Introduction
This guide, “The Frederick Area Preschool and Childcare Centers Guide, Published November 2013” was assembled by
the 2013 Preschool Fair Committee, comprised of members of the MOMS Club® of Frederick County, North. The
group is a chapter of the International MOMS Club®, a non-profit organization providing a network of support to stayat-home mothers. Within individual chapters, moms and children benefit greatly from regular get-togethers in various
locations which focus on play, arts, crafts, exploration of local child friendly venues, etc. For more information on

The goal of this project is to assist Frederick area families in choosing a preschool or child care center that best serves
the needs of their child or children. We all want for our children, a positive first experience in the school environment.
Our hope is that the information in this booklet will serve as a starting point from which to conduct your preschool
search. We encourage you to speak to the representatives directly and tour the program facilities, determining for you
and your children the best fit.
In assembling this guide, the school program representatives have responded to the same set of questions via a written
questionnaire. We have made every attempt to accurately describe the programs listed. If you find inconsistencies,
errors, or omissions, please forgive us, and direct any corrections to the committee chairperson at

Choosing A Preschool¹
Whether to send your child to preschool, and which preschool to send your child to are very personal decisions. No
one can tell you which school is best for your child and your family. The NAEYC works to improve the well-being of
young children. NAEYC accredited programs complete a rigorous self-study and external review to prove that they meet
standards of excellence in early childhood education. The NAEYC suggests considering the following “10 Signs of a
Great Preschool”:
1.
Children spend most of their time playing and working with materials or other children. They do not wander
aimlessly, and they are not expected to sit quietly for long periods of time.
2.
Children have access to various activities throughout the day. Look for assorted building blocks and other
construction materials, props for pretend play, picture books, paints and other art materials, and table toys
such as matching games, pegboards, and puzzles. Children should not all be doing the same thing at the same
time.
3.
Teachers work with individual children, small groups, and the whole group at different times during the day.
They do not spend all their time with the whole group.
4.
The classroom is decorated with children’s original artwork, their own writing with invented spelling, and
stories dictated by children to teachers.
5.
Children learn numbers and the alphabet in the context of their everyday experiences. The natural world of
plants and animals and meaningful activities like cooking, taking attendance, or serving snack provide the
basis for learning activities.
6.
Children work on projects and have long periods of time (at least one hour) to play and explore. Worksheets
are used little if at all.
7.
Children have an opportunity to play outside every day. Outdoor play is never sacrificed for more
instructional time.
8.
Teachers read books to children individually or in small groups throughout the day, not just at group story
time.
9.
Curriculum is adapted for those who are ahead as well as those who need additional help. Teachers recognize
that children’s different backgrounds and experiences mean that they do not learn the same things at the
same time in the same way.
10. Children and their parents look forward to school. Parents feel secure about sending their child to the
program. Children are happy to attend; they do not cry regularly or complain of feeling sick.

Childcare Regulations in Maryland2
All child care in Maryland is regulated by the Maryland State Department of Education, Division of Early Childhood Development. Within the Division, child care licensing is the specific responsibility of the Office of Child
Care (OCC), Licensing Branch.
All child care facilities must meet minimum health, safety, and program standards set by Maryland law. To remain
licensed, facilities must maintain compliance with those standards. Every licensed facility is inspected by OCC at
least once each year to evaluate the facility’s compliance with child care regulations.
OCC’s thirteen Regional Offices are responsible for licensing activities, including:
•Issuing child care licenses;
•Inspecting child care facilities;
•Investigating complaints against licensed child care facilities;
•Investigating reports of unlicensed (illegal) child care; and
•Taking enforcement action when necessary to achieve compliance with regulations.
There are two types of regulated child care facilities: family child care homes and child care centers.
Family Child Care Homes and Child Care Centers Must Meet the Following Requirements:
•Have the approval of OCC, the fire department and other local agencies, as required (i.e., zoning, health, and
environment).
•Provide care only in the areas of the facility that have been approved for use.
•Have the license issued by OCC posted where it is easily and clearly visible to parents.
The license shows:
the maximum number of children who may be present at the same time;
the age groups which may be served; and
the facility’s approved hours of operation.
•At all times, each child must be supervised in a manner appropriate to the child’s age, activities, and individual
needs.
•All areas of the facility used for child care must be clean, well lit, and properly ventilated. Room temperatures
should be comfortable.
•If food service is provided, food must be stored, prepared, and served in a safe, sanitary and healthful manner.
•The facility must offer a daily program of indoor and outdoor activities that are appropriate to the age, needs and
capabilities of each child.
•An up-to-date emergency information card must be on file and maintained for each child.
•The facility must post an approved emergency evacuation plan and conduct evacuation drills at least monthly.

•Child discipline procedures must be appropriate to a child’s age and maturity level, and may not include the
deliberate infliction of physical or emotional pain. Corporal punishment of any kind is strictly prohibited.
•The center director and staff members who have group supervision responsibilities must meet minimum education,
experience, and training qualifications. They must also meet continued training requirements each year.
•The director and all paid center employees must complete a criminal background check and a child abuse/neglect
clearance, and submit a medical evaluation.
•In each classroom, staff/child ratios and maximum group size requirements must be maintained at all times. The
following table shows some basic age groupings and the applicable requirements:

