Mike was chosen for this award because of our connection with
him for past 15+ years. During this time, Mike has been
a wonderful friend to FELS, having an ongoing
relationship with our Lassin and Paley Early Learning
Centers including their staff and families.
He is also a long-standing supporter of providing
excellence in child care and early childhood
education throughout the Delaware Valley.

gala, our largest fundraising event, a financial success.
With so many organizations competing for charitable

Federation Early Learning Services
Regarded as a leader in the field, Federation Early Learning Services (FELS) has
provided quality programs since 1911.
We enroll infants, toddlers, preschoolers and school age children from diverse
economic, religious and racial backgrounds on a year-round basis. With eight
centers and two public school sites located in Philadelphia, Montgomery and
Delaware Counties, we serve 1,000 children annually.
For over four decades, we have provided classroom supports for children with
special needs, while helping their families identify and obtain resources vital to
their child’s optimum development.
We are extremely proud of our staff many of whom have been with us for over
10 years. Their commitment to continuing their education and remaining
current with best practices has resulted in their receiving prestigious awards
during their careers with us.
Our professional staff serve in key regional and state leadership positions,
advocating for increased funding, higher standards and meaningful legislation
to ensure quality programs for all children. We have also served as a resource
for other early childhood education programs, offering advice, support and
technical assistance.

Federation Early Learning Services (FELS) provides excellence in child care and
early childhood education for all families from diverse backgrounds throughout
the Delaware Valley.
Built on a foundation of Jewish values and traditions for over a century, FELS is
a recognized leader, helping families’ access affordable child care, providing
innovative programs for children and consultation services to the early childhood
community.

I am so excited that Lt. Governor Mike Stack
agreed to accept our inaugural Champion for
Children Award. I cannot think of any public
figure more deserving. For so many years I
have shared stories with our Board of Directors
about his special relationship with our Lassin
and Paley Early Learning Centers. One of my
earliest memories of meeting Mike was at Paley
when he parted the Red Sea as he joined in our
Passover celebration. Just watching the kids run
into his arms when we entered the Kindergarten
room was such a joy. For over the past 15 years, Mike has been a fixture
at our Centers for these and for many other events as well, joining with
our families in many activities.
Fighting for Pennsylvania’s children is not always a popular fight. Mike has
never shied away from helping State government do the right things. I
can’t thank Mike enough for being an extraordinary friend to FELS and a
wonderful friend to all of Pennsylvania’s youngest population.
I am also excited that you have joined our Lt. Governor and FELS in our
continued efforts to ensure that our children receive a high quality early
childhood education. With your support we can provide educational
programs recognized by the Commonwealth of Pennsylvania’s Keystone
STARS Quality Initiative Program and by the National Association for the
Education of Young Children.
With your help we can work to ensure that our most vulnerable Americans
are on track starting at birth giving them the opportunities that will help
them to succeed in the future.

Message from David Pollack, Board Chair
Dear Friend,
On behalf of our engaged Board of Directors, our tireless
staff, all of our beautiful FELS Kids and their supportive
families, I am honored to take this opportunity of thanking
you for all you have done to make this evening’s gala
such a great success. Our organization’s good work would
be impossible without the continued enthusiasm and
commitment of our many friends.
We are here tonight to celebrate many accomplishments.
First and foremost we are proud that FELS continues to
provide excellent early childhood education to more than
1,000 families throughout the Delaware Valley, and remains
committed to exploring any and every opportunity for
expanding our services to untapped communities. Our
newest expansion and 9th synagogue collaboration will take
place this summer, when the Lokoff Early Learning Center in
Ambler re-locates to Tiferet Bet Israel (TBI) in Blue Bell, merging our two early childhood
programs and creating tremendous synergy and excitement in the process.
We are also here this evening to celebrate Lt. Governor Mike Stack, our inaugural
Champion for Children recipient. Through the hard work and unyielding commitment
of legislators like Mike, the cause of early childhood is enjoying a most favored status in
the executive branches of our federal and state governments. We are buoyed to hear
President Obama, along with many legislators and private funders, champion the strategy
of preparing children to enter school ‘Ready to Learn’. Yet, there is still much work to be
done, especially when it comes to affording all families access to quality early education
regardless of their socioeconomic, ethnic, or educational backgrounds. Like FELS, Lt.
Governor Stack believes firmly that any one child who is left on the sidelines is simply one
child too many.
Please know that this great work needs the ongoing commitment and engagement of
our many supporters and friends. I hope that we can continue to count on you to partner
with us in working to change the course of every child’s life for the better. You can do this
by supporting FELS throughout the year, as a catalyst to transforming the role and goal of
education in our lifetime!
There are so much gratitude and appreciation to go around this evening. To our Champion
Sponsor, PNC, and to our Benefactors, Digital Benefit Advisors, Jill and Mark Fishman, The
Haverford Trust Company and Helene Rosenfeld we are most grateful for your generosity.
I also want to express my sincerest gratitude to our co-chairs, Jennifer and Evan Segal and
Cathy and Marc Seiler, for their supreme support of this wonderful organization as well as
to the smashing success of tonight’s event. Long standing Board members like Cathy and
Evan, who as volunteers collaborate with our staff on a multitude of projects, help make
FELS a unique entity in the non-profit world, and make my role as Board Chair such a
privilege and pleasure.
From all of our FELS families, to Cathy and Evan, to our entire Board, to Maddy Malis and
her incredible team, and most especially to YOU, there are simply not enough ‘Thank
Yous’ that convey how your attendance tonight and support throughout the year make
such a positive and powerful difference for so many children in the Delaware Valley.
We are forever grateful and hope to see you again at Gala 2017.

