inspect, quarantine and disinfect any watercraft that may contain aquatic invasive species including mussels. The ministry has developed an inspection and compliance strategy to support the public educational program already in place. Temporary highway inspection stations will be set up at high risk areas to inspect watercrafts and if necessary decontaminate them prior to release. The Canada Border Service Agency will inspect watercraft coming into Saskatchewan from the United States. The ministry continues to collaborate with other jurisdictions to prevent the spread of aquatic invasive species and continues to focus on prevention by raising public awareness and informing boaters of the threats and the steps necessary to mitigate risks associated with aquatic invasive species. April 2016 Month End Mail Out 11 SASKATCHEWAN WILDLIFE FEDERATION APRIL 2016 CONVENTION RESOLUTIONS RESPONSE CONT… 15-17 ZEBRA MUSSEL CONTROL – Region 3 (East Shore) WHEREAS Saskatchewan Ministry of Environment continues to make financial cuts and abdicate its responsibilities, and WHEREAS in the August 2015 Saskatchewan Wildlife Federation (SWF) newsletter, SWF asked for volunteers to inspect watercraft for zebra mussels, therefore BE IT RESOLVED that Saskatchewan Ministry of Environment implement funding and personnel for zebra mussel control. BE IT FURTHER RESOLVED that the SWF not be involved with the program. ZEBRA MUSSEL CONTROL - MINISTRY RESPONSE: The ministry has allocated funds and staff to deal with the threat of aquatic invasive species and does not expect nongovernment organizations to conduct boat inspections. Watercraft inspections were initiated by Conservation Officers in 2015 and are expected to be expanded in 2016. The ministry has partnered with several non-government organizations to help monitor for the presence or absence of adult zebra mussels in Saskatchewan waters and to help inform the public about aquatic invasive species prevention. The Adult Invasive Mussel Monitoring (AIMM) program was initiated in 2015 and is a voluntary program requesting non-government organizations to monitor for mussels. In 2015, a total of 60 waters were monitored with no adult invasive mussels found. 15-18 HABITAT CERTIFICATE – Region 3 (Kamsack) WHEREAS there are over 175,000 licenced anglers in Saskatchewan and over 100,000 lakes, and WHEREAS Saskatchewan Environment Fisheries Department has been downsized to 6 field biologists for the province, and WHEREAS there are not enough conservation officers to enforce fisheries laws and also enforce zebra mussel inspections, therefore BE IT RESOLVED that the Government immediately implement the requirement of a Habitat Certificate to purchase a fishing licence. BE IT FURTHER RESOLVED that a zebra mussel protection strategy be funded through such means. HABITAT CERTIFICATE - MINISTRY RESPONSE: Thirty per cent of all revenue generated from angling licences is directed into the Fish and Wildlife Development Fund (FWDF) for fisheries enhancement. Funding for fish enhancement programs totals approximately $1.7 million annually. Aquatic invasive species programming is being funded by the ministry's operating budget and not the FWDF. A habitat certificate requirement for licensed Saskatchewan anglers will be considered by the ministry as a new revenue option for the FWDF when the province's angling licence fee structure is next reviewed. 15-19 WILDLIFE HABITAT CERTIFICATE – Region 6 (Moose Jaw) WHEREAS hunters buy a Wildlife Habitat Certificate which goes toward securing and maintaining wildlife habitat, and WHEREAS the aquatic habitat is also an important wildlife habitat, and WHEREAS fishermen also use this habitat but do not need a Wildlife Habitat Certificate, therefore BE IT RESOLVED that a Wildlife Habitat Certificate be required when buying a Saskatchewan fishing licence. April 2016 Month End Mail Out 12 SASKATCHEWAN WILDLIFE FEDERATION APRIL 2016 CONVENTION RESOLUTIONS RESPONSE CONT… WILDLIFE HABITAT CERTIFICATE- MINISTRY RESPONSE: The fish enhancement component of the FWDF was established in 1984 and receives 30 per cent of the revenue generated from angling licence sales, with the primary focus of the program being on fisheries habitat management and population enhancement. Available funding for fish enhancement programming was increased by approximately $1 million recently with the removal of the Water Security Agency's annual operating grant and ministry salaries from the FWDF. Funding for fish enhancement programming totals approximately $1.7 million annually. The ministry will consider a mandatory habitat certificate option for anglers the next time the province's angling licence fee structure is reviewed. BD15-1 SENIOR FISHING LICENCES WHEREAS a growing percentage of Saskatchewan’s population are classed as Senior Residents, and WHEREAS gathering and maintaining accurate resource user numbers and accessibility for surveys, etc., are vital to the continued sustainability of our fisheries resources, and WHEREAS a mandate of the Saskatchewan Wildlife Federation is to promote the sustainable use and responsible stewardship of our province’s fisheries resources, therefore BE IT RESOLVED that all Saskatchewan senior residents who wish to use our fisheries resources be required to possess an annual Saskatchewan Angling Licence. WILDLIFE HABITAT CERTIFICATE- MINISTRY RESPONSE: The angling licence requirement for Saskatchewan resident seniors aged 65 and over was repealed in 2009 to recognize and show appreciation for their contributions to the province. Saskatchewan resident seniors are a significant and growing segment of users of the sport fishery in the province, with numbers estimated to be in excess of 25,000. It is agreed that a mechanism to track the number of Saskatchewan resident senior anglers, their fishing activities and their harvest of fish would be valuable. A fisheries habitat certificate would be a method of tracking total number of anglers and will be considered when the province's angling licence fee structure is next reviewed.