Parents who need assistance in finding child care or a preschool can call the LOCATE Child Care Services line at 301695-4508 or 1-877-261-0060 from 9:30 am to 3:30 pm Monday-Friday. You can also access a web-based version of the
search database anytime. Free of charge referral counselors are available to discuss individual families’ needs, provide
information on selecting the best available placement for your child, and provide referrals to regulated child care
providers. Their database includes all regulated programs in Frederick and Carroll Counties, including family childcare
homes, childcare centers, preschool programs, and school-age programs. An enhanced corporate referral service is
available to help employers meet their child care needs. Printouts of regulated childcare programs are available for a
small fee. CCC is a program of the Mental Health Association of Frederick County and a member agency of the
Maryland Child Care Resource Network.
FREDERICK COUNTY PRESCHOOL OPTIONS
Frederick County offers a variety of programs for preschool-aged children including Frederick County High School
Preschool Programs and Frederick County Public Schools Pre-K Program. The Pre-K program is offered to qualifying
families only and is free to those who qualify. The High School Preschool Program is fee-based and varies from high
school to high school. To learn more about the High School Preschool Programs or the Public Schools Pre-K Program,
visit www.fcps.org. Classes for children accompanied by a parent are also available through Early Childhood Family
Education. More information about those classes can be found at www.ecfemd.org. Lastly, you can find information

Frederick County Infants and Toddlers Program (FCITP) provides free early intervention services for Frederick County
children under three years old having developmental delays, disabilities or special health needs. Professionals from the
disciplines of physical therapy, occupational therapy, psychology, social work, special education, developmental
pediatrics, speech/language therapy, audiology, service coordination and nursing collaborate with clinicians throughout
the community and state to provide seamless evaluation and early intervention services. FCITP is an interagency
program led by Frederick County Developmental Center of the Frederick County Health Department.

WIC is a health and nutrition program for pregnant women, breastfeeding moms, post partum women, infants and
children up to age 5. WIC provides a supplemental amount of nutritious foods, nutrition education, breastfeeding
support and referrals to other community agencies. Office hours are Monday—Friday, 8am to 5pm. There is one day
per week with evening hours and one Saturday clinic per month. Please call to make an appointment.

Child Find is the process for locating, evaluating, and identifying all children from birth through age 21 who have special
needs. Parents of school-age children who suspect their child may have an educational disability should -contact their
community school. If the child is 2 years and 9 months or older and not enrolled in school, parents should contact the
Child Find office at 301‑644‑5292. Information regarding the Child Find process for children younger than two years
and nine months may be obtained from the Frederick County Developmental Center, 301‑600-1611.

mission is to build a strong foundation of emotional wellness by education, empowering and advocating for children,

Way to Grow is a pediatric practice offering speech and occupational therapy services. New for fall 2013, Busy Bees-a
small group, classroom setting designed for kids ages 3-6 who need extra help. Run by a special educator and an
occupational therapist, this class provides participants with games and activities that facilitate development in the areas
of fine motor, gross motor, cognitive, social and language skills. The program includes a strong parent education and
support component as well. We also offer social skills groups for children ages 5-10 who are experiencing difficulty with
making and keeping friends. Groups are led by a speech language pathologist who specializes in treating young
children. Curriculum is designed to meet the needs of the specific children who are enrolled in any give session, but
topics covered usually include conversational skills, getting along with others, and problem solving. Call for a free 15
minute consultation to learn how these services can help your family. This is a fee based service.

Costs and Payment Plans
Before/After School Programs $123 per week with other schedule fees available. Preschool and Pre-Kindergarten $183 per
week with other schedule fees available. Drop In $45 per day. Summer camps $183 per week with a $50 registration fee. New
enrollment has a $50 registration fee. Sibling discount of 10% off oldest child’s tuition. Tuition due on Monday of current
week.
Enrollment Process
Registration is ongoing throughout the year. Parents are notified of acceptance at time of enrollment. To schedule a tour of
the school, call or email the Director to set up a day and time that works best for everyone. There is a $50 registration for one
child or $75 for a family. Students must be at least two years old to enroll. Applications can be found on the website.
About the School
Adventure Park academy was established in 2007 inside Adventure Park USA. There are three fully functioning classrooms for
children ages two to thirteen. Currently there is a staff of three full time teachers and three part time teachers. The learning
programs offered are based on the Houghton Mifflin curriculum, an MSDE approved program. Our goal is to nurture each
child's need for social, emotional, physical, and cognitive development by providing an educationally balanced program which
spans all levels of early development. Incorporated into your child’s tuition is a structured learning program but also all the
fun of amusement park attractions and arcade games. There is gross motor activity soft play on a daily basis. The Before/
After care incorporates homework time with playtime and Friday afternoons spent in the Arcade, supervised by the teachers.
Summer camps are designed to provide an exceptional camp experience and have different themes each week. Campers are
grouped by age and supervised by experienced counselors.
Safety and Procedures
Teachers are required to have the minimum qualifications outlined by MSDE and are trained and certified in CPR and First
Aid. The classrooms and entire park is monitored by security cameras, monitored only by select management and the school
director. The preschool and pre-K classrooms are located behind a pass code protected door. Parents are required to provide a
list of emergency contacts. All children and signed in and out daily using weekly roll call sheets. All unknown guests to the
academy are required to show photo ID when picking up any child. Fire drills are done on a monthly basis and disaster drills
are done on a bi-monthly basis. The academy provides two snacks, one in the morning and one in the afternoon. Parents are
required to provide lunch each day. There are no allergy restrictions at this time. The playground area is located away from
the main activity of the park and is enclosed by a four-foot fence. All discipline is based on a positive redirection approach.
The goal is to teach children the desired behaviors needed.