Jennifer and I are honored to be co-chairing
the 27th Annual Love Our Kids Gala along
with Cathy and Marc Seiler. We look forward
to a wonderful night celebrating early
childhood education with friends old and new,
and presenting the inaugural FELS Champion
for Children Award to Lt. Governor Mike
Stack. I remember Mike visiting our centers as
far back as 2006 when I first joined the FELS
board and really appreciate his consistent
interest and advocacy for our organization.
Jen and I love being part of the FELS community and the work it does in
providing quality early care and education. Our own children, Savannah
and Graham, are alumni of Lokoff, so we know first-hand the importance
of their Pre-K development. And as parents within the FELS community,
we built relationships with other families that will last a lifetime.
Tonight we also celebrate the commitment and dedication of the FELS
teachers who provide “The best of everything from the beginning”. We
are proud that our faculty is recognized both regionally and nationally for
their critical role in the lives of so many young children. We also want to
recognize other FELS employees whose enthusiasm and hard work help
support our families.

Marc and I look forward to this event each year.
It’s an opportunity to share with you, our family
and friends, how FELS makes a meaningful
impact on our youngest children and their
families. We are also privileged to share this
event with our co-chairs, Jennifer and
Evan Segal.
Jennifer, Evan, Marc and I know that a quality
early childhood educational program is a
necessity for many families. Parents need to be
able to work, support their families and also
know that they are being provided a safe and
educational environment for their child. As a board member for the past
13 years, I know that FELS meets all of these needs; providing the highest
quality educational programs and services in a warm and nurturing setting.
It is important for you to know that having access to such programs can
have a significant impact on a child’s likelihood of success in school, as well
as in their future careers. Decades of research demonstrates that highquality early childhood programs for vulnerable children not only increase
childhood literacy and high school graduation rates, but also reduce crime
and teenage pregnancy. Leading economists say that early childhood
education is a sound public investment, as every dollar spent on these
programs can result in future savings on special education programs, as well
as on the criminal justice system.
Marc and I thank you for supporting FELS and for joining us this evening.
We are fortunate to be able to call Lt. Governor Mike Stack, a friend to FELS
and a supporter of early childhood education. We applaud his work and
congratulate him on being a Champion for Children.
Together, we can make an impactful imprint on our children; helping them
to receive a great foundation; thereby enabling them to reach their full
potential.

PROUD ACCOMPLISHMENTS
•Will serve over 1,150 children this year in eight centers and two after
school programs; 50% living at or below the poverty line; 49% living
in single parent households
•Six centers maintained a Keystone STAR 4 rating, the highest
designation possible in the Commonwealth of Pennsylvania’s
Quality Initiative
•Five centers remained accredited by the National Association for
the Education of Young Children (NAEYC). Approximately 6% of all
early childhood programs in the United States have achieved this
prestigious and highly regarded designation
•Assisted more than 23,000 low income working families through
our Child Care Information Services Northeast, which provides
resource and referral services and subsidized child care assistance
to low-income families
•Successfully integrated over 200 children with special needs into
our programs
•Awarded $90,000 in scholarship assistance to families in need so
parents could keep their children enrolled in a quality Jewish early
childhood education program while working to keep their families
economically independent
•Raised over $529,000 to improve facilities, enhance programs for
children and promote staff development and retention
•Continued our partnership with the School District of Philadelphia
to provide services to 119 children in our Pre-K Counts and Head
Start classrooms
•Two teachers (K’tonton and Paley Early Learning Center) won the
prestigious Terri Lynne Lokoff/Children’s Tylenol National Child Care
Teachers Award
•Excellent staff retention record; 73 staff have been employed over
10 years, 15 over 20 years

LITERACY
Developing an appreciation for reading and writing maximizes a child’s
chance to excel in school. Our literacy programs foster imagination and
creativity. Our curriculum also teaches the early literacy skills necessary for
school readiness such as comprehension, phonemic awareness and
vocabulary. Children learn to listen, think critically and discuss while building
language skills, providing them with the foundation for future learning.