2013-2014 Preschool Tuition: M,T,W,TH, F (full-time with extended care and discounted summer) tuition is $12,349.
M,T,W,TH,F full-time without extended care and discounted summer is $9,900. 5 half days and 3 full days are $8,644. 2 full
days are $6,175. 3 half days are $4,322. 2 half days are $3,088. The summer preschool program is an additional $500 for
those selecting the $12,349 full time schedule. Preschool summer camp is the regular camp rate for all other preschool
schedules. The 2014-2015 tuition will be announced in the spring of 2014. There is an annual student activity fee of $250 for
all students. It covers yearbooks, student photos, field trips, etc. Please visit the website or call at that time for more
information. There are 3 payment plans available, including a monthly plan managed by FACTS Tuition Management using
an automatic debit from a bank account. There is a small one-time bookkeeping fee associated with 2 of the 3 payment plans.
Enrollment Process
The school hosts several open houses and private tours throughout the year (including summer) and applications are accepted
year-round. Preschool students may begin at any point in the school year once they are 3 years old. Children should reach
enrollment age by September 1 to enroll in a preschool classroom to keep them on track for the start of kindergarten.
Students should be 5 by September 1 to begin kindergarten (some qualified exceptions with birthdays by November 1 may be
considered pending an assessment by the teachers). Students must be potty trained. No uniforms are required until
kindergarten.
About the School
The Banner School is Frederick County’s only independent, co-educational, non-sectarian school. We enroll students in
preschool through 8 grade. Founded in 1982, our student body, which varies annually in total enrollment, reflects diverse
ethnic, religious and socioeconomic backgrounds. The Banner School is a member of AIMS and NAIS. The Banner School,
through its Learning Triangle and its diverse community of learners, provides a nurturing yet challenging environment that
motivates students to become responsible citizens who lead by example. Preschool students benefit from a challenging
academic curriculum in a protective, nurturing environment. In addition to Language Arts and Math, the weekly schedule
includes Spanish, French, Music (Kindermusic teacher), P.E., Science, Library and Computers. They have outside recess daily
(weather permitting) and a daily rest time. They join the rest of the student body at the weekly all-school assembly.

Safety and Procedures
Teachers are trained and certified in CPR and First Aid. Parents must provide a list of emergency phone numbers and names
of people authorized to pick up their child. Preschool pick-up and drop-off are at the entrance of the Early Childhood Center
(preschool/kindergarten) building. All visitors must report to the front desk. The preschool playground meets all safety
requirements. Preschool students eat lunch (that they bring from home) in their classroom. The School provides snacks and
occasionally, there are classroom celebrations with food brought in by parents. Of course, food allergies are considered and
taken very seriously, as is the overall safety of all of our students. Please alert the School on proper forms at enrollment.

Costs and Payment Plans
The yearly costs for Preschool and Pre-K is $8,990; K is $15,200; 1st through 4th Grades is $18,130; and 5th through 8th
Grades is $19,440. All payment is due in full by June 1, 2014 with four payment plans available: payment in full; four
payment plan: June, August, October, and December, with an additional $50 financing fee; nine payment plan: June
through February with an additional $100 financing fee; or twelve payment plan: June through May with an additional
$150 financing fee.
Enrollment Process
Open Houses are scheduled for November 6 & 9, 2013 at 9:30 am, January 8, 2014 at 9:30 am, February 7, 2014 at
9:30 am (EC-K), April 23, 2014 at 9:30 am or by appointment. The application deadline is March 1, 2014. A school
visit and testing will be scheduled and decisions mailed to parents in early April. Applications received after the priority
deadline will be reviewed on a rolling basis.
About the School
Barnesville School of Arts & Sciences offers families an innovative preschool through 8th grade academic program

Monthly costs (payable over 10 months) are different for Beth Sholom members and non-members. 2-year-olds $130 member/

Enrollment Process
Applications are accepted beginning in January. Enrollment is open to all members of the community. Beth Sholom
congregation members receive first priority. Two and three year olds are not required to be toilet trained; 4-year-olds must be
toilet trained. It is not necessary for a child to be two, three, or four by September 1st to enter classes. If a child is deemed ready
to enter a class, he/she may be admitted early.
About the School
Beth Sholom Early Childhood Center is affiliated with Beth Sholom Congregation. The school employs 10 teachers and
teachers’ aides and the average length of employment is approximately eight years. Enrollment capacity is 70 students and we
have three classrooms. Children are exposed to an age-appropriate curriculum in a warm, loving environment. Jewish content,
which supplements the standard secular curriculum, is designed to foster a sense of Jewish identity and a familiarity with Jewish
customs and holidays. Lunch Bunch provides children with extra time for socialization. While there is a strong Jewish
emphasis, we welcome children from a wide range of backgrounds and beliefs. Dance and music are offered for additional
enrichment. A blessing is said before meals and snacks. The Center is licensed by the OCC.
Safety and Procedures
All teachers and aides are certified in CPR. You must use a key fob to get into and out of the building. Parents physically enter
the school when dropping off or picking up children. Written notification from parents is required if someone else is to pick
up a child. Positive identification (driver’s license, etc.) is required when picking up the child. Children ask when they need to
use the bathroom and assistance is given when needed. Parents provide snacks. Staley Park is used for outdoor playtime during

Monthly costs for 2013-2014 are as follows: $155 for two days/week; $190 for three days/week; $250 for five days/week. Fees

Enrollment Process
The application/registration period begins in January for Brook Hill United Methodist Church members and currently

four years old by September 1st to enroll in their respective programs. However we do follow the FCPS policy of having a 45
day window of early entrance. If a child’s birthday is between September 1st and October 15th, please speak to the Preschool
Director about possible early entrance to our program. Children must be toilet trained to be eligible for enrollment.
About the School
Brook Hill provides a well-rounded program of instruction using a unit-based curriculum along with the “Creative
Curriculum” program. Staff recognizes that each child is unique and strives to meet the individual needs of each child in a
warm, loving environment. There is a regular staff of 8 with a school director. There are two classes of 4-year-olds and two
classes of 3-year-olds. Staff receives continuous training each year. The school is a ministry of the Brook Hill United Methodist
Church. Brook Hill is accredited by the MSDE and is licensed by the MSDE/OCC. The curriculum does include specific
religious study and the teachers and staff present and model Christian values. During the Christmas and Easter seasons, the
Christian aspects of these holidays are taught through arts and crafts projects. There is a snack time each day before which a
blessing is said. A few times each month the classes attend a chapel time with the Christian Education Minister and/or Pastors.
Teachers use the “Work Sampling System” to gather information about individual student learning. Numerous performing
arts groups are also included to enhance the curriculum. Parent involvement opportunities include: field trip chaperones, oneon-one reading with children, Trike-A-Thon, Dad’s Day, Mom’s Day, Grandparent’s Day, and other special events through out
the school year. Our Motto is: “Teaching and caring in a loving environment.”