HEALTHY HABITS
Research continues to support that nutrition and physical activity
play a critical role in the cognitive, emotional and behavioral development
of children. To ensure we are meeting these needs, our curriculum includes
healthy cooking projects, active playgrounds, fitness enrichment programs
and balanced snacks.

JEWISH HERITAGE
Both of our children have thrived at the Buerger Early Learning Center
and have established an early love for learning and for their Jewish
identity. Thank you for supporting our family’s efforts to provide a
solid Jewish education for our children.
For the past two years we have been truly happy with the Gutman Early
Learning Center. The staff and families provide a warm and supportive
learning environment. We are pleased with the quality of care and education
that they received. We are especially happy that their Jewish heritage is
included in their everyday lives. Both have benefited from all the special
programming. Our children are the happiest at FELS!

TUITION ASSISTANCE
Our dedication to supporting our families, particularly during financially
challenging years, has not wavered. Through the generous support of
donors we have been able to provide over 100 scholarships in
this year alone, ensuring their child receives a high quality
early childhood education.
We are so pleased with the care that our children have received in the
care of FELS since they were both twelve weeks old. When we drop off
our the kids for the day, we do so knowing that they will not only learn
a great deal but will spend the day with people who truly love them.
Thank you for this financial assistance. We also benefit in spirit and
are fortunate for our association with the school.

STAFF DEVELOPMENT
Through comprehensive staff development programs, our teachers and
administrators remain current with new technology and best practices in early
childhood education. Our staff development programs meet the gold
standards on state and national levels, continually surpassing state
licensing standards. Our teachers distinguish themselves and
our organization by winning prestigious awards like the
Terri Lynne Lokoff/Children’s Tylenol National Child Care Teachers Award.

SPECIAL NEEDS
FELS continues to maintain our long and proud history of enrolling children
with special medical, developmental, neurological and behavioral needs.
Teachers working in tandem with our Child Development Specialist design
techniques to provide the optimal inclusion of children with special needs
into typical classroom settings.

CAMP
Our centers feature summer programming that keeps education in the
limelight while featuring numerous outdoor activities, weekly themes and
for many centers, time in the pool. Camp Woodlight at Paley offers a safe,
stimulating and welcoming environment for our year-round children and
many school-age children from the community who return year after year.
Field trips, service projects and enrichment specialists comprise our unique
summer all-day programming which is so important to many of the working
parents who count on FELS.

OUR FUTURE
FELS meets and maintains the highest standards set nationally through the
National Association for the Education of Young Children and from the
Commonwealth of Pennsylvania’s Keystone STARS Quality Initiative Program
ensuring our children are set on the right path to succeed.
Decades of research show that children who enter kindergarten ready to
learn are better positioned to read at grade level by the end of third grade,
graduate from high school, remain employed and are less likely
to engage in criminal activities.

Message from Brendon Boyle, US Congressman (PA-13)
WHY INVEST IN EARLY CHILDHOOD EDUCATION AND ITS TEACHERS
Providing quality early childhood education
is a crucial step in building a brighter future
for families in Pennsylvania and beyond – a
foundation for healthy growth and learning that
benefits communities for years to come.
Numerous studies demonstrate the health,
cognitive, and social advantages of pre-K
educated children, in addition to economic
benefits for families. Every dollar spent on
pre-k returns up to $17 in later savings and
benefits. Pennsylvania school districts investing in pre-k can recoup as much
as 78 percent in other education savings. Yet, today only 18 percent of
Pennsylvania’s 3-and 4-year-olds have access to high quality, publicly funded
pre-k programs. This is unacceptable.
While most of us agree on the merits of this goal we have encountered some
real challenges in executing this vision, particularly funding early childhood
education centers and certifying qualified staff and teachers. We have made
great strides raising these standards, but we must properly fund and support
the teachers and caretakers who take on these responsibilities. The average
annual turnover rate for child care staff is 30% in the U.S. – 4 times greater
than the nationwide average for elementary school teachers.
I commend the organizations working hard to provide quality early childhood
education programs to thousands of children in Pennsylvania – Keystone
Stars, the PreK for PA Initiative, PreK Counts, Head Start, and many more.
Now, elected leaders must step up to make the necessary investments in
developing and retaining the quality staff necessary to provide our children
the head start they deserve. This, I believe, is the most direct investment in
our future we can make.