Staff is trained and certified in CPR and First Aid. The school uses a consulting physician at The Pediatric Center for medical
needs. A large fenced playground includes age-appropriate climbing equipment and a sandbox. The church has a “Life
Activities Center” (multi-purpose room) available for large-motor play during inclement weather and is used for performing arts
groups. Snacks are provided by parents. The school requires written notification from parents or guardians and positive
identification (driver’s license, etc.) when someone other than the parent or usual caregiver is picking up the child. Our door is
open at the beginning of the day for drop off and then the preschool area is in lock down for the remainder of the day. We
have an intercom/buzz in system for the lock down period.

Interested families may call the school in October to schedule an appointment to attend an Open House Orientation. Open House

About the School
Calvary Weekday School is approved, licensed and holds Early Childhood Accreditation by the MSDE and a level 5 MSDE
EXCELS’s rating. The teachers at Calvary hold four-year college Education degrees and have received training for the
Maryland Model for School Readiness. The teachers at Calvary participate in continuing education training throughout the
school year. There is one full-time classroom assistant working with a teacher in each of the eight classes. There are a total of
six teachers and six classroom assistants employed by the school with an average fifteen to twenty years teaching experience.
The school enrolls 126 students each year. The school is associated with Calvary United Methodist Church. The school

Catoctin Sun Nature Preschool is a new program, run by educators with over 20 years of educational training and formal
degrees. It is a progressive, play-based/child-directed nature preschool program following the Reggio Emilia project approach
method of exploring topics of interest in-depth, over a longer period of time. A Creative Curriculum is used, based on learning
through many different developmental domains (i.e. - cognitive/mathematical reasoning, fine motor skills, literacy, scientific
reasoning, social-personal, etc.). Catoctin Sun encourages sensory-based play that reinforces proprioceptive stimulation. Above
all, Catoctin Sun Nature Preschool RESPECTS children and their individual learning styles. Differentiated programs along
with regular communications with parents & caregivers, and cooperative learning activities reinforces social-personal skills and
builds a strong foundation for future learning, a most valuable indicator of "Kindergarten-readiness".

Teachers are trained and certified in CPR and First Aid, and Co-Teachers have completed the State-required trainings in
Medication and Asthma Management. Closed-circuit security cameras with recordings are installed on exterior premises of the
preschool. If prior arrangements are not made, visitors will not be admitted inside the school for safety and security purposes.
A fenced nature playground and plentiful, open green space with mature trees on central/inner block location away from cars
and street traffic. The school is gluten-free and peanut-free due to rising allergies and health concerns. Minimally-processed,
nutritious snacks are served and organic produce is used whenever possible. Water, organic milk and organic, diluted juice is
served. Catoctin Sun accepts children who are not yet potty-trained. A changing station is available and children are

needed. Method of discipline is redirection, choice theory, and positive guidance. The school provides am and pm

Celebree Learning Centers, Frederick County have been in operation for over 11 years. There are eight classrooms with

program, Fun Bus, Kinderdance, Abrakadoodle, and Soccer Shots. There is at least one teacher in each classroom that
is degreed. All other staff members have has their 90-hour MSDE certification and is working towards their degree.
Outdoor space and an outdoor classroom has recently been added. There is also a Gross Motor room for days when
the weather does not permit outside time.
Safety and Procedures
The building is secured and only allows access to the families who are enrolled. There is an emergency preparedness
plan in place for any natural disaster. This plan is available for anyone to view. There are monthly fire drills. Celebree
offers morning and afternoon snack. Parents are required to provide lunch. There are no food restrictions except in
the case of severe allergy. Each child with a severe allergy also has a care plan in place. Potty training is offered in the

About the School
The Children’s Center of Walkersville is licensed for 88 children and eight teachers in four classrooms. Staff members are
trained in the Maryland Model for School Readiness as well as CSEFEL trainings for social and emotional development. CCW
is a 5-star Maryland EXCELS program and has been in operation since 1987. The curriculum at CCW includes monthly
parent & community events, including the annual “Food Walk” which benefits our local food bank. The Children’s Center of
Monrovia is licensed for 90 children and fourteen teachers in six classrooms. The center has been in operation since 1990.
Both CCW and CCM are licensed and accredited by MSDE and utilize the Creative Curriculum in their classrooms. All
teachers participate in the MSDE Credentialing program.

About the School
Founded in 1961, COBLC provides a high quality, Christ-centered early childhood educational program. Through an
engaging balance of discovery based and structured activities, students become confident and competent joyous learners. A
staff of 21 professionals facilitate the program which is fully Accredited, Credentialed and Licensed through MSDE. Each
classroom has at least one teacher and an assistant. Maximum class sizes range from 10 to 15 for 3 year olds, 16 for four year
olds and 16 for Kindergarten. All students are taught Spanish and computer lab. Fours and K classes enjoy 30 minutes of
“Chapel” each week.
Safety and Procedures
Teachers are trained in CPR and First Aid. A video surveillance system monitors both entrances, a keypad governs the
downstairs door, and a Key Fob electronic security system operates the main entrance. Parents walk their children to the
classroom. Every parent signs their child in and leaves a phone number where they can be reached while their child is in
school. Class dismissal is staggered, with children dismissed one at a time to their waiting parent. An emergency information
card is kept on file. Only those persons who are listed as alternates on the card may pick up the child. We are a nut free facility.
There are bathrooms in most classrooms, which children can visit after notifying the teacher. For two classrooms, the
bathroom is across the hallway and children are accompanied by a teacher or assistant. The playground is completely enclosed
and gated with galvanized fencing. Mulch covers the entire surface. A blacktopped area accommodates 20 riding vehicles. A

classroom. All staff and volunteers have been fingerprinted and criminal background checked. Parents volunteer in the

snack for the class on that day. Discipline is achieved through positive reinforcement, redirection, or removal from the

ELC is accredited by the Maryland State Department of Education (MSDE). Educare is licensed by MSDE Office of Child

square foot facility is nestled on 22 wooded acres with four playgrounds offering endless outdoor possibilities. Teachers attend
a minimum of 20+ hours of continued education training each year during staff in-service days. Professional development is
focused on the most current research-based topics recommended by MSDE. Lead teachers in each classroom hold degrees in
at least an A.A. level of college education, but a majority hold Bachelor’s degrees. Educare’s educational program is supported

For 2013-2014, monthly payments are $160 for two days, $190 for three days, $240 for five days preschool. Transitional

The preschool opened in March 2012 with the capacity of 12 children taught by two degreed, licensed and experienced
teachers. Garden of Learning's primary concern is the happiness, safety and success of each child. Children are always
cared for with warmth and respect. The goal is to teach the whole child academically, socially, emotionally and
physically. Building a strong community is an important mission of the preschool. This means frequent and open
communications among parents, children, and staff. The curriculum includes literacy, math, science and art. Outdoor
play is held twice daily with learning outside. The school emphasizes a love of nature with outdoor activities including
recycling, gardening, playing the outdoor bamboo chimes, and observing wildlife. Hands on learning activities include
cooking, science experiments, arts and crafts are offered with both individual and group instruction. Surrounded by

herbs and vegetables in the seasonal garden. A large teepee in the naturalistic playground offers a gathering place when
the weather permits. Oversized bamboo musical pipes and a grassy maze also inspire creative outdoor play. Children
may arrive as early as 6am and be served a healthy breakfast. There is approximately an hour of guided free play before
leaving for their schools. After Care begins with a snack when the children arrive, followed by an hour of outdoor play.
During inclement weather, children play games and engage in music and movement activities indoors. Activities often
include Garden of Learning does not offer TV watching at any time.

Enrollment Process
Call the school for a tour appointment and to receive a registration form. Registration forms are accepted in January from
current school families, alumni, and church families. Open registration follows this period and a lottery is held.

Curriculum is reevaluated on a regular basis to ensure coverage of all readiness skills taught by FCPS. Religious program

holidays, and prayers before snack time. Classes meet with a music teacher once a week. Field trips are taken throughout the
year. Teacher turnover is very low, some having taught here for more than 20 years. Most teachers are hired from within the

Our Pre-K teacher holds a Master’s Degree in elementary education. All staff are certified in CPR and First Aid. Only those
people identified on emergency cards are permitted to pick up children. If someone not designated on an emergency card must
pick up a child, the director must have written permission ahead of time. There are cameras in each room that run
continuously and can be monitored in the church office. The tapes can be played back to view different time periods. Parents
provide snacks. Peanuts or related allergens are not permitted per the Center’s policy. Children will be lovingly disciplined. If
necessary, the teachers use a brief time-out period. Parents are informed and participate in what course they feel the teacher
should take. If the behavior of the child continues to disturb the class, or affect another child, the director, the teacher, and the
parent will work together to help the child understand and positively change the behavior. When your child enters each
morning, we will always be right there to greet and welcome him/her. Once your child has found where they want to play, it is
very important for the parent to hug your child and tell them that you will be back for them after school. After you say
goodbye, it’s very important to not linger. Drawing out goodbyes just makes saying goodbye much harder. We know that saying
goodbye to a crying child is difficult. Please be assured that your child will get the most tender, loving care possible. Each day
will become easier for you and your child as he/she learns to trust the teachers.

About the School
HOPE Community Preschool has been open for four years. There are two classrooms with seven different preschool
sessions between the two rooms. HOPE has five teachers and there is an assistant in each classroom. All teachers have
4-year degrees in Early Childhood Education. They have experience designing curriculum and leading preschool
programs. The curriculum will follow the Common Core Standards for Kindergarten readiness and will provide a well
rounded curriculum which combines the development of academic skills with opportunities for social, creative thinking
and physical development. The preschool offers chapel services each month. These faith-filled services are led by Rev.
Jenny Smith. She is passionate about helping faith come alive in young children. She is a trained educator who uses
multi sensory teaching techniques which engage mind, body and sprit and is deeply rooted in the Christian Faith. A
Let’s Play program and Lunch Bunch offers the opportunity to extend the preschool day.
Safety and Procedures
The facility is safeguarded by a key care entry during preschool hours. The teachers are CPR and First Aid certified. In
addition, they are screened through a background check and sign a covenant for acceptable behavior. The classrooms
and playground are recorded by video surveillance to ensure proper instruction and safety of students. Children are
signed into the program each day by a parent or caregiver.

Enrollment Process
Parents can call to schedule a tour beginning in November and may put their name on a list to register after current
families and before opening to the public. Registrations begins in January for current families including siblings and
opens to the public in February on a first come, first served basis. Parents are notified of acceptance at registration. For
the current school year, children must be two, three or four by September 1st or five by December 31st. Children
should be toilet trained with the exception of two year olds, who do not need to be toilet trained.
About the School
The school strives to teach the whole child through learning and love. The fenced playground includes a sand pit,
castle, and jungle gym. In addition there is a full court gym for classes to use during the winter months. There are seven
teachers and four aides who teach 110 students in four classrooms. Each classroom has 12-14 children, one teacher, and
an aide. The school is accredited by the Maryland State Department of Education and is a level (5) school through the
Maryland Excels program. Kids Come First Learning Center provides a structured but relaxed learning environment
where a preschooler can grow emotionally, socially, and intellectually at the child’s own pace. The goal is to provide a
safe, positive atmosphere nurtured by people that care. Our staff has experience in Early Childhood and continues to
develop through on-going training. We have a creative program that exposes your child to the wonderful world of

Teachers are trained in CPR and First Aid. Parents drop off and pick up children in the classroom. A written note and

About the School
The school opened its doors in August 2008 and has been MSDE accredited since 2009. The Infant/Toddler rooms
use the Healthy Beginnings assessments and the three to five year olds use the Houghton Mifflin curriculum (the same
as FCPS). Kid’s Villa has completed the EXCEL program with a 4 start standing. Kid’s Villa sits on five acres and has
three enclosed play areas. The teachers all exceed the requirements of the OCC. All teachers have their degrees or are
working towards them. All staff completes 24 hours of continuing education per year to stay current with new policies
and procedures.
Safety and Procedures
The center practices fire drills and shelter in place drills once a month and has an emergency evacuation plan in place if
we have to leave the building. The front door is secured by a code that each parent is given on their child's first day.
Food restrictions at this time are no peanuts or tree nuts and we do not serve pork or pork products. The playground is
fenced with a large play structure and a smaller toddler play structure. The teachers follow a redirection and positive

All teachers are certified per MSDE requirements. Many teachers have 4 year and associate degrees in a related field. All staff

Upon enrollment, parents/guardians receive a code that allows them entry into the building as well as our clock in and clock
out system. Each child is required to have an emergency card on file which includes information of those authorized to pick
up. Photo IDs are required for pick up before the child will be released. The school provides breakfast, lunch, and snack to all
age groups. Milk is served with most meals. For infants, we provide both Gerber formula and rice cereal as well as Gerber
baby food products. It is a peanut free facility. All classrooms are equipped with child size toilets. Potty training begins at age
two based on the child’s interest and parent input. Children are free to use the bathroom when needed but there are
scheduled bathroom times during the course of the day. Infants and toddlers are changed every two hours or earlier when
necessary. All classes spend 30 minutes outside both in the morning and afternoon. There are two separate playgrounds; one

About The School
The Learning Bee opened in October 2007 and is accredited and licensed by the MSDE. We offer full and part day preschool
programs. All of the teachers are dedicated to the loving care and education of young children and complete credentialing
through the MSDE. TLB uses the Houghton-Mifflin and Creative Curriculum and follows guidelines for the Maryland Model
for School Readiness. The classrooms are large and well-equipped. Daily hands-on learning opportunities are provided, as well
as small and large group instruction and activities. Music and Movement, Spanish and Sign Language activities are
incorporated into the curriculum. There are eight classrooms and an indoor activity area. The Learning Bee has two large
fenced-in play areas with rubber mulch. The toddler/twos playground has a variety of age-appropriate climbing and riding toys,
slides, playhouse and balancing activities. The preschool playground has a large Climbing Castle Jungle Gym with several
slides.
Safety and Procedures
All of the teachers and many of the teaching assistants are CPR and First Aid certified. There is a key code entry into the
building and a computer log-in system for parents. There is also video monitoring of the playground and classrooms which is
viewable by the director and owner of The Learning Bee. All visitors must sign in at the office to be admitted into the building.
Parents must provide names of people authorized to pick up their child. There are monthly fire drills and annual emergency
disaster drills. The Emergency Preparedness Plan is available for viewing. Several staff members have been trained in
Medication Administration. Teachers assist with toilet training for 2 and 3 year olds. Bathrooms are located in every classroom
with child-size toilets. Our staff teach and model desired behaviors to children. The children are taught to express their
feelings with words and how to communicate their needs to others. Diets in the classroom are adjusted to the needs of the
children and the severity of any allergies. The Learning Bee provides snacks, juice, water, and milk daily. Children with special
dietary needs can provide their own snacks.

About the School
Little Lights opened its doors in 2012 with one classroom. There are now six operating classrooms. There are 16 staff
members which include nine lead teachers, three assistants, and four aides. The teachers teach to Creative Curriculum
and include hands on activities. Little Lights is a faith based program, teaches bible stories, prays before meals, and
celebrates multiple holidays.
Safety and Procedures
All lead teachers are 90 hour qualified, five staff have associates degrees in early childhood development, two have
bachelor’s degrees in education and several staff are working towards their degrees. The center practices fire drills and
shelter in place drills once a month and has an emergency evacuation plan in place if we have to leave the building.
Drop off cannot be sooner than 7:00am and pick up no later than 7:00pm. A late fee will be charged at the time of
pick up if after 7:00pm. The front door is secured by a code that each parent is given on their child’s first day. There
are food restrictions at this time but that is assessed on a class by class basis. There are no toilet training restrictions and
teachers work on toilet training at the school Bathrooms are located between every classroom and school age children
use a hallway bathroom close by. The playground is fenced with a large play structure, a rock climbing wall, and a
smaller toddler play structure. Teachers follow a redirection discipline policy as well as using time outs. Each classroom
has a positive reward system. The Pre-K and school age programs use a red light system similar to public schools in the

Costs and Payment
Our “Early Threes” (which begins in October) tuition cost is $2,000-$4,000 (half day and full day options available). Annual
tuition costs are $4,500 for two-day, $6,400 for three-day, and $9,800 for five-day programs. Kindergarten and primary grades
tuition cost is $10,100. A registration deposit of 10% of the annual cost will reserve a child’s space at the school. This deposit
is fully refundable until April 1. Remaining tuition may be paid in one payment in August, in two semi-annual payments
(August and January) or nine monthly payments (August-April). Sibling discounts are available. Need-based tuition assistance is
also available (applications are due February 5).
Enrollment Process
Registration for the 2014-2015 school year began October 23, 2013. There is a non-refundable $40 application fee.
Admission decisions will be made in February and March, and families will receive registration material soon thereafter. Tours

About the School
MVMPCS is a public charter school and therefore a part of the Frederick County Public School System but is operated
under the umbrella of Monocacy Montessori Communities, Inc. (MMCI), a non-profit with the purpose of developing
and operating charter schools in Frederick County. MVMPCS follows the Montessori philosophy of teaching. The
Montessori classroom is a prepared environment in which a multi-aged group of children self-select their “work” during
long periods (2-3 hrs.) of uninterrupted time. Children work independently, in pairs, or in small groups of their
choosing. They work at their own level and pace, with as much repetition as they desire. There are no curriculum
ceilings holding fast learners back, and children who require more time to master a concept or skill do not have to move
on before they are ready. The Montessori method of teaching reading is multi-sensorial and rigorously phonetic. The
mathematics program includes a graded series of manipulatives that allow children to master concepts in a concrete
form before moving to the abstract. Particularly in the early grades, each activity or project is designed for self-education
and is self-correcting; that is, the educational activities can be done independently and the materials make a child’s
errors obvious. Therefore, the learning process is within the child’s control. There are two preschool and kindergarten
classes with two lead teachers and two teacher aids per class. There are 60 students ages 3-5.

A carline is in place for pick-up/drop-off. Student escorts are available upon request. Transportation is not provided.
Snacks are provided at the school. Donations by the parents are most welcome. Please note that parent involvement is

Mother Seton School, sponsored by the Daughters of Charity, traces its roots to Saint Joseph’s Academy and Free School

Safety and Procedures
CPR and First Aid are the required certifications of all instructors. Security measures in place for pick-up/drop-off:
Children are released to authorized persons listed on emergency from only. Identification is required of any person
picking up children other than the parents/guardians or designated person. All entrances are locked during program.
Telephones are located in classroom area. Positive redirection is used as appropriate. Children are redirected to an
activity and good behavior is modeled. Lunch is provided by the Center. Tuition is inclusive. NLC is as nut-free as can
be. Accommodations are made on a case-by-case basis. Children will be given positive emotional support. An additional
special item (e.g. – bear, blanket or picture) can be allowed for extra support until the child becomes comfortable.
Children not potty trained are changed every 2 to 3 hours or as needed. Children working on potty training are taken

About the School
This program is intended to be an enrichment opportunity for pre-school aged children. This is a safe learning
environment to encourage nature discovery by using all five senses. There will be lots of hands-on activities with live
animals, natural objects, story time, outdoor exploration, science-experiments using manipulatives, and creative arts.
Activities include; catching grasshoppers and butterflies, splashing in creeks, digging for fossils, building forts, and
playtime in the “Discovery Area”. As much of the learning as possible will take place outdoors to help foster a love of
the environment and let children discover and play in natural surroundings. While there will be two instructors to help
guide the children in different daily themes, the activities will be child led. This means that they will not be rushed into
completing a project but get to fully immerse themselves in the activities that they are interested in.
Safety and Procedures
The instructors are naturalists with a keen interest in guiding young people while exploring nature. All have experience
instructing pre-school classes at Frederick County parks. County procedures for safety guidelines will be followed.
Adults must show a photo ID to pick up any child. Registration and Health forms can be found on the Frederick
County Parks and Recreation website. FCPS schedule, closings and emergency procedures will be followed. Snacks will
not be provided but parents are encouraged to stay at the park and have lunch following the program. There is a
certified playground on the premises and certification for an Outdoor classroom with “Nature Explore” is pending.
There is a form used in case there are any disciplinary issues. It is used to document any behaviors that may cause
problems or be dangerous to other children in the same class. Parents will be notified individually if there are any
issues and it is a “three strikes your out” format.

About the School
The Onica Prall Child Development Laboratory, founded in 1929, is operated by the Department of Education of
Hood College. The Lab School is certified by the MSDE Division of Early Childhood Development. The Lab School
provides preschool education for children who are three and four years old, as well as classrooms in which college
students are able to observe and work with young children and their parents. The curriculum is based upon research
and best practices in Constructivist Learning, along with Project Approach to learning. A large portion of the day is
spent in free play and exploratory learning. During this time, children are given choices including art, symbolic-play,
computer, numeracy, science, music, language arts and motor activities. The program also includes group activities,
snack and outdoor play. Weekly activities are organized around themes that form cohesive units of study. These themes
are based on the questions the children ask. Children will participate in enrichment activities which include Yoga,
Spanish and Sign Language. There is one clinical instructor in the classroom, as well as one to three college students at
any time. A maximum of 12 children are enrolled in each classroom.

Pre-K full-day tuition for the 2013-2014 school year is $7,000 (non-parishioners $8,265). Pre-K half-day tuition is $4,200

About the School
St. John Regional Catholic School, a National Blue Ribbon School of Excellence, is a Pre-K – 8 grade school affiliated

The school has a full-time nurse and full-time school counselor on duty Monday through Friday. All staff have

Costs and Payment Plans
The 2013-2014 cost per month is $145 for the 3-year-old program (two day), $190 for 3- and 4-year-olds (three day) and
$255 for Pre-K (five day). There is a one-time snack and activity fee of $55, $75, and $110 respectively that may be
reduced if a child needs to bring his/her own snack due to health reasons, i.e. allergies, diabetes, etc. Tuition is paid in
nine monthly payments, but there are other payment options available. Tuition discounts are offered for enrollment of
multiple children from the same family.
Enrollment Process
Enrollment begins in January with church members having the first opportunity to enroll students, then families of
current or past students. There is a non-refundable $90 registration fee. Open enrollment will begin in early 2014. All
students must be toilet trained by the start of classes. Pull ups are not permitted. Students must be the required age by
September 1 to enroll for the school year. An orientation for parents and students is held prior to the start of the school
year. Parents may call or email at any time to request a tour.
About the School
Trinity Preschool is located in the Trinity United Methodist Church. Lead teachers hold a four year degree or have
taken 120 hours of college courses. Co-teachers have completed the state’s 90 hour childcare course. We are a Christian
preschool with an academic curriculum that includes language arts, math, science, art and music.
Safety and Procedures
Teachers are trained in CPR and First Aid. Parents are required to walk children to the classroom and pick up children
from the classroom door. Sexual misconduct questionnaires are required by the church to be filled out by staff and
volunteers who work with the children. Outer doors will be locked during school hours. Each classroom and the gym
have two fire doors that provide exits to the outside in case of emergency. Trinity provides a healthy snack each day.
We have an outdoor playground and an indoor gym for gross motor play. Our classrooms are spacious with child-sized
bathrooms located in each one. Teachers are not permitted to enter the bathrooms to help with toileting; however,
teachers may encourage children through the bathroom door.

A $350 non-refundable registration fee is due annually for each child enrolled. There is a 25% tuition discount for each
additional daughter enrolled at the Visitation Academy. If you have a son at a local co-ed Catholic school, and a daughter at
Visitation, you will receive a 25% discount for your daughter. Additional tuition savings are available through our FOCE
Grocery Card Program, SCRIP Rebate Program and Parent Teacher Referral Program. Electronic tuition payments are made
through FACTS Tuition Management Program.
Enrollment Process
Pre-Kindergarten and Kindergarten open enrollment in early November. Parents can schedule a personal tour of the Academy
with the Executive Director, Cindy Cantrel 301-662-2814, at any time throughout the school year. The Visitation Academy
welcomes and accepts girls of all faiths. Siblings of current students receive first priority for admission. Applications are
accepted until classes fill to stated capacity; waiting lists are provided. All students must be three years old by September 1 and
potty trained.
About the School
Visitation Academy is an all-girls Catholic day school for students in Pre-Kindergarten3 through the 8th Grade. One of five
Salesian schools in the U.S – along with Georgetown Visitation – the school strives to instill a lifelong love of learning in all
girls. The Pre-Kindergarten/Kindergarten program includes Language Arts, Math, Science, Social Skills, and Religion along
with many enrichment activities including: Spanish, Mandarin Chinese, Music, Tap Dancing, Physical Education, Library and
Art (Kindergarten). Catholic education is incorporated into the daily curriculum. Pre-Kindergarten and Kindergarten classes
attend Mass once a week. The Academy is accredited by the Southern Association of Colleges and Schools Council on
Accreditation and School Improvement (SACS CASI). The Archdiocese of Baltimore, “Advanced Ed accredited independent
school."
Safety and Procedures
The school is situated on an enclosed campus with only one point of entry. During the school day outside doors are locked,
and the building has a “buzz-in” system for entry. All teachers at the school are trained and certified in CPR. A defibrillator is
centrally located on the campus and staff has been trained in its use. Parents provide snacks; a hot lunch program is available.

About the School
Self-expression and imagination are at the heart of this engaging program that celebrates the individual child as a
wonderful, miraculous being and encourages the awe of discovery and learning. The whole-child approach helps
Wonder Kids to build social, emotional, physical, cognitive, and creative skills as learning activities that stimulate the
senses and nurture the child's curious spirit are offered. Children are motivated from within by a natural curiosity and
love for learning. A peaceful, familiar environment for Wonder Kids with mixed ages (3-6 years), freedom of movement
within the classroom, and student choice of activity within a prescribed range of options is offered. Wonder Kids start
their learning adventure in the classroom with circle time, stories, music, art projects, sensory activities and instructorled immersive play. The 2nd hour includes a one hour Funny Bugs/Giggle Worms gym class, where classroom learning
is reinforced through physical activity. The final hour is spent in the classroom, where Wonder Kids will share a snack
and participate in more hands-on learning activities. The Wonder Kids Preschool Enrichment curriculum is prepared
from over 35 years of research findings that support The Little Gym's holistic child development model, using physical
activity as a conduit for three dimensional learning.

Enrollment Process
Registration begins in January. Parents should call for an appointment to tour the school. Registration dates are set first
for current students and church members, and then are open to everyone else. Registration forms are accepted on a first
come, first served basis. Parents are notified of acceptance within a week of registration. Classes are small and fill
quickly. Young 3’s must be 3 years old by March 1 and do not need to be toilet trained. All other children must be
three or four by September 1 and must be toilet trained.
About the School
The school is affiliated with and located in the Walkersville United Methodist Church. It is a fun and happy place for
students and teachers. There are 10 teachers, four aides, and 134 students in five classrooms. The fenced play yard
includes a commercial Little Tykes play structure, swings, a covered sand box, riding toys and scooters, and climbers.
Field trips include pumpkin patch and Catoctin Zoo. There is a holiday program and school end picnic in which all the
students and families participate. The school is licensed by the MC/OCC and approved by the MSDE.
Safety and Procedures
Teachers are trained in CPR and First Aid. Children are dropped off and picked up at the classroom door by parent or
designated adult. The school provides snacks, and parents provide juice or milk. Bathrooms are located across from
classrooms. Young 3’s are taken to the bathroom by aides; older children must ask to use the bathroom.
